Qualifications,ExperienceandEnglishLanguageProficiency

Purpose

ThispolicysupportstheESOSNationalCode2007Standard2.2thatstates:

The registeredprovidermusthavedocumentedprocedures inplace,and implement theseprocedures toassesswhetherthestudent’squalifications,experienceandEnglishLanguageProficiencyareappropriateforthecourseforwhichenrolmentissought.

Policy

Empire institute of Education (EIE) will implement this policy to ensure that student qualifications,experienceandEnglishlanguageproficiencyareappropriateforthecourseforwhichenrolmentissought.StudentenrollinginEIEwillbeassessedinaccordancewiththeprocedureoutlinedinthisdocument.

Scope

Thescopeofthispolicycoverstheassessmentofstudent’squalifications,experienceandEnglishlanguageproficiencybytheAdmissionManagerofEmpireInstituteofEducation(EIE).

Procedure

TheRTOManagerwillberesponsibleatthetimeofadmissionstoconsiderandapproveapplicants,basedon the English language proficiency evidence submitted, as part of the application process and inaccordancewiththispolicyandprocedure.

The required IELTS 5.5 (or equivalent) proficiency level must be demonstrated in accordance with thecourse entry requirements specified by EIE, and subject to exemptions or special circumstances asoutlinedinthispolicy.

EIEreservestherighttorequestanyapplicantorexistingstudenttoundertakeanEnglishPlaceTest(EPT)orotherformalwrittenororalinterview,wherethereisanydoubtastotheauthenticityofdocumentedevidence provided as part of the application or doubt as to the student’s adequate English languageproficiency.

ApplicantsareresponsibleformeetingEIEminimumEnglishlanguageproficiencystandards.

Steps

1. OnreceiptofacompletedApplicationform,theRTOManagerwillmakeadecisiononeligibility.

2. Each enrolment application is to be assessed to ensure that the student’s qualifications,experienceandEnglishlanguageproficiencyareappropriateforthecourseforwhichenrolmentissought.TheRTOManagercompletestheAdmissionChecklisttoensuretherequirementsaremet.

3. If the RTO Manager finds that the applicant has completed relevant courses from anotherRegistered Provider, the applicant will forward the appropriate documentation to the RTOManager.TheRTOManagerassessestheapplicant’spreviouseducationalqualifications(obtainedin Australia) necessary for studying at the required level of the proposed qualification forAdvancedStanding.

4. The application is also assessed to determinewhether the applicantmeets the required entry-levelcompetenciesfortheparticularqualificationandeligibilityforcredittransfer.

5. Havingarrivedatanadmissiondecisionfortheapplicant’seducationalqualifications,andfindingasatisfactoryIELTSscore,theapplicantwillbeofferedaplaceinthechosencourse.

6. OnthedayofOrientation,aLanguage,LiteracyandNumeracytestwillbeconductedtodeterminethatthestudenthastherequiredLLNlevel,inthechosencourse.

EnglishLanguageProficiencyTestsforPackagedPrograms

International applicants may package their VET course/s with ELICOS; however, minimum entryrequirementsmustbemetforallVETcourses.UnderaPackagedProgram,applicantsareabletoapplyforaStudentVisaforthecombineddurationoftheELICOSandVETcourse.

WhereaninternationalapplicanthasnotprovidedsufficientevidenceofhavingmettheEnglishlanguageentryrequirementforaVETcourseatEIEoranotherprovider,andtheywishtopackagetheircoursewithELICOSatanotherprovider,theapplicantwillberecommendedtoundertakeanEnglishPlaceTest(EPT)beforeenrolment.TheEPTwillbeadministeredbyEIEatnoadditionalcosttodeterminetheEnglishleveloftheapplicant,priortocommencingtheircourse.

IfthestudentisunabletoachievetherequiredEnglishlevel,EIEwillrecommendstudenttotakeELICOSorequivalent coursebefore startingwithEIE.AConditional LetterofOffer for the courseatEIEwillbeissued,subjecttomeetingtheEnglishlanguageentryrequirement.

IncaseswhereapplicantsdecidenottoundertaketheEPT,despitearecommendationtodoso,andseekenrolmentinanELICOScourse,priortocommencingtheircourseatEIE,aconditionalLetterofOfferforthe course at EIE will be issued. Applicants will be made aware that if they do not meet the EnglishLanguageProficiencylevel,theymayberequiredtore-enrolinfurtherELICOSanddefertheirVETcourse.

Students cannot commence their course at EIE, until they demonstrate the required level of EnglishProficiency.

IELTSandEquivalentEnglishLanguageTest

To ensure all students have sufficient English Language Proficiency to meet satisfactory courseparticipation and achieve successful outcomes, all courses have a minimum IELTS level specified foradmissionintoacourse/qualification.All IELTSevidencesubmittedmustbecurrent,withinthepasttwoyears.

EIErequiredIELTSscore5.5orequivalentforallVETqualifications,andIELTSscore6.0orequivalentfordirectentrytoAdvanceDiplomacourses.

Students,who originate from Level 1 countries and are not required to provide an IELTS score,will berequestedtocompleteEIEinternalEnglishPlacementTest(EPT).

ConditionalLetterofOffer

AconditionalLetterofOffermaybeissued,when:

• MakinganofferwhereanapplicantstillhastocompleteanELICOScoursethattheyarecurrentlyundertaking.

• Formaldocumentation/confirmationofEnglishLanguageProficiencyisnotyetavailable.

• TheapplicanthasanadequateIELTSlevelorequivalentforacertificatecourse,butisrequiredtodemonstrate a higher IELTS or equivalent level prior to commencing in an Advanced Diplomacourse

WaiverofFormalIELTSorEquivalent

EIEmayapproveanenrolmentwithawaiveroftherequiredEnglishLanguageproficiencyrequirementsforenrolmentunderspecialcircumstances,andthereasons for thewaivermustbeclearlydocumentedand placed on the Student’s File (for example, applicants with prior Australian Vocational or TertiaryQualification).

WhereanapplicantcanprovidecertifieddocumentationofhavingcompletedfulltimestudyequivalenttoatleastoneyearinanAustraliaqualificationatanequivalentorhigherAQFortertiaryleveltothecoursebeing applied for, issued by an Australian RTO and completedwithin 12months from the date of theapplication,andwherethesolelanguageofinstructionsandassessmentwasinEnglish,theapplicantwillbeacceptedintoEIEwithouthavingtoprovetheirEnglishlanguageproficiency.

VocationalExperience

Amatureageapplicantwithdocumentedevidenceofextensivevocationalexperienceinthesamefieldasthequalificationbeingappliedfor,andwhosevocationalexperienceindicatesabroaduseoftheEnglishlanguage,mayonlyneedtoparticipateinaninformaloralinterviewandLLNtesttoconfirmtheirEnglishlanguageproficiency.

Qualifications

If anapplicant is applying forAdvancedStanding (creditexemption), theyare required toattach to theapplication,detailedsyllabuses/curriculaofallsubjectsthattheyhavesuccessfullycompletedandwouldlikecreditfor,inadditiontocertifiedcopiesofqualificationsandacademictranscripts.

Empire Administration will forward the detail and academic documents to the RTOManager who willassess Advanced Standing as per EIE policy and procedures. (Refer to Advanced Standing Policy andProcedure)

EIE recognises qualifications and Statements of Attainment issued by another RTO. Where a studentenrols in a qualification delivered and assessed by EIE, then the Institute will recognise units ofcompetency included on a Statement of Attainment issued to the applicant by another RegisteredProvider towards the qualification, assuming the units meet the packaging rules of the qualificationdeliveredbyEIE.
