Introduction to ACOA
Provides government service to business at various stages of the business
lifecycle, through its HQ in Moncton and various CBSCs throughout Atlantic
Canada
The majority of ACOA’s focus is on management of Grants & Contributions
(Gs&Cs), supplemented by discovery services for supporting information across
multiple jurisdictions
Overall Gs&Cs envelope is approx. $250M, managed by a complement of 725
FTEs and an O&M budget of $95M (08/09)

ACOA was a participating organization in the early stages of Gs&Cs Reform, committing
to reduce reporting burden by 10%
ACOA employs an “architecture before implementation” approach, focused on business
and information needs to inform the use of enablers; this becomes a cyclical approach
The Agency aimed to leverage existing organizational and GC investments to improve
both the internal and external service experience

– E.g. applied faceted taxonomy and business classification directly
tied to MAF indicators and the agency’s Program Activity
Architecture (PAA)
Data entry productivity for Account Managers is up 30% through the
use of pre-population of historical data
Implementation of Qaccess, a business system that enabled
rationalized business processes
– The system also enabled retrieval of a recipient profile in 30
seconds, down from 30 minutes7

Several GC departments use their own solutions for Gs&Cs delivery,
with some participating in planned cluster initiatives
There is no current planned or accepted architecture for Gs&Cs
delivery and management within the GC
Gs&Cs, like many other functions of government, are currently
solution driven

ACOA is seen as a leader within the GC in pushing the envelope on Gs&Cs delivery,
while maintaining compliance within the Web of Rules
What Is BPP?Definition: The business process platform (BPP) is a combined IT and
business model that enables enterprises to accommodate rapid but controlled
business process change through the use of integrated process composition
technologies and reusable business process components in a managed
environment.

In broad terms, the concept of a process platform is meant to
describe an underlying applications platform that enables users to
model, orchestrate, integrate and execute processes quickly and
easily, to suit their ever-changing business needs

Using MOSS as a BPP
• ACOA is using MOSS 2007 as a project-case
management tool to support a project-case model
• Most government activities are project and/or case
based and fit well into the project-case model.
• ACOA has identified some 80+ case types that define
the agency’s business processes.
• The project-case can range from very simple to very
complex.

Business Process Platform (BPP)
Sharable components in SharePointSharePoint provides an opportunity to share components in the form of templates. This significantly reduces development costs
and will facilitate standardization.
• Application templates– Application templates are out-of-the-box custom scenarios tailored to address the needs and requirements of specific business
processes or sets of tasks in organizations of any size. They also provide a starting point to build deeper SharePoint-based solutions.
– Example: Case management template
• Site templates– Pre-configured templates used to meet more generic needs. Once created the site and the site components can be customized by
changing libraries, lists, views, etc.
– Example: Committee workspace
• Library templates– Library templates to be used to create pre-defined libraries (containers to store documents) the template may include views and a pre-
configured set of meta-data associated with the documents. Libraries are also provided through site templates.
– Example: Document library, picture library, form library
• List templates– Templates to be used to create pre-defined lists for data management. Lists are also provided through site templates.
– Example: Project task lists, events, contacts, etc.
• Page templates– Page Templates to be used to create web pages that display the information found on the site, from other sites, from databases or form
the web.
• Features– Although not a template, features enable a developer to add functionality to SharePoint templates. Once developed, these features can
be shared between Departments.
