Policy Brief Accelerating efforts to eliminate violence against women: Engaging men and boys in preventing and responding to violence against all women and girls Inputs on the 35 th Session of the Human Rights Council United Nations, Geneva, 6 – 23 June 2017 MenEngage Alliance strongly condemns all forms of violence against all women and girls. In every society, to a greater or lesser degree, women and girls are subjected to physical, sexual and psychological abuse that cuts across lines of income, class and culture. Violence against women and girls violates women’s and girls’ human rights and fundamental freedoms. Violence against women and girls is an obstacle to the achievement of the objectives of equality, development and peace. The long-standing failure to protect and promote those rights and freedoms in the case of violence against women is a matter of concern to the international community and should be addressed as a highest priority. UN Member States should prioritize knowledge about its causes and consequences, as well as its incidence and measures to combat it. Why engage men and boys in efforts to eliminate violence against all women and girls. We need to address the role that men of all ages can play in preventing and reducing gender based violence and examine the root causes of violence towards women, including the socialization of men, power, patriarchy and masculinities. ü Work with men and boys can have a positive, transformative impact for the lives of women and girls. There is a much broader spectrum of roles for men and boys to play than perpetrator or potential perpetrator of gender-based violence. These roles not only prevent and reduce violence against women and girls, but also improve the lives of men and boys by freeing them from these harmful and limiting aspects of masculinities. ü Work with men and boys is necessary. As major perpetrators, the target audience for primary prevention, holders of the social norms and influencers on other men, men need to be engaged to reduce and prevent gender-based violence. ü Work with men and boys can be effective. As the evidence base grows, evaluation data appears, lessons are learned, and best practices are shared, we believe this may be a missing element to compliment the ground-breaking work by women’s rights organizations. Call to Action We call for a review of promising practices and lessons learned from existing strategies aimed at engaging men and boys in gender equality, particularly efforts to transform harmful gender stereotypes, masculinities and negative social norms, attitudes and behaviours that underlie and perpetuate violence against women and girls, and to make recommendations for further action by States and the international community towards the full implementation of human rights obligations in this regard.

PreambleMenEngageAllianceencouragesMemberStatestotakeintoconsiderationthefollowingpoints,whichwebelieve should frame thediscourseonengagingmenandboys inpreventingand responding toviolenceagainstallwomenandgirls:Workwithmen and boysmust be done inmanners fully accountable towomen and girls, and othermarginalizedgroups.Workonengagingmenandboysandtransformingmasculinitiesisnotanendinitself,ratheronestrategytoachievethegoalofwomen’srightsandgenderjusticeforall.Interventionsshouldbecarriedoutinclosecollaborationwithwomenandwomen’srightsorganizations.Existinghumanrightsinstrumentsdealingwithviolenceagainstwomenandgirlsfocusonlegalandhealthservicesforsurvivorsofviolence,andrightfullyso.Supportmeasuresandreparationtosurvivorsofviolenceagainst women should never be compromised. And there is urgent need to actively support women’sautonomy,leadershipanddecisionmakinginthestruggletoendgenderbasedviolenceagainstwomenandgirls. The existing recognition of the need to address the root causes of such violence, needs to bemaintained.There isurgentneedtoholdstates toaccountandspeedupthe implementationofexistinghumanrightsinstrumentsdealingwithviolenceagainstallwomenandgirls.Among the existing human rights instruments there is a considerable blind-spot in transformingmasculinitiesthatunderpinviolenceagainstwomenandgirls,andfullyaddressingtherolesofmenandboysasperpetratorsofviolenceagainstwomen,aswellaspotentialalliesforchangealongsidewomenandgirls.Despitetheemphasisplacedonaddressingtherootcausesofviolencethereisalackofrecognitionoftheneedtospecificallyaddressthegenderstereotypesandsocialnormsrelatingtomasculinitiesthatcancausegenderbasedviolenceagainstwomen,andthepotentialofpoliciesandprogrammesthattargetmenandboysintheirvariousrolestoholdthemtoaccountandchallengethesenormsandattitudes,andmobilizemenandboysasallies.Goingbeyondmerelyengagingmenandboys,weadvocateforgendertransformativeapproacheswhichseektodismantleharmfulattitudes,customs,practices,stereotypes,inequalitiesinpowerandprivileges,inparticularrelatedtomasculinitiesandmanhood,whichperpetuatediscriminationstowardwomenandgirls.Menandboysplaya key role inupholdingandexercising theseharmfulnorms,making them importantactorsingendertransformativeinterventions.Inreferencetoallstrategies,programing,education,policyreform and campaigns we recommend gender transformative language with a focus on addresses rootcausesanddismantlingharmfulnorms.Thetimehascometomakeprimarypreventionapartofnationalandinternationalpoliciesandhumanrightsinstruments.Anumberofinternationalinstrumentshaveacknowledgedtheneedtoengagemenandboys in theeliminationofviolenceanddiscriminationagainstwomenandgirls, suchasAgenda2030 forSustainableDevelopment (in particular paragraph20), theBeijingPlatform forAction (including recentlyagreedconclusionsofCSW60andCSW61aswellasCSW48),theInternationalConferenceonPopulationandDevelopmentProgrammeofAction,andtheUNCommitteeontheRightsoftheChild(includingCRCGeneralComment15).However,existinginternationalinstrumentsonviolenceagainstwomenhaveyettomakeexplicitcalls forscalingupandimplementinguniversalprimarypreventionprogramstoendmen’sandboys’useofviolenceagainstwomenandgirls.Fortheengagementofmenandboystobesuccessfulincontributingtowomen’srightsandgenderjusticeforall,implementationandmonitoringarerequired.Thisrequiresallocatingadequateresources,withouttakingawayresourcesforworkingwithwomenandgirls.

Theengagementoftherolesofcivilsocietygroupsandorganizations,suchasfeministgroupsandyouthgroupsincarryingouttheworkofengagingmenandboysisnecessary.NotingthatUNWomen’sHeForShe,whileinformedbyCSOexamplesandinsomecontextsimplementedbyCSOs,isaUN-agencyinitiative.CSO-ledinitiativesprovidetheprimarycommunityofpracticeforengagingmenandboys,suchasMenEngageAlliance(700+CSOandNGOmembersworldwideacrosssixregionalnetworksand34countrynetworks),WhiteRibbonCampaign(aglobalmovementofmenandboysworkingtoendmaleviolenceagainstwomenandgirls, implemented inover60countriesacross fivecontinents)andtheMenCareCampaign (aglobalfatherhoodcampaignactiveinmorethan40countriesonfivecontinents).

EliminatingviolenceagainstallwomenandgirlsandengagingmenandboysThelinksMenEngageAllianceencouragesMemberStatestotakeintoconsiderationthefollowingpoints,whichwestronglybelievewillstrengthennormativemeasurestoaddresspreventionandacceleratetheeliminationofviolenceagainstwomenandgirls:Inordertopreventandrespondtoviolenceagainstallwomenandgirls,itsrootcausesmustbetackled.Thisshouldinclude,butnotbelimitedto,engagingmenandboys,tochallengetheunderlyingattitudesandsocialnormsthatleadthemtocommitviolence.Existingframeworkslargelyfailtorecognizetheneedtospecificallyaddressthesocialnormsrelatingtomasculinitiesthatcauseviolenceagainstwomenandgirls,andthepotentialofpoliciesandprogramsthattargetmenandboysintheirvariousrolestochallengethesenormsandattitudes.Rigidgendernormsandharmfulperceptionsofwhatitmeanstobeamanorawoman,encouragemen’suseofGBV,grantingthemthepowertodictatethetermsofsexandcontroloverresources.Asaresult,women are still too often in a submissive position, lack political and economic power and suffer fromviolence.Therigidgendernormsandharmfulpracticesthatdetermineindividuals’behavior,causingGBVandgenderinjustice,areupheldandreinforcedbycommunities,civilsocietyandinstitutionsalike.Men’suseofviolenceagainstwomenandgirlsisnotrandom.1Thereareclearfactorsthatdrivemen’suseofVAWandfactorsthatsupportwomen’svulnerabilitytoVAW,suchaswitnessingorexperiencingviolenceas a child, norms and attitudes that supportVAW, a lackof accountability and context of impunity, andeconomicstress.Thesefactorscanbeexacerbatedincertaincontexts,suchasthosewithpervasivegenderinequalitiesandpatriarchalfamilystructures;settingswithunenforcedorlimitedlawspreventingVAWandareasof (post-) conflict.Thenecessary fundamental transformationofharmful socialnormstopreventVAWandpromotegenderjusticecanonlyberealizedifinternational,regionalandnationalhumanrightsnorms and standards on VAW recognize the root causes of violence and addresses theindividual/relationship,community,civilsociety,institutionalandgovernmentallevelssimultaneouslyandinamutuallyreinforcingmanner.Well-designedgender-transformativeprogramswithmenandboys that changeunderlyingdestructivegendernormsareeffectiveinreducingviolenceagainstwomenandgirls2.Theseprogramsseektoreshapegenderrelationstobemoreequitable,andfreebothwomenandmenfromtheimpactofdestructivegenderandsexualnorms.However,programmesremainmostlyNGOled,smallscale,shorttermandhavefailedtoreachlargenumbersofmenandboys.Inorderforworkwithmenandboystohavethedesiredimpactamore concerted effort is needed to take these programs to scale and institutionalize them. This shouldinvolveamulti-sectoralapproachandcommittedpartnershipsbetweengovernmentsandCSOs,thehealth,educationandjusticesectors,themediaandtheprivatesector.

StrategiesfortransformingmasculinitiesEngagingmen&boysinpreventingandrespondingtoviolenceagainstwomenandgirlsTo ensure they are scalable and sustainable, strategies for engaging men and boys should includeinterventionsandtransformationsatdifferentlevels,basedonasocio-ecologicalmodel:Interventionsthataimtochangemen’sindividualbehaviourandbehaviourwithinrelationships,togetherwithwomenandgirls;interventionstargetedatcommunitiesthataimtotransformdominantsocialnormsregardinggenderandviolence; interventionsthataimtoembedpositivegendernorms into institutionssuchas thehealthandeducationsystems,thepoliceandlawenforcement,etc.;andgovernmentpoliciesandlawsthatengagemenandboysingender-basedviolenceprevention.Holdingmenandboysaccountablefortheviolencetheyhavecarriedoutmustbepartofcomprehensivenationalstrategiestoendandpreventviolenceagainstallwomenandgirls.Programsformenwhohaveusedviolenceagainstwomencanbepartof comprehensive community support forwomen survivorsofviolence.Whensuchprogramsarepartofaneffective justice system,connected to thecommunity,andcombinedwithadequatesupportandprotectionofwomensurvivorsofviolence,theycanbeanimportantpart of preventing future violence3. Furthermore, community approaches to hold men accountable forviolenceagainstwomen–inwhichsurvivorshavethechancetohearandaskforjusticefrommenwhohaveusedviolence– canbe importantelements in changing communitynormsandhelping communitiesandindividualsrecoverfromviolence.Holdinginstitutionsaccountableacrossallthesectors,whoseleadershipismostlymen,fortheadoptionofpractices,programs,educationandpolicieswhichseektotransformharmfulattitudes,practices,normsandpowerdynamicswhichsustainstructuralviolencetowardswomenandgirls.HoldingtheStateaccountablefortheadoption,design,implementation,monitoringandevaluationofcomprehensivenationalstrategiestoendandpreventviolenceagainstallwomenandgirls,implementingprimaryandsecondarypreventionprogramstopreventandrespondtoviolenceagainstwomen.Holdingthe InternationalcommunityandHumanRightsInstrumentsaccountableformakinganexplicitcallforscaling-upandimplementinguniversalprimarypreventionprogramstoendmen’sandboys’useofviolenceagainstwomenandgirls.

Well-designed group education processes can lead to attitude changes, and in some cases, behaviorchangesassociatedwithVAW4.Asignificantproportionofmenwhousesexualviolencedosoforthefirsttimeasadolescents.Thusitiskeytoreachboys(age10+)andyoungmenwhentheirattitudesandbeliefsaboutgenderstereotypesaredevelopingandbeforethefirstperpetrationofviolence.Trainingteachersandcommunity-based workers to facilitate group education and school-based campaigns on VAW, andimplementinggender-sensitiveschoolcurriculacanbeeffectiveinpreventingviolence.Universal comprehensive sexuality education, with specific reference to gender and the roles andresponsibilitiesofboysandyoungmen,canproveeffectiveinraisingawarenessofandpreventingviolence.Comprehensivesexualityeducationincreasesawarenessaboutsafesex,sexuality,andhealthynon-violentrelationships.Itcanempoweryoungwomenandmentonegotiatethetermsofsexualactivity,understandtheimportanceofconsent,andlearnhowtoresistpeerpressuretoengageinoracceptVAW.Engagingmenaspositiverole-modelsandcaregiversisakeystrategyforendingcyclesofviolence.Programswith fathers and caregivers that emphasize alternatives to physical punishment, promote healthy andegalitarian relationships with mothers, and promote gender-equal child-rearing have shown promise inendingviolenceagainstwomenandchildren.Mencanalsoplaypositiverolesinchangingattitudestowardssurvivorsofgender-basedviolenceinconflictand post-conflict settings. Perpetrators need to be held accountable, and efforts should be put intransformingtheirsocietiesbychanginggendernormsandthebehaviorofmenbasedonnon-violence,careandequality.Giventhehighexposuretomultipleformsofviolenceduringconflict,psycho-socialsupportthatenablesmen,women,boysandgirlstoovercometheirtraumascanproveeffectiveinpreventingfutureviolence.Boyswho experience, and/orwitness violence against theirmothers, are 2.5-3 timesmore likely to useviolenceagainstpartnerswhentheybecomeadults5.Despitethis, fewchildrenexposedtoviolencehaveaccess to ameliorative psychosocial support, and such services are seldom available in schools or incommunities.Secondarypreventionapproaches,suchasgroupcounsellingandeducation,throughwhichyoungpeoplewhohavewitnessed violence at home can receive support are key tobreaking cycles ofviolenceandshouldbemadeavailableinallschoolsandcommunitysettings.Manyandperhapsmostmenaroundtheworldbelievethatviolenceagainstwomenisaviolationofrights,butmostmen are silentwhenmen they know carry out such violence6. This affirms the importance ofbystander interventionsandcommunityaccountabilityapproaches inwhichmenandboyswhoalreadyopposeviolenceagainstwomenareencouragedandsupportedtospeakoutwhentheyseeothermenuseviolence. In numerous impact evaluation studies, such approaches - whether implemented in schools,communities, the workplace, or via sports – have shown effectiveness in changingmen’s attitudes andenhancingexistingcommunitynormsthataffirmtheunacceptabilityofVAW7.Whileempoweringwomenisessential, ifprogramsonlyempowerwomen,theycanleadtobacklashandincreasedviolencebymen8.Ontheotherhand,severalstudiesaffirmpositivechangesincoupleconflictasaresultofeffortstoengagementosupportwomen’seconomicempowerment.Fewefforts,however,havebeenmade to engagemen as allies inwomen’s economic and social empowerment and to explore andpromotecooperationbetweencouples.

Transform and end patriarchy: We seek toengage men and boys, along with women,girlsandpeopleofdiversegender identities,to redress structural power imbalances andinequalities, male domination and theirmanifestations upheld by systemic malesupremacy ideologies, and to reform suchdualisticandsexistgenderorders.

Transform masculinities: We seek todestabilize stereotypical male gender rolesandhegemonicexpressionsofmanhood,andsupport manifestations of non-violent,equitableand inclusivenotionsofmanhood,bychangingsocialnormsthatshapeboys’andmen’sbehavior.

Engagingmenandboys:Weseektoworkwithmen and boys to encourage their activeinvolvement in ending gender inequalities,advancing women’s rights and transformingmasculinitiesasallieswithwomen,girlsandpeople of diverse gender identities.Recognizingthatsomemenandboysquestionthe harmful notions of manhood and theprivileges that society grants them, weprovide them with ways to taketransformativeaction.Weworkwithmen inpower in all spheres of society to promoteprogressivepoliciesandinstitutionalpracticesinfavorofwomen’srightsandgenderjustice.Gender transformative approaches: Policies,processesandstrategiesthatseektocriticallyreflect on and transform social norms andinstitutional practices that create andreinforce gender inequalities. Gendertransformative approaches do not view theengagement of men and boys as an end initself, rather as ameans to transform socialnorms and gender power relations at theirroots.Gendertransformativeapproachesarepartofa‘genderintegrationcontinuum’thatclassifiesinterventionsasgenderexploitative,gender neutral, gender sensitive or gendertransformative.MenEngageseekstosupportthe increased uptake of gendertransformative approaches with men andboysthroughtheworkoftheAlliance.

Intersectionality: We acknowledge thatoppressive institutions (racism, sexism,homophobia, transphobia, ableism,xenophobia, classism, etc.) areinterconnected and cannot be examinedseparatelyfromoneanother.Thisinterplayofmultiple identities can increase vulnerabilityand inequalities in privilege and power, andfurther entrench inequalities and injustice.We seek to contribute to an intersectionalunderstanding of men and boys’ roles andresponsibilities, and enhance anintersectionalperspective intheworkoftheAllianceanditsmembers.Feministapproach:Weacknowledgethatwebuild on the heritage of feminist women’srights organizations and movements andgroundourworkfirmlyinfeministprinciples.Weseektostrengthenourworkbyembracinga women’s rights perspective and feministanalysis, including placing inequalities inprivilege and power that result frompatriarchyattheheartofourworkwithmenandboys.Wecommittolisteningtoandbeingaccountabletowomen’srightsvoices;andtoinstitutionalizing democratic/inclusivedecisionmakingprocesseswithintheAlliance.

Enablingspacesfordialogueandjointaction:MenEngage Alliance, being informed by afeminist approach, engage in strengtheningpartnerships, networks and alliances as apolitical act to change and a tool forempowerment within movement building.Wework‘glocal’:whereideasfromthelocalto the global are jointly identified, shared,negotiated,changed,anddisseminated.Partnerships:Weseektofosterconcreteandequal associations and collaborations withvarious actors and agencies in the field ofwomen’s rights, gender and social justice,climate justice, child rights, youthempowerment and rights, sexual andreproductive health rights, civil and politicalrights, indigenous population rights, andhumanright

AboutMenEngageAllianceMenEngageAllianceisaninternationalnetworkof700+civilsocietyorganizations(CSOs)across68countriesin6regions, working with men and boys to promote health and well-being, reduce gender-based violence anddiscrimination, and realize gender justice for all, by challenging structural barriers to women’s rights and genderequality.Inpartnershipwithwomen’srightsandgenderjusticeactivistsandorganizations,theAllianceseekstoaddvaluetoexistinginitiatives,bybringingforwardtherelevanceoftransformingmasculinitiesresultingfrompatriarchalstructures,andengagingmenandboys inthiswork.TheAllianceplaysapivotal role inshapingthediscourseandagendaofthe“menandmasculinities”workwithinthehealth,women’srightsandgenderjusticefield.InparticularintheareasofGBVprevention,advancingSRHRforall,redistributingunpaidcare-work,andtransformingmasculinitiesinpeaceandsecurity.
