BACKGROUND NCLR is seeking a Policy Analyst to join its Wealth-Building Initiative, which aims to ensure the Latino communitys ability to contribute to and share in the nations economic opportunities, in Washington, DC. This position is housed within NCLRs highly respected Office of Research, Advocacy, and Legislation (ORAL), one of the most influential, visible, and leading national advocacy organizations championing public policy on behalf of Latinos. As a leading advocate on economic and wealth-building policy encompassing the perspectives of Hispanic Americans, NCLR works to advance critical policies in the areas of wages and income security, fair housing, homeownership, taxes, retirement, financial access and inclusion, and workers rights.JOB DESCRIPTIONNCLR is seeking a Policy Analyst in its Washington, DC, office. The candidate will be a member of the Wealth-Building Initiative and help to develop a policy agenda that creates economic opportunities for Latino families. The Policy Analyst will be responsible for providing highly skilled analysis of social, economic, and public policy trends in support of NCLRs goals. This position will be responsible for identifying promising new reform ideas specifically in the areas of housing and consumer policy. The candidate will work with colleagues to conduct rapid-response and longer-term analysis of data and policy proposals, and develop and write compelling policy papers and testimonies for a variety of audiences. This position will work with a diverse group of experts, researchers, and key policymakers primarily at the federal level. In addition, this position will execute strategies that communicate ideas to policymakers, educators, the media, and other key audiences.The Policy Analyst will report to the Wealth-Building Initiative Manager and will work closely with colleagues in the Economic Policy Project, Policy Analysis Center, Housing and Community Development, Communications, and Civic Engagement departments. NCLR offers a collaborative, team-based environment that fosters a culture of ideas and debate. We approach our work from multiple perspectives and methods, understanding both the specific issues and the larger interrelated systems. The ideal candidate in this position should be deeply driven to promote fair housing opportunities and advance economic policy change for the Latino community.RESPONSIBILITIES:

Conduct analysis on housing and consumer protection policies that impact and relate to Latino and immigrant communities and monitor emerging policy ideas.

Produce NCLR policy publications including issue briefs, white papers, conference papers, presentations, and testimony, using primary and secondary research sources.

Serve as an advocate and NCLR representative in policy forums with stakeholders such as congressional staff, policymakers, issue experts, and NCLRs Affiliate Network.

Produce internal policy memoranda, analyses, and short-form materials such as fact sheets and talking points. Regularly collaborate with external colleagues in policy and civil rights coalitions/networks. Engage community organizations from the NCLR Homeownership Network in policy and advocacy activities. Assist in executing policy forums, roundtables, and events to elevate NCLRs housing ad consumer protection policy agenda. Work with media as appropriate.QUALIFICATIONS

Bachelors degree plus 23 years of policy analysis experience required

Experience writing and conducting policy analysis

Extensive research and writing skills, with demonstrated ability to analyze, synthesize, and develop new social policy ideas Experience communicating policy ideas in public settings such as coalition meetings, congressional hearings, major conferences, and with local advocates Demonstrated strong written and oral communication skills

Familiarity with housing discrimination and consumer protection issues strongly desired Experience in public speaking preferred

Bilingual (English and Spanish) strongly preferred
