relatingtooperationspractices.• Providesorientationandtrainingmaterialfornewpersonnel.1.3 PrimaryGoalTheprimarygoaloftheOfficeofFinancialAidistoprovidefinancialmeansbywhichastudentcancontinuehis/hereducation.Thefinancialaidprogramsareadministeredaccordingtothefollowingprinciples:• Theprimaryresponsibilityforfinancingeducationlieswiththestudentandhis/her
family.Whenthetotalresourcestheycanprovidedonotmeettheireducationexpenses,SFCCwillguidethestudentandassisttheminseekingalternatefundsfortheirpost-secondaryeducation.
• Interestedindividualswillbemadeawarethroughouttheyearoffinancialaidopportunities.AstudentmustsubmitaFAFSAapplicationeachyearinwhichhe/sheexpectstobeconsideredforfinancialaid.

AllcommunicationwithstudentswillbesentelectronicallythroughthetheirSFCCstudentemail.Studentsarerequiredtochecktheiremailregularlytocheckthestatusoftheirfinancialaid.1.4.2 AppointmentswithStaffStudentsand/orparentsarenotrequiredtomakeappointmentswithaFinancialAidAdvisor.Studentsandparentsareseenonafirstcomefirstservebasis.Ifastudentorparentwouldliketorequestanappointment,theymaydosobycontactingtheFinancialAidAdvisordirectly.Everyeffortismadetoaddressanyconcernsandansweranyquestionsviaemail,phoneorfax.
1.4.3 TreatmentofCorrespondence/FormsCorrespondencewithstudents,parents,co-workersandotherindividualsaremadeviaphone,zoommeeting,email,faxandinpersoncommunication.Thefrontdeskreceivesdocumentsfromstudents,parentsandotherdepartments.Allincoming
**DuetotheCOVID-19Pandemic–theFinancialAidOfficewillbelimitedtoaminimumnumberofvisitorstotheoffice.FinancialOfficewillfollowallguidanceandrulesestablishedbySFCCadministrationtohelppreventthespreadofthecoronavirussuchaslimitstostudentandoneguestperappointment,socialdistancing,wearingmasksandprotectivescreensbetweenstudentandSFCCstaffinoffices.Weencouragestudentstosetupappointments-byphoneorzoommeeting-withFinancialAidsothatwemaybetterserveyourneedsinatimelymanner.

documentsaredatedandpassedontotheappropriatefinancialaidstaffmember.AlldocumentsrequiredforreceivingfinancialaidwillbescannedandsavedelectronicallyintheBannerStudentSystem.1.4.4 ConfidentialityofStudentRecordsTheFamilyEducationRightsandprivacyAct(FERPA)allowsstudentsataninstitutionofHigherEducationtocontroloutsideaccesstotheireducationrecordsincludingrequestsforinformationfromtheirparentsandotherinterestedparties.Withoutastudent’swrittenconsent,SFCCmaynotdiscloseinformationabouteducationalandfinancialrecordstoanyparties.BycompletingtheStudentConsenttoReleaseform,thestudentisallowingspecifiedpartiesaccesstoeducationalandfinancialinformation.ThestudentwillspecifyontheStudentConsenttoReleaseformwhattypeofinformationisacceptabletorelease.TheStudentConsenttoReleaseshouldbecompletedandsubmittedtotheAcademicRecordsandRegistrar’sOfficeviafaxat(660)596-7472.1.4.5 RecordsManagement&RetentionSFCCmustkeepcomprehensive,accurateprogramandfiscalrecordsrelatedtoitsuseoffinancialaidprogramfunds.Theimportanceofmaintainingcomplete,accuraterecordscannotbeoveremphasized.Programandfiscalrecordsmustdemonstratetheschooliscapableofmeetingtheadministrativeandfiscalrequirementsforparticipatinginthefinancialaidprograms.Inaddition,recordsmustdemonstrateproperadministrationoffinancialaidprogramfundsandmustshowaclearaudittrailforfinancialaidprogramexpenditures.Forexample,recordsforeachfinancialaidrecipientmustclearlyshowthatthefundsweredisbursedinaccordancewithprogramregulations.Recordsmustbemaintainedinasystematicallyorganizedmanner.RecordsarescannedintostudentaccountsintheBannerstudentsystemandhardcopiesofsubmittedformsareretainedinfilebasedondatereceivedforupto3years.TheprocessofrecordingdocumentationelectronicallyintoBannerareasfollows:1. StudentsmayobtainneededdocumentsbyclickingonthecorrespondingRedFlag
titlelocatedontheirmySFCC,FinancialAidsectionorbyvisitingtheFinancialAidofficetoobtainaprintedcopy.
2. Oncethestudenthascompletedthedocument,theyhavetheoptiontoturnitininpersonattheFinancialAidoffice,[email protected],faxitto660-530-5820ormailitSFCC,Attn:FinancialAid,3201W16th,SedaliaMO65301.
3. WhenthedocumentisreceivedbytheFinancialAidoffice,thedocumentisindexedinApplicationExtendertothestudentsfile.Thisisdoneviascanningthedocumentorviadraganddropforelectronicversions.
4. Afterthedocumenthasbeenindexed,itisstampreceivedwiththecurrentday’sdate.Itisthenplacedinafilefolderbasedontheacademicyear.

5. Thefoldersarethenfiledinthefrontstorageroominfilecabinets.Thestorageroomislockedeverydayattheendofbusiness.
6. Attheendofeachacademicyear,thefilesforthatacademicyearareplacedintocardboardboxesaccordingtodocumenttype.TheboxesarethentakentoalockedstorageroominthebasementofHopkinswheretheyremainfor3ormoreyears.
Allinformation,regardlessofformatused,areretrievableinacoherenthardcopyformatorinamediaformatacceptablebytheDepartmentofEducation.Anydocumentationthatcontainsasignature,seal,certificationoranyotherimageormarkrequiredtovalidatetheauthenticityofitsinformationmustbeobtainedinitsoriginalhardcopyorinanimagedmediaformat.
**DuetotheCOVID-19Pandemic–DepartmentofEducationhasalteredspecificdocumentationrequirements.Insomeinstances,wemaybeabletoacceptanelectronicallysignedanddatedstatementfromtheapplicantinwhichheorshetruthfullyattesttotheirsituation.
1.4.6 SeparationofDutiesSFCCensuresthatitsadministrativeproceduresoffinancialaidprogramsincludeanadequatesystemofinternalchecksandbalances.Thissystem,ataminimum,mustseparatethefunctionsofauthorizingpaymentanddisbursingordeliveringfundssothatnoonepersonorofficeexercisesbothfunctionsforanystudentreceivingfinancialaidfunds.Individualsworkingineitherauthorizationordisbursementmayperformotherfunctionsaswell,butnotbothauthorizationanddisbursement.SFCCcomplieswiththispolicyastheOfficeofFinancialAidawardsfunds,buttheBusinessOfficedisbursesfundstostudentaccounts.ThereisaclearandseparatedivisionofresponsibilityfortheadministrationoffinancialaidprogramsbetweentheOfficeofFinancialAidandtheBusinessOffice.TheOfficeofFinancialAidisalsoresponsibleforreconcilingawardsonanindividualstudentbasiswiththeawardamountsreportedtotheDepartmentofEducation(ED)viatheCommonOriginationandDisbursement(COD)agency.TheBusinessOfficeisresponsiblefordisbursingaidrefundstostudentaccountsandapplyingfundstowardsbalances.TheyarealsoresponsiblefordrawingdownfederalfundsviatheG5systemtocoverthefederalaidexpendituresmadetostudents.TheBusinessOfficemonitorsandreceivesallstateaidfundselectronically.

Section2:ReceivingFinancialAid2.1 FreeApplicationforFederalStudentAid(FAFSA).CompletetheFAFSAfortheacademicyearofthetermthatthestudentintendstoenrollatSFCC.Thisapplicationisusedtodeterminethestudent’seligibilityforthePellGrant,SEOG,FederalStaffordStudentLoans,andmuchStateofMissourifundedfinancialaidprograms.ThestudentmustcompletetheFAFSAeachyeartodeterminethestudent’seligibilityforthesefunds.MakesureSFCCisidentifiedasoneoftheschoolsselectedtoreceivethestudent’sfinancialaidapplicationbyenteringourschoolcode:007628.TheprioritydeadlinefortheStateofMissouriisFebruary1.Theapplicationcanbefoundatwww.fafsa.gov.FAFSAapplicationsforeachacademicyearareavailableonOctober1oftheprioryearandopenuntilJune30oftheappliedacademicyear.
2.2 ApplyforAdmissionSubmitanapplicationforAdmissiononourwebsiteatwww.sfccmo.edu.Haveofficialacademictranscriptsfromallhighschools,colleges,universities,or vocational-technicalschoolsattendedsent totheSFCC’sAcademicRecordsandRegistrar.2.3 StudentAidReport(SAR)FederalStudentAidwillsendeachapplicantaSARreportviaemail.TheSARreportisasummaryoftheinformationtheyprovidedontheFAFSA.Itwillnotifythestudentiftheywillberequiredtoprovideinformationtothecollege.IfthestudentdoesnotreceiveaSARreport,theymaycalltheFederalStudentAidCenterat(800)4FED-AIDtocheckthestatusoftheapplication.2.4 ReviewmySFCCFinancialAidSectionStudentscompletefinancialaidpackageislocatedintheFinancialAidsectionoftheirmySFCCaccount.Thissectiondisplaysthestatusofthestudent’sfinancialaid,outlinestheircollegefinancingplan,campusstorebalanceandprovidesreferenceforalltypesofaidSFCCoffers.
2.4.1VerifyInformationorDocumentation.CheckforRedFlags.IntheFinancialAidRequirementssection,redflagsareplaced
Whenfillingoutthe2020-2021FAFSAyouwillneedyour2018federaltaxinformation.Whenfiling2021–2022FAFSAyouwillneedyour2019federaltaxinformation.

foranyrequireddocumentation.Pleaseforwardthesedocumentsassoonaspossible.Oncethestudent’sfinancialaidfileiscompletedandverified,notificationwillbesenttothestudent’sSFCCstudentemail.SeetheVERIFICATIONPROCESSsectionofthismanualformoredetailsaboutthisprocess.2.4.2SFCCTermsandConditionsInordertoviewthestudent’sfinancialaid,thestudentmustreadandacknowledgetheSFCCTerms&Conditions.TermsandConditionslisttherequirementsforstudenttomaintaineligibilityinbothfederalandstateaid.Byclickingonthedescription,thetermsandconditionscanbereviewedandaccepted.2.4.3RequestingAStudentLoanIfthestudentisinterestedinrequestingastudentloan,theywillneedtofollowtheLoanRequestProcessInstructions.Studentsmustfollowtheinstructionsprovided,completetheEntranceCounseling,andsigntheMasterPromissoryNote(MPN)locatedonthestudentloans.govwebsite.UseyourFSAIDtologintothestudentloans.govwebsite.Allstepsmustbecompletebeforeloanswillbeprocessedandappliedtowardtheaccount.MoreinformationaboutthefederalstudentloanprocessislocatedinSection4:TypesofFinancialAid,underFederalDirectLoanProgram.
2.5 FinancialAidOffer
Whenallredflagsarecompleted(greencheckmarks),afinancialaidofferwillbeaddedtothestudent’saccount.OfferedamountscanbeseenontheCollegeFinancingPlanintheirmySFFCaccount.Theamountsshownarebasedonfull-time(12+credithours)enrollment.Theactualamountofaidwillbedisbursedbasedonactualattendinghoursatthetimeofdisbursement.Thismeansthestudentmaynotbeeligibletoreceivethefullamountslisted.

Section3:FinancialAidEligibilityRequirements3.1 InstitutionalEligibilityRequirementsToparticipateintheTitleIVprograms,schoolsmustmeetoneofthefollowingdefinitionsofaneligibleinstitution:¨ Institutionofhighereducation;¨ Proprietaryinstitutionofhighereducation;or¨ Postsecondaryvocationalinstitution.Asaninstitutionofhighereducation,SFCCmeetsthesecriteria.TheOfficeofFinancialAidmaintainsdocumentationthatsubstantiatestheschool’sinstitutionaleligibility.Suchdocumentsmightinclude,butarenotlimitedto:¨ ProgramParticipationAgreement(PPA)¨ EligibilityandCertificationApprovalReport(ECAR)3.2 ProgramEligibilityToqualifyasaneligibleinstitution,theschoolmustofferatleastoneeligibleprogram.Itisthestudent’sresponsibilitytoensurethattheyareenrolledinaneligibleprogramandaretakingcourseworkthatapplytowardstheeligibleprogramandmaintainsatisfactoryacademicprogress(SAP)beforedisbursingTitleIVaid.AllprogramsofferedbySFCCleadtoacertificateand/orassociate’sdegreeandareeligibleforfederalaid.
3.3 GeneralRequirements–PolicyandPracticesGoverningStudentFinancialAidThestudentagreestocomplywiththefollowingpoliciesregardingyourfinancialaidoffer.Failuretomeettherequirementsmayresultinhavingtorepayfundsandbeingdeniedfuturefinancialaid.1. TheOfficeofFinancialAidreservestherighttoreviewandcancelanofferatanytime
becauseofchangesinfinancialoracademicstatus,orchangeofacademicprogram.Ifanoverpaymentoccurs,thestudentisresponsibleforreimbursingtheschoolandorgovernmententitywheretheoverpaymentoccurred.
2. StudentsMUSTnotifytheOfficeofFinancialAidofanygrants,scholarships,loans,etc.,
EffectiveJuly1,2019–inreactiontoDepartmentofEducationAnnouncement#122–StateFairCommunityCollegehaschosento“earlyimplement”therecessionofallGainfulEmploymentrules.AllGainfulEmploymentlinkshavebeenremovedfromourwebsite.Allmarketingmaterials,disclosuresaswellasacknowledgementshavebeenremovedfromdistribution.

3. Financialaidoffersaredeterminedbasedfinancialneed.Theformulatocalculate

4. Financialaidiscontingentuponenrollmentinaneligibleprogram,enrolledincourses
thatapplytowardsthecompletionontheprogramandmaintainingsatisfactoryacademicprogress.Theschoolcatalogprovidesinformationaboutthesepolicies.
5. ItisSFCC’spolicytodisbursefinancialaideachterm.Innoinstancewillaportionof
theofferbedisbursedtothestudentpriortoregistration.Refertotheschoolcatalogforregistrationinformation.
6. Anycommitmentoffederal/state/institutionalfundsistentativeandcontingentupon
subsequentCongressionalappropriationandactualreceiptofthefundsbyStateFairCommunityCollege.
7. Newapplicationsforfinancialaidshouldbesubmittedassoonaspossibleforthe
upcomingschoolyear.Studentsareresponsibleforsecuringandcompletingthenecessaryapplicationsonline.
8. ConcurrentEnrollment:Studentsenrolledincoursesatothercollegeswhilealso
enrolledatSFCCmustinformtheFinancialAidOffice.Studentsmayreceivefinancialaidatonlyoneschoolinagiventerm.
3.4 ConsortiumAgreements–General
SFCCmayapproveaconsortiumagreementwithotherinstitutions.ApprovalisgivenonacasebycasebasisfromtheOfficeofFinancialAid.AFinancialAidConsortiumAgreementmakesitpossibleforastudentfromSFCCtoattendanotherpost-secondaryinstitutionduringanacademicyearandreceiveTitleIVandFederalDirectStudentLoanfundsduringthatperiodofenrollment.SFCCisconsideredtheHomeinstitutionifitwilladministerallfinancialaidandawardthestudent’sdegree.TheotherschoolofattendanceisdesignatedastheHostinstitutionatwhichthestudentwillbeconsideredavisitingstudent.AvalidconsortiumagreementrequiresthecooperationofSFCCandthehostinstitutionforstudentstoreceiveTitleIVandFederalDirectStudentLoanassistancedeterminedanddisbursedthroughSFCC.Thefollowingguidelinesandconditionsgoverntheuseofthisagreementandalloftheseconditionsmustbemetbeforethedisbursementoffinancialaidfundscanbemade:1. ThestudentapplyingforstudyattheHostinstitutionmustcompleteallofthe

requiredapplicationsandformsnecessarytoreceivefinancialaid.Thisincludes,butisnotlimitedto,FAFSAandanydocumentsrequiredforverification,ifapplicable.
2. ThestudentmustobtainascheduleofcoursesthestudentplanstotakeatthehostinstitutionforverificationthatcreditwilltransfertothehomeinstitutiontowardstheirprogramofstudyatSFCC.
3. ThestudentmustforwardtothehostinstitutionacopyoftheSFCCConsortiumAgreement.Ifthehostinstitutionagreestoenterintosuchanagreement,thenitsFinancialAidOfficemustcompletetheapplicablesectionsandreturnthemtoSFCC.
4. SFCCcannotmakedisbursementstothestudent’saccountuntilitreceivestherequiredpaperworkforthestudentfromthehostinstitution.Disbursementsmaynotbemadeunlessthestudenthascompletedtheappropriateformstodeterminethestudent’seligibilityforTitleIVandFederalDirectStudentLoanAssistance.
5. AllformsrequiredforaFinancialAidConsortiumAgreementmustbecompletedandonfileatSFCCnolaterthanaweekpriortothelastdisbursementofthesemesterinwhichthestudentisstudying.
6. UnderthisFinancialAidConsortiumAgreement,studentswhoareeligiblewillbepackagedforstateaid,FederalPellGrants,FederalDirectStudentLoansandFederalDirectPLUSLoans.
7. Thestudentisresponsibleforpaymentofallchargesatthehostinstitution.
8. IfthehostinstitutiondoesnotagreetoenterintoaFinancialAidConsortiumAgreementwithSFCC,thestudentwillbeineligibleforofferoffinancialaidforanycoursestakenatthehostinstitution.SFCCwilldeterminefinancialaideligibilityoncourseworktakenonlyatSFCCandnotthehostinstitution.
3.5 GeneralTitleIVStudentEligibilityRequirementsAstudentmustmeetcertainrequirementstobeeligibleforfinancialaid.Thoserequirementsincludebutarenotlimitedto:• MustbeenrolledinaprogramofstudyandpursuingaTitleIVeligiblecertificate
ordegree• MustbeaUScitizenoreligiblenon-citizen• MustberegisteredwithSelectiveService(ifnotexempt)• Mustnothavehadeligibilitysuspendedorterminatedduetoadrug-related
conviction.• MusthaveavalidSocialSecurityNumber• MaynotbeinDefaultonafederalloanorhaveanoverpaymentonafederalgrant.

• MustmeettherequirementsforSAPThestudentmustbeenrolledatleasthalftime(6credithours)toreceiveassistancefromtheDirectStudentLoanandPLUSloanprograms.ThePellgrantprogramisawardedaccordingtothePellchartforthatacademicyearandisbasedonastudent’sCostofAttendance(COA),enrollmentstatusandExpectedFamilyContribution(EFC).TheOfficeofFinancialAidverifiesstudentaidhistoryandaggregateloanamountsviatheNationalStudentLoanDatabaseSystem(NSLDS).StudentsreceivingTitleIVaidarerequiredtofileaFAFSA.NoaidmaybeawardeduntilanacceptedISIRisonfileandallrequiredresolutionand/orverificationhasbeencompleted.

Section4:TypesofFinancialAid4.1 FederalAidProgramsUponreceiptofthestudent’sFAFSA,SFCCwillevaluateeligibilityforbothfederalandstateaidfinancialaidprograms.
4.1.1 PellGrant
TheFederalPellGrantProgramprovidesneed-basedgrantstolow-incomeundergraduatestudentstopromoteaccesstopostsecondaryeducation.Pellgrantsarebasedonastudent’sEFC,enrollmentstatusandtheCOAoftheschoolatwhichtheyareattending.Forexample:AstudentwithanExpectedFamilyContribution(EFC)of0andisafulltimestudent(12+credits)fortheyear,thatstudentiseligiblefor$6345fortheyearor$3,173forthefallsemesterand$3,172forthespringsemester.Ifthestudentisenrolledinatleast6credithoursofcourseworkinthesummersemester,thestudentwouldreceive$1587PellGrantforsummer,orone-half(50%)ofasemester’seligibleoffer. ThePellGrantisdisburseddirectlytothestudent’saccounteachterm.ThePellGrantwillapplytowardsthetuitionandfeeschargedtotheiraccounts.AnyexcessPellGrantfundsareissuedtothestudent.Ifanoverpaymentoccurs,thestudentisresponsibleforreimbursingtheschool.
4.1.1.1EligibilityforSummerPellGrant(150%PellGrant)Ifthestudentenrolledin12+creditsinthefallandspringsemestersandreceivedthefullamountofeligiblePellGrantforeachsemester,thestudentmaybeeligibleforadditionalPellGrantfunds,inthesummersemester.ToreceivetheSummerPellGrant,studentsmustbeenrolledinatleast6credithoursofcoursework.Thecourseworkmustcounttowardsthestudent’sprogramofstudy.IfthestudentdidnotreceivealleligibleofferedamountofPellGrantinthefallandspringsemester,theywillreceivetheirremainingPellGrantinthesummersemester.Theamountofferedwillbecontingentuponthenumberofcredithoursenrolledandallcourseworkmustcounttowardstheirprogramofstudy.4.1.1.2ChildrenofFallenHeroesScholarshipInanelectronicannouncementdated,November18,2018,FederalStudentAidoutlinedtheeligibilityrequirementsfortheChildrenofFallenHeroes

Scholarship.Toqualifyforthisscholarship,astudentmustbePell-eligible,haveaPell-eligibleEFC,andbelessthan24yearsofageorenrolledataninstitutionofhighereducationatthetimeofhisorherparent’sorguardian’sdeath.Insubsequentawardyears,thestudentcontinuestobeeligibleforthescholarship,aslongasthestudenthasaPell-eligibleEFCandcontinuestobeaneligiblestudent.AllTitleIVaidawardedtosucheligiblestudentsmustbebasedonanEFCofzerowithoutregardtothestudent’scalculatedEFC.Thus,thestudentiseligibleforthemaximumPellGrantforhisorherenrollmentstatusandcostofattendance.Inaddition,thestudent’seligibilityforDirectLoansandforCampus-BasedprogramaidmustbebasedonanEFCofzero.WhiletheDepartmentofEducationdoesnotspecifyalloftheacceptabledocumentationthatmaybeusedtodetermineeligibilityforthisscholarship,SFCCwillconsideranyofthefollowing:• Adeterminationletteracknowledgingeligibilityforcertainfederalbenefits
underthePublicSafetyOfficersBenefit(PSOB)programadministeredbytheDepartmentofJustice;
• Awrittenletterofattestationordeterminationmadebyastateorlocalgovernmentofficialwithsupervisoryorotherrelevantoversightauthorityofanindividualwhodiedinthelineofdutywhileservingasapublicsafetyofficerasdefinedabove;
• Documentationofthestudentqualifyingforastatetuitionorotherstatebenefitaccordedtothechildrenorotherfamilymembersofapublicsafetyofficerconsistentwiththedefinitionin42U.S.C.3796b,orasafirepoliceofficerasnotedabove;or
• OtherdocumentationthatSFCCwilldeterminetobefromacrediblesourcethatdescribesorreportsthecircumstancesofthedeathandtheoccupationoftheparentorguardian.
SFCCwillmaintainallevidentiarydocumentationrelatedtothedeterminationofthestudent’seligibilityfortheChildrenofFallenHeroesScholarship.
4.1.2 FederalSupplementalEducationalOpportunityGrant(FSEOG)FSEOGisafederalneed-basedgrantfordegree-seekingundergraduatestudentswithexceptionalneed.TheactualamountofferedisbasedonfundingprovidedtoSFCCfromtheU.S.DepartmentofEducation.FSEOGwillbeofferedannuallyandwillbeappliedtofallandspringsemesters.FundsareverylimitedandareofferedtoPell-eligiblestudentswhoshowfinancialneedasindicatedontheStudentAidReport(SAR).Priorityisgiventothosestudentswith0EFC.Disbursementwillbemadetothestudent’saccount.
FSEOGwillbeappliedtostudent’saccountsonafirstcomefirstservebasis.Determinationoffirstcome,firstservewillbebythefollowingcriteria:• Enrolledbythefirstdayofthesemester

• HaveanEFCof0• NomorethanonebadSAPstatusincollegecareer• VerificationcompleteonFAFSA.4.1.3FederalWorkStudy(FWS)EmploymentOpportunitiesAspartofthestudent’sfinancialaid,astudentmaybeabletoworktopaysomecollegeexpenses.SFCCoffersneed-basedjobopportunitiessuchason-campuspositions,communityserviceandtutoring.MostFWSpositionspayminimumwageandnormallyprovideabout15hoursofworkperweek.EligibilityforFWSisdeterminedbytheinformationprovidedbythestudent’sFAFSA.Ifthestudent’sofferoffinancialassistanceincludesemploymentunderFWS,theamountshownforthiscategoryistheamountofmoneythestudentmayexpecttoearnduringtheacademicyearasaresultofworkperformed.
4.1.4 FederalDirectLoanProgram
StateFairCommunityCollegeparticipatesintheFederalDirectLoansProgramtohelpthosestudentswhootherwisewouldbeunabletoattendschool.FederalDirectLoansprovidestudentstheopportunitytoborrowfundsforeducationcostswithalowfixedinterestrate.TherearethreetypesofdirectloansofferedbySFCC:• TheDirectSubsidizedLoanisavailabletostudentswhodemonstratefinancialneed.TheDepartmentofEducationpaystheinterestontheloanwhilethestudentisenrolledinatleasthalftimeandduringsomeperiodsafterschool.
• TheDirectUnsubsidizedLoanisnotofferedbasedonneed.Interestontheseloanswillaccrueandwillbeaddedtotheprincipalamountoftheloan.Studentsareresponsibleforpayingtheinterestduringallperiods.
• TheDirectPLUSLoanisofferedtoparentsofadependentundergraduatestudenttohelppayforeducationexpensesnotcoveredbyfinancialaid.Eligibilityisnotbasedonfinancialneedandacreditcheckisrequired.Borrowerswhohaveanadversecredithistorymustmeetadditionalrequirementstoqualify.
Studentsmustbeattendingatleasthalftime(6credits),maintainagoodSAPstatus,andhaveverificationcompleted(ifrequired)tobeeligibleforanyofthefederalstudentloans.Gradelevelanddependencystatus,willdeterminethemaximumallowableamountoffederalfundsastudentmayborroweachyear.Pre-programsandcertificateprogramslessthanoneyearinlengtharesubjecttoloanborrowinglimitations.

Submitanemailtofinancialaidrequestingaloan.Contentsoftheemailshould
include:theirdegree/programofstudy,howmuchtheyowe,andalistingofallotheraidtheywillbereceiving.
2. CompleteEntranceCounselingandsigntheirMasterPromissoryNoteonstudentaid.gov.
3. Completeadatasheetrequestingtheiramounttoborrowandforwhichsemesters.
4. StartingFY2021-2022–CompletetheAnnualStudentLoanAcknowledgementonstudentaid.gov.
SFCCFY2017averageloandefaultrateis17.1%ofstudentborrowerswhoenteredintoloanrepaymentandhaddefaultedwithinthreeyears(comparedtothenationaverageofboth2yr.and4yr.institutionsof9.7%).Annually,aspartoftheFinancialAidNewYearsetupthenewloandefaultrateisupdatedinourcomputersystem,website,andanyapplicabledocuments/publications.
**Thelastdaytorequestastudentloanforthesemesteristwoweekspriortoofficialenddateofthesamesemester.Studentswhoreceivesubsidized,unsubsidizedorPLUSloansmustcompleteExitCounselingeachtimethey:dropbelowhalftimeenrollment,graduateorleaveschool.ExitCounselingislocatedonstudentaid.gov.
4.1.6 FederalFinancialAidReturnofTitleIVFundsPolicyIfastudentreceivesTitleIVaid(federalstudentloans,PellGrant,SEOG)andwithdrawspriortooratthe60%pointoftheterm,repaymentofaportionofthosefundsisrequired.FurtherdetailaboutReturntoTitleIVfundspolicyandprocessislocatedinSection9:WithdrawingfromClasses&ReturntoofTitleIVFunds.

4.1.7 CodeofConductforStudentLoansStateFairCommunityCollegeadherestoacodeofconductregardingrelationshipswithprovidersofprivateeducationalloans.AlthoughSFCCdoesnotrecommendprivateeducationalloans,uponrequestwewillprovidethestudentwithinformationandassistanceinobtainingaprivateloan.StateFairCommunityCollege:• Doesnotrequiretheuseofaparticularlendinginstitutionorinanywaylimitthechoiceoflendinginstitution.
• Doesnotrecommendparticularlendinginstitutionstostudentsorfamiliesofthosestudents.

• ProhibitsanyemployeeoftheFinancialAidOfficeoranyemployeewhootherwisehasresponsibilitieswithrespecttoeducationalloansfromenteringintoanytypeofconsultingarrangementorothercontracttoprovidetoalenderinstitutionservicesrelatingtoeducationalloans.
• ProhibitsanyemployeeoftheFinancialAidOfficeoranyemployeewhootherwisehasresponsibilitieswithrespecttoeducationalloanstoserveonanadvisoryboard(orcommissionorgroup)relatingtoeducationalloansestablishedbyalendinginstitutionorgroupoflendinginstitutionsfromreceivinganythingofvaluefromthelendinginstitutionorgroupoflendinginstitutionsinconnectionwithservingonsuchanadvisoryboard(orcommissionorgroup).

4.2 StateAidPrograms
SFCCisaparticipatinginstitutioninallgrantandscholarshipprogramstheMissouriDepartmentofHigherEducationandWorkforceDevelopmentoffers.ThetwomainprogramsawardedatSFCCaretheA+ScholarshipProgramandtheMissouriAccessGrant.Belowarebriefdescriptionsandrequirementsofthoseprograms.Acomprehensivedescription,aswellasallrequirementsforinitialandrenewalawardsforallotherprogramsoffered,canbefoundontheirwebsiteatdhewd.mo.gov.Stateaideligibilityisdeterminedbytheinformationprovidedbythestudent’sFAFSA.Studentsmustmeetallfederalrequirementsinordertobeeligibleforstateaidprograms.Allstateprogramswillbeappliedtostudentsaccountaccordingly.
4.2.1 A+ScholarshipProgram
TheA+ScholarshipProgramprovidesscholarshipfundstoeligiblegraduatesofA+designatedhighschoolwhoattendaparticipatingpubliccommunitycollegeorvocational/technicalschool,orcertainprivatetwo-yearvocational/technicalschools.TobeeligiblefortheinitialA+Scholarshipaward,thestudentmustmeetthefollowingrequirements:• Enrollandattendfull-timeatStateFairCommunityCollege.(StudentswhohaveadisabilityasdefinedbyTitleIIoftheAmericanswithDisabilitiesActandareunabletoenrollfull-timebecauseoftheirdisabilitybutareenrolledinatleastsixcredithoursmaybeconsideredeligible.)
• Beseekinganeligibleassociate’sdegreeorcertificate• NothaveacriminalrecordpreventingreceiptoffederalTitleIVstudentfinancialaid• MakeagoodfaithefforttosecureallavailablefederalaidbycompletingtheFAFSA• SubmitanofficialhighschooltranscriptwithA+sealandgraduationdate.TorenewA+scholarshipawardafterthefirstsemester,initialstudentsmust:• Achieveaminimum2.0cumulativegradepointaveragebytheendofthefallterm.• Completeatleast12credithoursineachfallandspringterminwhichthestudentreceivesanA+award(6credithoursinsummer).

4.2.2 AccessMissouriGrantAccessMissouriisaneed-basedstateprogramtoincreaseaccesstothestudent’sschoolofchoice.TheawardamountisbasedontheEFCasdeterminedbyinformationprovidedbythestudent’sFAFSA.Tobeeligibleforassistancethestudentmustmeetthefollowingrequirements:• BeaU.S.citizenorpermanentresidentandaMissouriresident.• Beanundergraduatestudentenrolledfull-timeatStateFairCommunityCollege.Full-timeenrollmentisdefinedasaminimumof12credithours.(6semesterhoursforstudentswhoareunabletoenrollin12hoursasaresultofadisabilitydefinedbyTitleIIoftheAmericanswithDisabilitiesAct.)

Section7:DisbursementDisbursementisatwopartprocessrunbyboththefinancialaidandbusinessofficesallowingSFCCtomaintainaseparationofdutiesbetweenthepartythatawardstheaidandthepartythatdisbursesthefunds.TheOfficeofFinancialAidassuresandmaintainsaccurateawardingoffinancialaidfunds.TheBusinessOfficeisresponsibleforpayingthefinancialaidfundtowardsstudentaccountbalances.Financialaidfundsarepaidtothestudent’sSFCCstudentaccountprovidingalloutstanding financialaidrequirementsaremet.Financialaidfundsarefirstappliedtoallsemestercharges(tuition,fees,bookcharges,etc.),regardlessofcoursestartdate.Anycreditbalancewillbegiventothestudentbydirectdepositoracheckbymail.ThedisbursementschedulecanbeviewedontheFinancialAidtabinmySFCC.TheBusinessOfficewillnotholdchecksforstudentstopickup.Duringthesemester,adding/droppingclassesmayimpacttheamountoffinancialaidastudentreceivesandcouldpossiblyimpactastudent’seligibilitytoreceivefinancialaidinthefuture.PleasecheckwiththeOfficeofFinancialAidandVeteranServicebeforedroppingoraddingaclass.Federalandstateaidisdisbursedintothestudent’saccountbasedonthenumberofhoursthestudentiscurrentlyattendingandwheneachclassbegins.Ifthestudentisenrolledinlatestartingclasses,federalandstateaidmaynotpayinfulluntilthestudentbeginsthelatestartingclasses.Listedareotherfactorstakenintoaccountwhendeterminingfinancialaiddisbursement.7.1 CourseProgramofStudyFederalRegulationsrequirethestudenttobedegreeoreligiblecertificateseekingtoreceivefinancialaidandthecoursestakenmustberequiredforthestudent’sdeclaredprogramofstudy.Essentially,onlythecourseworkthatcountstowardsthestudentdegreewillbeusedindeterminingthestudenthoursofenrollmentforfederalandstateaidpurposes.ThisisreferredtoasCourseProgramofStudy(CPOS).CPOSwillevaluatecourseworkonallstudentsregardlessoffinancialaideligibility.However,CPOSappliestoallFederalAidincludingbutnotlimitedto;FSEOG,PellGrant,StaffordLoansandPLUSLoans,andsomeStateAidincluding;A+ScholarshipProgramandFastTrack.Itmayalsoaffecteligibilityforsomeinstitutionandfoundationscholarships.Ateachdisbursementdate,allcoursescongruenttothatdisbursementaswellascoursespreviouslynotcountingtowardsCPOSwillbeevaluated.Guidelinesforevaluatingcourseprogramofstudyare;

Coursesubstitution;ifacoursehasbeenapprovedtobeasubstitutionforarequiredcourseinthestudent’sprogramofstudy,thenthesubstitutedcoursewillcounttowardsCPOS.Thesubstitutedcoursemustbeapprovedbythefacultyhead/Deanofthedepartment.OnceapprovedtherequestmustbesubmittedtoRegistrarOfficeforprocessingintoDegreeWorks.Ifthecoursehasnotfollowedtheprocesstobecomeanapprovedsubstitutecourse,itwillnotcounttowardsCPOS.
4. ElectiveCourseorDevelopmentalcourse;willcounttowardsCPOSprovidedtheyareneededtoenrollinthenextcourserequiredfortheprogramofstudy.DevelopmentalorremedialcourseswillcounttowardsCPOSasrequired,uptothemaximumof30credithours.
TheCPOSprocesswillevaluatecoursesoneachdisbursementdate.Ø Ifthecoursescounttowardstheirprogramofstudy,thecoursewillbemarked“yes”

“no”andnoaidwillbeapplied.CPOSprocesswillbeginevaluatingcoursesatleastonemonthbeforethefirstdayofthesemesterandwillendthedaybeforeenrollmentbeginsfortheupcomingsemester.Asstudentsenrollfortheupcomingsemester,theirclasseswillbeevaluatedforCPOSeligibility.Studentsreceivemultiplenotification,beforethefirstdayofthesemester,remindingthemtoevaluatetheircoursestoensuretheycounttowardstheirprogramofstudy.Itisthestudent’sresponsibilitytobeknowledgeableofwhatcoursesarerequiredtocompletetheirdegree.Oncefundshavedisbursedforacoursethatcourseismarked“yes,”andwillbefrozen.Thecoursesmarked“no”willbere-evaluatedateachdisbursementdatethroughoutthesemester.OncetheCPOSprocesshasendedforthesemester,thestatusofthecoursewillremainfrozenandarenotsubjecttochange.

7.5.1A+ScholarshipProgramIngeneral,A+doesnotpayforrepeatcourses.Coursestakenmorethanonetimeregardlessofthegradereceived,isconsideredarepeatedcourse.TheremustalsohavebeenapositivenetdisbursementofA+fundstowardsthecourse.CoursestransferredfromaninstitutionapprovedbytheMissouriDepartmentofHigherEducationandWorkforceDevelopmenttooffertheA+ScholarshipProgram,arereviewedandtherepeatrulewillapply.Coursesexcludedfromconsiderationasarepeatedcourseare:1. Coursestransferredfroma4yearcollege/universityandarticulatesasanSFCC
courseandA+wasnotusedaspaymentforthearticulatedcourse.2. Collegelevelcoursestakenwhilethestudentwasinhighschool,andhadnot
graduated,orasdualcredit.7.5.1PellGrantandFederalStudentLoansPellGrantandloanswillonlypayonetimeforapreviouslypassedcourse.Subsequentrepeatswillnotbecountedinthestudent’senrollmentlevelforpaymentpurposes.DepartmentofEducationconsidersacoursesuccessfullycompleted(orpassinggrade)ifthestudentreceivesagradeof“D”orbetter.Ifthestudentearnsapassinggradeinacourseandchoosestoretakethesuccessfullycompletedcourseasecondtime,andthenearnagradeof“F,”thestudentmaynotreceivePellGrantorloanstotakethecourseathirdtime.Thestudentmayrepeatafailed/droppedcourseandreceivePellGrantorloansuntilitispassed(i.e.thereisnolimitonthenumberofattemptsonafailedclass).Allrepeatedcoursesaffectthestudent’sfinancialaidsatisfactoryacademicprogresscalculationsandeligibilitystatus.ArepeatedcoursealongwiththeoriginalattemptwillbecountedasattemptedcreditsandusedinGPA,successfulcompletionrate,andtotalhoursattemptedcalculationsusedinfinancialaideligibilityprocesses.
7.6 CurrentHoursAttended
Ifthestudenthasclassesthatstartafterthesemesterbegins(12,10,8,6,and5-weekclasses),thismayaffectfundsthatpaytothestudent’sSFCCstudentaccountandtheamountthatisactuallypaid.

FinancialAidfundsarepaidtoastudent’saccountbasedonattendanceandthestartdateofeachcourse.Becauseastudentmayhavemultiplestartdatesthroughoutthesemester,thehoursattendedwillbeevaluatedonthedisbursementdate.Ifthestudent’senrollmentconsistsofALLlatestart/secondeight-weekcourses,thestudent’saidwilldisburseafterthosecourseshavebegunandtherefundsperiodshaveended.Studentloanrecipientsmustbeginattendanceinatleastsixcredithoursbeforeanyloanfundswillbedisbursed.
7.6.1 PellGrantDisbursement
Thestudent’sinitialawardisbasedonafull-timestudent(enrolledinatleast12credithours).Theamountthestudentiseligibletohavepaidtothestudent’saccountisbasedonthenumberofcredithoursthestudentisattendingonthedaythestudent’saidispaidtothestudent’saccount.PellGrantpaymentsareproratedbasedonthebelowbreakdown.

Scholarshipsdisbursewhenthestudent’sattendanceisverifiedfortherequiredamountofhours.Typically,scholarshipsrequirestudentstohavefulltimestatus(12+credithours)andgparequirements.Outsidescholarshipsarepaidonthefirstdisbursementunlessotherwisenotedonthescholarship.
7.7 DroppingClassesDroppingclassesatanytimeduringthesemestermaynegativelyaffecttheamountofaidthestudentiseligibletoreceive.WerecommendthestudentconsultwiththeOfficeofFinancialAidpriortodroppinganyclass.

Ifthestudentdropsaclassduringthe100%refundperiod,thedroppedcoursesareexcludedfromthestudent’senrollmentanddeterminationofdisbursement.IfastudentreceivesfinancialaidfromfederalTitleIVprograms(FederalPell,FederalSEOG,FederalDirectLoans)andwithdrawsfromallorsomeclassespriortocompleting60%oftheenrollmentperiod,thestudentmayberequiredtoreturnfederalTitleIVfunds.UndertheReauthorizationoftheHigherEducationAmendmentsof1998,theamountofastudent’sfederalaidisadjusted,basedonthelengthoftimethatastudentisenrolled.Studentswillberequiredtorepayaidtheyhavereceivedthatexceedstheadjustedfederalaidamount.(FormoreinformationseeSection9)StudentscalledtomilitaryservicemaychoosetowithdrawinaccordancewithRegulation2180,NondiscriminationandStudentRights:MilitaryService.
