Police Small Arms Firing Police Small Arms Firing Police Small Arms Firing Range Rehabilitation Range Rehabilitation Range Rehabilitation Assessment and Remediation RCRA Permitting Hazardous Waste Management The City of St. Cloud Small Arms Firing Range has been closed due to its proximity to a recently constructed public school. The City of St. Cloud is in the process of re-purposing the property. GEC conducted assessment of the soil and groundwater on the site to determine metals content, options for screening and removal of large munitions fragments, and options for removal/treatment/disposal of soils contaminated with metals. The assessment involved evaluating the target areas, shooting lines, and background locations to obtain an accurate determination of the amount of soils that will require removal and treatment. The assessment results indicated that some areas of soil contamination were considered hazardous waste due to toxicity characteristics. This resulted in a reduction of costs by reducing the potential for non-hazardous contaminated soils being treated as hazardous waste and non- impacted soils being removed for treatment or disposal. GEC worked closely with the Florida Department of Environmental Protection (FDEP) and achieved a level of assurance that allowed the City to avoid submitting a Site Assessment Report and a Remedial Action Plan prior to initiating rehabilitation efforts, further reducing project duration and costs. GEC also worked with FDEP to determine a cost- effective rehabilitation strategy that would avoid the site being designated as a Treatment, Storage, and Disposal Facility while allowing the hazardous soils to be treated on-site. GEC prepared the Bid and Specifications Package that was included in the City’s Request for Proposals and provided engineering oversight on the rehabilitation.
