afternoon, 52 PNP hotline stickers and 208 IEC materials on Crime prevention are distributed by members of Cauayan City PS to the participants during a dialogue on Crime Prevention at Barangay District 1, Cauayan City.
On September 1, 2015 at 10 o‟clock in the morning, PO2 Fidel Babaran, PCR PNCO of Uyugan PS, Batanes PPO distributed flyers regarding Crime Prevention and Public Safety Tips to the pupils of Uyugan Elementary School and students of Batanes General Comprehensive High School.
On July 13, 2015 at 9 o‟clock in the morning, PO2 Janet Andal, PCR PNCO of Santiago CPO, distributed info graphic materials regarding crime prevention tips to the different establishments, Schools and public places of Santiago City.
On March 12, 2015 at 10 o‟clock in the morning, Personnel of Quirino PPSC under the direct supervision of PSUPT REXMEL G REYES, Company Commander distributed leaflets of Comprehensive Local Integration Program on (CLIP) among residents of Brgy. Guingin, Nagtipunan, Quirino. This program aims to provide socio-economic interventions to former rebels and their families in support to the program of the government.

On December 11, 2015 at around 9:00 o‟clock in
the morning, PCINSP EDGAR T PATTAUI, Chief of Police of Reina Mercedes, Isabela PPO, conducted Year-End dialogue/pulong-pulong entitled “LIGTAS PASKUHAN 2015”, participated by sixty (60) participants from twenty Barangays of Reina Mercedes, Isabela composed of Barangay Captains, BPOC and Chief Tanods from Different Barangays of said municipality held at Judge Manuel T. Respicio Memorial Coliseum. The highlight of this activity is to discuss Crime Prevention Plans and Programs of the PNP in the municipality of Reina Mercedes, deployment of Force Multipliers particularly this yuletide season and to give emphasis on the duties and responsibilities of Barangay Officials in their respective barangay.
On December 9, 2015 at about 8:30 in the morning, PCI PILARITO R MALLILLIN, Chief of Police conducted PICE among PNP personnel of San Mateo Police Station, Isabela PPO. During the said activity, topic discussed were Patrol Plan 2030 and implementation of duty on Patrol 101 to ensure peace and order and public safety of the community.
On December 9, 2015 at 9 o‟clock in the morning PO2 Diana Rose K Sario, PCR PNCO of Santa Fe Police Station, Nueva Vizcaya PPO conducted lecture on RA 9262 (VAWC) among 175 students of Kalahan Academy, Brgy. Imugan, Santa Fe, Nueva Vizcaya.

PCINSP GENATO DC BIRUNG, C, PCRS conducts lecture/seminar on mall security and crime prevention (modus operandi of criminals) attended by security guards of RNB Security Agency on November 25, 2015 at 8 o‟clock in the morning at Robinson Place, Santiago City.

Quirino Police Provincial Office headed by the Officer-In-Charge PSSUPT REYNALDO A SINAON SR, entered into Memorandum of Agreement with the KABALIKAT METRO based at Diffun, Quirino to be utilized as force multipliers to fight against criminality and sharing information during disasters and emergencies via radio communication on October 22, 2015 at 10 o‟clock in the morning.
On October 5, 2015 at 10 o‟clock in the
morning, personnel of Diffun PS led by PCINSP MACISTE EXTOR B SERRANO, OIC, conducted meeting to the BPAT members of Brgy. Andres Bonifacio, Diffun, Quirino held at Conference Hall. The main objective of the meeting is to strengthen the peace and order situation within AOR.
As a result of the continuous information dissemination on the repercussions of possessing loose firearms as stipulated under RA 10591 and in connection with the OPLAN LAMBAT-SIBAT, Juana Dela Cruz a resident of Brgy. Masoc, Bayombong, Nueva Vizcaya voluntarily surrendered an improvised pistol type shot gun with how many live ammo to the barangay captain of said barangay on November 19, 2015 at 10 o‟clock in the morning, and later
surrendered to Bayombong PS.

3. Research and Development Program
The Office is continuously monitoring the strict implementation of EO 297 and Article 179 of RPC. Likewise, this Office conducts “Bantay-Bihis” dialogue to our constituents reiterating that illegal use of PNP/AFP Uniforms and paraphernalia is prohibited and punishable by law. The manufacturers, dealers and tailoring establishments were also inspected to check on their compliance with the exact specification/design and whether or not they have the proper document and authority to engage in the business.
Further, the Office is continuously conducting monthly Rank Inspection to all
uniformed personnel to ensure the completeness and the proper wearing of the PNP uniforms including its accoutrements and paraphernalia in accordance with the PNP LOI “Tamang Bihis”. It also serves as the venue to disseminate current issuances, directives, policies and guidelines to all PNP Personnel.

5. Management of Resources
a. Funds utilization were made in accordance with RA 9184 (Procurement Law) and other pertinent laws except for the projects of PRO2 Ladies Club.
b. Other projects funded from donations were implemented by administration for economy and efficiency.
6. Improvement of the Procurement System
All procurements were administered by the Regional Bids and Awards Committee. This is to ensure that the provisions of RA 9184 otherwise known as the Government Procurement Reform Act are being followed

A. Development competent, motivated and values-oriented PNP personnel The Regional Personnel and Human Resource Development Division has
performed well its mandate in consonance with the PNP Integrated Transformation Program, our roadmap to a more responsive and transformed PNP.
With regard to its Personnel Development and Management, Morale and Welfare
Boosters, the RPHRDD has gone ahead through the following activities.
1. Recruitment Program
As of December 22, 2015 this Office conducted interview to the fifty five
(55) applicants for the Non-Uniformed Personnel available position. Hence, the allotted
quota is only nine (9).

For CY 2015 Recruitment Program, this Regional Office was allocated a
quota of Three Hundred Twenty (320), 220 is intended for Public Safety
Forces (PSF) quota while 100 for Regular quota. We had total of One
Thousand Two Hundred Five (1,205) applicants. After having undergone
and passed all the phases of the recruitment and procedure/process, such as:
pre-assessment; initial screening (face to face interview, measurement of
height and weight, inspection of tattoos and physical agility test (PAT) and
submission of documentary requirements); and screening proper
(Psychological and Psychiatric Examination (PPE), Physical, Medical and
Dental Examination (PMDE), Drug Test (DT), Complete Background
Investigation (CBI and Committee Deliberation)
The three hundred twenty applicants composed of 273 males and 47 females
were found fit for police training and took their oath of office last August 3, 2015 which
was officiated by our Regional Director.

There were Fourteen Thousand Two Hundred Ninety Eight (14,298) medals

9. Reward and Punishment System
On the other hand as public servants, people expect them to display an attitude
which is upright and disciplined. The DLOS of this Office is a disciplinary authority where
cases are filed against erring PNP personnel. This Regional Office received Sixty Three
(63) administrative cases filed against PNP uniformed personnel involving seven (7)
PCOs and Sixty Seven (67) PNCOs. Cases resolved Twenty Six (26) involving 1 PCO
and Twenty-Five (25) PNCOs;

involving Six (6) PCOs and Fifty (50) PNCOs with the following status of cases:

Conducted 2-day Basic Computer Literacy Enhancement Training conducted by PPSMU headed by PSUPT FELICIANO A. CARANGUIAN, DPDA/Chief PPSMU and attended by two PNP personnel from each police station and the PPSC, including the Manuever Platoons on May 7- 8, 2015 at 8:30 in the morning.
e-Blotter, e-rouge and e-warrant is being maintained at the Provincial Office and Police Stations to facilitate crime documentation. Likewise, PAIS is also maintained at the Provincial Office.
Seminar on Geographic Information

A 10-day Geographic Information
System-Based Crime Analysis (GSA-BCA) Training was held at the Acosta Hall, Nueva Vizcaya Police Provincial Office, Camp Dumlao, Bayombong, Nueva Vizcaya on October 19-30, 2015. The participants were the following: Personnel from Investigation and Operations and Plans Branch, Crime Registrars from the different Municipal Police Stations in the province to include Santiago City Police Office, Station 1 and Station 2. The closing ceremony was held at this office at 1:30 pm on October 30, 2015.

Reviews every first Tuesday of the month at 8 o‟clock in the morning which are purposely done in order to review the accomplishments vs targets, the implementation of specific activities in achieving the targets and to set goals for the next period.

A. Improve community safety awareness through community-oriented and human rights-based policing
1. Human Rights Advocacy Program
This Office conducted Human Rights Advocacy programs wherein the articles of the Universal Declaration of Human Rights (UDHR) were read during the PICE to create awareness on the supreme and inalienable rights of person.
On December 9, 2015 PI MARY JANE S DALUMAY C, WCPD/PIO of Angadanan MPS, Isabela PPO, conducted lecture to the students of Isabela State University Angadanan Campus. This lecture aims to understand the rights of an individual, most specially the rights of women and children in our society. So let‟s end VAW now.
In line with the PNP Human Rights development program geared towards advancing the cause of human rights advocacy and protection and at the same time enhancement of partnership with the community, Santiago CPO conducted lectures on Barangay officials, BPAT, RIC on the area of jurisdiction.
On November 24, 2015 at about 8 o‟clock in the
morning PSI WILLIAM D AGPALZA-Chief of Police San
Agustin Police Station conducted dialogue to Barangay
Virgoneza, San Agustin, Isabela regarding Human
Rights Advocacy in order to improve public access to
Human Rights Desks as the PNP‟s frontline Human
Rights promotion and protection mechanism. Said

2. Multi-Sectoral Cooperation on Human Rights
Personnel of SCPO headed by PCI GENATO DC BIRUNG-Chief, PCR Section, Joined the ALAY LAKAD for the less fortunate students initiated by the LGU of Santiago City on December 11, 2015 at 6:00AM.
Cagayan PPO down to its different police stations maintains the coordination and linkages with other government agencies, NGOs, CSOs, LGUs and local communities and the media to enhance stronger cooperation and partnership between the PNP and various sectors of the society.

B. Improve crime prevention
PRO2 ROPD LOI 30/2011 [Operational Plan Verification and Identification of Sticker’s Authenticity (OPLAN VISA)] OPLAN VISA (Verification and Identification of Sticker‟s Authenticity) was formally
introduced and launched in the region last September 7, 2012. It was initiated to improve crime prevention in partnership with all stakeholders. Its launching was coincided with the yearly observance of the National Crime Prevention Week (NCPW).Wherein 8,194 motorcycles were registered and three weeks after, another 77,003 motorcycle owners registered their motorcycles. The number of registered motorcycles had immensely increased through the years. Manifesting strong public support to the program because they believed the program becomes instrumental in crime prevention and solution.
LOI 63/2010 Police Integrated Patrol System (PIPS)
The peace and order situation in the area is generally peaceful. This may be
attributed to the adherence of Valley COPS in implementing the LOI 45/2011 “Patrolya
ng Pulis”, strict implementation of Police Integrated Patrol System (PIPS), LOI “Kontra
Boga”, “Operation Bakal”, “Oplan Sita”, “No Plate No Travel” Policy and other related
anti criminality prevention programs, projects and activities. The deployment of the
administrative personnel motivating the populace to give timely reports on incidents and
or presence of suspicious personalities in their localities, thus, resulting in the prevention
and immediate solution of crimes through arrest of perpetrators.

Surrender/Neutralization of CNN Members:
1. On February 4, 2015 at about 3:30 in the afternoon., Honorable Renato G.
Ylanan, Mayor of Maddela, Quirino assisted in the surrender of NPA couple Marvin MENDEZ y Ramos @ALLEY/RODEZ/EDDIE, 34 years old and Glory MENDEZ y Diliag @GIA/AYEN/ICY, 38 years old, both not OB listed based on 4th Quarter 2014 PSRTG and both residents of Brgy Villa Gracia of same municipality. The couple rebel returnees were active under the supervision of Benito Tesorio Front, designated as Squad/Platoon leader and Medical Team Officer, and operating within the province of Cagayan. After Custodial Debriefing were conducted on said subject rebel returnees. At present, both are under the immediate custody of Maddela Local Social Welfare Development, Maddela, Quirino.
2. On March 6, 2015 at about 5:10 in the
afternoon, Inalyn DONATO y CAUILAN @NORA/NICHOLE, non-OB listed, 24 years old, married and a native of Barangay Digumased, Dinapigue, Isabela, voluntarily surrendered without firearms to joint personnel of San Mariano Police Station, NISU, 52nd MICO, PA; S2 86th IB, PA; 302AISS, PAF; NICA-RO2 and RIU2, PNP-IG at Brgy Bonuan Gueset, Dagupan City, Pangasinan;

morning, Rogel LUCAS y Fariñas @MARK, 28 years old, single, high school level, a member of the New People‟s Army (NPA) under East Committee, Northern Front, KR-HSL (not OB listed) and a resident of Costal 2, Brgy Casambalangan, Sta Ana, Cagayan voluntarily surrendered without firearms to the elements of Sta Ana PS, Cagayan PPO;
4. On June 23, 2015 at about 10 o‟clock in the morning, Florentino NESPEROS y
Leaño @ DARREN/MARLON, 35 years old, married, member of Squad Uno-SPP GANI, KR-HSL and a resident of Brgy Villa Gracia, Maddela, Quirino voluntarily surrendered without firearm to PCI WALTER A. PASICOLAN through the assistance of Mayor Renato G. Ylanan, Municipal Mayor of said municipality;
5. On July 28, 2015 at about 1 o‟clock in the morning, Juanito Cattian
CABACUNGAN @JHONY/BIMBO, not OB listed and a resident of Sitio Nursery, Brgy
Disulap, San Mariano, Isabela, voluntarily surrendered without firearms through the
intercession of Mrs Rosavilla S. Cattian and Mr Romy B Ubay to 52MICO, 5MIB, 86IB,
502Bde, TOG2, MIG2 and 2ISU. Subject averred that he is the S4 of Squad, SPP
ARNEL, KR-HSL;
6. On August 20, 2015 at about 1 o‟clock in the afternoon, Patricio Dulay Dengle, 68 years old, married and a resident of Brgy Malinao, Gabaldon, Nueva Ecija, former member of NEPCOM, voluntarily surrendered without firearm to joint elements of Provincial Intelligence Branch, NVPPO, MIG2 and 3rd Bravo Company, PA under the supervision of PSUPT MARVIN P FOLLANTE C, PIB, NVPPO;
7. On September 17, 2015, Cheryl ARCILLA y Simeon AKA
ANDREA/GELYN/RINA (not PSRTG listed), 35 years old, and a native of 19-A Ilaya, Barangka, Mandaluyong City, voluntarily surrendered without firearm to the elements of PPSC, Quirino PPO. Subsequently, coordination was made to PIB, Quirino PPO; SPOT 2-3, MIGS ISAFP; S2, 502nd Birgade 51D; MIB 51D; S2 56IB 71D; PIB, Isabela PPO and NICA 02 and said units jointly conducted after custodial debriefing/tactical interrogation;
8. On November 3, 2015, personnel of RID conducted intelligence operation at Sitio
Pusuak, Naguilatan, Penablanca, Cagayan particularly at forested area near the
boundary of Baggao, Cagayan which resulted in the recovery of the following:
more or less seven hundred (700) pieces of Ammos for M14 rifle; forty five (45) pieces for M16; 2 rifle grenade with casing; fourteen (14) pieces ammos for M203 with bandolier; one (1) empty case for rifle grenade; eight (8) pieces short magazine for M16; and

three (3) magazines for M14 pack inside a plastic gallon, wrapped with sacks and plastic.
Accordingly, said ammo and other paraphernalia was left at a vegetated area
near an abandoned hut at said place by an unknown contact and purposely to be
delivered to NPAR‟s operating in Baggao, Cagayan. Prior to the recovery, reliable info
was received by this Office that a delivery of ammunition to said NPAR‟s at said place is
reportedly in progress by unknown contact. Intelligence build up was immediately
undertaken which led to the recovery of said items; and
9. On November 20, 2015 at about 5:00 o‟clock in
the afternoon, at BJMP, Cataggaman Pardo, Tuguegarao City, joint personnel of RID, PRO2, 2RPSB, PIB and Aparri Police Station both of Cagayan PPO, NICA2, MIG2, and 502nd Brigade, 5ID, PA, served three (3) Warrants of Arrest against Divina Manuel ERESE @HAZEL, listed in the 3rd Quarter 2015 Periodic Status Report on Threat Groups (PSRTG) and presently detained at the said detention cell. Prior to the service of the said Warrants of Arrest, on the aforementioned date, the Joint AFP-PNP Intelligence Committee Regional (JAPIC-R) 4TH Qtr 2015 PSRTG Validation/Workshop was ongoing when it was revealed that the subject still have three (3) pending Warrants of Arrest for the crime of Murder (3 counts) docketed under Criminal Case Numbers II-10208, II-10209 and II-10210 respectively. Immediately thereafter, the said team under the supervision of PSUPT MERWIN A CUARTEROS, Acting Chief, RID proceeded to BJMP Cataggaman Pardo, Tuguegarao City and upon arrival thereat, they found out that the accused was acquitted from her recent Rebellion case and is about to be released from detention. Subsequently after her release, the team immediately affects he arrest. A. NEUTRALIZATION OF CRIMINAL GANGS
1. On January 25, 2015 at about 11:45 in the
morning in Brgy Bulala, Camalaniugan, Cagayan particularly infront of Providence Rural Bank, Gerald Cabeza Y Ordillo, 30 years old, single, jobless, leader of Cabeza Gang, former Barangay Chairman and a resident of Barangay Fula, Buguey, Cagayan was shot by unidentified perpetrator. Investigation disclosed that the victim together with his live-in partner Niña Margaret Garceron Y Foronda, were traversing west direction bound to Aparri, Cagayan on board a motorcycle when a male person wearing black jacket, who was standing at the shoulder of the road, shot the victim and his live-in partner several times resulting to the death of Gerald Cabeza.

2. On April 14, 2015 at about 9 o‟clock in the morning, in Rio Del Grande Subdivision, Brgy. Maddarulug Sur, Enrile, Cagayan joint PNP personnel from this Office led by PSUPT MERWIN A. CUARTEROS, Deputy Chief RID, SUPT ANTONIO MARALLAG, Deputy Chief RPHRDD, PSI FELICITO DULIN JR, COP Enrile PS, PCI ALBERT CALIMAG of CPPO, PSI NORIEL LACANGAN, and PI ARNEL ACAIN under the overall supervision PSSUPT JOSELITO JOHN WILSON SANTOS, Chief, RID conducted an entrapment operation against members of “Abel Gang” a Newly Identified Criminal Gang involved in extortion activities operating in the provinces of Cagayan, Isabela and Quirino, victimizing PNP applicants and other persons taking CSC, NAPOLCOM and PRC licensure examinations, that resulted in the arrest of Elizabeth Agris y Abel alias “Beth”, 36 years old, college graduate and Cristine Joy Balete y Abel, 27 years old, married, college graduate both resident of same place, after receiving marked money in the amount of P30,000.00 consisting of sixty (60) pieces Five Hundred Peso bill with serial numbers XV671201 to XV671260 from a PNP applicant who served as confidential asset of the operating team. However, Four (4) other suspects namely: Arlene Evangelista y Abel (ODU); Rowena Bantang (ODU); Lea Iringan (ODU) and Joel Iringan were able to elude arrest.
3. On May 11, 2015 at about 10:30 in the morning in Brgy Caritan Centro, Tuguegarao City, personnel from RID led by PSUPT MERWIN A. CUARTEROS, OIC, RID conducted an entrapment operation against member of “Abel Gang” that resulted in the arrest of LEAH UMAYAM y CALATA, 41 years old, single, self-employed, native of Toran, Aparri, Cagayan and presently staying at Caronan Apartment, Caritan Sur, Tuguegarao City after receiving marked money in the amount of P5,000.00 consisting of ten (10) pieces Five Hundred Peso bill with serial numbers BN240781, MJ760620, QS395043, H371573, EY564390, EN795382, QB868210, LR299308, EY897957, and WA395026 respectively.The said arrested person was immediately brought to RID Office for proper documentation and subsequently brought to PNP Crime Laboratory Office 2 for powder lifting which yielded positive result on the presence of ultra violet powder from her palm. A case of Estafa was referred for Inquest before the City Prosecutor‟s Office, Tuguegarao City under NPS-II-03-INQ-015E-00074 and after evaluating the pieces of evidences presented, Inquest Prosecutor Anna May Concepcion C. Pena-Mallanao penned an Information for same offense with a recommended bail bond of Ten Thousand Pesos (P10, 000.00), immediately the suspect posted bail for her temporary release in the amount of Php10, 000.00.

4. On November 27, 2015 at about 5 o‟clock in the afternoon, Mr. Alexander Limban Cortez, 31 years old, Tricycle Driver, resident of 14 Salvador St. Krus na Ligas, Diliman, Quezon City sought the assistance of the AKG regarding the alleged abduction of his daughter Arnie Zandra Cortez, 5 years old, a Pre-School student of Harvest Tutorial Learning Center in Diliman, Quezon City. Accordingly, at about 2 o‟clock in the afternoon of November 26, 2015, victim and his nanny, Reynaldo Dionisio Ampaya, 21 years old, single, finished 2nd year high school and a resident of Brgy. San Isidro, Laur, Nueva Ecija, left their house carrying a bag and since then failed to return home. At about 8:44 in the evening of same date, Arlene Cortez, mother of the victim, received a Text message from unknown person using CP number 09126932870 asking the password of the Laptop and the PIN number of the ATM Card owned by the victim‟s mother in exchange for the safe release of the victim, otherwise he will kill the victim. The AKG was able to track the location of the suspect, through his cellphone number, together with the victim. Through close coordination between Luzon Field Unit of AKG, who provided technical support and pictures of suspect and hostage, RPSB2, Provincial Intelligence Branch and Roxas Police Station both of Isabela PPO were able to locate the suspect and the victim in Brgy. Lanting, Roxas, Isabela at 5 o‟clock in the afternoon of November 27, 2015 and effect the arrest of the suspect. The suspect together with the victim was brought to Roxas Police Station for documentation. At about 3 o‟clock in the morning of November 28, 2015 elements of Anti-Kidnapping Group led by PINSP MARIO FORMENTO arrived in Isabela AOR and were able to link up with PRO2 and Isabela PPO operatives.At about 8:30 in the morning of same date, the AKG together with the suspect and the victim left Roxas, Isabela for National Headquarters, Camp Crame, Quezon City for documentation and subsequent filing of a case against the suspect.
B. IMPLEMENTATION OF SPECIAL LAWS
1. Campaign against Illegal Drugs a. On February 26, 2015 at about 2 o‟clock in the afternoon, joint
personnel from PDEA-RO2, PNP PRO2, PIB and Lasam PS both of Cagayan PPO, and
Cagayan PPSC implemented a Search Warrant No. 05-15 issued by Judge Oscar
Saldivar at the residence of Atty. Orlino Agatep Sr., 66 years old, married at Brgy.
Nicolas Agatep, Lasam, Cagayan which yielded positive and resulted in the confiscation
of the following evidences/items:

b. On July 22, 2015 at about 9:15 in the
morning., joint personnel of PIB and Sanchez Mira PS, both of Cagayan PPO implemented Search Warrant Number 2015-08 dated July 21, 2015 issued by Hon. Executive Judge Gemma Bucayu-Madrid of RTC Branch 12, Sanchez Mira, Cagayan at the house/premises of Fernando Miravel y Callangan of Barangay Centro2, Sanchez for Violation of RA 9165 that resulted in the arrest of the suspect and the confiscation of the following items:
Ten (10) small transparent plastic sachets containing white crystalline substance suspected to be “Shabu”;
One (1) cal.38 revolver bearing serial number 922697 with (12) twelve pieces live ammonitions; and,
cash amounting to Twelve Thousand Pesos (P12,000.00)
c. On July 28, 2015, at about 2 o‟clock in the afternoon., joint personnel of
RID, PRO2, Basco Police Station, Batanes PPO and PDEA led by PSINSP RODEL C.
GERVACIO, COP, Basco PS recovered of four (4) packs of Methamphetamine
Hydrochloride commonly known as “Shabu” weighing approximately 2.6 kilograms
at the forested area near the foot of Mount Iraya, Sitio Diohangu, Brgy San Joaquin,
Basco, Batanes.

d. On July 31, 2015 at about 9 o‟clock in the morning. Personnel of the Regional Intelligence Division conducted buy bust operation along Baquiran Street, Caritan Centro, Tuguegarao City that resulted in the arrest of Ferdinand Gacias y Badajos and the recovery of the following items:
three (3) pieces heat sealed sachet containing white crystalline substance believed to be shabu;
one belt bag containing (1) caliber 38 revolver with six (6) live ammo inserted to its cylinder.
Follow up operation was conducted at the residence of the suspect that resulted in the recovery of:
one (1) Gauge 12 (Sumpak) shotgun; six (6) pieces live ammo for gauge 12 shotgun; and one (1) improvised magnum 22 with magazine and three (3) live
ammo for same caliber.
During the interrogation from one among the occupants of the house of Ferdinand Gacias in the person of Jennifer Christie Estrada, she revealed that a certain Ryan Regaro is the primary source of Ferdinand Gacias of illegal drugs items. She admitted that she can buy shabu to Regaro through cell phone transaction. The RID team immediately brief Estrada and thereafter, she contacted Regaro and made a deal to buy shabu worth two thousand pesos from him and their pay off is infront of Crown Lodge located along Luna Street, Tuguegarao City. At about 1 o‟clock in the afternoon. of same date, the RID team proceeded in the referred place and when Ryan Regaro emerged, he handed over to Estrada the item (Shabu) that they had agreed upon, which prompted the RID Team to effect his arrest. Confiscated from his direct possession and control is a caliber .380 with Markings STI Escort with Serial Number 38876 with one inserted magazine loaded with six (6) live ammo for the said caliber and one (1) piece heat sealed transparent plastic sachet containing white crystalline substance believed to be shabu with undetermined quantity.
e. On September 1, 2015 at about 6:30 in the morning. joint anti-drug operation conducted by personnel of Batanes PPO and Basco Police Station in coordination with PDEA RO2 at Sitio Perey, Brgy San Joaquin, Basco Batanes arrested Ricardo Mendoza y Estamo, 38 years old, and a resident of Brgy San Joaquin, Basco, Batanes and confiscated from his direct possession and control one (1)

transparent zip locked plastic bag containing white crystalline substance known to be Metaphetamine Hydroclhloride commonly known as Shabu weighing more or less 297.31 grams with an approximate value of (Php1,000,000.00) from the suspect. The suspect executed waiver of detention pending preliminary investigation on the case for violation of Sec11, Art II of RA 9165 under Criminal Case Nr. 826 filed against him and on September 15, 2015 he was subsequently committed to the Batanes Provincial Jail by virtue of commitment order issued by Hon. Judge RTC Br 13, Basco, Batanes and duly received by PO3 Alden S Vargas, Acting Warden of Batnes Provincial Jail, Basco, Batanes.
f. On September 24, 2015 at about 5:30 in the afternoon, in Sabtang,
Batanes, an anti-illegal drug buy-bust operation was conducted by personnel of Batanes PPO and Sabtang PS in coordination with PDEA RO2 that resulted in the arrest of Douglas Falces y Horcajo aka “Jong”, 31 years old, single, laborer and a resident of Brgy. Malakdang of the said municipality. Confiscated from the suspect were two (2) transparent plastic sachets containing crystalline substance weighing 4.224 grams. The said substance was brought to Regional Crime Laboratory Office 2, Camp Adduru, Tuguegarao City for Laboratory examination and was confirmed as Methamphetamine Hydrochloride. Cases for violations of Section 5 and Section 11, Art II of RA 9165 were referred against the suspect before the Office of the Provincial Prosecutor, Basco, Batanes docketed under II-12-INQ-9I-30 with Criminal Case Number 828 and II-12-INQ-9I-31 with Criminal Case Number 829, respectively. The suspect is now detained at Batanes Provincial Jail.
g. On November 11, 2015 at about 9:30 in the morning, at P-3, Mabini,
Santiago, personnel of Santiago City Police Office and CPSC in coordination with PDEA, RO2 conducted Anti-Illegal Drugs Operation (buy-bust) that resulted in the arrest of Rolando Valdez y Maddumba aka “OTET”, 51 years old, married, self-employed, listed no. 12 on PNP/PDEA Drugs Watch List of Santiago CPO and target of COPLAN CODENAME “FORBIDDEN ROCK Q” and Brian Augustus Valdez y Gomez, 24 years old, single, helper/mechanic, both residents of said place for Violation of RA 9165. Recovered from their possession were the buy-bust money consisting of one (1) piece one thousand peso bill with serial number UV430564 and twelve (12) pieces of heat sealed transparent plastic sachets containing white crystalline substance believed to be shabu. Suspects are now detained at the custodial facility of the said Police Office. Cases for Violation of Section 5 and 11, Article II of RA 9165 is now being prepared against the suspects for referral at the City Prosecutor‟s Office, Santiago City. The confiscated items were turned-over to the PNP Crime Laboratory Office, Santiago City for weighing and confirmatory test.

3. Community Relations
a.) Outreach Program
a. Enhancement of the image and credibility of the PNP.
On December 21, 2015 at 8 o‟clock in the morning, PCSUPT RANIER Q IDIO, AC Regional Director spearheaded the celebration of the PASKUHAN 2015 held at PRO2 Covered Court, Camp Marcelo A Adduru, Tuguegarao City. The activities was participated by the members of the Command Group, D-Staff, PCOS, PNCOS, NUP and their dependents. The celebration was highlighted with the following activities: thanksgiving mass, parlor games, raffle draws, awarding of cash prize on the parol making, gift giving to the dependents and gift packs to the personnel.
On April 6 , 2015 at 10 o‟clock in the
morning personnel of San Guillermo Police Station participated in the 1-day medical and dental mission initiated by Vice President JEJOMAR C BINAY and the Local Government Unit headed by Hon. Mayor Mailou N Sanchez, Rural Health Unit headed by Dra. Mary Ruth Aguilar, and NGOs of San Guillermo, Isabela held at community center of this municipality.

This unit participated a total of four (4) Blood Letting Activities organized by the different private and government organizations. This unit also catered to the needs of private individuals who requested blood donors from this unit.

On January 26-27 at 9 o‟clock in the morning, 2015 PCRB personnel of Cagayan PPO conducted feeding program to the different Elementary Schools in Cagayan.

12. CONDUCT OF SCHOOLING
a. On Criminal Investigation Course (CIC) For CY 2015, a total of four (4) classes of Criminal Investigation Course (CIC)
were conducted by PRO2 attended by 248 investigators in the region. The Program of Instructions of the CIC classes designed at 280 training hours. The said course was intended for those investigators without appropriate investigation trainings assigned at the investigation section region-wide. The conduct of the CIC course in PRO2 was in close coordination with the SIDD, DIDM.

b. Investigation Officers Basic Course Class Number 2014-15 (on-going)
One class of Investigation Officers Basic Course was opened on November 23, 2015 and is ongoing. The course is a three-hundred sixty hours (360) course in investigation intended for the 41 would-be investigation officers. The participants are with the rank of Police Inspector to Police Superintendent who handled the qualifying examination conducted by the DIDM, SIDD.

3. Prevention and Control of Human Rights Violation
Personnel of Quirino PPO conducting seminars/lectures among students of the
different schools of this province on Anti-illegal Drug Campaign, Women and Children related matters, and Crime Prevention.
PSI RICARDO B SALADA-Chief of Police of San Agustin Police Station, Isabela PPO conducted one (1) day seminar to the member of Barangay Peacekeeping Action Team (BPATS) and Barangay Officials this municipality held at Masaya Centro community center, San Agustin, Isabela on January 31, 2015. The Chief of Police discussed the Human Rights Development Policy and encouraged all participants to strengthen their proactive effort in helping the law enforcers and maintaining peace and order towards the promotion and protection of human rights. Further, also advised them to refrain from committing illegal arrest to avoid the possible accusation of human rights violation Said activity ended 3 o‟clock in the afternoon same date with fruitful result.
On November 23, 2015 at 8 o‟clock in the
morning, PSUPT MANUEL BAYANI BRINGAS, Officer-In-Charge of Ilagan City Police Station, Isabela PPO, conducted “Police Information and Continuing Education” (PICE) to all personnel of Ilagan City Police Station wherein he discussed the provisions of RA 9745 (Anti-torture Act), Human Rights Advisory and Fake Arrest and Arbitrary Detention of Innocent Civilians by the Police and other police matters.

Personnel of Alfonso Castañeda PS, Nueva Vizcaya PPO together with the BFP, PA and LGU distributed relief goods to the affected residents during the tropical storm NONA at Brgy.Abuyo of said municipality on December 18, 2015 at 10 o‟clock in the morning.
On December 20, 2015, personnel of Quirino Provincial Public Safety Company,
Quirino PPO headed by PSUPT REXMEL G REYES, Company Commander celebrated Christmas dubbed as "QPPSC Cares: Pasko Ng Pagkalinga" and as part of the yearly tradition of QPPSC and a way of showing the essence of this Season, the value of sharing and giving, more than fifty (50) children from the Gawad Kalinga in Brgy San Leonardo, Aglipay, Quirino; balut vendors and Aglipay Tennis Club kids were invited to be the guests and recipients in the gift giving and feeding program. The celebration was also highlighted by different parlor games which were participated by the recipients, personnel of QPPSC and their direct dependents. The celebration was attended by PSSUPT BERNARDO B BAUI (Ret.) who also gave gifts to the children.

On December 15, 2015 at 9 o‟clock in the morning, members of Cauayan City Police Station, Isabela PPO with OJT students conducted earthquake drill at the Cauayan City Police Station. Prior to the drill, SPO4 Ernesto V Gapuz Jr, PCR PNCO of Cauayan CPS briefly explained the measures to be done during and after an earthquake using the Emergency handbook. SPO4 Gapuz exhorted to the participants that it is important to orient people on earthquake preparedness in order to be informed of what to do before, during and after earthquake. As such, it is important for the students to be informed on how to properly execute an earthquake drill.
In connection with Typhoon “Nona”, on December 15, 2015 at about 10 o‟clock in the morning, Opns and PCR personnel of Cauayan City PS, Isabela PPO conducted inspection of Search and Rescue Equipment and facilities at the office of Cauayan City Rescue 922 to ensure its availability in case of emergencies and other eventualities

The POSTE is an integrated approach of establishment of a Police Outpost. Police personnel assigned in traffic and patrol shall primarily man the outpost aided by the members of the Municipality/City Rescue of the Public Order and Safety Unit (POSU) and Barangay Tanods which has jurisdiction over the established POSTE. The Personnel assigned in the post shall also be the first responders during emergencies and incidents. They must be property trained in traffic direction and control, first responder procedures and first aid application. The post shall be equipped with first aid kits and other law enforcement paraphernalia/equipment. All MPS/CPS shall determine the location of the initial five (5) POSTE and present the same to the Local Council for LGU to support in the project.
2. PRO2 ROPD LOI 30/2011 [Operational Plan Verification of Identification
and Sticker’s Authenticity (OPLAN VISA)
OPLAN VISA (Verification of Identification and Sticker‟s Authenticity) was formally introduced and launched in the region last September 7, 2012. It was initiated to improve crime prevention in partnership with all stakeholders. Its launching was coincided with the yearly observance of the National Crime Prevention Week (NCPW).Wherein 8,194 motorcycles were registered and three weeks after, another 77,003 motorcycle owners registered their motorcycles. The number of registered motorcycles had immensely increased through the years. Manifesting strong public support to the program because they believed the program becomes instrumental in crime prevention and solution
3. Publication of Valley Cops Magazine
Police Regional Office 2 in its way of reaching out the community where the activities, plans, programs and accomplishments of the PNP are shared to the public, has published four (4) editions of the Valley Cops Magazine with a total of 26,800 copies. Its quarterly publication has been nourishing the cooperation and coordination between the PNP and the local government units, thereby enhancing police community relations.
4. Talakayan Sa IsyungPulis (TSIP)
In keeping the public informed and abreast of the latest issues concerning our
police operations and accomplishments, PRO2 continues to soar high in bringing the public the timeliest information through our PNP Sponsored Radio Program dubbed as “Talakayan Sa IsyungPulis” being aired over various media entities in the region. Records show that from January 2014 to present, a total of 1,310 radio guestings and 796 TV appearances to include special guestings and interviews from different media entities/practitioners in the region.

5. POLARIS Program
The Partnership AmOng LocAl Resource InstituteS (POLARIS) Program was
conceptualized to provide an avenue for convergence for resource institutes for the operationalization of a highly sustainable, inclusive and participative approach in achieving the primary goal of the PNP PATROL Plan 2030 in promoting a community-supported PNP that is highly capable, effective, credible, and pro-active for a better and safer Cagayan.” This Best Practice was pioneered by the 2nd Regional Public Safety Battalion, PRO2 and after its adoption by PRO2, all Police Provincial Offices were directed to adopt and implement it by virtue of a resolution passed by the Regional Advisory Council last year.
To adopt and to fully implement this, Cagayan Police Provincial Office has entered with the Cagayan State University through its University President, DR. ROMEO R. QUILANG and the Campus Executive Officer of CSU-Carig, DR. ARCHIMEDES C. ARTICULO, into a Memorandum of Understanding on April 10,2015 and, a Memorandum of Agreement on April 25, 2015 which resulted in the successful accomplishment of various projects that greatly contributed to the Resource Management, Learning and Growth perspectives of the PGS Strategy Roadmap. The POLARIS Program, based on the accomplishment report dated August 10, 2015 submitted by Cagayan PPO to Dr. Romeo R. Quilang and Dr. Archimedes C. Articulo of CSU has helped this Office save the amount of Three Hundred Eighty-Eight Thousand Five Hundred Pesos (Php 388, 500.00) which was used to augment expenses of other command activities of this Office. It has also brought this Office to greater heights of achieving better performance in terms personnel competence. It has helped improve and maintain office equipment and mobility assets that facilitated the delivery of quality public services. Through this program, Cagayan PPO has developed the following sub-programs which have greatly contributed to the attainment of its objectives.

6. Conduct of PULIS Training for Erring Personnel
The influx of cases involving PNP personnel has always been one of the major obstacles to the continuing drive of the PNP to regain public trust and confidence made possible under the PNP Transformation Strategy. Despite the past character-rebuilding initiatives that have for some time created a dent/depression in the state of discipline among the members of the organization, misconduct of the PNP personnel remains unabated and threatens to jeopardize the PNP gains on public acceptance. Thus, the need to institute a more effective training program for every police officer who refuses to “toe the line” cannot be over emphasized. This training is designed to develop character; learning fitness and attitude of erring members of the PNP Organization resulting from their malfeasance, misfeasance and non-feasance or who deliberately refuse to “toe-the-line” arising from a repetition of their misconduct.
