For the Personal Services Claims of personnel assigned in the Office, the total
amount of PHP 1,781,876.90 was received by this Office. This covers the payment of the following Collateral Allowances:

a. Donations from LGUs
The operations of our Field Units are also being supported by their respective
LGUs. During the period, we have recorded a total of PHP 1,821,038.97 which represents their assistance to the PNP in the form of cash, gas allocation and office supplies.
b. Donations from Small Town Lottery (STL)
For the period, this Office received a total amount of PHP 335,856.52 from the
Random Choice Gaming Corporation and Community Gaming and Amusement Network, Incorporated. Of the total amount, PHP 167,928.20 or 50% was utilized for the purchase of supplies and materials and communication expenses, PHP 117,549.70 or 35% for the repair and maintenance activities while PHP 50,378.60 or 15% for other operating expenses.
3. Management of Resources
This Office strictly adhered to Fiscal Directive No. 2014-001 regarding the Guidelines, Policies and Procedures in the Distribution of MOOE Funds which provides that the per capital distribution should at least be One Thousand Pesos (PHP 1,000). In fact, PRO2 had exceeded the said provision. The per capital cost of MOOE Funds being distributed to the different PPOs/PPSCs and Police Stations is pegged at PHP 1,250.00.

4. Improvement of the Procurement System
All procurements were administered by the Regional Bids and Awards Committee
ensuring that the provisions of RA 9184 otherwise known as the Philippine Procurement Act were followed.
5. Financial and Logistical Review and Evaluation Program
This Office has ensured that all MOOE funds that were released to the different Program Directors, PPOs/RPSB and Police Stations were properly utilized and liquidated based on the Program of Expenditures. Additionally, this Office reviewed and evaluated the correctness and completeness of the liquidating instruments submitted by the different Finance PCOs/PNCOs prior submission to the Auditor’s Office for post audit. 4. Internal Reforms
a. PRO2 Database (PAIS) – with the existing Database Program, the
accessibility to serve in updating the records of PNP Personnel is more efficient and
the documents security is highly effective. The PAIS Database of respective PPO is in
equal significance with the Region.
b. Personnel Electronic Records Management System (PERMS) - all orders
emanating from NHQ were properly documented and the dissemination of orders is on
time. The uploading and scanning of orders (LO, SO, GO) and SALN from this PRO to
NHQ run smoothly.

There were Three Hundred Fifteen (315) medals accorded to the PNP
Personnel in recognition for their notable accomplishments in the discharge of their official duties and responsibilities.
5. Reward and Punishment System
On the other hand as public servants, people expect them to display an attitude
which is upright and disciplined. The DLOS of this Office is a disciplinary authority where
cases are filed against erring PNP personnel. For the month of December 2014, eleven
(11) cases were resolved involving one (1) PCO and ten (10) PNCOs. DLOS has been
religiously implementing and adhering with the directive from higher headquarters on the
LOI PATNUBAY regarding Zero Backlog cases, such that cases are resolved within
prescribed period.

This Office adopted Piat PS of Cagayan PPO as the Model Police Station in the year 2014 respectively based on the accomplishment of said units and their Anti-Criminality Action Plan (ACAP). Said plans were replicated by the different police stations.

2. Human Rights Advocacy Program
This Office conducted Human Rights Advocacy programs wherein the articles of the Universal Declaration of Human Rights (UDHR) were read during the PICE to create awareness on the supreme and inalienable rights of person.
B. Improve crime prevention
PRO2 ROPD LOI 30/2011 [Operational Plan Verification of Identification and Sticker’s Authenticity (OPLAN VISA)] OPLAN VISA (Verification of Identification and Sticker’s Authenticity) was formally
introduced and launched in the region last September 7, 2012. It was initiated to improve crime prevention in partnership with all stakeholders. Its launching coincided with the yearly observance of the National Crime Prevention Week (NCPW).Wherein 8,194 motorcycles were registered and three weeks after, another 77,003 motorcycle owners registered their motorcycles. The number of registered motorcycles had immensely increased through the years. Manifesting strong public support to the program because they believed the program becomes instrumental in crime prevention and solution.
LOI 63/2010 Police Integrated Patrol System (PIPS)
The peace and order situation in the area is generally peaceful. This may be attributed to the adherence of Valley COPS in implementing the LOI 45/2011 “Patrolya ng Pulis”, strict implementation of Police Integrated Patrol System (PIPS), LOI “KontraBoga”, “Operation Bakal”, “OplanSita”, “No Plate No Travel” Policy and other related anti-criminality prevention programs, projects and activities. The deployment of the administrative personnel motivating the populace to give timely reports on incidents and or presence of suspicious personalities in their localities, thus, resulting in the prevention and immediate solution of crimes through arrest of perpetrators.

This Office conducted operation in Violation of RA 7183 ( An Act Regulating the Sale, Manufacture, Distribution and Use of Firecrackers and other Pyrotechnic Devices) from unauthorized dealers/retailers in the municipalities of Aparri and Lasam, both of Cagayan; Roxas, Isabela; and Santiago City on December 29-30, 2014 that resulted in the confiscation of the following items: Roxas, Isabela

On the campaign against Illegal Logging in coordination with the DENR, 5

For the period, a total of 1,558 crime incidents were recorded. This is higher by 91 incidents or 6.20% compared to the 1,467 incidents for the same period of CY 2013.
The increase in crime volume is attributed to the rise in non-index crimes

Batanes PPO recorded the highest CCE with 80.00%, while Nueva Vizcaya PPO has the lowest with 50.48% CCE. III. NEUTRALIZATION OF WANTED PERSONS Of the 225 Warrant of Arrest received, 63 were served reflecting a 28% service of warrant of arrest that resulted in the apprehension of 111 wanted persons, who were charged of various offenses.

WOMEN AND CHILDREN PROTECTION DESK On cases of Women and Children Protection Desk (WCPD), there were 65 WCPD cases recorded in the region, broken down as follows: 28 cases involving children and 33 involving women as victims, 4 cases involving children as suspects. V. PRE-CHARGE EVALUATION CASES On Pre-Charge Evaluation cases, there were 107 cases received during the period in review involving 18 PCOs, and 117 PNCOs who were charged administratively. 1. The Police on the Street for Traffic Direction, Control and Emergencies
(POSTE)
The POSTE is an integrated approach of establishment of a Police Outpost. Police personnel assigned in traffic and patrol shall primarily man the outpost aided by the members of the Municipality/City Rescue of the Public Order and Safety Unit (POSU) and Barangay Tanods which has jurisdiction over the established POSTE. The Personnel assigned in the post shall also be the first responders during emergencies and incidents. They must be properly trained in traffic direction and control, first responder procedures and first aid application. The post shall be equipped with first aid kits and other law enforcement paraphernalia/equipment. All MPS/CPS shall determine the location of the initial five (5) POSTE and present the same to the Local Council for LGU to support in the project.
2. PRO2 ROPD LOI 30/2011 [Operational Plan Verification of Identification
and Sticker’s Authenticity (OPLAN VISA)
OPLAN VISA (Verification of Identification and Sticker’s Authenticity) was formally introduced and launched in the region last September 7, 2012. It was initiated to improve crime prevention in partnership with all stakeholders. Its launching was coincided with the yearly observance of the National Crime Prevention Week (NCPW).Wherein 8,194 motorcycles were registered and three weeks after, another 77,003 motorcycle owners registered their motorcycles. 3. Publication of Valley Cops Magazine
Police Regional Office 2 in its way of reaching out the community where the activities, plans, programs and accomplishments of the PNP are shared to the public, has published four (4) editions of the Valley Cops Magazine with a total of 26,800 copies. Its quarterly publication has been nourishing the cooperation and coordination between the PNP and the local government units, thereby enhancing police community relations.
4. Talakayan Sa Isyung Pulis (TSIP)
In keeping the public informed and abreast of the latest issues concerning our
police operations and accomplishments, PRO2 continues to soar high in bringing the public the timeliest information through our PNP Sponsored Radio Program dubbed as “Talakayan Sa Isyung Pulis” being aired over various media entities in the region. Records show that from January 2014 to present, a total of 1,310 radio guestings and 796 TV appearances to include special guestings and interviews from different media entities/practitioners in the region.
5. Regular PIPS Assessment with Regional Advisory Councils Members, (RAC) Recommendations:

Memorandum Circular on Placement and Designation of Chief of Police (COPs) This circular prescribes the policies, procedures and guidelines governing the selection of placement of the Police Commissioned Officers to Staff Positions of Provincial Offices, Company Commanders of PPSC and Chiefs of police of City/Municipality Police Stations and other positions of responsibility. This Circular aims to improve the current placement system of Police Commissioned Officers; Create equal access and opportunity for professional growth and career advancement for all qualified PCOs regardless of the source of commission, gender or affiliation; and formulate an objective placement system that is firmly anchored on the principles of merit and fitness.
7. Conduct of PULIS Training for Erring Personnel
The influx of cases involving PNP personnel has always been one of the major obstacles to the continuing drive of the PNP to regain public trust and confidence made possible under the PNP Transformation Strategy. Despite the past character-rebuilding initiatives that have for some time created a dent/depression in the state of discipline among the members of the organization, misconduct of the PNP personnel remains unabated and threatens to jeopardize the PNP gains on public acceptance. Thus, the need to institute a more effective training program for every police officer who refuses to “toe the line” cannot be over emphasized. This training is designed to develop character; learning fitness and attitude of erring members of the PNP Organization resulting from their malfeasance, misfeasance and non-feasance or who deliberately refuse to “toe-the-line” arising from a repetition of their misconduct.
