1 FOREWORD

Ausgrid is responsible for the management and operation of Ausgrid’s electricity supply network. This network, which supplies the most populated area in Australia, is a major infrastructure investment. The network is required to operate economically and reliably under all weather and other environmental conditions.

As part of its formal asset management approach Ausgrid’s aim is to provide a series of cost-effective modular designs for use in developing the distribution network. For these designs to meet the requirements of Ausgrid, they are required to satisfy a range of functions far wider than basic electrical performance and economy. These functional requirements include meeting all statutory and safety obligations; operating effectively under adverse environmental conditions and utilising approved new components that have demonstrated reliability.

This Network Standard lays down the requirements for site selection and construction of 3-phase or single phase pole mounted substations that meet the requirements of Ausgrid.

This standard may be amended or updated at any time to reflect improvement in design, technology advances etc. The Accredited Service Provider shall ensure that the latest version of this standard is used for the equipping of the substation to which it applies.

The requirement of this standard must be adhered to.

Any deviation from this standard must be submitted to Network Engineering for approval prior to implementation.

2 ASBESTOS

All materials and equipment used for construction of Ausgrid’s assets are to be free from Asbestos and or Asbestos related products. Suppliers are expected to comply with the Occupational Health and Safety Act 2000 (NSW) together with the Occupational Health and Safety Regulation 2001 (NSW) and confirm in writing that all products supplied to Ausgrid contain no Asbestos related materials.

3 SCOPE

This Network Standard applies to:

11kV/433 Volt 3-phase pole substations

11kV/500-250 Volt single phase pole substations

22kV/433 Volt 3-phase pole substations

22kV/500-250 Volt single phase pole substations.

This standard does not apply to:

33kV/433Volt 3-phase pole substations.

single wire earth return (SWER) installations

zone or sub-transmission substations, 11kV regulators or auto transformers.

Note to Service Providers

Service Providers are advised to ensure that they refer to the ‘Master Drawing Option List for 3-phase and single phase substations’ shown at the end of Appendix E.

This list is essential for ensuring the correct construction and equipment requirements for each substation.

4 DEFINITIONS

Accreditation Accreditation is the process of ensuring that an applicant for accreditation has the typical skills, resources and insurance to undertake contestable work and complete the work in a safe and reliable manner.

Accredited Service Provider An individual or a company with current accreditation under the Electricity Association of NSW – Accredited Service Provider scheme. Under the Electricity Association of NSW scheme there are two levels of accreditation involving Authorised work:

Level 1 accreditation covers the construction of transmission and distribution works such as the installation of high voltage and low voltage distribution cables and substations (distribution work)

Level 2 accreditation covers the installation of overhead and underground service lines and metering equipment, the disconnection and reconnection of supply to carry out work on an installation and energising installations

Level 3 accreditation covers the design of electrical reticulation systems and does not require specific Ausgrid authorisation.

Approved Approved means authorised in writing by an Ausgrid Division, Group or Branch Manager or their delegate and notified in relevant Ausgrid documentation.

Approved Material Approved material means materials acceptable to Ausgrid, and purchased from suppliers satisfying Ausgrid’s Technical and Quality Assurance requirements or materials that have been supplied by or purchased from Ausgrid.

Audit Inspection An audit inspection is a careful examination by an Ausgrid’s Compliance Officer from Ausgrid’s Network Division, which may include testing where appropriate, of completed Authorised Work to ensure the project complies with Ausgrid’s Safety Rules, Network Standards and specifications.

Authorisation Authorisation means permission in writing, either generally to a Service Provider or to specific individuals, given by Ausgrid to undertake works on or near the transmission and/or distribution system.

Authorised Person An authorised person is a trained and competent person who is approved by an Ausgrid Division, Group or Branch Manager to carry out specific duties to do with the supply and use of electricity.

A person who has been authorised by another electricity network operator, organisation, high voltage customer or contractor is also a trained and competent person who has been approved in writing by their employer, for work on their employer's network.

Authorised person includes Service Providers and their employees who are approved by Ausgrid in accordance with Document ES4.

Authorised Work Work that is on or near Ausgrid’s transmission and/or distribution system.

Cable Means an insulated conductor or two or more such conductors laid together whether with or without fillings, reinforcements or protective coverings

Conductor A conductor is any wire, bar, tube or object that forms part of an electric circuit.

Construction Project A construction project generally consists of a detailed request for service as contained in the Design Information which is expected to be performed in a trades person like manner to the satisfaction of the principal.

Contestable Work Contestable work is work such as the design, construction and installation of electricity works which are required to connect a customer’s installation to an Electricity’s Distributors Network. As the customer is required to fund the cost of contestable work, they now have the choice of selecting the Service Provider to carry out the work which was traditionally performed only by an Electricity Distributor.

Customer Service Planning and Negotiations Officer

A representative of Ausgrid’s Customer Supply group who will provide a point of contact between the Accredited Service Provider and Ausgrid.

De-energised De-energised mains and apparatus are not connected to an electrical supply source. De-energised mains and apparatus are not isolated until action is taken to perform an isolation.

Design Information The Design Information provides job specific details of the substation project and shall be used in conjunction with this Network Standard.

Earthed The terms earth/earthed/earthing refer to mains and apparatus electrically connected to the general mass of the earth.

Electrical apparatus Electrical apparatus is:

(a) Equipment that is used in supplying electricity. For example:

an overhead line

a cable

a generator

a transformer

switchgear

fuses and links

(b) Any other equipment which is supplied at or supplies high voltage. For example: a metering unit, cranes and motors.

Electrical apparatus includes all parts of the equipment, eg insulation, earthed metalwork and cable sheaths.

Electrical Safety Rules Electrical Safety rules will mean Ausgrid’s Electrical Safety Rules.

Energised Means connected to a source of electrical supply

Ausgrid Ausgrid is a trading entity of the NSW Government.

Frequented location Means any urban area associated with a city or town other than a Special Location defined below (Refer ESAA HB C(B)1).

High Voltage or HV Means a nominal voltage exceeding 1000 volts ac or 1500 volts dc.

Low Voltage Distributor An electricity line rated up to and including 1000V ac which originates at the low voltage end of a distribution substation and serves to convey electrical energy to end users via their service mains.

Major Defect Major construction defects are those defects which an electricity distributor can demonstrate:

(a) Are or have the potential to be a threat to the safety of any person or to have the potential to damage any property or to disrupt or have the potential to disrupt the electricity network or are a major non conformance to specifications, material and or project drawing.

(b) Do not comply with the electricity distributor’s:

Safety and Operating Plan

Customer Installation Safety Plan.

Under the Electricity Supply (Safety Plan) Regulation 1997.

Minimum safe working distance The minimum safe working distances are distances which must be maintained by people, and their tools and equipment, when they are near live exposed conductors.

Minor Defect Minor construction defects are those defects which an electricity distributor determines do not have the potential to be a threat to the safety of any person or to have the potential to damage any property or to disrupt or to have the potential to disrupt the electricity network or are not a major non conformance to specifications, material and /or project drawings.

Near Near means when there is a reasonable possibility of a person’s body or any object that the person might be wearing, touching or carrying which is not designed for safe use on live conductors of the same or higher voltage, coming closer to a live exposed conductor than the minimum safe working distance.

Pole Mounted Substation The substation equipment is outdoor type, mounted above ground level, on one or more poles.

Practical Completion Means the date on which Ausgrid determines that:

The works have been completed in accordance with Ausgrid’s ES9 agreement

The works are free from major defects

All fees and charges payable in respect of the works have been paid to Ausgrid

A list of retained assets have been provided to Ausgrid

Satisfactory test certificates have been produced

All certificates required pursuant to this agreement have been tendered to Ausgrid

All easements or leases required by Ausgrid have been granted to Ausgrid.

Safe Means not posing an unacceptable risk to life, health or property.

Screened cable Means that the insulation covering the conductor cores is covered by a conducting or semi-conductive material which is connected to the neutral or earth.

Shall Is to be interpreted as ‘mandatory’.

Should Means that Ausgrid’s Negotiating Officer may allow some variation in exceptional circumstances. Such variations must be approved in advance of construction and be in writing.

Special location Means within a school’s ground or within a children’s playground, or within a public swimming pool area, or at a popularly used beach or water recreation area, or in a public thoroughfare within 100 metres of any of the above locations (refer ESAA HBC(b)1).

Specified Work Work as detailed in the Design Information document and documentation referred therein.

Step Voltage Means the voltage which may appear between any two points on the surface of the ground spaced one metre apart (refer ESAA HBC(b)1)

Substation An assemblage of equipment at one place, including any necessary housing, for the conversion or transformation of electrical energy and for connection between two or more circuits.

Supply Means the supply of electricity.

Touch Voltage Means the voltage which may appear between any point of contact with uninsulated metalwork located within 2.4 metres of the ground and any point on the surface of the ground within a horizontal distance of one metre from the vertical projection of the point of contact with the uninsulated metalwork (refer ESAA HBC(b)1)

UGOH Underground to Overhead

Voltage Means a potential difference between conductors or between conductors and earth.

5 INTRODUCTION

This Standard sets out the standards for site selection and construction of pole mounted substations used for the reticulation of electricity to domestic, commercial and industrial customers supplied by Ausgrid.

The Standard specifies the requirements for the electrical construction of pole mounted substations designed to provide 3-phase four wire 415-240 volt or single phase 500-250 volt AC supply.

6 GEOGRAPHIC AREA

Ausgrid’s supply area comprises the area between the Pacific Ocean in the east, the Royal National Park in the south, Port Stephens in the north, Auburn in the south-west and the Upper Hunter Valley in the north-west.

7 GENERAL REQUIREMENTS

7.1 General The pole mounted substation designs documented in this Standard shall be used throughout the Ausgrid supply area.

7.2 Accredited Service Provider Only accredited Service Providers may tender for or carry out construction work on Ausgrid’s network. The accreditation procedure for Service Providers is detailed in ES4 - Authorised Contractors Scheme. This scheme has been introduced to comply with the NSW Government’s Electricity Supply (General) Amendment (Customer Contracts) Regulation 1996.

The Accredited Service Provider System provides for the rating of Accredited Service Providers.

The Accredited Service Provider shall ensure that their employees and the employees of their subcontractors do not work on or near live equipment belonging to or controlled by Ausgrid unless their employees and the employees of their subcontractors have been Authorised in writing by Ausgrid to do so.

The Accredited Service Provider and all staff employed on the substation construction shall always carry his/her photo identification card. They are required to show their photo identification card on demand to any officer of Ausgrid.

7.3 Customer Service Planning and Supply Negotiations Officer Ausgrid will appoint a Customer Service Planning and Negotiations Officer to assist the Accredited Service Provider in his dealings with Ausgrid. The Customer Service Planning and Negotiations Officer will accept programs, reports, plans, documentation, etc, from the Accredited Service Provider and arrange for milestone inspections and approvals.

The Customer Service Planning and Negotiations Officer will provide specific information on the requirements for each particular substation project.

The Customer Service Planning and Negotiations Officer can also provide advice on services available from Ausgrid divisions, which may assist the Accredited Service Provider in the completion of the project.

Note: The Customer Service Planning and Negotiations Officer is NOT responsible for the quality or the planning of the Project. This is the responsibility of the Accredited Service Provider. During the Project, Ausgrid through its Customer Service Planning and Negotiations Officer may arrange for auditing of particular features of the Project, but the final responsibility for the Project rests with the Accredited Service Provider.

7.4 Design Life The target design life of pole mounted substation electrical equipment is 40 years with a mean time between maintenance of six years. This target design life sets particular requirements for the careful selection of materials and equipment and for high standards of workmanship.

Accredited Service Providers shall ensure that their actions in installing and constructing the substation will always assist in obtaining a substation that will meet its performance requirements including the design life.

7.5 Design Information Ausgrid will issue the Accredited Service Provider with Design Information. This document provides job specific details of the substation project and should be used in conjunction with this Network Standard.

The Design Information will in general contain the following information:

Project Identification details such as project name and number, issue date and the required completion date.

Project Location details the location and any special conditions or requirements.

Substation Model information which clearly specifies the substation voltage and configuration to be used. The configuration will be selected from the ‘Master Option List’ at the end of Appendix ‘E’ There could be up to 15 module drawings and associated equipment lists selected that constitutes the required substation configuration.

Substation Phasing provides information for correct phasing of the substation.

Substation Equipment details high voltage and low voltage fuse types, and fuse link sizes and the transformer rating.

Operational Details including the phasing details of the local primary and secondary distribution networks, the required transformer tapping ratio and the operational numbers and labels to be fitted to the substation.

Contact Details of the Customer Service Planning and Negotiations Officer and Compliance Officer including both phone and fax numbers.

HV line to ground fault current and clearing time.

7.6 Equipping Permit Work on or near Ausgrid’s mains and apparatus may only be carried out in accordance with the Ausgrid’s Electrical Safety Rules. In particular Accredited Service Providers may only commence work at the substation site after they have received an Equipping Permit for the particular project. The purpose of the Equipping Permit is detailed in the Ausgrid’s Electrical Safety Rules.

The Equipping Permit must be displayed at the substation construction site at all times and is available from the Customer Service Planning and Negotiations Officer.

Important Note:

The acceptance of an Equipping Permit provided by Ausgrid to the Accredited Service Provider and staff signifies the understanding that all the rules and regulations detailed in Ausgrid‘s Electrical Safety Rules will be followed during the construction and commissioning of the substation.

Ausgrid’s Electrical Safety Rules and other regulations including but are not limited to the following requirements:

Correct clothing that provides protection to the head, body, arms, legs and feet shall be worn at all times. Reflective safety vests are required to be worn during any work undertaken within a public street.

A first aid kit to be on site.

A pole rescue kit to be at the base of the pole.

Safety harness must be worn for all work above 1.8 metres.

A ‘Hazard Assessment Check’ to be completed at the start of the construction and each subsequent day.

Safety equipment and tools to be checked before use.

Environmental requirements have been identified and are in place.

Traffic control procedures are to be implemented where required.

Work site to be defined and marked using reflective cones where the work is undertaken in a public street.

7.7 Access Permit The Accredited Service Provider is responsible to notify the Customer Service Planning and Negotiations Officer of any requirement needed to be fulfilled prior to the issue of an Access Permit. The Customer Service Planning and Negotiations Officer will liaise with Network Control. The relevant documentation shall be completed by the Accredited Service Provider and forwarded to the Customer Service Planning and Negotiations Officer a minimum of 10 full working days in advance.

The details of issue, acceptance and the conditions under which an Access Permit shall be issued are contained in the Ausgrid’s Electrical Safety Rules. The Accredited Service Provider must work in accordance with the provisions of these Safety Rules.

7.8 Portable Earths Portable earth equipment is used by operating staff, field staff and recipients of Access Permits to facilitate safe working on high voltage apparatus.

Portable earths are to be supplied by and are the responsibility of the Service Provider.

Earthing equipment must be adequate for the fault level and back-up protection clearing time of the line or apparatus to be worked on.

Portable earths must not be used where they are subjected to:

more than their rated current for longer than 0.5 sec

more than their rated thermal capacity.

The portable working earths used should meet the following requirements:

7.8.1 Inspection Portable earths should be inspected and tested in accordance with Ausgrid’s Electrical Safety Rules and applicable Network Earthing standard.

If the earthing equipment has any defects it must be withdrawn from service and not used until repaired.

7.8.2 Disposal after Fault Current After a set of earths or short-circuiting equipment has been subjected to fault current, each component must be destroyed

7.9 Approved Materials Unless prior written approval is received from Ausgrid’s Network Engineering, all materials used must be new and in accordance with Ausgrid’s specifications. Materials may be purchased directly from Ausgrid.

Where materials claimed to be in accordance with Ausgrid’s specifications are not purchased directly from Ausgrid; the Service Provider shall be responsible for providing evidence to the satisfaction of Ausgrid that the materials do comply with the specifications. This may include test reports, quality assurance and environmental management system reports, and copies of other necessary documentation from the manufacturer.

Where materials are intended to be supplied that are not sourced directly from Ausgrid or do not meet Ausgrid’s specifications, they shall be indicated for assessment during the design checking phase. Ausgrid restricts the range of models and makes of equipment on its network to reduce spares holdings and to facilitate interchangeability. Materials to be used for all construction works are to be equivalent or superior in terms of total life time performance to those issued and used by Ausgrid. Sufficient time must be allowed for proper engineering review of alternatives. The design shall be assessed for compliance with this standard on the basis that materials and equipment to be used are equivalent to those that would be used and supplied by Ausgrid. The Service Provider shall provide copies of all necessary documentation including manuals, installation instructions and drawings.

All material shall comply with a relevant Australian Standard if no specifications exist.

7.10 Non Standard Materials and Equipment Refer to NUS181 for full details of policy on non standard materials and equipment.

7.11 Provision of Materials In accordance with Ausgrid’s pricing policy all recoverable equipment, other than those identified in paragraph 7.12, will be supplied at no cost to the Customer by Ausgrid. (For detailed information refer to Ausgrid’s document ES8 Capital Contributions and Recoverable Work Guidelines).

In this regard Ausgrid will purchase and supply the Accredited Service Provider with the transformer required to equip the substation to the rating and extent specified in the Design Information document, at no cost except as indicated above.

In order to obtain uniformity throughout the supply area Ausgrid’s Customer Supply Planning and Negotiations Officer will supply the pole mounted distribution substation number for the substation. The master map prefix letters and master map pole numbers are available for purchase from Ausgrid’s Procurement Branch. Details can be obtained from the Manager Customer Service at Homebush on phone (02) 93946001 (drawing reference No A4-566730).

The Accredited Service Provider shall supply all other materials necessary for the equipping of the substation. In this regard materials used for Network Projects shall be new materials of a type approved by Ausgrid.

Ausgrid’s Procurement Services group will provide Approved Materials from its stores system at commercial rates. While this method of obtaining material has a number of advantages for the Accredited Service Provider, it is not compulsory. Accredited Service Providers are free to source materials directly from the suppliers, however the materials must be ‘New Approved Materials’ refer to paragraph 7.9.

HV and LV fuse carriers and fuse links must be supplied from Ausgrid.

Where a street light is required on a substation pole, the type of fitting and bracket will be nominated in the Design Information.

The procedure for obtaining materials from Procurement Services is detailed in Appendix A of this Standard.

7.12 Temporary or Enhanced Reliability Substations or Rural Substations In temporary or enhanced reliability substations or rural substations the Accredited Service Provider shall supply all equipment required to fully equip the substation to the rating specified in the Design Information document.

The transformers and other items required for the substation may be purchased from Ausgrid’s Procurement Services or may be purchased direct from the supplier, however the materials must be ‘New Approved Materials’ refer to paragraph 7.5.

Note: Where a transformer is not purchased from Ausgrid it must conform with Ausgrid’s current specifications and be purchased from the manufacturer awarded the current Ausgrid contract.

7.13 Reporting The Accredited Service Provider shall provide Ausgrid with a detailed Project Report. The report shall be provided to Ausgrid’s Compliance Officer as soon as possible after completion of testing and before termination of high voltage and low voltage conductors to Ausgrid’s network. (ie before substation commissioning).

The details of the Project Report required is shown in Ausgrid’s documents NUS100 and NS104.

7.13.1 Reviewed Design Information. The Design Information should be reviewed for any ‘As Constructed’ changes. It should be noted that no ‘As Constructed’ changes from the Design Information document should be made by the Service Provider without the prior approval of the Customer Supply Planning and Negotiations Officer.

7.13.2 Substation Identification Code Each substation is to be identified by the drawing modules used to construct the substation. The Master Drawing Option list at the end of Appendix E has provision for identifying each module used in the construction.

A complete identification code is required for each substation, eg 1A/2A/3B/ 4C/6A/7A/8E/9A/10A/11A/12A/13A/14B/15A.

7.14 Testing and Auditing The Accredited Service Provider is responsible for pre-commissioning testing to ensure the completed substation complies with this Network Standard NS122.

Ausgrid reserves the right to audit the work being performed by the Accredited Service Provider. The level of inspection carried out on any particular Project will depend upon the level of accreditation of the Accredited Service Provider, the complexity of the Project and the reports of the Customer Service Planning and Negotiations Officer.

Ausgrid will charge Inspection Fees to cover the cost of inspections. Accredited Service Providers with higher levels of accreditation will attract lower inspection fees because of the reduced level of inspection.

Details of the fees payable can be found in Ausgrid’s ES5 document, Section 25.

7.15 Warranty In accordance with ES9, the Accredited Service Provider shall provide Ausgrid with a Warranty Period of 36 months from the date of Practical Completion of the Project.

The Accredited Service Provider will also be required to lodge a Warranty Bond for the duration of the Warranty Period.

Ausgrid will undertake an audit inspection approximately two months prior to expiry of the warranty period.

Any major defect, which in the opinion of Ausgrid, places the network or supply from the substation at immediate risk or is a deemed a safety hazard will be repaired by Ausgrid at the Accredited Service Provider’s cost.

All other defects identified by Ausgrid at any time prior to expiry of the Warranty Period shall be referred to the Accredited Service Provider for rectification. The Accredited Service Provider shall rectify all defects within 1 month of the date of advice. Should the defects not be rectified within the nominated period the Accredited Service Provider shall advise Ausgrid of a programmed date for rectification of the defect. Ausgrid will rectify any defect not rectified within an agreed time at the Accredited Service Provider’s cost.

7.16 Safety All work must be carried out in accordance with the relevant legislation, regulations and codes of practice, including:

WorkCover Codes of Practice

Occupational Health and Safety Act 2000 and Occupational Health and Safety Regulations

Ausgrid’s Electrical Safety Rules.

Work near exposed high or low voltage mains shall comply with the minimum safe working clearances detailed in Ausgrid’s Electrical Safety Rules.

7.17 Environment All work must be carried out in accordance with Ausgrid Environmental Procedure NUS174

7.18 Reporting of Accidents The Accredited Service Provider is responsible for the reporting of all injuries or accidents that occur to personnel or the general public and any damage to equipment owned by Ausgrid or others, to the Customer Service Planning and Negotiations Officer immediately, as well as to Statutory Authorities as required. Should an accident occur during the lead up work or construction which damages other network equipment then that damage shall be rectified by Ausgrid at the Accredited Service Provider’s cost.

8 SITE SELECTION

Network Standard NS109 Design Standards for Overhead Development and NS112 Design Standards for Commercial/Industrial Developments must be complied with for projects that involve an extension to either HV or LV mains. The selection of substation type ie kiosk or pole mounted, shall normally be dependent on the mains installed. In general, kiosk substations shall be installed in locations with underground HV mains and pole mounted substations shall be installed in locations with overhead HV mains.

The installation type will be specified by the Customer Service Planning and Negotiations Officer.

8.1 Pole Mounted Substation Site Selection The pole mounted substation shall be located in an area that is well-drained and clear of overhead obstructions. The substation and access route shall not be within an area that is classified as hazardous by Section 9 of AS3000.

The immediate area surrounding the pole mounted substation should provide a firm, level base with sufficient space to safely erect a standard 4m/7m extension ladder. A space for the ladder 1 metre square with the centre of the space 1.5 metres from the base of the pole is satisfactory.

The visual impact on the streetscape must be considered when locating the pole mounted substation.

A review of environmental factors shall be carried out and the risks assessed at the stage prior to selecting the site.

A pole mounted substation shall not be located:

within an overhead or underground transmission line easement.

where possible, within 3 metres of a concrete driveway

in locations which are clearly hazardous as detailed in Ausgrid’s documentation NS167 Positioning Poles and Lighting Columns

in reclaimed land, land-fill sites, wetlands or similar locations

at sites with an unsatisfactory evaluation of environmental impact

within the easement or footpath allocation of another utility (eg communication carrier, gas, water, rail, etc) without the prior written permission being obtained from the relevant utility – refer to NS130 Appendix ‘C’ for footpath allocations.

To minimise oil spill risk to the environment, pole mounted substations should not be located in close proximity to rivers, creeks, natural or man made water courses, stormwater drains, or paved surfaces or concrete aprons that drain to the stormwater system.

Wherever possible, pole mounted substations should not be located:

Within 40 metres upstream of a waterway or sensitive environment, such as a wetland, national park or nature reserve,

Within 5 metres upstream of a grated drain or pit, where there would be less than 500mm of permeable strip between the substation pole and the kerb,

Within an area of high ground water, where the ground water would be normally less than 1 metre below ground level,

Within an area prone to flooding, or a drainage path, or a stormwater ponding area,

Adjacent to steep downhill slopes, of 10% grade or greater,

Within high bushfire risk areas.

Additional factors affecting pole positioning are detailed in NS167.

8.2 Height Restrictions Pole mounted substations shall comply with the following:

All parts of transformers, supporting structures and equipment which are mounted on or attached to the pole or crossarms, except for conductors, are to be at a height not less than in the Table 1.

Any attachments to the pole shall not facilitate unauthorised climbing. (Ref: NS128 Specification for Pole Installation and Removal.)

A Locality Sketch (Ref: NS104 Network Project Design Plans) of the site selected for a pole mounted substation shall be prepared and submitted to the Local Council (to allow Council to check and advise Ausgrid of any future development) at least 40 days before the programmed commencement of construction. (This requirement does not apply to the replacement of a pole mounted substation on a condemned pole, provided, the replacement pole mounted substation is adjacent to the existing substation).

8.3 Foundations The soil in the immediate vicinity of the substation footings shall be stable and clear of any obstructions that could interfere with the installation of the substation and associated earthing system. See Network Standard NS128 Specification for Pole Installation and Removal.

8.4 Requirements for Commercial/Industrial Application in Urban Areas As specified in NS109 Design Standards for Overhead Development and NS112 Design Standards for Industrial/Commercial Developments, pole mounted substations shall only be used for commercial /industrial developments where the existing HV and LV mains are overhead.

8.5 Pole Mounted Substation Site Selection in Non Urban Areas Where a pole mounted substation is to be established in other than a dedicated roadway the requirements detailed in Section 8.1shall apply and in addition the following minimum requirements should all be met:

provision should be made for wet weather access to the substation for heavy mobile crane and trucks (max 22,500 kg). Delays in access due to wet weather ground conditions could affect the repair time

the pole mounted substation and associated Ausgrid’s mains shall be accommodated on a 15 metre wide easement

the pole mounted substation and associated mains shall be clear of trees and vegetation as detailed in NS179 Vegetation Safety Clearances

8.6 Requirements for Pole Mounted Substation in Urban Areas Supplying the LV Network Pole mounted substations may be connected to the existing overhead HV mains in urban areas where the substation is to be installed in to a dedicated roadway for supply to the LV network.

Pole mounted substations may only be used in urban residential areas with underground HV mains when:

there is insufficient space on the dedicated roadway for a kiosk type substation and no other suitable site can be negotiated

the installation is approved by Network Division or their representative.

9 SUBSTATION RATINGS

Ausgrid’s standard pole mounted substation design type, alternatives and options will be detailed in the Design Information document. The transformer rating can be from 16kVA single phase up to a maximum of 400kVA 3-phase.

The Ausgrid electricity network has been designed to the following maximum fault levels:

At 11kV the maximum fault level is up to 18.4kA

At 415 volts the maximum fault level at a pole mounted transformer is up to 13.3kA

The actual future maximum fault levels for the substation shall be included in the Design Information document.

There are three types of 11kV dropout fuses currently approved.

Up to 8kA Fuse base and expulsion fuse link in accordance with Ausgrid’s current specification (S/C H84350 )

8kA – 11.3kA S & C 25kV SMD-20 fuse base and boric acid fuse link (S/C H70029)

>11.3kA Pole substations installed in locations where the high voltage fault level exceeds 11.3kA should be avoided due the technical difficulties associated with HV protection. Kiosk substations should normally be installed in such situations. However where the installation of a kiosk substation is not practicable, and where Ausgrid approval is given, a pole substation may be installed provided it is equipped with fault current limiting HV fuses (S/C H24563). Further advice should be obtained from the Substation Engineering Manager.

9.1 Pole Mounted Substation Options Ausgrid offers .single phase pole mounted transformers for 11kV or 22kV rated 16kVA up to 63kVA

3-phase pole mounted transformers 11kV rated 25kVA to 400kVA..

There is a range of options to suit the installation requirements.

The Master Options List Table in Appendix E details the options that are available.

9.1.2 Recycled Transformers Recycled transformers can only be used on Network funded projects.

Materials used for contestable work must be new.

Dyn1 vector transformers shall not be installed in the ex-Hunter area. ie all local council areas north of the Hawkesbury River except for Gosford and Wyong.

It is the responsibility of the Accredited Service Provider to ensure that the pole transformer substation will phase out correctly with the surrounding network after construction.

10 SUBSTATION CONSTRUCTION

10.1 General The equipment shall be installed in accordance with the Pole Transformer General Arrangement drawing and associated module drawings that detail the configuration specified.

Ausgrid will not formally accept the substation until all specified work, including the repair of any damage resulting from the course of the works, has been completed to the satisfaction of Ausgrid’s Compliance Officer.

10.2 Ausgrid Substation Drawings Appendix E lists drawings detailing options in design for the construction of pole mounted substations.

The module drawings required to meet the project requirement will be selected by the Customer Service Planning and Negotiations Officer from the ‘Master Drawing Options List’ (end of Appendix E) for either a 3-phase or a single phase substation. The Design Information will detail the drawings to be used to construct the substation.

10.3 Safety Clearances The safety clearances to be observed by the Accredited Service Provider whilst constructing the substation are contained or referenced in Ausgrid’s Electrical Safety Rules.

The Accredited Service Provider shall be responsible for ensuring that all construction staff are authorised and fully conversant with the necessary clearances for personnel and construction plant (OHS Regulation 2001 and the ESAA Guideline for Safe Approach Distances. Note: This document replaces WorkCover Authority Certificate 5099 Exemption) and tools that must be maintained from exposed live mains and apparatus. The Accredited Service Provider shall have all exposed LV mains and earth situations suitably covered where the construction is located near existing LV open wire network.

Under no circumstance shall there be an attempt to cover, approach closer than minimum safe working distance or work using rubber gloves on live HV lines (except where staff are specifically trained and qualified to perform live line procedures).

An Access Permit is required for any work on or near HV mains and apparatus.

11 CONSTRUCTION STANDARDS APPLICABLE TO ALL POLE MOUNTED SUBSTATIONS

The following construction standards apply to all pole- mounted substations installed in Ausgrid supply area:

The pole mounted substation shall be sited in accordance with the Locality Sketch.

The pole shall be installed in accordance with NS128 Specification for Pole Installation.

The orientation of the transformer on the pole shall be aligned for correct phasing and where possible the pole climbing access is on the side opposite the direction of traffic flow.

The pole shall be set in concrete from the edge of the hole to the pole and from the pole butt to 350mm below final ground level. The concrete shall be wet mixed and tamped every 200mm during installation.

Note: Poles must not be concreted up to ground level.

A curing period of 7 days is required before installing the transformer on the pole where the soil conditions is deemed as poor. In good soil conditions, installation and construction on the same day is acceptable.

Note: Before installing the transformer on the pole either on the same day or in the subsequent days, the stability of the pole must be assessed by an experienced worker to ensure the safety of personnel. The provision of the overhead mains and/or stay poles will increase the pole stability.

Bolts, nuts and washers used for the connection of all electrical equipment and earthing conductors to pole mounted substation equipment shall be stainless steel grade 316 or better. Before installation of any stainless steel bolt/setscrew, the thread shall be lubricated with specially formulated anti-seize grease incorporating nickel, (eg Loctite Nickel anti-seize stockcode 177212 or equivalent).

Where the lubricating grease will be in contact with an electrical insulating medium, the supplier of the insulating medium shall be consulted to ensure product compatibility.

Stainless steel bolts must never form part of a current carrying circuit, they must be only used to clamp the current carrying components together.

All steelwork, including bolts passing through timber, shall be hot dipped galvanised to AS-1650 (Hot dipped galvanising on ferrous articles) and/or as appropriate AS-1214 (Hot dipped galvanised coatings on threaded fasteners )

The threaded section of all galvanised bolts shall be coated before installation with KOPR-KOTE anti-seize lubricant, stockcode H19942.

Stainless steel conical (volute) washers shall be used on all bolts used to secure crossarms to a pole or equipment to a crossarm or pole. The approved method for a crossarm attached to a pole is to use a bolt fitted with a square washer, through the pole, gain block and crossarm then use 1 x square washer, 1 x SS conical washer, 1 x round washer (galv) and finally the nut.

Equipment mounted on a crossarm similarly requires either 2 x square washers, or the steelwork square washer, plus 1 x SS conical washer, 1 x round washer and a nut. Both cases require a large surface area in contact with the timber to prevent indentation. The conical washer is used to allow for shrinkage of the timber.

LV surge diverters shall be installed on each phase of all pole transformers in accordance with the relevant LV detail drawing.

Where the transformer is of the free air breathing type, a check shall be made to ensure the breather is free to breath. Any seal fitted to prevent oil spillage during transport shall be removed.

Hexagonal compression lugs compatible to the cable size and crimp die and tool compatible with the lug shall be used for all terminations on bare and insulated cables greater than 6mm2.

Note: Split bolt clamps are acceptable for auxiliary connections as detailed on earthing drawings on the Earth cables.

Bi-metallic hexagonal compression lugs compatible to the cable size and crimp die shall be used for all aluminium to copper terminations.

Shrouds shall be installed on all HV and LV phase bushings and HV surge diverter terminations. Where bare cable lugs extend external to the shrouds, install medium walled mastic lined black heatshrink over the bare lug barrel and cable insulation.

Where 2402mm flexible cable is installed between the transformer bushings and the LV fuses, the interface between the end of the cable and the compression lug is to be covered with a mastic lined medium walled black heatshrink a distance of 50mm either side of the end of the lug to prevent water ingress and oxidation of the flexible conductors.

All poles used for Pole Mounted Substations shall comply with NS128. Appendix E Table 2 ‘Poles for Special Purposes’ which details the specification for the poles used on substations rated 100kVA and above. The pole shall be class A, as specified in Australian Standard AS 2209. The pole shall have durability class 1 hardwood timber, be straight over their entire length, free of perceivable surface cracking and be capped with a galvanised steel pole cap. The poles are to be treated with CCA (copper-chrome-arsenate pressure impregnated). Refer to Table 3 in this standard for details of the pole size and pole strength.

Pole substations may be constructed on existing 12.5 m, 8kN or 12kN poles providing the pole is assessed as being in good condition and having a long life expectancy. (Pole strength requirement for HV and LV mains to be determined by calculations).

Note: A pole shall be deemed to be in good condition following an inspection by a qualified pole inspector to the Network Standard. The pole inspection report shall be forwarded to the Customer Service Planning and Negotiations Officer. A pole cap must be fitted and the pole must have a waist reduction of less than 10 per cent of pole diameter.

Existing single phase substations may be uprated to a 3-phase substation rated less than 100kVA by installing an additional HV drop-out fuse and additional LV fuses and transformer mounting bracket. Transformer LV cables must be to the ‘LV Cable Size’, see Table 2.

HV and LV fusing is to comply with Ausgrid fusing schedule.

In situations where a new pole substation is to be installed into an existing LV open wire construction, the LV open wire construction is to be removed and replaced with LV ABC back to the first pole either side of the new substation.

The transformer mounting bracket used is designed for poles having a diameter between 300 and 360mm at a distance of 8450mm from the butt of the pole. It is important to select a pole having these parameters as scarfing of the pole is not accepted.

The requirements in handling, drilling and after treatment for pole damage are detailed in Network Standard NS128.

A Maximum Demand Indicator (MDI) and associated current transformer which displays the maximum twenty minute demand shall be installed on all 3-phase substations rated at 100kVA and above and on single phase substations where specified.

Note: MDI’s are not required on 3 phase substations supplying a single customer unless specified An engraved label, affixed to the MDI shall display the constant K of the MDI.

Pole steps shall be installed in accordance with the pole dressing detail drawing. A minimum distance of 3.6 metres shall be allowed between the finished ground level and the lowest pole step. Pole step spacing shall not exceed 450mm. The clearance from HV equipment to any pole step (especially the earthing bolts on drop-out fuses) shall not be less than 200mm for 11kV and 300mm for 22kV. The pole step must be removed if this clearance can not be achieved.

Permanent pole steps, removable pole steps or holes for pole steps must not be provided between ground level and 3.6 metres above ground level.

Where poles greater than 14.0 metres are used, the equipment height from the ground should be not more than detailed on drawing A4-566089.

Service connections (brand new or upgraded) at pole transformers are only permitted where there are no reasonable alternatives. A new private pole or mid span connected service (where LV ABC distribution mains exist) must be installed, where this would avoid a service connection at a pole transformer

Fixtures including meter boxes that can provide a foothold to access the first pole step shall not be fitted on the base of the pole (Refer to NS128).

Existing poles that require replacement shall not have any existing meter boxes re-installed on the new pole.

The pole mounted distribution substation number shall be located approximately 3 metres above ground level.

The number is to be on the road side of pole, or on the normal approach side if the pole substation is remote from the road.

The numbers are to be fixed with non-corrosive wood screws or galvanised clouts not less than 2.5mm x 40 mm.

The number shall be in 50 mm high aluminium Number/ Letters with black lettering on a yellow reflective PVC background.

Distributor number and corresponding name, eg 1 Blenheim St O/H’, on a combined distributor legend (see example below).

Each distributor number is to be located on the crossarm beside the relevant fuse, in a position clearly visible from the ground. The numbers are to be black on white background laminated adhesive backed tape affixed to white PVC sheet of minimum thickness 1.5 mm and size not less than 40 mm x 40 mm attached to the crossarm with galvanised clouts not less than 2.5 mm x 40 mm.

Minimum size of letters is 25 mm.

Distributor numbers and corresponding names are to be indicated with laminated adhesive backed tape attached to a white PVC sheet of minimum thickness 1.5 mm and minimum size 75 mm x 200 mm. The PVC sheet is to be attached to the face of the crossarm in a position clearly visible from the ground, with galvanised clouts not less than 2.5mm x 40 mm.

Single customer fuse ID is not required

HV surge diverters shall be installed on each high voltage phase of all pole transformers in accordance with the appropriate HV dropper and HV surge arrester detail drawing. A shroud shall be placed over each surge diverter to eliminate interference from birds or animals.

LV cable between the transformer LV bushings and the LV fuses and the LV fuses and mains shall have a minimum rating V90, 0.6/1.0kV black XLPE insulated, stranded copper conductor and shall have a minimum size as specified in Table 2. A shroud shall be placed over each phase bushing to eliminate interference from birds or animals.

Bi-metallic connections must be used where aluminium mains connect to copper connections.

11.1 Stay Poles and Stay Wires A pole which is to be subjected to unbalanced loads which would exceed the permissible design load limits of the pole, must be stayed in accordance with Ausgrid drawing B1-61501 prior to attaching the unbalanced load to the pole and is available from Ausgrid’s Customer Supply Office on request.

The stay wire is to be attached to the pole at a distance of 600mm above the HV drop-out fuse crossarm. A minimum clearance of 350mm is required between the stay wire and the HV equipment.

In locations where cattle may be present, a cattle barrier for ground stay protection is to be installed in accordance with A3-513547, which is available from Ausgrid on request.

11.1.1 Stay Crossarms A LV crossarm which is subjected to unbalanced loads which would exceed the permissible design load limits of the crossarm, must be stayed in accordance with Ausgrid drawing A4-566166 (Ref: Appendix C,D & E) prior to attaching the unbalanced load to the crossarm.

11.2 Fuses The use of the correct HV and LV fuse bases, carriers and fuse link is critical to the reliability and safe supply of electricity.

The Design Information document specifies the high and low voltage fuse link types and ratings to be used.

11.3 Phasing The high and low voltage connections to the substation must ‘phase’ with the surrounding high and low voltage networks. Phasing of the substation means the orientation of the high and low voltage conductors and connections will exactly match with the orientation of the surrounding network.

The Accredited Service Provider is responsible for designing the connections from HV mains to transformer and from the transformer to the LV fuse switch assembly, such that it will phase with either the existing and/or the new primary and secondary distribution systems. Phasing details will be provided by Ausgrid as part of the Design Information for contestable works.

Ausgrid will test the phasing of the new substation at the time of commissioning. The Accredited Service Provider is required to attend the commissioning to witness the phasing tests and will be responsible for any alterations resulting from incorrect phasing.

12 SUBSTATIONS HV AND LV UGOH CABLE INSTALLATION AND TERMINATION

T LV cables from the pole mounted distribution substation to LV underground network, or an underground service shall be installed in accordance with NS130 Specification for Underground Cable Laying.

Details of the position of underground LV cables installation on a pole is detailed in the relevant UGOH module drawing (Appendix E).

LV UGOH cables are to be installed on the pole side opposite to the roadway.

The total number of UGOHs that can be attached to a pole substation is detailed in NS127 Specification for Low Voltage Cable Joints and Terminations.

Insulated mechanical protection as specified for LV cables is to be provided 150mm below ground to 3000mm above ground level. Further cable protection up the pole is required by installing a length of flexible PVC conduit where a pole platform may be used.

All LV cable terminations shall be in accordance with NS127 Construction Standards for Low Voltage Cable Joints and Terminations.

All cables shall be tested as required in NS161 Specification for Testing of Cables after Installation.

HV cables are not to be installed on substation poles. If no other option is available, approval from Network Manager and operating superintendent must be obtained before proceeding with site design. (Drawing A4-566108 details HV cable location on a pole substation)

13 SUBSTATION EARTHING

The substation earthing shall comply with the Network Standard NS116 Design Standard Distribution Earthing.

The electrodes shall be driven in a direct line between the pole mounted substation and the adjacent 11kV feeder poles.

The electrodes within a group are to be interconnected with PVC insulated stranded copper cable with a cross sectional area of 70mm2. The cable shall be connected to the electrodes with a compression fitting applicable to the type of electrode used. Welding or brazing shall not be used.

Buried earth cables and the top of each electrode shall be not less than 500mm below ground level and shall be protected in accordance with NS116.

The earth cable installed up the pole shall be PVC insulated and covered with a PVC earth cable trough from 300mm below ground level to a minimum height of 2400mm above the ground.

Jointing in an insulated earth cable above ground line is permitted providing:

1. The current rating of the earth cable is maintained.

2. The insulation rating of the earth cable is maintained by the application of thick walled mastic lined heatshrink.

Note: Electrical insulation tape applied to the ferrule and cable is not acceptable.

The combined earth system is preferred. The segregated earth system may only be used under the conditions indicated in NS116 and where specific approval has been given by Ausgrid’s Network Engineering Branch.

Note: The fault level at a location where a segregated earth system is installed shall not be greater than 6kA (limitation on neutral surge arrester)

Regardless of the required earth resistance the earth grid shall be a minimum of two HV drives and two LV drives. Each drive shall be a minimum of three

Electrodes. The HV and LV earths are to be separated by 6.0m but the separation need not be equal distance either side of the pole.

The Accredited Service Provider shall provide the following earthing details to the Compliance Officer prior to the inspection of the substation. The earthing details are also to be included in the final project report.

the number of earth rods or depth for each drive

the measured earth resistance value for each drive

the measured service earth resistance of the HV earth system

the measured service earth resistance of the LV earth system

the type of soil (eg soil, sand, clay, shale, rock)

the type and length of earth-rod used

the type of earth-rod coupling used

the type of connection used to connect the earth cable to the earth-rod

the size of earth conductor used below ground and above ground

a plan diagram detailing the position of each earth-rod including reference points from the pole, roadway or fence boundary that will enable the future location of the earth-rods.

Note: Where a pole substation is installed on a mine site and separation is required between the HV earth and the LV earth to comply with mining regulations the proposed earth system shall be approved by "Ausgrid - Network Earthing" Phone (02) 49519636, and the substation shall be a dedicated supply.

13.1.1 HV and LV Earth Continuity Test Using a 1,000V insulation tester on the continuity range, test the earth resistance:

between the HV main transformer tank earth to the earth test point

between the LV neutral bushing to the earth test point.

The reading shall be less than 0.5 ohms.

13.1.2 HV to LV Earth Insulation Test Using a 1,000V insulation tester on the insulation range, test the insulation resistance between the HV and LV earth system from the earth test points.

This test is to be done with the bond disconnected (where fitted) at the test point and the HV and LV earth electrode tails also disconnected at the test points.

The reading shall not be less than 1.0 M

14 STREET LIGHTING

Although not the preferred option, street lighting fittings may be required to be mounted on pole substation structures where:

The code lighting scheme demands an installation in the vicinity and/or

It would be necessary to erect an additional pole solely for the purpose of mounting the street light fitting.

An approved fitting shall be installed if required.

The types of fittings required will depend upon the code of lighting classification.

The Design Information will indicate if a street light is required and the type of fitting to be installed.

The street light fitting shall be installed to comply with the requirements of:

NS118 Design and Construction Standard for Public Lighting Sydney or

NS119 Design and Construction Standard for Public Lighting Hunter depending on the area of construction.

In addition:

the fitting shall be attached to the pole at the height nominated on the relevant Street Light module drawing

control shall be by a photo electric cell internally fitted in the lamp fixture by the manufacturer

supply shall be taken from the load side of a LV distributor fuse or distribution mains and neutral conductor at the pole transformer by means of a 2.5mm 2 double insulated cable and installed as detailed on the street lighting module drawing.

Note: (a) The bracket and associated fitting must not be earthed.

(b) Double insulated cable shall be used within the bracket and fitting up to the point of termination.

(c) Floodlights shall not be installed on a pole substation.

15 COMMUNICATIONS ARM

All three phase and single phase substations shall have a communications crossarm installed only if a communications cable exists. The position on the pole is detailed on drawings A4-566089, A4-566266 (Ref: Appendix C,D & E).

Where a communications cable(s) is required on a pole substation, the cable shall be installed on the property side of the communication crossarm. The communications cable fittings on the communication crossarm must be isolated from earth potential. The earthed catenary wire shall be insulated with a minimum 0.6/1kV insulated UV stabilised cover extending 2 metres either side of the pole. Typical covers would be Raychem or 3M zippered or clip-on line covers.

The communication cable catenary shall not be connected to the substation earth at a pole substation.

Only through connections (no junction or termination boxes) are permitted on a substation pole.

16 TESTING

Throughout the procurement, construction and inspection phases of the project, the Accredited Service Provider shall carry out checks, measurements and tests as necessary to demonstrate compliance with the requirements of this Network Standard.

The following tests are the minimum required. Their results shall be recorded in the formal Test Report and made available to the Compliance Officer prior to the inspection of the substation.

All specified tests shall be carried out on completion of the installation and before the commissioning of the substation. Ausgrid reserves the right to witness and/or repeat any on site test procedure that is specified in this document.

The Accredited Service Provider shall give the Compliance Officer two working days notice that the tests are to be carried out.

All test equipment and instrumentation used for testing shall have been calibrated by a NATA Registered Certification and Testing Organisation and have a current test sticker affixed. The Accredited Service Provider is responsible for ensuring that test equipment and instrumentation used is traceable.

Results for the test equipment are to be included in the formal Test Report and shall include:

testing organisation name and NATA registration number

test date

instrument number and calibration date

test equipment number and calibration date.

16.1 Transformer Testing The Accredited Service Provider shall conduct the following tests on the transformer and associated equipment:

high and low voltage winding continuity test

Insulation Resistance tests on the total installation

an induced HV test (if required)

Transformer Oil Tests (if required).

Where Ausgrid has not supplied the transformer it must comply with Ausgrid’s current specification. A copy of the transformer specification and routine test results are to be forwarded to Ausgrid’s Negotiating Officer, who will forward the result to Procurement for approval. Upon approval, Procurement is to issue an Ausgrid Transformer Asset Number, (eg T19723) via the Negotiating Officer.

The routine test results shall include all tests as required by AS-2374 Power Transformers – Part 1 General Requirements.

16.1.1 HV and LV Winding Continuity Test HV Windings

Using a 1,000 volt insulation tester, test the continuity of the HV windings.

For a 3-phase transformer

A-B, B-C, C-A on ALL tap positions

For a single phase transformer

A1 –A12 on ALL tap positions

LV Windings

Using a 1,000 volt insulation tester test the continuity of the LV winding.

For a 3-phase transformer

a-n, b-n, c-n and n-earth

For a single phase transformer

a1/a2 to a3/a4 with the winding bridges installed

a1 to a3 and a2 to a4 with the winding bridges removed.

16.1.2 Insulation Resistance Tests on Total Installation Test and record the Insulation Resistance for the following using a 1,000 volt insulation tester: (Due to the transformer characteristics, the resistance reading shall not be taken until the test current stabilises).

The insulation resistance of the total HV circuit including the HV fuses shall be measured to earth. (The minimum approach distance to any existing energised HV mains must be maintained.) The transformer tapping switch to be in its final position.

The insulation resistance of the combined low voltage circuits down to and including the connections to the supply side of the low voltage fuses, shall be measured to earth. The connection between the transformer neutral bushing and earth is to be disconnected during the test. All LV surge arresters earth connections are to be disconnected during the test.

HV – LV (with the neutral earth disconnected and LV surge diverters disconnected).

For any transformer the insulation resistance measured shall not be less than:

HV – Earth 200+ M (see note)

LV – Earth 100 M

HV – LV 200+ M (see note)

Note: A reading of 100 M+ is acceptable if this is the maximum full scale reading on the insulation testing instrument.

16.1.3 Induced HV Test This test is required on all new and used pole mounted transformers that have not been previously tested in a factory or workshop prior to energisation. The test may be done in a workshop or depot, or on site. For the purpose of interpreting the safety rules, the voltage applied by the testing device is taken to be the voltage that is present on the High Voltage terminals of the transformer. Due to the presence of high voltage, it is essential to ensure adequate equipment and safety requirements for carrying out this test in accordance with Ausgrid’s Electrical Safety Rules.

All test equipment and instrumentation used for testing shall have been calibrated by a NATA Registered Certification and Testing Organisation and have a current test sticker affixed. The Accredited Service Provider is responsible for ensuring that test equipment and instrumentation used is traceable.

New and refurbished transformers that have been previously tested in a factory or workshop tested do not require this test to be repeated.

For this test the low voltage winding is energised from a test set at 240 volt phase to neutral with the HV winding isolated and one HV terminal earthed. Under this test the other two phases will be subjected to an 11kV to earth voltage, ie an over voltage of 3.

The test is repeated with the HV earth connected to the other phase terminals in turn. The sequence of testing is again repeated with the other LV windings each energised in turn.

Note: For a 3-phase transformer, typical results should indicate the current measured should be the same when injecting in ‘a’ and ‘c phases’. There should be a small difference in the current measured for ‘b’ phase injection.

A winding problem would also be indicated by an audible discharge sound from within the transformer.

If the LV injection current measured is inconsistent or an audible discharge is heard, then the transformer is to be rejected and replaced by another transformer.

16.1.3.1 Transformer Oil Tests

Note: Transformers supplied by Ausgrid do not require additional transformer oil tests by Accredited Service Providers. See the following for transformers not supplied by Ausgrid.

FREE BREATHING TRANSFORMERS (not supplied by Ausgrid).

Before inspection of the substation the Accredited Service Provider shall:

Provide to the Compliance Officer test results that are not more than 12 months old from the manufacturer or supplier of the transformer detailing the condition of the insulating oil and PCB content or

Have an oil sample taken from the transformer and tested by a NATA approved testing organisation for water content, dielectric strength and PCB content

The minimum values for acceptance are:

Water content <10mg /kg (10 parts/million)

Dielectric strength >45kV breakdown voltage

PCB content <1ppm none detectable (must be warranted at <1ppm)

SEALED TRANSFORMERS (not supplied by Ausgrid).

Sealed transformers do not require oil tests to be undertaken unless the transformer has been opened and/or repaired.

If it has been opened and/or repaired the oil test requirements for a free breathing transformer shall be met.

16.2 Earth Continuity and Insulation Tests Refer to See section 13.1.1 and 13.1.2.

16.3 Voltage Withstand Test Where required by Network Standard NS161, or where specified by Customer Supply Planning and Negotiations Officer, high voltage underground cables, including commissioning joints, for underground connected pole mounted distribution substations.

The following substation equipment shall be subject to a voltage withstand test in accordance with the relevant Australian Standard.

Note: Voltage withstand tests must be carried out by a NATA approved testing organisation.

17 PRE-COMMISSIONING CHECK

Once the substation testing is complete, the Accredited Service Provider shall carry out a pre-commissioning check and a report confirming:

the substation is complete to the relevant drawings and is ready for service

all Operational and Asset numbers are correctly in place

pole mounted ‘Danger High Voltage’ signs are correctly in place

the substation cannot be climbed by unauthorised persons

all work has been performed in a tradesperson like manner and be fit for the purpose

all the required tests have been completed and passed the minimum criteria

the HV drop-out fuse and LV fuse size is according to the ‘Design Information’

the transformer tap position is set on the correct tap

all asset details have been recorded as detailed in Ausgrid’s documentation NUS100 and NS104.

18 INSPECTION

The Ausgrid reserves the right to inspect at any time, the work being carried by the Accredited Service Provider, his employees and sub-contractors.

A pre-commissioning inspection may be carried out by a Compliance Officer following the completion of the substation. The inspection will ensure conformity to the Design Information, Network Standard NS122 and the associated design drawings.

Any major defects which can be shown to be associated with the Service Provider's work will be required to be rectified before the commissioning tests are commenced. A non-conformance notice shall be issued for all major defects.

Any minor defects that can be shown to be associated with the Service Provider’s work will not preclude the commissioning of the substation. A non-conformance notice shall be issued for all minor defects. Minor defects are required to be rectified within 14 days of the non-conformance notice.

The definition for Major or Minor defects is defined in Section 4 of this document.

The Accredited Service Provider shall attend the Network inspection to rectify any major defects detected during the inspection.

19 COMMISSIONING

Ausgrid shall carry out the commissioning of the pole mounted substation.

The Accredited Service Provider under an ‘Access Permit’ shall connect the substation HV and LV to the network.

Note: If an external Accredited Service Provider is not able to undertake the connection work, arrangements should be made for Ausgrid to carry out the work at the Accredited Service Provider's cost.

The Accredited Service Provider shall arrange for an Access Permit by submitting a Disconnection and Reconnection Order.

The Disconnection and Reconnection Order and System Alteration Order shall be submitted to the Customer Supply Service Planning and Negotiations Officer (or System Disconnection Officer for Ausgrid staff) at least 10 working days before connecting the new HV and LV mains and apparatus to the network.

Details of Disconnection and Reconnection orders and System Alteration Orders are in Ausgrid’s Electrical Safety Rules, Disconnection and Reconnection Section.

The Accredited Service Provider shall advise the Customer Supply Planning and Negotiations Officer of the substation commissioning at least 10 working days before the proposed date for commissioning of the substation.

The Accredited Service Provider shall attend the commissioning to witness the phasing tests and to correct any incorrect phasing.

The commissioning tests shall include but not be limited to:

closing the HV drop-out line fuses and listen for any unusual noise within the transformer

identifying the low voltage neutral

carry out a voltage test from the line side of the low voltage fuses to include: a-b, b-c, c-a, a-n, b-n, c-n. The voltage readings should be the same (approx 433V phase–phase and 250V phase to earth)

phase out the low voltage to a known source of supply. Where there are no paralleling points then the phase rotation should be checked. If the substation is not in low voltage parallel, then the low voltage fuses will have to be closed and the low voltage phased out at all possible paralleling points

documenting the results of the above commissioning tests and submitting the results to Customer Supply and the Compliance Officer.

20 ACCEPTANCE

The pole mounted substation shall be accepted at a time following the commissioning of the substation and Practical Completion. The date of Practical Completion of the substation shall initiate the start of the warranty period (refer to section 7.15).

1. Starting at selection 1 (general arrangement details) select one of the options a, b, c, or d and note the drawing required for the option selected.

2. Next using selection 2 (pole detail) again select one of the options a-e noting the drawing required for the option selected.

3. Continue the above for selections 3 through to 15.

4. If a selection is not required, eg street light, skip that option.

5. At the end (15), the list of drawings noted are the drawings required to construct the substation to the options selected.

6. The selected options also identify the substation construction record, eg 1A/2A/3B/4C/6A/7A/8E/9A/10A/11A/12A/13A/14B/15A. This record is required to be included in the substation formal report.
