FINANCIAL ASSISTANCE FOR NGO BY DEPARMENT OF SOCIAL WELFARE

add and support services provided by the
government

THE TYPES OF GRANTS
1. ADMINISTRATION GRANT
Administration grants are financial assistance given by the government to
cover part of the NGO’s operating cost such as rental and utility.
2. RATION AID
Ration aid is aid given by the government to cover part of the
expenses for food and drink of the residents in the homes.

3. SPECIAL ALLOWANCE FOR DISABLED PUPILS
Special Allowance for Disabled Pupils given to disabled persons who
attend a special education program in the School of Special
Education operate by NGO with a Certificate of Registration from the
Ministry of Education or the disabled who attend rehabilitation
classes at the NGO.
4. Per Capita Grant
Per capita grant awarded to the School of Special
Education operate by NGO with a Certificate of
Registration from the Ministry of Education. The purpose
of this grant is to cover part of the cost of teaching and
learning basic facilities
5. Repairs Grant
Repairs Grant awarded to NGO who manage welfare home to cover
the cost of repairing premises which will affect the safety of the
occupants , administration and management of the NGO.
BASIC CONSIDERATION
OF FINANCIAL
ASSISTANCE TO NGO
• Registered with the Registrar of Societies under the Societies Act 1966
(Social Welfare category) or under other Laws of the Constitution;
• Local organisations;
• Organizations is in the form of welfare (welfare-related) that handle
preventive, rehabilitation, care, protection and development of the target
groups under the responsibilities and functions of the Department of Social
Welfare;
• Registered under the Care Centers Act 1993 for NGO which conducts
residential institutions or Day Care Center;
• Have future plans to bear the cost of funding the program after the grant is
disbursed;
• Programs and activities are consistent with the policies and objectives of the
Department of Social Welfare, and
• Has been in operation for at least three (3) years.
• Financial Grants distributed to NGOs by Government of Malaysia through The Ministry of Women, Family & Community Development (MWFCD).
• Managed jointly by agencies under MWFCD acting as the secretariat for the Special Assistance Certification Committee (JPBK).
– Department of Women Development (JPW)
– National Population and Family Development Board (LPPKN)
– Department of Social Welfare
• The provisions of the Special Treasury Assistance are provided by MWFCD specific to Non-Governmental Organizations (NGOs) to implement social development programs to the target group of the Ministry.

• The program offers to NGO includes hardskills programs such as skills development and self-softskills as leadership development, which can improve the quality of life through the implementation of programs that are divided into the following priority areas:
- Skills Enhancement Training;
- Capacity Building Programmes;
- Legal Literacy Programmes;
- Emotional & Stress Management Programmes;
- Nur Bahagia (Eliminating Violence Against Women); and
- Gender Equality Programmes.

funding from the ministry
The new program will only be considered
after the Department received complete

• Exercise programs which target and meet the ministry priorities
• Established formally, registered, local level and aim for the target group of MWFCD
• Non-profit
• Not have a strong financial position will be considered

1. Applicants must use TREASURY’s SPECIAL AID GRANT

2. Submit a COMPLETE PAPER WORK
3. Copy of Certificate of Organization confirmed the Registrar of
Societies or Commissioner for Oaths
4. Copy of Memorandum of Association or Memorandum Of
Articles
5. The latest Annual Reports / Financial Statements
6. One (1) copy of the identity card of the Chairman and
Secretary
