SITUATION:

Reports depict the Philippines as a country whereviolations of human rights abound;

Current issues such as extrajudicial killings,

enforced disappearances and the recent passage

of RA 9372 brought to the fore persistentaccusations of human rights violations by stateactors;

Based on a CHR Report, the PNP has been at the

forefront of accusations as having the mostnumber of alleged human rights violations;

The PNP has never condoned violation of human

rights;

Human rights at the core of ensuring human

KRA 3: Prevention and Control of Human Rights Violations in the PNP

Objective: To prevent and reduce theincidence of human rights violations

committed by PNP personnel

Conduct of photo-journalism contest on HRprotection;

Case studies on specific HR violations;

Regular conduct ofinventory of detainees inlock-up cells;

Random inspections of lock-up cells;

Speedy resolution of administrative cases filed

against police personnel;

Close coordination with CHR, AFP, and otheragencies as well as the GRP MC on thecontinuing monitoring of cases of violation of human rights in accordance with the

CARHRIHL;




KRA 4: Multi-Sectoral Cooperation andPartnership

Objective: To establish strongerpartnership between the PNP and

relevant partners

from

the

government,NGOs, and sectoral groups, and the

international communities to ensurecompliance to HR standards

PNP, AFP,

DILG,

todiscuss current issues about human rights;

Holding of “Partners and Donors” forum on human

rights advocacy

Conduct of consultative conferences, seminars,dialogues with different sectors





Sectoral organizing and mobilization in thearea of HR education and case monitoring;

Close coordination with other CJS pillars for

the speedy resolution of cases in pursuit of justice for the victims of HR violations;

Providing e-group facility for HR desk officersand other government partners to ensureinterconnectivity between and among HRadvocates;





Establishment of continuing informationexchange between the PNP and international

and local NGOs for the advancement of HR forthe police in particular and in the country ingeneral; and

Involvement in HR-related international and

national events.
