History _________________________________________________________________________________________ Revision Amendment 01 First Revision _________________________________________________________________________________________

Overview 1. The FRE 150 is an advanced fault relay with measurement and calculation functions for LV and MV networks.

The detection part can detect overcurrents and or earth faults with a range of selectable settings to adapt to

the network. Detected faults are recorded in a log consisting of fault type and all associated measured network

parameters with a time stamp. The measurement part can measure and calculate a range of real time network

parameters as well as waveform analysis.

The FRE 150 have 4 CT inputs. 3 phase CT inputs and 1 zero crossing (core balance) CT input. To detect

overcurrent the phase CTs are used. Detecting earth faults can be done using the phase CTs or the zero

crossing CT. Using a zero crossing CT enables detection of very small earth faults that can occur in

compensated networks. The FRE 150 also has 3 phase VT inputs. The FRE 150 have a phase compensation

setting that enables the pickup of voltages after a distribution transformer still using the CTs at the beforehand

switch. Communication/indication is available both as discrete signals and serial data. The discrete signals

consist of 2 relay outputs that activates if overcurrent or earth fault should occur. There are also 2 indication

LEDs to indicate this. The serial data interface consists of a RS232 connection where measurements and

configuration is done over a simplified IEC60870-5-101 link.

Over Current indication

1.1 Indications and connections

Indications Run OK: A blinking green LED indicates that the unit is running ok. Earth fault: The earth fault indication LED is blinking rapidly when an earth fault is detected. After a fault it stays lit until LED is reset. Over current: The over current indication LED is blinking rapidly when an over current is detected. After a fault it stays lit until LED is reset. Alarm outputs The FRE 150 have 2 discrete relay alarm outputs, earth fault and over current. When a fault is detected the outputs will close for a configurable pulse time. The FRE 150 will detect and generate new alarms after the configurable Trip again interval is passed

FRE – Fault Relay. This unit has all functions of a fault pass indicator plus limited functionality from a

protection relay.

PIU – Protocol Interface Unit. Interface the FRE 150 to a RNO301.

Measurement and detection 2. The FRE 150 is designed to measure values and detect faults in a MV/LV network. It is very configurable regarding type of sensor arrangement (VTs/CTs) and also flexible so you can adapt it to the present requirements. Therefore it is possible to make the deployment cost adaptive. Beside the measured values the FRE 150 can also calculate several network values. The values it can present are:

2.1 Sensor arrangement Depending on what is required to measure, detect and the electrical networks characteristics different sensor options can be used. For voltage measurements 1-3 phase voltages can be connected. This could be done using 1-3 separate VTs or using a 3-phase VT. There is a configurable compensation setting enabling the use of a distribution transformer after a switch with built in CTs to compensate for the phase error introduced. Depending on how many VTs you connect some functions/measurements may be omitted. For full functionality all 3 phase voltages must be connected. The VTs are connected to a four pole connector (phase a, phase b, phase c and neutral). For current measurements there are 4 input channels, 3 phase CT channels and 1 zero crossing CT channel. With 3 phase CTs connected full functionality can be achieved, both overcurrent detection, earth fault detection and full measurements. The earth fault/current is then calculated as the unbalance between the 3 phases. If you need to measure/detect very small earth faults a zero crossing CT should be used. This will be able to very exact detect very small earth faults which is not possible with the 3 phase CTs if the ratio is to high. The CT inputs are of direct type, i.e. it will take the primary CT directly into its secondary on board CT. Examples of sensor arrangement:

3 x phase CTs, 3 x phase VTs, zero crossing CT - This enables the full functionality of the FRE 150 with full detection and measurements.

Zero crossing CT - A simple earth fault detector with very limited measurements. 2x phase CTs, zero crossing CT - Function as an advanced FPI with overcurrent and earth fault

detection. Limited measurements.

Safety note! Special consideration should be taken when working with CTs in a network. Never leave secondary side of connected CTs open as lethal high voltage could occur.

Configuration 3. The configuration of the FRE 150 is done via the PC program FPI-2 tester. This program has the following main features:

Configuration of all configurable parameters. Make and check all possible measurements. Work with the fault history log. Perform graphical wave inspection (I,U and phase).

1. Start the FPI-2 Tester program on your PC. 2. Connect the PC to the FRE 150 using a serial cable (possibly through an USB converter). 3. Select and open the com port attached to the FRE 150. 4. Press the read parameters button on the parameters tab. Check that no error messages are shown in

the IEC status window at the bottom. 5. You are now ready to configure the FRE 150.

3.1 Parameters tab In the parameter tab all settings regarding currents, CTs, detection curves and detection behaviour is made. The setting function is not “online” so you start by pressing the read parameters button to read all parameters from the FRE 150. If you change anything on the screen you need to press the write parameter button to write the new settings down to the FRE 150. It is advisable to check that settings are accepted by pressing read parameter and verify settings.

3.2 Measurement tab In the measurement tab live measurements/calculations can be performed and displayed. If Measure button is

pressed a single measurement/calculation is done and displayed on screen. If continuous measurements are

needed, set an interval time and press the start/Rep-measure button. Now a new measurement/calculation is

done at the set interval and displayed on screen until the stop button is done. To start continuous measurement

at a very low interval time and at the same time write parameters to the unit is not recommended as data

losses may occur.

The checkbox Primary Iabc toggles between actual secondary current seen by the unit and calculated primary

current by the selected CT ratio in the parameters tab.

Note!

In the measurement tab, direction of Ia, Ib and Ic are measured and shown as positive of negative. Note that it

is not a setting even if they have a drop down arrow next to them. They indicate the measured current flow

direction.

3.3 Fault history tab The fault history tab manages the fault log in the FRE 150. At every fault occurrence, according to the detection settings, a record is made in the fault log. The fault log can store up to 100 fault events and is of FIFO type (i.e. if log file is full then the oldest record is moved out to make room for the newest). The fault log stores all measured and calculated values together with fault type identification and timestamp when a fault occurs. A fault record will consist of:

3.4 Wave of device tab The wave of device tab enables graphical wave analysis of the network. When a measurement is done the FRE 150 collects 10 cycles from the network with 32 samples per cycle and displays the selected waveform(s) on screen for analysis.

The actions that can be performed in the wave of device tab are: Read - Pressing this button will perform a measurement and display selected waves. Wave of - This drop down box chooses the curves to be displayed. Display choices: - Phase Ia - Phase Ib - Phase Ic - Phase I0 - Phase Ua - Phase Ub - Phase Uc - Phase U0 - Ua & Ia - Ub & Ib - Uc & Ic - U0 & I0 The following command buttons are displayed in the upper left corner:

- Scroll X/Y axis

- Zoom X/Y axis

- Zoom out

- Zoom in

- Zoom in on selected area.

- Enable X and Y cursor lines for detailed measurements.

Note! The wave analysis data is available in the communication interface for advanced SCADA users.

Appendix B – PIU 160 - RNO301 interface unit The purpose of the PIU is to convert analogue values from the new FRE 150, which uses a limited version of IEC60870-5-101, into a protocol which the RNO301 (manufactured by Radius) is able to understand. The RNO301 supports a module named ADAM-4017 which is a 16-bit, 8-channel analogue input module.

The objects that are to be polled from the FRE 150 are voltage, current and phase angle for each of the 3 phases. This means that there are 9 objects to poll. The Radius RNO301 supports maximum 8 analogue objects which are sent over the radio as 12-bit values, so these 9 objects are compressed in a way that the RNO301 can handle. The values are then uncompressed in the CCU. NOTE! A CCU from Smart Grid Networks must be used that supports the uncompression. The PIU 160 has 2 RS232 ports, one for the FRE 150 and one for the RNO301. In order to access the test menu of the PIU 160, a mechanism for detecting keystrokes on one port during start up is implemented. This means that in order to enter the test menu of the PIU 160, power has to be switched off and on.

Connections

PIU 160 have one digital input and 3 digital outputs. The input is opto isolated unipolar and has an input voltage from 7-35VDC. The input function is to activate LED reset on FRE 150. The outputs are latching relays with contact rating 30VDC 1A, 125VAC 0,5A. The outputs are used for current direction indication or other alarm information from FRE 150.

Configuration 4. RNO301 Configuration of the RNO301 should be done according to its user manual. To use the PIU 160 with a RNO301 the following configuration of the RNO301 needs to be done:

Enable all 8 analogue channels. Set poll rate to 1 second. Set dead banding to zero or lowest.

PIU 160 The PIU 160 doesn’t need to be configured if it is used in a standard way. To perform testing and fault finding there is a test menu interface in the PIU 160. This test menu can be accessed by performing the following actions:

Connect a serial cable between a PC and COM1 on the PIU 160 (null modem type). Start a terminal program (TeraTerm or similar) with settings 9600N81. Power up the PIU 160.

In the header, status of input1 can be read. Menu choices 1-3 performs toggle of the 3 outputs for test purposes. L – FPI Link test performs an IEC link test between the PIU 160 and the FRE 150 to verify the link.
