Topic: “Dynamics of Urban Earthquake Risk” This presentation explores the question of how urban seismic risk is changing over time. About the Speaker: Stephanie E. Chang is a professor at the University of British Columbia, Canada, with a joint appointment in the School of Community and Regional Planning (SCARP) and the Institute for Resources, Environment, and Sustainability (IRES). She holds a Canada Research Chair in Disaster Management and Urban Sustainability. Her specialty is in the socio‐economic impact of natural disasters, particularly earthquakes. She has co‐edited a book on Modeling Spatial Economic Impacts of Disasters (2004) and published extensively on loss estimation models for critical infrastructure systems, infrastructure interdependencies, economic evaluation of disaster mitigations, and urban disaster recovery. Dr. Chang has recently served on the editorial boards of the journals Earthquake Spectra and Papers in Regional Science, as well as on the U.S. National Research Council's Committee on Disaster Research in the Social Sciences (2004‐06) and its Committee on Earthquake Resilience – Research, Implementation, and Outreach (2009‐11). In 2001, she received EERI’s Shah Family Innovation Prize. She was also a 2008 fellow of the Aldo Leopold Leadership program of the Woods Institute for the Environment at Stanford University. She received her B.S.E. in Civil Engineering from Princeton University and Ph.D. in Regional Science from Cornell University.

President’s Message By Adam Spector 

 It has come to my attention that some of you are actually reading and paying attention to some of the things that I am writing here.  I have to admit, I assumed many people would have started skipping over this column looking for specific information about an upcoming event.  I may have made that assumption to make it easier for me to write these columns with a more stream‐of‐consciousness manner and not have to worry about embarrassing myself, sort of like imagining a naked audience when giving a speech.  By the way, 

for those of you attended the Annual Dinner, I did not do that – my trick is to be comfortable in the fact that only I know what I’m going to say, so nobody can know if I say it incorrectly.  With all of that in mind, I thought that I would spend a little space here talking about communication.  I think one of the most important aspects of communication is consideration of the audience.  Apparently, I have been underestimating my audience, and for that, I apologize.  It seems that engineers have a reputation for failing to consider their audiences when trying to disseminate information.  We should be mindful of the backgrounds and attitudes that listeners may be bringing to a conversation.  It is acceptable to be more technical when talking to a group of engineers, but we need to be prepared to explain things in simple terms when addressing a group of laypeople.    Residents will attend public meetings with specific issues in mind.  Knowing what those issues are allows us to anticipate questions and concerns that will surface during an open forum.  I am not necessarily advocating a divide‐and‐conquer strategy, but if we can begin to address some issues, we can build support by whittling away at the opposition.  It is very unlikely that an engineering project in a built environment will ever make everyone happy; however, if we can accept that, we can at least try to make most people accepting of a project.  We need to be prepared to explain the benefits of the project to the people experiencing the impacts of constructing the project.  Most importantly, we have to explain those benefits and impacts in a non‐technical manner.    Another aspect of effective communication is the actual technical parts of communication – spelling and grammar.  With the advent of e‐mail and texting, many people have become unaccustomed to complete sentences – and sometimes even words.  Punctuation can make a significant difference in the meaning of a sentence.  Because of the liability associated with our work, our communications are often archived in case problems arise.  It is quite possible that by the time these communications are retrieved, many of us may have moved on from our current positions and may not be available to interpret the meanings of these messages from the past.  Part of the audience for many of our communications is our future selves or those that have replaced us.  Certain abbreviations may no longer be common knowledge.  Background information for a conversation may not be available.  It is vital that we supply enough information for someone else to be able to decipher the environment in which a written conversation took place.    Hopefully, I have practiced something of what I have just preached in this article.  If not, please view this as an example of what not to do.  If you are thoroughly confused at this point, then I have not been successful in my role as author. However, if someone sees this and stops to think about how he or she conveys information to others, then I will have practiced effective communication.  Now all that is left for me to do is to listen for feedback to see if I have correctly assessed my audience and evaluate if I have met the needs of this conversation.    Respectfully,  Adam Spector, P.E., M.ASCE

MISSOURI CONCRETE CONFERENCE TO BE HELD APRIL 26‐27, 2011

The solution recommended by SCI Engineering, Inc. was to use a combination of expanded polystyrene (EPS), air cooled blast furnace slag (ACBFS), and auger cast piles for the addition to reduce the impact to the existing structure and allow for typical slab-on-grade construction. Using this technique for spanning the streambed instead of an elevated structural slab allowed for construction to continue using typical practices without detrimental settlement of the existing structure. Shawnna is a senior engineer with SCI Engineering, Inc. with 10+ years of experience. Shawnna served as the lead engineer and project manager for this project. Craig K. Kaibel, P.E. - Mississippi River Bridge - Drilled Shaft Testing The new Mississippi River Bridge will be a 1,500 ft cable-stayed bridge connecting the Metro East and St. Louis, Missouri. The bridge’s two towers are supported on twelve, 11.5-foot diameter drilled shafts. Each drilled shaft has an 11-foot diameter by 16.5- to 22-foot long rock socket that derives its capacity from a combination of end bearing and skin friction. The project’s drilled shaft specification requires new testing procedures in addition to Section 701 of MODOT’s Standard Specification for Highway Construction. Additional testing includes Acoustic Televiewer testing, Osterberg Load Cell testing, and Shaft Inspection Device testing. Craig is a senior engineer with Geotechnology. During his seven years with Geotechnology, Craig has preformed and managed numerous deep foundation testing projects for bridges. Craig is Geotechnology’s project manager for the Mississippi River Bridge project. James McHenry - Construction of Canton Dam Seepage Berm and Diaphragm Walls The topic will be the geotechnical aspects of the design and construction of the 11,000-foot seepage control berm, and the tied-back diaphragm walls for the new auxiliary spillway. James McHenry is the Chief of the Geotechnical and Dam Safety Section, Tulsa District U.S. Army Corps of Engineers.

Training Class Announcement for

Missouri Structural Assessment and Visual Evaluation

(SAVE) Coalition

The SAVE Coalition’s objective is to assist the Missouri State Emergency Management Agency (SEMA) in the execution of

its responsibilities with respect to the use of qualified volunteers in the emergency assessment of buildings following a

catastrophic event such as an earthquake, tornado, flood or manmade disaster which causes structural damages.

When a disaster strikes a community, there is an immediate need for damage inspections throughout the affected areas.

People need to be kept from using unsafe buildings, and safe shelter must be provided for those left homeless. Regular building

inspection officials may become overloaded instantly and require additional help. It is essential that qualified SAVE inspectors

quickly identify structures that are safe for reentry and those that must be avoided.

When requested, the SAVE Coalition’s volunteers are available to work for up to three days inspecting buildings to

determine if they are safe for occupation. During this service period, the volunteer inspectors are immune from liability for acts

committed in the performance of their official emergency duties, except in cases of willful misconduct or gross negligence.

Incidental expenses incurred by the inspectors are paid by the local jurisdictions they serve.

SAVE volunteers must attend the ATC-20 Post Earthquake Safety Evaluation of Buildings course to receive inspector

credentials and become qualified to assess disaster-damaged buildings. A panel of earthquake and structural experts and building

officials has approved all training materials used in this course. During it, procedures and documents are presented which

promote uniformity in the rating of damages so that different individuals examining the same building will arrive at the same

conclusion about its relative safety. At the course, each SAVE inspector will receive a field manual and detailed instruction to

guide their future work. Some professional organizations also award continuing education credit for completion of this course.

 Announcing Missouri S&T’s 2011 GeoMO Conference –  Use of Waves for Soil Properties   ROLLA, Mo. – The Missouri University of Science & Technology will host the 2011 GeoMO Conference May 6, 2011.

Practical Mine Ventilation Design and Control Short Course Presented by the Western Mining Safety and Health and Translation Center in conjunction with Missouri 

University of Science and Technology May 4‐6, 2011 

 Missouri S&T announces Practical Mine Ventilation Design and Control Short course to be held on campus May 4‐6, 2011. This three‐day course will provide participants with a sufficient background to design and maintain an underground ventilation system. The materials taught apply to most underground situations, including coal, metal, and nonmetal mines, with the emphasis on practical applications. Who Should Attend  This course is designed for ventilation and planning engineers, safety engineers, production; technical and supervisory personnel who need to become proficient or need a refresher course in mine ventilation. For the computer simulation section, experience on the use of computers is helpful but not necessary.    Course Director Dr. Jerry  C. Tien, P.E., Associate Professor in Mining Engineering, Missouri S&T Dr. Jerry Tien is a Registered Professional Engineer in Kentucky and has over 36 years of ventilation related work, research, and teaching experience. Before coming to Missouri S&T, Dr. Tien worked for the White Pine Copper Company for two years, Peabody Coal Company as a Ventilation Specialist for 10 years, and for Asian American Coal, Inc., Taiyuan, Shanxi, China, as V.P., Technical Service for 1.5 years. He has accumulated extensive practical experience in ventilation system design, pressure surveys and cost evaluation, for both metal, non‐metal and coal mines.  Fee and Registration  The fee of $995 covers program materials, three luncheons, coffee breaks, and all instructional costs and materials. Advance registration is encouraged. Missouri S&T reserves the right to cancel the course and return all registration fees if the minimum registration is not received. No course refund is payable for cancellation after April 27, 2011. Professional Development Hours (PDHs) Attendees completing this three‐day course will be awarded 24 PDHs. For conference program information please see http://dce.mst.edu/noncredit/facetoface/Mine_Ventilation.html, or contact Dr. Jerry Tien, Conference Director (573‐341‐4757; [email protected]) and for registration information contact Distance and Continuing Education, 216 Centennial Hall, Missouri S&T, Rolla, MO, 65409‐1560, (573‐341‐4278; [email protected]).

Instructor Needed 

The Department of Civil Engineering at SIUE is looking for an instructor to teach CE 588 Solid Waste Management, which is a graduate‐level course, in the Fall 2011 semester.  The course begins Aug. 22 and is scheduled to meet 5:30 ‐ 8:20 p.m. each Monday.  The course description is "perspectives, engineering principles, and management issues governing solid waste management, including sustainability."  The course covers generation, collection, and all management options (reuse, recycle/compost, incineration, and landfilling).  If you are interested, please contact Dr. Susan Morgan at [email protected] or 618‐650‐5014.   

Saint Louis University Re‐starts its Civil Engineering Program!   Dean Manoj Patankar announced in a presentation to the Saint Louis Section of ASCE  that Saint Louis University will resume its Civil Engineering program after almost a 35‐year hiatus! The idea of restarting the CE program came as a culmination of interests and support from multiple constituencies—first, the Institute of Technology alumni who really wanted to see their beloved CE program back on campus, second, the local CE community who wanted a hands‐on engineering program that catered to the local job market, and third, the new student enquiries. “There is a lot of excitement about this new program—administration, faculty, students, alumni, and industry friends—everyone is working hard to see this program succeed. It’s not very often that we get to start a new program like this,” said Dean Patankar. Together, it seems like the time is right for a new CE program for the St. Louis metro region. Of course, the St. Louis Section of the ASCE is delighted to support this program and has already begun discussions related to a student chapter of the ASCE as well as internships at local companies, and adjunct faculty appointments.  In discussing the distinguishing characteristics of the new program, Dean Patankar said that the program would focus on building two specialties—transportation and green/smart structures. The transportation track would leverage the legendary strength of aerospace engineering and aviation programs at Saint Louis University. The green/smart structures track would engage other academic departments across the campus, including electrical and computer engineering (embedded sensor systems), environmental sciences, and urban planning.   The new CE program starts in fall 2009. In the first two years, most of the courses will be shared with the mechanical engineering program. The University plans to hire a dynamic new department chair to lead this program. As the program matures, the University will add faculty. So, whether you are interested in teaching (part‐time or fulltime), providing an internship, or making a donation to start a scholarship, contact the Dean’s Office at 314‐977‐8203. Of course, if you have a youngster interested in exploring a career in Civil Engineering, feel free to visit the campus! Additional information is available online at http://www.slu.edu/x27770.xml

Missouri S & T—CE-435 Hydraulic Structures  Location: UMSL campus - EEC Date/Time: Meets Wednesdays 6:00 PM – 8:45 PM, Fall Semester begins August 24 2011 Instructor: Gary T Moore MS, P.E. This course is intended to provide graduate students an opportunity to study gravity, arch, multiple arch, and buttress dams including appurtenances such as spillways, penstocks and gates. Latter part of course is designed to apply design principals and applications to dams, levees, bridges, culverts, river, and harbor structures. Both hand calculations and computer methods for the response of hydraulic structures to design storms will be developed. In addition, it is anticipated that the Taum Sauk reservoir break will be discussed as part of the course. On completion of the course, students should be able to understand and determine the hydraulic functions of several hydraulic structures such as spillways for dams, sizing of culverts and bridge openings, and other river structures. The students should also be able to apply various techniques to design and solve hydraulic sizing of structures, dams, or appurtenances. Students will have a final design project for a hydraulic structure and present the information in a professional setting. Computer applications will employ the use of HEC-RAS for dam break modeling as part of the course work. Other computer or hand computations may be performed for hydrologic determinations for flow rates.
