All Representatives and Alternates should review the attached materials so that our business can be carried out by an informed membership. Upon registration, Representatives are asked to choose the committee on which they prefer to serve. Committee assignments are made on a first-come, first-served basis. If your first choice for committee is overbooked, you will be placed on your second or third committee choice. So that Representatives can best select the committee on which they would like to serve, please learn more about each committee’s activities by reviewing the R6 Assembly Fall 2016 Committee Reports (attached).

ONLINE ASSEMBLY REGISTRATION: The attached Credentials Report shows the number of registered meetings in your Intergroup, as of February 2, 2017. It is suggested that Representatives and Alternates register themselves to provide the most complete and accurate information.

We encourage all Representatives to register online. Substitutions for Representatives may also be made online no later than Monday, April 3, 2017 at 9:00 AM EDT. Registrations may be made in person the day of the Assembly, however, each person who wishes to register in person the day of the Assembly shall give the Coordinator a signed statement from the Chair or other Officer (either hard copy or via email – digital signature is acceptable) – stating that he/she is a duly elected or appointed Representative/Alternate of his or her intergroup or unaffiliated group.

Please note that everyone needs to check in with the R6 Coordinator at the registration desk on the day of Assembly. You must register for THIS Assembly, even if you were a registered representative/alternate for previous R6 Assemblies.

There is a $10 charge per person for the catered buffet lunch in the Atrium Area; R6 subsidizes the balance of the cost of lunch. Lunch may be purchased, in advance online, by anyone attending Assembly.

• Catered buffet lunch is not available after Monday, April 3, 9:00AM EDTwhen online registration closes; it is not available to those who elect toregister at the door on the day of Assembly.

• ALL ATTENDEES (including non-working guests!) may REGISTER WITHLUNCH online. There is also an option to REGISTER WITHOUT LUNCH forthose who wish to eat elsewhere or bring their own lunch.

• Only Attendees who have REGISTERED WITH LUNCH will be admitted to theAtrium dining area; lunch registration payments are NON-REFUNDABLE (theymay be transferred).

• There is no option to pay for the catered lunch on the day of Assembly;however there is a restaurant on the hotel premises.

• A hospitality room will be available for those wishing to bring a bagged lunch.Attendees choosing to bring bagged lunches understand that they aredeclining the complimentary, catered lunch that was offered with theirregistration.

From the North - Take the Adirondack Northway (Interstate 87) SOUTH to Exit 4 (Route 155 West/ Albany International Airport). At the end of the off-ramp, turn LEFT on Route 155. STANDING RULES OF THE REGION SIX ASSEMBLY

A. In all deliberations, the group conscience is more important than the technicalities of the actual motion.

B. Children who are not OA members are not permitted on the R6 Assembly floor.

RULES FOR LIMITED DEBATE:

C. To be recognized, ALL speakers must speak from the center microphone stating their name and Intergroup. They will be limited to two minutes for each main motion or substantive amendment.

D. Two copies of motions of more than a few words MUST be provided in writing: one to Region Six Secretary; one to the Region Six Chair through the Parliamentarian.

E. Pro and con will be limited to three speakers for a main motion, and two speakers for each substantive amendment.

F. No main motion and all amendments to that main motion will last longer than thirty minutes in total, including discussion. At the end of thirty minutes the question will be called automatically.

G. The Chair will call on people in order; first pro and then con. Pros will line up on the right side of the room as you face the dais, cons on the left side.

H. To provide the opportunity for as many different representatives or alternates to speak during the assembly, the Chair has the right to recognize those members who have not had the opportunity to speak. If more then three wish to speak on one side of an issue, they will select from amongst themselves the three to represent them.

I. If a registered representative is required to leave the assembly for more than thirty minutes, a REGISTERED alternate from the same Intergroup may move up to Temporary Voting Representative until the Representative returns, provided that the transfer is made through the Region Six Coordinator.

J. No questions will be entertained from the center microphone until one pro and one con have been presented for each main motion.

K. New business arising from Region Six Committee and the R6 Board activities shall be brought to the Assembly floor after the new business included in the published agenda has been addressed. Such new business shall require a vote of two thirds in the affirmative to pass, because of the lack of prior notice to the assembly.

L. Cell phones, smart phones and other wireless electronic communication equipment must be turned off during assembly proceedings unless approved by the R6 Chair.

M. Eating is not permitted in the assembly business meetings or committee meetings.

N. Any committee wishing to bring an emergency motion to the Assembly in the afternoon session MUST present the motion in writing to the Board before lunch time. The Board must have time to review the motion before the afternoon session.

There was an OA meeting 7:45-8:45am First time representative registration was held 8:45-9:00 am.

New Delegates Orientation Region 6 Trustee, Karin H, explained the procedures of the Region 6 Assembly to the new representatives in attendance.

Opening Prayer/Welcome The meeting was called to order at 10:00 am by Chair, Debbie H. with The Serenity Prayer in English by all and in French by Carmen D. Debbie welcomed everyone to assembly, thanked them for their service and made the following announcements:

There will be Elections for Vice Chair, Treasurer, Secretary and the WSBC reference subcommittee members, Policy andProcedure Motions and an Emergency New Business Motion

Workshop by the PIPO Committee

If time allows there will be a short Traditions Tune-up presentation by our Region Trustee, Karin.

There will be 2 raffles: a Lifeline raffle and World Service Convention tote bag raffle, which you must be present to win

Officer Reports: Officer’s reports were distributed via email and made available on-line. Representatives were invited to ask questions of each officer. The coordinator pointed out that the deadline for the applications for scholarship to attend the 2017 WSBC are due on October 8

th, 2016. The web and publications coordinator advised that volunteers are needed to help with

translation and that the committee is pursuing translation funding from World Service. The trustee gave info about the World Service Convention. There were 1,100 attendees and $5000 was made on the raffle baskets. Change to the definition of an OA group was changed at WSBC 2016. Any Intergroup with the definition in their bylaws must revise their bylaws and submit to the trustee. Also while doing Service, Tradition and Concepts workshops around the region it has become apparent that there is a need for abstinent sponsors and so she is starting a list of abstinent sponsors. She asked that anyone who is available to sponsor please provide contact info to her today.

ELECTIONS Prospective candidates for Region 6 Vice-Chair, Ann B. of Nassau County Intergroup and Kelly C. of Mass Bay Intergroup, stood before the assembly and spoke about their qualifications. There was a time for questions from the floor. The vote was then taken by a paper ballot. Kelly was elected as the new Vice-Chair for a 2 year term.

Prospective candidate for Region 6 Treasurer, Lyn C. of Western Mass Intergroup, stood before the assembly and spoke about her qualifications. There was a time for questions from the floor. There was no objection to a voice vote. The vote was then taken. Lyn was elected the Region 6 Treasurer for a 2 year term.

Prospective candidate for Region 6 Secretary, Susan P. of Ottawa District Intergroup, stood before the assembly and spoke about her qualifications. There was a time for questions from the floor. There was no objection to a voice vote. The voice vote was then taken. Susan was elected as the Region 6 Secretary for a 2 year term.

The floor was then open for nominations to the WSBC Bylaws Reference Sub-Committee. This is a paper ballot vote. The nominees were Brian of Southwestern Connecticut Intergroup, Dorothy of New Hampshire Intergroup, Ann B. of Nassau County Intergroup, Cathy B. from Mass Bay Intergroup and Mike C from Westchester United Intergroup. Ann and Dorothy were elected to represent Region 6 at the reference sub-committee. Mike and Cathy are the alternates.

There was a motion to shred the ballots, they were then shredded.

NEW BUSINESS The motion regarding the Unity with Diversity committee was withdrawn.

EMERGENCY NEW BUSINESS MOTION The budget that was passed at the last assembly was adjusted to accommodate the increase of $15,000 for the IGOR committee. The approval of the amended budget requires 2/3 majority. Motion carried.

Traditions Tune-up – Karin, Region 6 Trustee, shared information regarding tradition issues: Restricting sharing – abstinence requirement; Announcing AA events at an OA meeting; and Changing the words in the steps. She explained the service structure and the new definition of an OA group. She advised that all Intergroups will have to update their bylaws. She read the Statement on Approved Literature and advised that there is a letter from AA specifically requesting that other fellowships using the big book not change the words when reading from AA literature. She shared information of resources available at OA.org, including new literature. Also that Unity is the theme for 2017 at World Service.

Raffles – Lifeline raffle was won by Roxanne of Ottawa District IG and the tote bag was won by Carol of Western NY IG.

First Timers Ceremony - Debbie had all the 1st timers come up to the front of the assembly. She asked them place their blue dots on their back. Debbie then said, “You now have your first REGION 6 ASSEMBLY behind you.”

Chair Debbie G. formally made a motion to close the general session day of business at 5:15 pm with the Serenity Prayer.

The business of the assembly continued in the Hudson room for the purpose of transferring the signing authority to the new Region 6 Treasurer. TD Bank Store Supervisor, Dorothy Aspinall, took information from the new Region 6 treasurer, Evelyn (Lyn) Casey. The Business Account Maintenance document was signed by Debbie, Kelly and George. A General Business Resolution document was completed and signed by Debbie, Kelly, Lyn and Susan. Both documents apply to all 3 bank accounts.

theirs. So there’s nothing we need to change in our bylaws.

Primary issue was conversation about 2018

2017 Convention that will be held in Toronto over Oct. 22 weekend.

Chair is Chuck.

Announcement was made that early bird registration would begin tomorrow, on-line, and the early bird fee is:

$35 Canadian, which is $26.58 US dollars....members can go to Region 6 website and conversion will happen

automatically.

Decisions made:

Committee voted to elect Lynda B to continue to be the Region 6 Convention Chair.

If no one agrees to Chair 2018 Convention, this Committee agreed that they would ask Mary T., Coordinator,

to send email to all Chairs of IGs and ask who might be willing to Chair 2018 with a deadline to communicate

by end of November.

Goals and Actions which will be completed by next assembly:

We discussed the importance of finding an IG that would be willing to host Convention 2018.

Westchester IG had been contacted and reported that they would be willing to support the Convention

Committee and would be willing to have it in the Westchester area but would not be willing to lead/chair the

convention.

Discussion continued and Scott T stated that he would ask his IG, Greater NY Metro IG if they might be willing

to Chair the 2018 convention with support from Westchester IG.

If that doesn't work, Chuck F. (Chair of 2017 Convention in Toronto) with support from Karin H might be

willing to Chair.

Treasurer discussed review of bank statements, prudent reserve and how each is used; current balances total

Reviewed the books with Chair in the room; reviewed 3 donations and 3 expenses and tracked process for

how expenses are paid out and the appropriate back-up

Travel scholarships for WSBC and assembly – deadline for WSBC scholarships due by October 8. If your IG

IG renewal workshops– first was held in Mr. Kisco – 11 IG and 38 officers attended and were fired up by

training – some have already begun process of change

Rochester training will be in spring 2017 and open to all remaining IG not attending Mt. Kisco or Chelmsford

Each member briefly shared on their group/Intergroup’s PIPO activities:

o Mike C- Westchester County: Provide literature display racks with 15 questions and business cards.

Doctors, gyms etc.; 29 groups-each has a packet of PI flyers and local information stickers that have

location and contact person that get posted in community areas; oahelps.org is their intergroup

website; provide every group rep with a folder to help members build awareness of resources of OA

that can be shared in meetings of how to get the word out on OA.

o Robin- Central Maine newspaper ad Blitz application for region; PI flyers mailed to all meeting areas

o Brian – Southwestern CT: not many folks working on IG committees (including PIPO) - requesting

Chair go out to meetings and ask for people to get involved

o Cat- Mid Hudson: send people to health fairs with flyers and information; adopted section of highway

so OA sign up

o Kathy- Central Ontario: medical convention booth;

o Barbara-Cape Cod: 2 separate chairs for PI/PO; Have flyers out and assign people to certain areas to

be sure they are still out; 2 separate newcomer meetings and put that sticker on the flyer. PO

committee has put together packets of PO in area (3 pamphlets); have Newcomers packet and

started a survey “How did you hear about OA?” on sticky for collecting data by bringing them to IG

meeting.

o Maureen-South Coastal MA: phone hotline with volunteers that keep ledger; active website with

information of activities; have not been pushing on PO lately; have done marathons and workshops

and retreats.

o Marcy-N. Shore MA; bus ads in 2 locations; distributed literature throughout the groups; working on

questionnaire to interview professionals for development of article for Courier.

o Kara-Ocean and Bay RI: Got 12 & 12 into libraries and posters up around the state; only have a few

committee members; health fairs

o Penny- South Coastal MA: only people who come to the IG meetings are the officers; looking to get

younger members

o Jay -Ocean and Bay RI: offered a table at marriage and family conference on food addiction in the

family but did not get the exposure they hoped for and Rally for Recovery for 4th year and NOW

getting more exposure because of their consistency; hoping to do Blitz work

o Claire- NH have number of active meetings and PI committee; posters, health fairs, hotline; started

this year to approach groups and ask members which doctor offices might want to have Lifeline and

20 offices selected for 1 year subscription

o Kay- NYS District: hotline, submitted Blitz application; want to get 12&12 into libraries; started a

discussion series locally with HOW of the program last year 2X/year 35 minute discussion meeting

after beginners meeting and before IG meeting.

o Mary- NY District: yearly marathon on a Saturday meeting with discussions; IG orientation packets

being modeled after Westchester IG. Asking nursing schools if want an OA rep to come and speak to

classes or invite them to come to OA meetings

o Susan – promoted the IGOR IG workshops that are being held to train officers. They have been

energizing IG’s.

Intergroups which have attended R6 Assemblies may apply for funding for travel to WSBC using the R6 Travel Fund Scholarship Application to WSBC form. The application must be completed in full; no fields should be left blank. Applications must be received by mail or electronic transmission by or on October 8 for the subsequent WSC. Recipients of the scholarship will be considered according to financial need. Priority shall be given to Intergroups which have never been to a WSBC or which have attended neither of the two (2) past consecutive WSBC’s. Applications must be must be postmarked or sent by electronic transmission by or on October 15 for the subsequent WSBC.

C. Awarding of Scholarships:

IMPLEMENTATION: Revision of the R6 Policy and Procedure Manual.

RATIONALE: Currently the only place the R6 Bylaws and Policy and Procedures indicates what the Prudent Reserve should be is in Policy 006 – Convention and it states, “When Region 6 has a prudent reserve equivalent to the cost of two assemblies Region 6 shall donate 15% of the annual Region 6 convention net profits to the World Service Office.” It makes more sense that the explanation of the amount of the prudent reserve and who is responsible for maintaining it should be in the policy of Treasurer’s Duties and Responsibilities. Because part of Region Six’s income comes from Conventions and there are years when there is no convention, 6 months is a more appropriate choice.

MOTION: 4 Move to add the following to the Policy and Procedure Manual:

7th TRADITION COLLECTION AT ASSEMBLY

POLICY

A 7th tradition will be collected at each assembly and be forwarded to World Service.

PROCEDURE

A. A 7th tradition will be collected during the afternoon session at every assembly. B. At the Board Meeting immediately prior to the Assembly, the Region 6 Board will, with the guidance

of the Region 6 Trustee, decide if the 7th Tradition should be directed to a specific World Service Fund, i.e. Delegate Support Fund or Professional Exhibits Fund

C. Unless otherwise decided the 7th tradition will be directed to the World Service General Fund.

Keynote speakers will receive a free hotel room during the convention. The meal plan can be purchased separately.

Keynote submission recordings will be reviewed by a preselected committee.

In order to be considered, candidates must 1. be an OA member with a minimum of 3 years current, continuous

abstinence2. submit in digital format (MP3 or CD) a talk recorded at an OA

event/registered meeting3. register for the 2017 Convention prior to recording submission
