ACCOMPLISHMENT HIGHLIGHTS:

Phase 1

During this first phase of intervention, Consuelo Foundation has provided much-needed

emergency assistance to survivors in several geographic areas. Forms of assistance include

provision of food, medicines, family protection kits, psycho-social support and creation of

safe spaces for children. Relief operations are paralleled with emergency employment for

family members that allow them to afford basic family needs. Early recovery likewise focuses

on various sustainable livelihood and income activities that are based on the strengths and

skills of the identified community, as well as the local market. Repairs of day care centers,

learning centers and schools are also priority activities during this first phase.

Below are the Phase 1 highlights for this reporting period.

A. Relief and Emergency Assistance

We have completed our relief and emergency assistance activities in our chosen sites. No such

activities were undertaken for this reporting period and onward.

B. Livelihood

Leyte

Cut-Flower and Vegetable Livelihood Project in Ormoc, Leyte

In Ormoc City, the cut-flower and vegetable production is ongoing. Recently, the project

was able to successfully produce and harvest crops such as bitter gourd, tomatoes, eggplants, and

others like rose and chrysanthemum. The project already expanded its land with an additional

1,000sq.m. for corn plantation. A total of 24 individuals are benefiting from this project.

Livelihood Project for Women in Palo,Leyte

Barangay Candahug in Palo, Leyte is one of the highest casualty areas in Leyte. We chose it as one

of the sites of our livelihood project in partnership with The Salubong Movement. To date, the

project has been fully rolled-out and completed. At least 70 women beneficiaries were given

assistance to restart their small businesses that are suited to their capabilities. The various

livelihood initiatives include variety stores, unity kitchen (for catering), haberdashery, hog-

raising, cooked food and non-cooked food vending, and street food vending. Workshops were

provided on simple business planning, values formation, financial literacy and accompanied by

much-needed stress debriefing.

Livelihood Project for Families in Barangay 89, Tacloban City, Leyte

Another livelihood project completed during this reporting period is that for Barangay 89 in

Tacloban, Leyte. Likewise in partnership with the Salubong Movement, this project provided 10

units of eighteen-footer motorized boats, 15 bicycles, and capital assistance to families living in

the coastal section of the barangay who lost all their belongings and livelihood. At least 25

individuals benefited from this project.

Coconut-Clearing Project with Emergency Employment Component for Five

Towns in Leyte

Typhoon Haiyan destroyed vast amounts of coconut farms throughout Leyte. To be able to utilize

the farms to plant new crops, there is an urgent need to clear the debris before they get infested --

yet resources from the local and national government are limited.

Hence, in partnership with the people’s organization Leyte Union of Producers of Agri-products

(LUPA), we carried out a coco-clearing project covering five (5) municipalities in Leyte namely

1) Tabon; 2) Jaro; 3) Tunga; 4) Alang-Alang; and 5) Kananga. This initiative provided

emergency employment for 300 beneficiaries through a “cash-for-work” scheme for the

clearing of fallen coconut trees and cultivating the cleared land. CF also provided five (5)

chainsaws to aid in implementation of the project.

Quinapondan, Eastern Samar

Emergency Employment and Livelihood Support in Barangay Sta. Cruz

In Barangay Sta. Cruz, an emergency employment/ “cash-for-work” project in partnership

with Westerm Samar Development Foundation (WESADEF) was carried out to help restore the

lives of the victims of Yolanda. This project generated opportunities to re-establish their income

through clearing of debris in nipa, mangroves and farming areas. The project was able to clear 25

hectares of mangroves and up to 20 hactares of nipa area. Two hundred individuals benefited

from this project.

In line with this initiative, CF also provided 5 carabaos in the nearby Barangay Mabini to aid the

famers in tilling their lands.

C. Infrastructure

Below are the progress we made in providing infrastructure support for the rebuilding of daycare

centers and schools during this reporting period.

Day Care Center Repairs and Reconstruction

Marabut, Western Samar

The repair and retrofitting of four (4) day care centers in Marabut was completed. A

total of 185 students benefited from the refurbishment and school supplies provided. The newly

repaired day care centers can be found at Barangay Amantillo, Barangay Osmeña,

Barangay Veloso, and Barangay Tag-alag.

At the turnover ceremony at a child-friendly space in Marabut, where the children performed songs and the barangay

officials received ceremonial keys to their new daycare centers.

Giporlos, Eastern Samar

During the reporting period, much work has been done towards the rehabilitation of two (2) day

care centers in Giporlos, one located at Barangay Coticot and the other at Barangay 7. The

turn-over of both centers is scheduled for this August. The day care centers will likewise be fully

equipped with educational materials and a total of 80 children will be receiving their own set of

school supplies.

Towards the end of July, we began work in 4 more daycare centers in Guiuan. Above photos show the state of Barangay Holywood

Daycare Center as of July 27, when we began the work. Below is Barangay Lupok’s.

Bantayan, Cebu

Rebuilding of Classrooms for San Jose Elementary School

The school rehabilitation project in Bantayan, Cebu is a collaborative effort between Consuelo

Foundation and CFSPI, with support from the Sugbuanon Foundation, and Jaime Ongpin

Foundation. It involves the rebuilding of two (2) classrooms at San Jose Elementary

School in Patao and is currently in progress. It will benefit at least 166 students per year.

Recently, CF provided the go signal for the adding of a computer laboratory with equipment

and WASH tower which stands for water, sanitation and hygiene. Upon completion, the

computer lab will be catering to 461 students and 28 teachers. Ground breaking of these projects

will take place by August.

Taluto-an, Iloilo

We completed the repair and rehabilitation of three (3) school buildings at the Talotuan

Elementary School, the only school in the island village of Talotuan in Concepcion, Iloilo. The

repair of school buildings were turned-over last July 1 to the community by CF management and

staff. The reconstruction of the mini-gym and multi-purpose center have recently commenced. It

is scheduled to be completed by September with solar power and water system. The project in

totality will benefit at least 411 elementary students.

D. Psychosocial Support

Tanauan, Leyte

One of the objectives of Project HOPE is to help recover the survivors’ psycho-social stability and

renew their hopes. CF is working with ACAY to implement psychosocial support activities (stress

debriefings, counseling sessions, play therapy and art therapy) for victims of Typhoon Haiyan in

Tanauan, Leyte. The project is still ongoing with target beneficiaries of 296 children/youth and

50 parents.

Consuelo Foundation is also supporting and strengthening the psychosocial interventions for

families from Salcedo, Eastern Samar in partnership with Community and Family Services

E. Child Protection

Eastern Samar

Child Protection Cluster meetings are regularly convened by CF in the towns that it operates in

Eastern Samar. These coordination meetings are meant to provide a venue for all public and

private organizations working in the area to update one another, to encourage collaboration

among stakeholders and to prevention of duplication of services provided in municipalities.

Currently, the Consuelo-led child protection clusters in the municipalities of Guiuan and Giporlos

are already in the planning stage of a Child Abuse Prevention and Intervention Network.

Acting as a catalyst and convenor, CF shepherds the member stakeholders as they work together

in preventing child abuse, neglect and exploitation and discuss other protection issues post-

disaster as well as best ways to address them through policies, systems creation or change. The

clusters in Marabut and Hernani are still in the orientation and consultation phase where

stakeholders are in the process of being organized.

Phase 2

Rebuilding Resilient Communities

We are now beginning to transition into Phase 2 - the Rehabilitation and Rebuilding Phase

of Project H.O.P.E.. During this second phase which officially begins in September 2014, we

will institutionalize the child protection systems that we catalyzed in the local communities

and monitor the sustainable livelihood projects that were begun in the first phase of the

project.

More importantly, focus will now be in working in one or two areas where CF will invest in

the long-term rebuilding of resilient communities. We have selected Guiuan, Eastern Samar

and Bantayan, Cebu for this second phase. Should budget permit, we are also looking at

building a similar community in Giporlos, Eastern Samar.

We have begun the process of planning and creating a resilient community for Guiuan by

creating a team of expert advisors to assist us composed of an urban planner, a housing and

resettlement expert and a sociologist to conduct the socio-economic profiling for the

beneficiaries. We are working closely with the Mayor of Guiuan and are going through an

assessment and planning stage with him and other relevant government agencies which we

anticipate will take 4-5 months.

OPERATIONAL ISSUES AND CONCERNS

Mobile signal and internet access in the project areas are very limited.

Some of the project sites in Samar are very far from the Tacloban, requiring long hours of land

travel and taking more time to accomplish things.

Inflation in Leyte and Samar, particularly in the price of construction materials (gravel and sand)

Lack of manpower in the field. Difficulty in finding competent field staff that is within our salary range. Due to the presence of numerous international humanitarian organizations, salaries being offered to field staff, social workers and community organizers have skyrocketted.

Shortage of skilled workers for construction. Of late, 80% of our construction workers are brought by us from Manila.

Our contractor and foreman shared the feedback that our some of our workers have displayed signs of what seems like work fatigue with depression or vicarious trauma. Since then, we have allowed each worker to return to Manila for a few days’ break after every 1.5 -2 months.

Most establishments in Leyte and Samar accept cash only,requiring our management and staff to carry around more cash than they normally do during field work.

Lack of available good lumber and construction materials in the areas of Samar and Iloilo which increases the costs of materials, and our construction expenses. Transporting and hauling the materials is also quite expensive.

Local government units do not have readily available land for housing/community rebuilding projects.

Extremely heavy workload and travel schedule for Project Hope management and staff. We have decided to hire more field staff so as to lighten the burden on the managing director, director for programs and program officer assigned to Project Hope as well as ensure that CF regular programs and operations do not suffer as a result.

ADMINISTRATIVE HIGHLIGHTS

After 3 months of searching for the right office property, we found an ideal house in Guiuan that we are now renting to serve as our field office. We made some repairs as well as repainted the façade and interiors to make it consistent with the Consuelo brand. It is a 2-storey house that doubles as a staff house with enough space in the ground floor for meetings with partners and stakeholders. We have used it several times for our child protection cluster meetings already as well as accomodations for our Project Hope management and staff when they go on field visits to Guiuan.

To keep up with the demands of the project, we hired a fulltime contractual bookkeeper for Project Hope. He began working for us end of July. He is based in the Makati office, reporting directly to our accounting officer, Reina Garao.

We hired a new field-based coordinator for our Leyte and Samar operations. The Toyota Hilux pick-up vehicle we purchased has been brought to the field last week. It is expected to bring down our vehicle rental expenses by half. We hired a full time driver, Michael Javines, who began work late June.

We are in search of an overall project coordinator who will be supervising our projects and staff in the field on a day to day basis, so as to lessen heavy travel demands on Manila based management and staff.

PROJECT FOCUS FOR THE MONTHS OF AUGUST TO OCTOBER

The following are the expected project milestones for the coming months:

Roll out of rehabilitation and rebuilding project (Phase 2) in Guiuan, Eastern Samar

Completion of last 6 day care centers, specifically in Guiuan and Hernani.

Groundbreaking and beginning of infrastructure and livelihood project for the Giporlos

National Trade School, Eastern Samar worth at least PhP 5M

Completion of cutflower and vegetable production project in Ormoc City.

Completion of school building construction, with computer laboratory and water tower in

Bantayan, Cebu.

Closing out with continued monitoring of most Phase 1 projects (livelihood, infrastructure,

psychosocial intervention).

Beginning of planning and assessment for Phase 2 in Bantayan.
