Candidates for County Supervisor District 2
Members,
We will be distributing our dictionaries in a few more weeks. For those of you who are new to our
Club or at least new to the Dictionary Project the following article will give you a history of this
remarkable activity.
The Dictionary Project; Why It Is Such A Worthwhile And Successful Project.
Literacy is crucial to the economic success of any country. If a country has a mostly literate
population, their crime rate and unemployment is comparatively low when compared to countries
with a high illiterate population. In our country (Reported by the National Assessment of Education
in 2009) 37% of U.S. fourth graders failed to achieve the basic levels of achievement in reading.
In developed countries Literacy is strong, but even there, not everybody is considered to be
sufficiently literate. In California, at least 20% of the population is lacking basic literacy skills.
Dictionaries are important and have multiple functions and purposes. They can be an aid to learning
about definitions of words, spelling, pronunciation, grammar and contextual use of words in a written
and spoken language.
Development of ones language skills enhances their communication, education, career and personal
growth and self-confidence. Additionally, literacy helps preserve the wealth of a language.
Riverside Republican Women have been chosen The Dictionary Project as their foremost activity for
community involvement. The history of the Dictionary Project follows:
In 1992 – Annie Plummer of Savannah, GA began donating 50 dictionaries to a grade school close to
her home.
Early on Bonnie Beeferman of Hilton Head, SC, learns of Annie’s effort and begins selling crafts to
raise enough money in order to provide dictionaries to the schools in Hilton Head.
By 1995, Bonnie has so many requests from local schools that she contacts a Charleston, SC,
newspaper explaining the project and asking for support. Mary French reads the article and thinks
this is a project she’d like to develop. She soon realizes that covering the schools effectively would
take serious fund raising and she then starts a 501©(3) organization with her husband, Arno, and the
Dictionary Project is born.
Since 1995, with the generous support of countless sponsors and volunteers, more than 10 million
dictionaries have been distributed nationwide. Since 2005, Riverside Republican Women Federated
has donated 16,032 dictionaries. This is one of the few worthwhile projects that fall under the
Federated Category of “Caring for America”. This gift enhances the opportunity for these children to
get a good basis for their education. Being literate will improve their educational advancements and
their opportunities in the workforce.

LEGISLATION REPORT, OCTOBER, 2018
There are 11 propositions on the November 6th Ballot. The California Federation of Republication
Women’s Advocate and Ballot Measures Analysts have prepared recommendations for our Voting Body.
We believe the members of the CFRW have a civic and moral obligation to educate voters! Voters are
being manipulated at every turn of the election process and the Democrats in the legislature thrive off the
apathy of the average voter. It is up to us, the CFRW, to educate.
General Election Ballot Measures
Prop. 1: Authorizes Bonds to Fund Specified Housing Assistance Programs - CFRW – NO
Prop 2: Authorizes Bonds to Fund Existing Housing Program for Individuals with Mental Illness - CFRW
– NO
Prop. 3: Authorizes Bonds to Fund Projects for Water Supply and Quality, Watershed, Fish, Wildlife,
Water Conveyance, and Groundwater Sustainability and Storage - CFRW – NO
Prop. 4: Authorizes Bonds Funding Construction at Hospitals Providing Children’s Healthcare - CFRW –
NO
Prop. 5: Changes Requirements for Certain Property Owners to Transfer Their Property Tax Base to
Replacement Property - CFRW – YES*
Prop. 6: Repeal the Gas Tax. Eliminates Certain Road Repair and Transportation Funding, Requires
Certain Fuel Taxes and Vehicle Fees be Approved by the Electorate. (This current tax hike is costing the
typical family of four $779 more per year in taxes. The current law is a blank check tax hike that has
already been diverted away from road repairs & was not voted on by the electorate). - CFRW – YES*
Prop. 7: Conforms California Daylight Saving Time to Federal Law, Allows the Legislature to Change
Daylight Saving Time Period - CFRW – NO
Prop. 8: Regulates Amount Kidney Dialysis Clinics charge for Dialysis Treatment - CFRW – NO
Prop. 10: Expands Local Governments’ Authority to enact Rent control on Residential Property - CFRW –
NO
Prop. 11: Require Private-Sector Emergency Ambulance Employees to Remain On-Call During Work
Breaks, Eliminates Certain Employer Liability - CFRW – YES*
Prop. 12: Establishes New Standards for Confinement of Specified Farm Animals, Bans Sale of Non-
Complying Product - CFRW – NO
There are three bond measures on the General election Ballot, totaling almost $14 billion dollars. Include
interest, and this ballot alone gives our state a whopping $28 billion in bond debt. Add that to our current
$89 billion bond debt and we are rolling in “bond debt bondage” (coined by CFRW Legislative Analyst,
Clare Plotner). We have to pay back bond debt every budget cycle, every year, out of our state’s General
Fund. That is money that could be spent elsewhere: education, social services, pensions, the rainy day
fund even, but now that money is tied down for decades.

Vote “YES” on Prop 6 to “repeal the Gas Tax”
Be informed, be ready to tell everyone why they should vote to repeal the Gas Tax.
There are two simple reasons why we should repeal the gas and car tax hikes: it costs you a lot more than
you think – the tax hike will cost the typical family of four $779.28 more per year in taxes and 2) it won’t fix
our roads – this is a blank check tax hike that has already been diverted away from road repairs.
Please go to Carldemaio.com for more information and sign a petition in support of Prop 6.
