1 General conditions and interpretation The Laws of Cricket (2017), including Experimental Laws as recognised for the time being by Cricket Australia and as amended by the Board of Queensland Cricket, shall apply, except as varied below.

1.1 Interpretation In these Playing Conditions, unless the contrary intention appears –

● “Age Group” means the two-year age spread of teams playing junior cricket in the TCI Junior Grades competition. For example, the Under 14 Age Group consists of the Under 14 Blue and Under 14 Gold Grades.

● “the Code” means the Code of Behaviour. It can be located on the TCI website. ● “Club” means a Cricket Club affiliated with Townsville Cricket Incorporated ● “Conduct Commissioner” is a person who will be responsible for receiving,

investigating and dealing with any alleged breach of the Code of Behaviour ● “Explanatory Note(s)” means additional wording provided for explanatory and/or

interpretative purposes. Such wording must be read as forming a part of the rule and to which it refers.

● “Grade” is the subdivision of an “Age Group”. For example, Under 14 Blue is a Grade within the Under 14 Age Group

● “Grounds Director” means a person or persons elected to that office at the annual general meeting of the TCI.

● “Ground Authority” means the grounds manager or club representative responsible for the host ground of a match.

● “Home Club” means a Club whose home ground is scheduled for the game. ● “ICC” means the International Cricket Council ● “Laws of Cricket” means the body of rules as compiled by the MCC including

amendments and in force at that time ● “Management Committee” means the representatives of Townsville Cricket

Incorporated (TCI) elected to manage the ‘business and operations’ of the Association pursuant to ss.60 and 62 of the Associations Incorporation Act 1981

● “MCC” means the Marylebone Cricket Club ● “Model Rules” means the rules governing associations registered under the

Associated Incorporations Act 1982. ● “N.Q.C.A.” means the North Queensland Cricket Association ● “Penalty Unit” means the penalty imposed for a breach of these rules. A penalty unit

has a monetary value of $20.00. ● “Playing Condition” means an additional requirement that forms part of the rules

under which matches are played. Playing conditions represent modifications (to the current governing body of law (the Laws of Cricket)), which have been approved to

take account of the needs of the TCI run competitions. ● “President” means the President of the TCI or his or her delegate. ● “Q.J.C.A.” means the Queensland Junior Cricket Association. ● “Registered Player” means an approved player who is registered by a club in

accordance with Part 4. ● “Replacement Player” means a registered player who can substitute for another

player (in the player’s team), who has been selected to participate in a representative match.

● “Representative Match” means – in relation to the Senior competition, a NQCA fixture or any such fixture conducted in a representative environment which falls within the jurisdiction of Country and/or State cricket authorities. It shall include carnivals involving Students, Armed Services and Indigenous players. In relation to the Junior competition, an intercity fixture or any such fixture conducted in a representative environment which falls within the jurisdiction of Country and/or State cricket authorities It shall include carnivals involving Students, Indigenous players and any other outdoor cricket event.

● “Representative Team” means a team of players selected for a Representative match.

● “Rule(s)” means any rule or playing condition, made in relation to the conduct of both the Junior grade and Senior grade competitions.

● “Season” means the cricket season of the current year. ● “Senior Committee” means the Senior Game Administration Committee established

under the Association Rules. ● “Townsville Cricket’ means the Management Committee as defined under the

Association’s Rules. ● ‘TCI’ means Townsville Cricket Incorporated.

2 Clubs (a) The Clubs competing shall be:

(i) Western Suburbs District Cricket Club

(ii) Wanderers Cricket Club

(iii) Suburban Parks Cricket Club

(iv) Brothers Cricket Club

(v) North’s Cricket Club

(vi) Saints Cricket Club

(vii) Northern Beaches Cricket Club

(b) Unless the Senior Committee otherwise decides, each Townsville based club shall be represented by at least one team in each of the senior Grades.

(c) The Senior Committee may give permission for Non Townsville based teams to nominate for any or all of The Competitions.

(d) A Non Townsville based team can be affiliated with a Townsville based club. This affiliation needs to be confirmed in writing to the Secretary of Townsville Cricket Inc. prior to the commencement of the season, and needs to be reconfirmed annually.

Explanatory Note

A Non Townsville based team may nominate to play in 3rd grade. If this team is affiliated with a Townsville based club, players from the Non Townsville based team can play in other grades for the affiliated Townsville based club in accordance with Playing Condition 4 ‘Clubs represented by more than one team’ and Playing Condition 7 ‘Grading of Players’.

If a Townsville based club has both its own team and an affiliated Non Townsville based team in a single grade, Club Championship points shall accrue in accordance with Playing Condition 24.1 (d) as if both teams are from the Townsville based club.

(e) If following the receipt of team nominations from clubs, there is an uneven number of teams in a particular competition, the Senior Committee shall call for further nominations from clubs to field a second team in that competition. If following the process a bye is required then it should apply to the lowest grade, or be approved by the Senior Committee.

3 Age qualifications (a) No male or female player [s] shall play in any grade competition until he/they are at

least fourteen [14] years of age.

(b) Players 14 years of age must wear full protective equipment (including helmet).

4 Club represented by more than one team (a) If any Club plays more than one team in any Grade, the players therein shall not be

interchangeable except in the following circumstances:

(i) A player on promotion or demotion to a Grade in which the Club has more than one team may play in any team in such Grade. Note that 4(a)(ii) still applies.

(ii) After two (2) games for one (1) team, with an exemption for juniors.

(iii) A Club may apply in writing to the Senior Committee for approval to transfer a player or players from one team to another team playing in the same Grade, and such consent, when obtained shall apply only to the transfer of the player or players to the team named in the application. The application shall state the reasons for the desired transfer or transfers, and the batting and bowling performances of the player or players concerned in all Grades in the preceding matches of the season, and the positions of the team concerned in the Premiership Competition, and shall be lodged with the Secretary of the Townsville Cricket before the Wednesday immediately preceding the date set down for the commencement of the match for which consent is sought.

(iv) In the lowest Grade interchange of players can be made if absolutely necessary to avoid possible forfeit of one of the included teams. If this is to occur after Round Seven (7), no player may be interchanged without the Club having first applied for and obtained the consent of the Senior Committee. The player interchanged between teams should not have scored more than 200 runs and/or taken more than 15 wickets (in all forms of competition).

5 Registration of players (a) Each Club playing in the Townsville Competition must:

(i) Lodge with Townsville Cricket via the MyCricket database, the names and details of all registered players for all Club Championship Competitions. Players must be registered and cleared by the TCI Registrar before the player participates in any competition.

(ii) Lodge with Townsville Cricket via the MyCricket database, the names and contact details of all registered officials. Lodgement must be before the completion of the sixth round of Grade Fixtures. New registrations must be updated promptly as each official registers with the Club.

(b) Non-compliance with these requirements regarding player and official insurance will result in referral to the Senior Committee for adjudication.

(c) Failure to comply by the relevant timeframe will result in all teams from all competitions from the offending Club being unable to compete until the situation is rectified.

(d) No player shall represent more than one Club in any Competition in any one season without obtaining prior permission from the Senior Committee, unless

(i) clause [e] applies.

(ii) the player is from a Non Townsville based team affiliated with a Townsville based club

(e) Junior female players affiliated with another club may play senior cricket for another

club subject to the player not having already played senior cricket for their existing club. Once the player has played for another senior club/team they may not then revert to their existing club.

(f) It is the responsibility of each Club to ensure that all registered players are aware of the Playing Conditions and policies governing Grade Competition matches, including the Code of Behaviour, the Intoxicated Player Policy and the Racial and Religious Vilification Code.

6 Unfinancial members (a) No member of a Club who leaves such Club to join another Club shall be eligible to

play in any fixture organised by Townsville Cricket or any of its affiliates, until they are financially clear of the Club of which they were originally a member.

(b) No player who has been playing in the Competition of an affiliated Association shall be eligible to play in any competition of an affiliate until he satisfies the Executive Committee of that Club that he is financially clear of such an affiliated Association.

(c) A player shall be deemed to be financially clear of a Club if, up to the time of leaving the Club, they have paid their annual subscription, special levies in the nature of subscription, wicket fees, and any penalty validly imposed by the Club in accordance with the rules thereof.

(d) A penalty of 6 points per match will be imposed on the team for each match played before written financial clearance has been obtained.

(e) A player wishing to play in an additional competition controlled by another Association affiliated with Queensland Cricket must complete a Dual Affiliation Form which is lodged with his ‘Primary’ Association or Club. The player’s ‘Primary’ affiliate has first call on the player’s services for representative selection.

7 Grading of players (a) The Senior Committee in its discretion shall have power at any time through the

season to grade any player and that player must not play in a grade lower than what he is graded.

(b) Any player must not play in a lower grade unless permission is first obtained from the Senior Committee if they have:

(i) an aggregate of more than 200 runs, in a grade; and/or

(ii) taken more than 15 wickets, in a grade.

(c) In any season, “Open” representative players will not play any lower (during that season) other than Reserve Grade, unless permission has been obtained from the Senior Committee.

(d) The Senior Committee may refuse permission to any player to play in Reserve, Third or Fourth Grade who is, or was at any time, a player in a higher grade in the TCI fixtures, or to anyone who has not played in the TCI fixtures, but whose performances or other qualifications appear to the Senior Committee to fit that person for a higher grade.

(e) Any club may demote any of its players who have played in a higher grade to the next grade, provided that no player shall play in a grade two (2) lower than a grade in which he shall have played until he has completed an intervening match in the intermediate grade, unless permission is first obtained from the Senior Committee.

(f) In the event of a washout in the intervening match/round, a correctly submitted team list in the MyCricket database will qualify as having played.

(g) Playing Condition 7 (e) will not apply to players that normally play in a lower grade who have been promoted to the higher grade in order to fill a team on NQCA representative weekends.

(h) A player referred to in Playing Condition 7(e) must only be selected in a lower grade fixture commencing on the same weekend as the intervening is completed, if the lower grade match was scheduled in accordance with the draw to commence on that same week end.

Explanatory Note

Under the current competition format, Third grade matches are played on Sundays. Weather conditions from time to time may force the abandonment of day 1 of a 2 day fixture, thus making the Third grade fixture a 1 day game on day 2.

The purpose of Playing Condition 7.3, 7.f is to prevent a Club selecting a higher graded player to play in the lower graded fixture in these circumstances, when the said player was not eligible to play on day 1 of the fixture.

(i) A club may also seek to have a player nominated in any grade during the season, where the player had played their last game of the previous season in 2 or more grades higher than the grade in which the club is now proposing to nominate the player.

Explanatory Note

For example, a club and/or player(s) currently playing Reserve grade decide that he/they want(s) to play Fourth grade next season for whatever reason, then the club and/or player(s) will be granted permission. Such player(s) will not be eligible to play in a grade which is 2 grades and higher than the grade for which they have been granted permission to play in. team fields an ineligible player(s), a penalty of 6 competition points will be imposed for that match.

8 List of fixtures (a) The Senior Committee shall determine upon what grounds Competition Matches

shall be played, and no alteration of either fixture or ground therefore shall be made except by the Senior Committee.

(i) Applications made to the Senior Committee for alterations must be supported by all teams involved and the groundsmen/ground authorities affected.

(ii) Applications must be made to the Senior Committee prior to the proposed alteration. If the application is successful, teams involved will be responsible for any additional costs.

(iii) Approved alterations will come into effect when the official draw has been updated by the Registrar.

(b) The ground, allocated by the Senior Committee, may not be changed while a match is in progress.

9 Fitness of ground Law 2.7.1 shall apply, except that

(a) Prior to the start of play on any scheduled match day (or the first day of a match scheduled with consecutive match days), the decision regarding the fitness of a ground and/or wicket for play, and/or possibility of play not taking place on such grounds owing to weather conditions shall be in the hands of the ground authority.

(b) If the Ground Authority assesses that there is no possibility of play this information shall forthwith be conveyed to the Townsville Cricket Umpires Association and the Chair of the appropriate Game Administration Committee.

(c) When play is cancelled before the day of a match, any home club who fails to contact the Townsville Cricket Umpires Association to advise of the cancellation shall pay the umpires’ fee payable in respect to that day.

(d) At any time after the start of play on the day of a match, it is solely for the umpires together to decide whether either conditions of ground, weather or light or exceptional circumstances mean that it would be dangerous or unreasonable for play to take place.

(e) On occasions where a ground is unfit for play and there is an available unused ground that is fit for play, the Senior Committee Chairperson can authorise a change of ground before the start of the match, provided that there is no disadvantage to other teams in the same grade for that round.

Explanatory Note

“No disadvantage to other teams in the same grade” would mean that all other scheduled matches for the round went ahead. If more fields were unfit for play than there were available alternate fields then the change of ground would not be approved.

(e) In all competition matches, including Semi-finals and Finals, if the ground is under their control, it is the host Club’s obligation to ensure:

(i) that the wicket has been properly prepared in accordance with the laws of cricket and these Playing Conditions;

(ii) that appropriate arrangements have been made so that ground staff are available at the grounds for the preparation and repair of the wicket prior to and up to the commencement of play on each scheduled day of play.

(f) If in the opinion of the Umpire, a Club fails to adequately prepare or protect its wicket block or grounds for a scheduled match in any senior grade, the Umpire shall report the breach to the Secretary of TCI who will refer it to the Chair of the Senior Committee.

(g) Any breach of this Playing Condition will be dealt with at the discretion of the Senior Committee which may impose any action it deems appropriate.

(i) The guideline penalty in a situation where the match is abandoned is that the home team shall forfeit all match points and affected away team(s) shall receive 3 points plus the average incentive points for the round received by teams in the same grade participating in matches that were not abandoned.

Note: Refer also to One Day Playing Conditions and Twenty20 Playing Conditions for outfield markings relating to Fielding Restriction Overs and pitch markings for wide deliveries.

10 Approved balls (a) Men’s Competitions

(i) A Grade Balls shall be four [4] piece red leather.

(ii) The weight of the ball shall be 156g.

(iii) All other Grades, including Twenty20 day matches, balls shall be two [2] piece red leather. Twenty20 night matches shall be two [2] piece white or pink leather.

(iv) The weight of the ball shall be 156g.

(b) Women’s Competitions

(i) A Grade Balls shall be two [2] piece red leather.

(ii) The weight of the ball shall be 142g.

(iii) Second Grade Balls shall be two [2] piece red leather.

(iv) The weight of the ball shall be 142g.

(c) the fielding side shall provide a new ball in the first innings of all matches, and a playable ball [in the opinion of the Umpires] in the second innings of any Two Day match. The fielding side may elect to have the use of a new ball at the commencement of the batting side’s second innings of a match.

11 List of teams (a) The two captains shall, before tossing, exchange lists of teams [including player

replacements under Playing Condition 14] selected to play in the match, and complete the Team Lists form and hand to the presiding Umpires.

(b) Team Sheets are required to have clearly indicated the following:

○ (C) Team Captain

○ Players replaced under Playing Condition 14.1 [Representative Players]

○ Players substituted under Playing Condition 14.2 [Unavailable Players]

○ Age of players under the age of nineteen [19] years of age on the thirty first [31] day of August preceding the particular season in which the Competition is played.

(c) No match shall commence unless this procedure has been completed. That having been completed, no alteration shall be made to either team list [including player replacements under Playing Condition 14] without the consent of the opposing captain except in circumstances governed by sections [c], [d] and [e] of Playing Condition 14.

(d) The lists of teams [including player replacements under Playing Condition 14] shall be completed when results of the games are entered in the MyCricket database.

(e) The Umpires, on completion of the Round of Fixtures are to complete the confirmation of match scores and result on the Team Lists form and forward it to the Umpire Coordinator.

12 Minimum number of players (a) A Club shall not commence a match, unless it has a minimum of seven [7] players

[as listed in accordance with Playing Condition 14] in attendance at the time set down for commencement of play. Once play has commenced a Club can continue the match with any number of players not exceeding eleven [11].

(b) If, for any reason, any Club is unable or refuses to proceed with a match at the time set down for commencement of play, both Umpires, prior to acceding to an appeal, shall investigate the matter, and having satisfied themselves that there is no good reason or excuse for the respondent Club not having a minimum of seven [7] players in attendance at the commencement of play, then declare the match lost by the Club unable or refusing to proceed with the match.

(c) The Senior Committee, may on appeal from either Club, investigate the circumstances of the enforced forfeit, and after having heard the Clubs’ and Umpires’ explanations, shall take such action as it deems fit.

13 Failure to field teams (a) Should any Club fail in two consecutive matches, arranged by Townsville Cricket, to

field a team of a minimum number of players in any of the Grades in which it is competing, the matter shall be reported to the Senior Committee who, after having heard the Club’s explanation, shall take such action as it thinks fit.

14 Replacement of players 14.1 Representative players

(a) For the purposes of these Playing Conditions Selectors shall be Selectors appointed by North Queensland Cricket Association, NQ Cricket Alliance, Qld Country Cricket Association and State Selectors shall be the relevant State Selection Committee appointed by the Board of Directors of Queensland Cricket. This Playing Condition is to apply only to the following instances:

○ Representative Players, who are selected by the Zone, Country or State Selectors.

○ Representative Players who are selected for Intrastate and Interstate Queensland State Secondary School Carnivals.

○ An employee of Queensland Cricket, who is required to work.

○ Any coaching staff appointed by Queensland Cricket to a State team.

○ Cricket officials required to attend official business.

(b) Notwithstanding 24.1 [b], a player unavailable for one day of a Club round including Semi Finals and Finals for the reasons outlined in [a] above may be replaced on that day and participate normally on the other day [or days] of the relevant Club fixture including Semi Finals and Finals.

(c) The replacement player may [1] be drawn from a lower grade team or [2] be nominated as a replacement only and not participate in two grades in the same round.

(d) A player involved as a replacement must continue the “not out” innings or complete the over of the player they replace on a subsequent day of play.

(e) Consequential vacancies in lower grade teams must be filled in accordance with paragraph [f].

(f) Captains must list the names of replacement players on the team sheet before the toss except in cases where the player is selected after the commencement of a Club fixture.

(g) A player omitted by Selectors after the commencement of a Club fixture may compete in their normal A Grade Team, on a subsequent day of play. The Senior Committee and the Secretary of the opposing Club must be notified of the consequential replacement[s] by 12 Noon on the Friday following the first day of the match.

(h) Umpires do not have the authority to determine player eligibility.

14.2 Unavailable players This Playing Condition applies in addition to and not in substitution for Playing Condition 14.1

(a) Clubs may select, without application to Townsville Cricket, up to a maximum of two [2] players as replacements on the second day of any two day match.

(b) The player’s names must be listed, along with the names of the replacement players, on the Team List form and handed to the presiding Umpires prior to the toss of the coin.

(c) The replacement player may [1] be drawn from a lower grade team or [2] be nominated as a replacement only and not participate in two grades in the same round.

(d) A replacement player may be demoted two grades only.

(e) A player involved as a replacement must continue the “not out” innings or complete the over of the player he replaces on a subsequent day of play.

(f) This Playing Condition applies to all premiership rounds, as well as Semi Finals and Finals, except that the unavailable player substitute provision will not apply to Semi-

finals and Finals in First Grade and Reserve grade.

(g) In any 2 day match a team may list a maximum of thirteen players, plus representative replacement players as outlined in Playing Condition 14.1. Team lists of 12 or 13 players for abandoned 2 day matches will have only one day’s eligibility for finals qualification attributed to the appropriate number of players named at the bottom of the team list as entered in MyCricket.

Explanatory Notes

● Only 22 finals qualification days are allocated per 2 Day match. If 12 players are named, 2 days will be allocated to the first 10 players and 1 day will be allocated to each of the final two players listed. If 13 players are named, 2 days will be allocated to the first 9 players and 1 day will be allocated to the final four players listed.

● Refer to Playing Condition 34.1 [b] relating to eligibility for Semi Finals and Finals ● Umpires do not have the authority to determine player eligibility.

15 Player’s dress All players must wear proper cricketing attire, which shall consist of either:

(a) traditional cricket clothing, which includes the following:

i. Shirt of the type known as a “Cricket Shirt” of white or cream colour.

ii. Trousers of white or cream colour.

iii. Spiked cricket footwear (half spiked footwear is permissible) for all players in A, Reserve, Third and Fourth Grade matches on grounds with turf pitches. The Junior or Senior Committee may relax this clause on medical grounds.

iv. Caps and hats worn shall be that of the Club. A predominantly white or cream hat or cap may be worn in lieu of a club cap or hat.

v. Undershirts of white, cream or skin colour.

vi. sweater of white or cream colour may be worn in addition to the shirt.

(b) Approved club uniforms, which includes the following:

i. Approved shirts and trousers in the respective Club colours.

ii. All other guidelines about traditional cricket clothing apply.

(c) The Club must first apply and gain approval from Townsville Cricket by providing a written request and a sample of the shirt and or trousers via the Secretary. The size and location of logos (Club Logo, Manufacturers Logo, Commercial Logos: Competition Sponsor, Club Sponsor Logo) on playing apparel also requires approval

from Townsville Cricket.

(d) Where this Playing Condition conflicts with any policy given by Cricket Australia on the matter of wearing apparel, the Cricket Australia policy shall take precedence.

(e) The umpire will report a breach of this Playing Condition to the Secretary of TCI using the ‘Method of Handling Breaches of the Code of Behaviour’ process.

i. With the exception of the wearing of spikes (except for substitute fielders), the umpire will not stop the player from participating in the match for a breach of this Playing Condition.

16 Umpires allocation (a) Umpires for all matches, shall be appointed by the Townsville Cricket Umpires

Association, provided that failure to make such appointment shall not invalidate a match.

(b) TCI may appoint umpires to matches that do not have an TCUA allocated umpire.

(c) Umpires shall be entitled to receive in respect of Grade Competition matches a personal allowance.

(d) Any Club who forfeits or fails to take part in any match without having given one [1] day notice to the Townsville Cricket Umpires Association shall pay the Umpires’ Fee payable in respect of one day of such match.

17 Hours of play (a) The playing season shall commence as soon as practicable after the First [1st]

September each year, or date determined by Townsville Cricket taking into account field availability and existing commitments. The playing hours for each Grade are set out in the following schedule:

eg. Changes in scheduled times may be appropriate to take into account travelling times if matches are played against Charters Towers or other distant locations.

17.1 Changes to hours due to suspension of play (a) If the start of play is delayed, the scheduled intervals shall be delayed by the same

amount of time to a maximum of one hour.

(b) Where play is delayed or interrupted the Umpires will reduce the length of the interval(s) to make up for lost play before rescheduling finish times or recalculating overs in one innings matches.

i. Time lost is less than 10 minutes > No change to intervals.

ii. Time lost is between 10 minutes and 120 Minutes:

(i) Lunch interval reduces to 20 minutes in A and Reserve Grade fixtures;

(ii) Lunch interval reduces to 10 minutes in Third and Fourth Grade fixtures.

(iii) In finals matches with Lunch and Tea intervals, lost time can be made up across both intervals. Minimum time for lunch shall be 20 minutes, and minimum time for tea shall be 10 minutes.

iii. Time lost is more than 120 Minutes > 10 minutes for all intervals, in all grades

(c) Except in Fourth Grade fixture matches, if play is interrupted for any reason other than normal intervals, the playing time on that day, shall be extended by the amount of time lost up to a maximum of one hour (light permitting). In these circumstances, the minimum number of overs to be bowled shall be in accordance with Playing Condition 19.

(d) Up to one hour of playing time lost on day one of a Two Day match can be added to

the playing hours for the next or subsequent day[s] as required. However under no circumstances shall:

i. the next or subsequent day’s play start before the scheduled start time; and

ii. the rescheduled cessation time be extended to more than one hour beyond the cessation time as set in the above Hours of Play.

(e) The words “scheduled cessation time” used hereafter shall also mean any rescheduled time as advised by the umpires in accordance with the above Playing Condition. Play shall be deemed to commence when the Umpire calls “Play”.

(f) In the event of the players being off the field at the original cessation time due to ground, weather or light, play shall cease for the day. If play has been extended beyond the original cessation time, and players leave the field after the original cessation time due to ground, weather or light, play shall cease for the day.

18 Unscheduled one day match (a) In unscheduled one day matches any toss taken on the first day is void and captains

shall toss again prior to commencement of play on the second day.

(b) In all one day matches, scheduled and unscheduled, the One Day Playing Conditions and scheduled hours of play will apply.

(c) Unscheduled one- day matches are played if less than 15 overs are possible on day 1 of a scheduled two-day game.

i. If play is abandoned, no runs or wickets accumulated prior to the abandonment will count towards either Grading (Playing Condition 7). However, the day shall count towards qualification for semi-finals if the team sheet has been submitted correctly as per Playing Condition 24.1(c).

19 Over rates (a)

i. In First Grade, Reserve Grade and Third grade Competition, play shall not cease on any day for the side batting at the start of play (if that side’s innings is not closed) unless a minimum number of overs has been bowled as below. If the innings of the side batting at the start of play is closed, then 19(a)(iv) applies.

ii. The initial minimum number of overs per day shall be:

(i) First & Reserve Grade - 80

(ii) Third Grade - 70

(iii) Semi-finals and Finals - 96

iii. In circumstances where inclement weather and ground conditions cause the scheduled starting time to be delayed, the side batting may receive less than the required number of overs by the cessation time, (provided the batting side is not dismissed).

iv. If the innings of the side batting first has been completed, the side batting second, if it is not dismissed, will be entitled to bat for the bowling of the minimum number of overs calculated at a rate of 3.75 minutes per over to the scheduled cessation of play on the first day, and until a compulsory declaration of their innings (see Playing Condition 19(b)) on the second day.

v. A match must be played out to the scheduled cessation time on the final day unless an outright result is achieved or the fixture has reached the scheduled tea interval on the final day’s play and both captains agree to end the match.

(b) Compulsory Declaration. There will be a compulsory declaration for 2 day matches in First, Reserve and Third Grades.

i. The first innings of the side batting first will be compulsorily closed after 80 overs (70 overs in Third Grade) or at the scheduled cessation time, whichever is later.

ii. The first innings of the side batting second will be compulsorily closed after facing the same number of overs they bowled, or 80 overs (70 overs in Third Grade), whichever is greater.

iii. The team bowling second must bowl the same number of overs that they received, but is only obliged to bowl the maximum number of overs (eg 80 overs in A & Reserve Grade) before the scheduled cessation time. Any extra overs can be bowled after the scheduled cessation time.

Explanatory note

If the team bowling first bowls many overs of spin, they may bowl 84 overs in their innings before the scheduled cessation time. When it is their turn to bat, the team bowling second is obliged to also bowl 84 overs in the innings. However, TCI only expects teams to bowl 80 overs by the scheduled cessation time. The team bowling second can bowl the extra 4 overs after the scheduled cessation time, and not face any penalties for slow over rates.

iv. Should play in the first innings be delayed or interrupted so that less than 80 overs (70 overs in Third Grade) are possible on the first day, the Compulsory Declaration over should be recalculated so that both teams have the opportunity of batting for the same amount of overs. This may mean the team batting first continues their innings on the second day.

The number of overs each side will receive will be determined by the formula ½ (X + Y- 3): where X is the number of overs bowled on the first day’s play and Y is the scheduled number of overs required to be bowled for that day i.e. A Grade & Reserve Grade 80 overs. The deduction of 3 overs is the allowance for the change of innings in two day matches.

v. In the event of interruption to play, if the side batting second fails to receive their full complement of overs and are not dismissed, the game will be declared a draw.

(c) When an innings ends and a new innings is to start before the scheduled cessation time, the minimum number of overs shall be calculated at the rate of 1 over for each complete 3.75 minutes of the time remaining.

(d) If there are losses of playing time the initial minimum number of overs shall be reduced at the rate of 1 over for each complete 3.75 minutes of the aggregate time lost which shall be assessed as follows: Actual time

i. For a player leaving the field due to serious injury

ii. For interruptions caused by unfit ground, weather or light conditions

(e) No reduction of minimum overs shall be allowed for drinks intervals or players injuries where these occur during any of the minimum overs which commence after the scheduled cessation time.

(f) The Umpires shall be responsible for determining minimum overs to be bowled and shall inform the fielding captain and the batting captain and scorers of the number of overs.

(g) Should the minimum number of overs not be bowled by the scheduled cessation time, a penalty of 0.25 premiership points shall be applied to each of those overs not commenced at the scheduled cessation time except any of the overs:

i. which remain when the innings of the batting side is terminated;

ii. which remain when play is abandoned or the match is completed before the scheduled cessation time due to ground, weather, light conditions or an outright result and

iii. which the umpires consider would have been commenced but for circumstances of an extenuating nature.

Note:

When an innings ends and a new innings is to start, prior to the scheduled cessation time and the playing time remaining on the day is two hours or less, “circumstances of an extenuating nature” shall include the taking of wickets during the playing time before the scheduled cessation time, and the umpires shall make allowances for such extenuating circumstances, at the rate of three [3] minutes per wicket taken prior to the scheduled cessation time.

(h) The umpires shall notify the captains and scorers of any penalties immediately following the completion of each day’s play.

(i) Fractions are to be ignored in all calculations re number of overs.

(j) Clubs can appeal the penalty to the Senior Committee by writing to the Chair of the Senior Committee, supplying both the Captains and Umpires reports from the match, within 48 hours of being notified of the penalty. Late appeals will not be considered.

(k) Should a dispute remain after the appeal to the Senior Committee, the club and/or Townsville Cricket Umpires Association can request a resolution process through Playing Playing Condition 28.2 – Disputes referred.

(l) When a penalty is to apply, the Chair of the Senior Committee shall advise the Registrar in writing to apply the penalty to the club’s points tally in MyCricket. The Chair will also notify the Senior Delegate for the club and the Secretary of the Townsville Cricket Umpires Association of the application of the penalty.

20 Youth Pace Bowling Guidelines (a) The Cricket Australia Youth Pace Bowling Guidelines shall apply in all Townsville

Cricket competitions. These guidelines are detailed at

(b) For the purpose of this Playing Condition, a player’s status shall be determined by his/her age on the thirty first [31] day of August in the season in which the competition is played. That is a player who is eighteen [18] on the thirty first day of August shall be deemed to be under nineteen for the duration of that season. These restrictions apply equally to male and female players.

(c) Youth pace bowlers should be limited to a maximum number of overs per spell, and after a minimum break, bowl up to a maximum number of overs per day.

(d) The maximum number of overs per spell and per day varies for different age groups

(e) A bowler who has bowled a spell of less than maximum overs per spell may resume bowling prior to the completion of the necessary break as defined in 20(f), but this will be considered an extension of the same spell, and the maximum limit of overs for the spell will still apply.

Following the completion of the spell, the normal break between spells will apply - the break within the spell is disregarded.

(f) Rest between spells should be the same number of overs from the same end as the completed spell. The break between spells could include the lunch or tea breaks, but not drinks intervals.

Note:

A tea break of 30 minutes is the equivalent of 8 overs, or 4 overs from each end. An Under 19 bowler who bowled a 7 over spell prior to tea could return to bowling after waiting another 6 overs after tea. The 7 over rest break would consist of the 4 overs from one end during the tea break, and 3 overs from the same end during the next session.

(g) It is the responsibility of the fielding captain to ensure that this policy is upheld.

(h) Umpires shall monitor the overs bowled by players.

(i) In the event of a bowler attempting to bowl more than the permitted quota of overs relevant to their age group, the umpire[s] should advise the captain and/or coach that the recommended number of overs has been bowled and of the consequences of permitting the bowler to continue.

(j) Should the bowler continue to bowl and exceed the relevant quota, the umpire[s] shall report the matter to the Secretary of Townsville Cricket Inc. Umpires have no power to suspend a player who breaches this policy from bowling.

(k) Townsville Cricket may ask the club to explain their actions with regards to breaching the policy and choose to impose any penalty they see fit.

21 Match reports and Scoring (a) Each Club, for competition matches in all Grades, shall enter the result of the games,

the full names of the selected players from their own teams, and the full scorecards for their own teams, into MyCricket before:

i. 9pm on the Sunday (A-Grade),

ii. 9pm on the following Tuesday ( Reserve Grade) or

iii. 9pm on Wednesday (3rd & 4th Grade) following completion of each weekend.

(b) Failure to do so without prior agreement with the Registrar will result in the forfeit of:

i. 1st offence - two match points,

ii. 2nd offence - four match points,

iii. 3rd and subsequent offences – 6 match points,

...for the round for the team(s) concerned, and will also result in the team lists being ineligible for finals qualification purposes, and the player performances being ineligible for qualification for Townsville Cricket awards. Player performances will still count towards grading of players (Section 8).

(c) Clubs are to submit Umpires reports into MyCricket by the times listed in (a) for their grade.

(d) In respect of all Competition Fixtures, for teams receiving a forfeit or a bye, an entry of the result on the database is required before: 9pm on the Wednesday (A & Reserve Grade) or Thursday (3rd & 4th Grade), listing the result of the match, and the names of the selected players. Failure to do so without prior agreement with the Senior Registrar will result in the team list being ineligible for finals qualification purposes.

(e) Teams can use an electronic scoring system such as the MyCricket Live Score app if they:

i. provide a paper scorebook as a backup

ii. supply a scorer trained in using the app for the entire match

22 Points (a) The Senior Committee shall arrange for a competition program for each Grade at the

beginning of each season. Any team entering the competition after the start of the season shall be allocated points equal to the lowest team in the respective grade at that time.

(b) The points gained in all forms of competition (excluding Twenty20 competitions) will count towards final placing in Premiership competitions for determining Semi Finalists.

(c) Match points shall be allotted as follows:

(d) The result of a match shall be a tie on first innings when the scores are equal at the conclusion of the first innings, but only if the side batting second has completed its first innings by loss of all wickets or a declaration, or stumps has been reached on the second day and the side has received the full minimum overs required as per Playing Condition 27.

22.2 Bonus and Incentive points (a) Incentive points shall be allotted in addition to the above match points as follows:

i. Two Day Matches (Applying to both First and Second Innings) and One Day matches in Third and Fourth Grades: .20 incentive points for each wicket taken .01 incentive points for each run scored

ii. In the event of any matches (Two Day or One Day), in any Grade being abandoned, the teams participating in the abandoned games will receive 3 points plus the average incentive points received by the teams participating in the games that were not abandoned.

(b) Bonus points (see Playing Condition 39.2) will be awarded in all scheduled and unscheduled One Day matches in A and Reserve Grades.

(c) No bonus or incentive points will be awarded for Twenty20 matches

(d) For the purpose of computing bowling points in One Day matches, bowling sides shall receive the appropriate points in respect of players absent from the batting side when all other wickets have fallen, however bowling points shall not be credited in respect of a batsman who has retired through illness, injury or some other unavoidable cause.

(e) In Two Day matches the captain of the batting side can declare his side’s innings closed at any time as per Law 15 of the Laws of Cricket (this includes on the fall of the final wicket before absent players are due to bat). In this case bowling points will only be awarded for wickets that have fallen.

22.3 Forfeits (a) Any team on receiving a forfeit in a match shall be awarded the maximum number of

points [match, bonus and incentive] gained by any team in the same grade in the same round of matches.

(b) A team which forfeits a match does not receive any points.

(c) A Club which is obliged to forfeit a match shall forfeit its match in fourth grade first.

(d) If a Club forfeits a match in any Grade higher the Club shall not receive any points for that round in the Grade in which the forfeit occurred, and in the Grade or Grades below the Grade in which the forfeit occurred. A Club forfeiting a match in any Grade shall be further penalised by being charged 100% of the Umpires’ Fees.

(e) Playing Condition 22.3 (a) does not apply to any match [other than a match in which a forfeit occurred] affected by Playing Condition 22.3 (d).

22.4 Ladder position of teams equal in competition points (a) In the event of two or more Teams being equal in competition points, their position

shall be decided by calculating a quotient achieved during the rounds. The quotient is calculated by:

i. Dividing the total number of runs scored by a team by the total number of wickets lost by it;

ii. Dividing the total number of runs scored against a team by the total number of wickets taken by it;

iii. Dividing the former [i] by the latter [ii]

iv. The team having the higher quotient shall be considered to have the better performance.

(b) For the purpose of the calculations a team forfeiting or declaring its innings closed shall be deemed to have lost only the number of wickets that have actually fallen.

TCI Playing Conditions 2017-18 27

23 Club championship (a) The Clubs shall compete in a Club Championship terminating on completion of the

Grade Competition Fixtures exclusive of Semi-finals and Finals.

(b) An additional preliminary final round may be scheduled for the last competition round in Fourth grade. Points for this additional finals round do not count towards the Club Championship, and player performances in that round do not count towards Townsville Cricket awards and qualification for other finals.

(c) Club Championship points are to be determined by multiplying the points secured [including bonus and incentive points] in each of the following competitions:

i. A Grade by 4

ii. Reserve Grade by 3

iii. Third Grade by 2

iv. Fourth Grade by 1

(d) In the case of a Club fielding more than one team in any one Grade, the clubs’ highest placed team in the grade is to be counted towards Club Championship points.

(e) In the event of two or more Clubs being equal on points, the Club Championship will be awarded jointly.

24 Semi-finals & finals 24.1 Eligibility

(a) For the purpose of this Playing Condition, the words “Final Match[es]” shall mean Semi-finals and Finals and the word “Fixture[s]” shall mean Grade Competition Fixtures unless otherwise stated.

(b) To be eligible to play in Finals Matches with any Grade, a player must have played at least six qualification days in that Grade and/or any lower Grades for that club during the season

(c) Correctly submitted team lists for washed out / abandoned/ forfeit received/ Bye matches in the MyCricket database will count towards qualification. (Refer to Section 21 Match Reports).

(d) Where a Club has two [2] or more teams in the one Grade, a player must have played at least six days with the team they propose to play with (or in a lower Grade) in the Final Matches.

(e) No player may be demoted more than one Grade from his last Fixture played except

with the approval of the Senior Committee.

(f) Notwithstanding [b] any Club with any consecutive teams in Finals Matches may select any player eligible for the higher Grade in the next lower Grade provided that the number of players so demoted does not exceed two [2] except with the approval of the Senior Committee.

(g) Any player who by virtue of paragraph [f] is eligible to play in a Semi Final Match, and does play, shall automatically become ineligible to participate in the Final Match should the Club’s team in the higher Grade be eliminated from the Final.

24.2 Ground allocations (a) Townsville Cricket Inc. shall allocate the grounds on which Semi-finals and Finals are

played after taking nominations of grounds from the participating clubs.

24.3 Schedule of Finals and hours of play (a) The three leading teams in ‘A’, Reserve and Third Grades will play Finals as follows:

i. No 1 Team proceeds to Grand Final.

ii. Semi Final - No. 2 Team v No. 3 Team – winner to proceed to Grand Final.

(b) The Finals in Fourth Grade will be played as follows:

i. Semi Finals of Team 1 v Team 2 and Team 3 v Team 4.

ii. Winner of Team 1 v Team 2 proceed to the Grand Final.

iii. Loser of Team 1 v Team 2 plays winner of Team 3 v Team 4 in the Preliminary Final.

iv. Winner of Preliminary Final proceeds to Grand Final

(c) The Semi Final and Final will be of two days’ duration for First, Reserve & Third Grades and 35 over one day format for Fourth Grade. The matches will be played under the following scheduled daily playing hours:

24.4 Result (a) A Finals Match cannot be considered completed until:

i. an outright result is achieved or

ii. the fixture has reached the scheduled tea interval on the final day’s play and both captains agree to end the match, or.

iii. in Fourth Grade, a side has won the match on the first innings.

(b) Should a Finals Match not be completed in accordance with (a), the team occupying the higher place at the end of the premiership rounds shall be the winner.

25 Sam Scuderi medal (a) At the conclusion of the match for each Men’s A Grade match, umpires shall award

points which will contribute for the respective medal for that season. Umpires can award up to a total of 6 points for a One Day match with a maximum of 3 points for any one player, and up to a total of 12 points for a Two day match with a maximum of 5 points for any one player. The total available points do not all have to be allocated.

Explanatory Note

There may be situations (eg: an extremely short One Day match in A Grade) where insufficient play has taken place to allow the umpire to assess performances sufficiently to award the full range of points. The range of points that are awarded are at the umpire’s discretion.

(b) Points shall be awarded at the end of the match for all match formats except Twenty20.

(c) The Colt of the Year trophy will be awarded to the leading under 21 player in the Sam Scuderi Medal tally. To qualify, the player must under the age of twenty-one [21] years of age on the thirty first [31] day of August preceding the current season.

(d) Any player suspended for one or more matches under the Code of Behaviour will not be eligible for the Sam Scuderi Medal and Colt of the Year trophy for that season.

26 Dangerous and unfair bowling (Law 41.6) Law 41.6 applies, in addition to which:

(a) A bowler shall be limited to:

(i) two fast short pitched deliveries per over in Two Innings matches in senior grades,

(ii) one fast short pitched delivery per over in One Innings matches in senior grades.

(iii) zero fast short pitched deliveries in junior grades. In junior cricket, a slow ball delivered by a spin bowler which bounces and passes above shoulder height will be exempt from this definition.

27 Player’s conduct (Law 42) (a) Law 42 applies in senior grade matches with TCUA umpires officiating, except that 5

run penalties shall not be awarded.

Note: Law 42 allows 5 run penalties for repeat level 1 offences or first time level 2 offences.

(b) In matches with no TCUA umpires officiating, only Law 42.5 ‘Level 4 offences and action by umpires’ shall apply.

Note: Law 42.5 allows players to be ‘sent off’ for high level misconduct. In matches with no umpires, the captains have responsibility for the umpire’s role. Should a player commit a level 4 offence, that player’s captain is expected to withdraw the player from the match. However, a captain is not expected to have the knowledge or skill to implement the actions by umpires for level 1 to 3 offences.

(c) The Code of Behaviour and ancillary Codes and Policies are set out in the Appendices to these Playing Conditions.

28 Penalty to players/officials/clubs (a) Should any player or official commit any breach of these Playing Conditions, the

Code of Behaviour or the ancillary Codes and Policies, a Conducts Commissioner or the Conducts and Appeals Committee may impose a sanction at its discretion.

(b) Should any Club commit any breach of these Playing Conditions, a Conducts Commissioner may impose a sanction on the club at its discretion.

TCI Playing Conditions 2017-18 31

28.1 Scope of penalties (a) Penalties imposed by a Conducts Commissioner or a Conducts and Appeals

Committee are deemed to pertain to all cricket matches and competitions conducted or participated in by TCI and any of its affiliates for the duration of the penalty.

(b) Players suspended for breaches of the TCI Code of Behaviour are also deemed to be suspended from all matches and competitions conducted, under the jurisdiction of or participated in by Queensland Cricket and any of its affiliates for the duration of the penalty.

28.2 Disputes referred (a) Any protest from a Club, or any matter of dispute between Clubs, shall be

adjudicated upon by a Conduct Commissioner after all Clubs concerned have been notified of such protest or dispute and have had the opportunity of making written representations thereon, provided that no such protest or dispute shall be considered by the Senior Committee unless lodged with the Secretary of TCI within seven [7] days after the matter in question arose, provided that in all cases in dispute any player or Club may appeal to the Townsville Cricket Conducts and Appeals Committee within fourteen [14] days of the date of the Senior Committee decision and its decision thereof shall be final.

(b) In relation to all appeals to the Townsville Cricket Conducts and Appeals Committee from any decision of the Senior Committee under this Playing Condition, the process identified under the Appeals Playing Condition shall apply.

29 Senior Committee powers (a) In the event of a breach of the Playing Conditions governing Senior Competition

matches and/or in respect of any action, or decision taken, made or implemented by any Club, player, official or other representatives of the Club by, through or in connection with any Grade Competition match which in the opinion of the Senior Committee, constitutes action detrimental to the game or the spirit of the game, the Senior Committee may report the Club to a Conducts Commissioner or Conducts and Appeals Committee for adjudication.

(b) Without limiting the generality of paragraph [a] above, the penalty may include any of, or any combination of, the following:

i. forfeiture of the Match, Bonus and/or Incentive Points gained by the Club in the particular competition match or matches;

ii. in the event of a Semi Final or Final, forfeiture of the match;

iii. a monetary penalty.

30 Alterations to Playing Conditions (a) No existing Playing Condition shall be appealed or altered nor shall any new Playing

Condition be added without the concurrence of a majority of the persons then present and entitled to vote and voting at a meeting of the Senior Committee. If necessary the Chairman of the meeting shall have the casting vote.

31 Duration of matches One Day Competition Matches shall be of one day's scheduled duration. The matches will consist of one innings per side and each innings will be limited to the number of six-ball overs specified below:

(b) The provisions of Law 11.8 shall be strictly observed except that under conditions of extreme heat the Umpires may permit extra intervals for drinks.

(c) An individual player may be given a drink either on the boundary edge or at the fall of a wicket, on the field, provided that no playing time is wasted. No other drinks shall be taken onto the field without the permission of the Umpires.

31.3 Extra time (a) Provision has been made for extra official playing time in the competitions below –

refer to 32.2.1(a) and 32.2.3 for application.

i. First Grade and Reserve Grade Competition - 60 minutes

ii. Third Grade Competition - 30 minutes

iii. Fourth Grade - Nil due to delays or interruptions.

Explanatory note

Some Fourth Grade matches may run over time to allow them to finish where play has been slow. This will result in over rate penalties (see Playing Condition 19 – Over Rates) on the offending team/s. However, if time is lost to rain, injury or other unavoidable delay, the total overs available shall be recalculated rather than any playing time being added.

32 Length of innings 32.1 Uninterrupted matches

(a)

i. A and Reserve Grades:

(i) Each team shall bat for the overs indicated in Playing Condition 31 unless all out earlier or a result has been achieved.

(ii) A team shall not be permitted to declare its innings closed.

(iii) To complete an innings before the scheduled number of overs have

been bowled or a result has been achieved (if not all out) the batsmen at the crease and all players yet to bat have to be “retired out”.

ii. Third and Fourth Grades:

(i) Each team shall bat for the overs indicated in Playing Condition 39.1 unless all out earlier.

(ii) A team shall not be permitted to declare its innings closed

(iii) Play shall continue until the scheduled number of overs has been bowled, even if a result has been achieved.

(iv) To complete an innings before the scheduled number of overs have been bowled (if not all out) the batsmen at the crease and all players yet to bat have to be “retired out”.

(b) If the team fielding first fails to bowl the required number of overs by the scheduled time for cessation of the first session, play shall continue until the required number of overs has been bowled. The interval shall not be extended and the second session shall commence at the scheduled time.

(c) If the team batting first is dismissed in less than the overs indicated in Playing Condition 32, the team batting second shall be entitled to bat for the full amount of overs, (or before, in A and Reserve Grades, if a result has been achieved).

(d) If the team fielding second fails to bowl the full amount of overs by the scheduled cessation time, the hours of play shall be extended until the required number of overs has been bowled. (or before, in A and Reserve Grades, if a result has been achieved).

(e) Penalties shall apply for not bowling the required overs by the scheduled cessation time unless there are extenuating circumstances (as determined by the umpire) (0.25 points per over).

32.2 Delayed or interrupted matches

32.2.1 General

(a) The object shall always be to rearrange the number of overs so that both teams have the opportunity of batting for the same number of overs.

i. A team shall not be permitted to declare its innings closed. To complete an innings before the scheduled number of overs have been bowled or a result has been achieved (if not all out) the batsmen at the crease and all players yet to bat have to be “retired out”.

ii. A minimum number of overs (specified above) have to be bowled to the side batting second to constitute a match.

iii. The calculation of the number of overs to be bowled shall be based on an average rate of 16 overs per hour in the total time available for play.

iv. If a reduction of the number of overs is required, any recalculation must not cause the match to be rescheduled to finish earlier than the original cessation time. This time may be extended to allow for one extra over for both teams to be added if required.

(b) If the team fielding second fails to bowl the required number of overs by the scheduled cessation time, the hours of play shall be extended until the overs have been bowled.

(c) The team batting second shall not bat for a greater number of overs than the first team unless the latter has been all out in less than the agreed number of overs.

(d) Fractions are to be ignored in all calculations regarding the number of overs

32.2.2 Delay or Interruption to the Innings of the Team Batting First

(a) If the number of overs of the team batting first is reduced, a fixed time will be specified for the completion of the first session, as calculated by applying the provisions of Playing Conditions 31.1(c) and 32.2.1(a).

(b) If the team fielding first fails to bowl the required number of overs by the scheduled time for cessation of the first session, play shall continue until the required number of overs has been bowled.

32.2.3 Delay or Interruption to the Innings of the Team Batting Second

(a) If there is a suspension in play during the second innings, the overs shall be reduced at a rate of 16 overs per hour for time lost, except that, when the innings of the team batting first has been completed prior to the scheduled or rescheduled time for the interval between innings, the reduction of overs will not commence until an amount of time equivalent to that by which the second innings started early has elapsed.

33 Restrictions on the placement of fielders (a) At the instant of delivery, there may not be more than 5 fielders on the leg side.

(b) In addition to the restriction contained in 33(a) above, further fielding restrictions shall apply to certain overs in each innings. The nature of such fielding restrictions and the overs during which they shall apply (hereinafter referred to as the Fielding Restriction Overs (FROs)) are set out in the following paragraphs.

(c) The following fielding restrictions shall apply:

i. Two semi circles shall be drawn on the field of play. The semi circles shall have as their centre the middle stump at either end of the pitch. The radius of

each of the semicircles shall be 30 yards (27.43 metres). The semicircle shall be linked by two parallel straight lines drawn on the field. The fielding restriction areas should be marked by continuous painted white lines or ‘dots’ at 5 yard (4.57 metres) intervals, each ‘dot’ to be covered by white plastic or rubber (but not metal) disc measuring 7 inches (18 cm) in diameter. During the Fielding Restriction Overs (as set out below), only the number of fielders set out in the table below shall be permitted outside this fielding restriction area at the instant of delivery.

At the instant of delivery, there may not be more than five fieldsmen on the leg side.

a. For the first block of Fielding Restriction Overs, as set out in 33(f)(i) below, two fielders shall be permitted outside the fielding restriction area at the instant of delivery.

b. For the second and third blocks of Fielding Restriction Overs, as set out in 33(f)(ii) below, three fielders shall be permitted outside the fielding restriction area at the instant of delivery.

Third & Fourth At the instant of delivery, there may not be more than five fieldsmen on the leg side. For the whole match five [5] fieldsmen are permitted to be outside the field restriction marking at the instant of delivery

(d) During the non-Fielding Restriction Overs, no more than 5 fielders shall be permitted outside the fielding restriction area referred to in Playing Condition 33(c) above.(First & Reserve Grades)

(e) Subject to the provisions of 33(k) below, the Fielding Restriction Overs shall apply for the following number of overs:

A and Reserve grade competitions only

(f) 20 overs (18 in Reserve Grade) per innings (in accordance with the table in section 33 (k) below) to be taken as follows:

i. The first 10 overs (8 in Reserve Grade) of the innings shall be Fielding Restriction Overs.

ii. For the remaining second and third block of Fielding Restriction Overs (see table in section 33 (k)), one shall be taken at the discretion of the fielding captain and the other at the discretion of the Batting Captain.

iii. If an uneven number of overs are required for each block of Fielding Restriction Overs, the fielding captain shall have the greater number.

(g) Once a side has nominated a block of Fielding Restriction Overs, the decision cannot

be changed. The umpire who will stand at the bowler’s end for the commencement of a block shall determine which side first made the request for the block.

(h) It shall be the onus of the captain to inform the umpires of their intention to take a block of Fielding Restriction Overs. The umpires shall not ask or remind either captain regarding their option to take a block (except as required 33(i) below). If in the opinion of the umpires neither captain has advised them of their intention to take a block it will be assumed that no block is in effect.

(i) Should either captain choose not to exercise this discretion, the remaining blocks of Fielding Restriction Overs will automatically commence at the latest available point in the innings (e.g. in an uninterrupted innings in A Grade (45 overs per side), at the start of the 36th and 41st overs).

(j) In the event of an infringement of Playing Condition 33, the umpire at the striker’s end shall call and signal No Ball.

(k) In circumstances when the number of overs of the batting team is reduced, the number of Fielding Restriction Overs shall be reduced in accordance with the table below. For the sake of clarity, it should be noted that the table shall apply to both the 1st and 2nd innings of the match.

(l) Where, in an interrupted innings, on resumption the recalculated number of Fielding Restriction Overs (as set out above) is no longer achievable, the actual number of Fielding Restriction Overs for that innings will be the closest achievable whole number (subject to observing 33(m) below).

(m) Each block of Fielding Restriction Overs must commence at the start of an over.

(n) If an innings is interrupted during an over, the status of that over (that is whether it is a Fielding Restriction Over or not) must be retained when the over is completed.

(o) At the commencement of each discretionary block of Fielding Restriction Overs, the umpire shall signal such commencement to the scorers by rotating his arm in a large circle.

34 Number of overs per bowler (a) No bowler shall bowl more than the following amount of overs in an innings.

i. First Grade – 9

ii. Reserve Grade - 8

iii. Thirds and Fourth Grade - 7

(b) In a delayed or interrupted match where the overs are reduced for both teams or for the team bowling second, no bowler may bowl more than one-fifth of the total overs allowed.

(c) Where the total overs are not divisible by 5, one additional over shall be allowed to the maximum number per bowler necessary to make up the balance.

(d) In the event of a bowler breaking down and being unable to complete an over, another bowler will bowl the remaining deliveries. Such part of an over will count as a full over only in so far as each bowler’s limit is concerned.

35 No Ball - free hit after a No Ball (a) The delivery following a No Ball shall be a free hit for whichever batsman is facing it.

If the delivery for the free hit is not a legitimate delivery (any kind of No ball or Wide), then the next delivery will become a free hit for whichever batsman is facing it.

(b) For any free hit, the striker can only be dismissed under the circumstances that apply for a No Ball even if the delivery for the free hit is called a Wide.

(c) Field changes are not permitted for free hit deliveries unless:

i. There is a change of striker, or

ii. The No ball was the result of a fielding restriction breach, in which case the field may be changed only to the extent of correcting the breach.

(d) The umpire will indicate the free hit delivery by (after the No Ball signal) extending one arm straight upwards and moving it in a circular motion.

37 Wide bowling – judging a wide (a) Umpires are instructed to apply a very strict and consistent interpretation in regard to

this Law in order to prevent negative bowling wide of the wicket.

(b) Any off side or leg side delivery that in the opinion of the umpire does not give the batsman a reasonable opportunity to score shall be called a Wide.

(c) As a guide, on the leg side a ball landing clearly outside the leg stump going further away shall be called a Wide.

(d) As a guide, a ball passing the batsman on the off side more than 75cm wide of the off stump shall be called a Wide. Lines shall be drawn from the popping crease to the bowling crease, parallel with the return crease, measured 17 inches (43.18 cm) from the return crease on both sides of the wicket.

38 The result 38.1 Minimum Overs

(a) A result can be achieved only if both teams have had the opportunity of batting for at least 15 overs.

(b) All matches in which both teams have not had an opportunity of batting for a minimum of 15 overs, shall be declared No Result.

38.2 Delayed or Interrupted Matches - Calculation of the Target Score

(a) If, due to suspension of play after the start of the match, the number of overs in the innings of either team has to be revised to a lesser number than originally allotted, then a revised target score (to win) should be set for the number of overs which the team batting second will have the opportunity of facing.

(b) This revised target is to be calculated using Duckworth-Lewis Method (Standard edition) which sets revised targets in rain-interrupted limited-overs matches in accordance with how many overs are left and how many wickets are down when the

interruptions occur.

(c) Captains, scorers or umpires will calculate target scores using the Duckworth-Lewis Calculator in the MyCricket Scorer app for iPhone or Android. Download the app at the links below.

(d) Umpires will calculate the number of overs lost in a particular interruption, and the number of overs left in the innings, according to the Over Rates playing condition. They will then provide these details to the scorers and captains.

(e) Scorers or Captains to use approved App (using stipulated G50 Score) to calculate target score.

(f) The G50 value (average 50-over total) used in calculation will be 200.

(g) Scorers or Captains together to agree to target score and advise umpires

(a) The target score will always be a whole number and one run less will constitute a Tie.

39 Points 39.1 All Matches As per Playing Condition 31.

39.2 Bonus Point (A and Reserve Grade matches only) (a) The team that wins the match and achieves a run rate of 1.25 times that of the

opposition shall be awarded one bonus point; ie. the team shall receive a total of 7 points (6 points for win, 1 bonus point).

(b) The team that wins the match and achieves a run rate of twice that of the opposition shall be awarded an additional 1 bonus point, which is in addition to the bonus point achieved in (a); ie. the team shall receive a total of 8 points (6 points for win, 1 bonus point and 1 additional bonus point).

(c) A team’s run rate will be calculated by reference to the runs scored in an innings divided by the number of overs available.

(d) Where matches are shortened and targets revised using the “Calculation of Target Score” table, bonus run rates and defensive targets are derived as a function of the revised target score and maximum overs.

Note: For the team batting second to gain one bonus point the victory must be achieved within

41.1 Interval between Innings (a) If the innings of the team batting first is completed prior to the scheduled time for the

(b) In circumstances where the side bowling first has not completed the allotted number of overs by the scheduled or re-scheduled cessation time for the first innings, the umpires shall reduce the length of the interval by the amount of time that the first innings overran. The minimum time for the interval will be 10 minutes.

(c) On all occasions where play is delayed or interrupted the Umpires will reduce the length of the Interval to 10 minutes.

41.2 Intervals for Drinks (a) No drinks intervals are permitted.

41.3 Extra Time (a) Extra time shall be permitted to make up for any time lost if it does not interfere with

other scheduled matches or exceed the time available (eg if lights are to be switched off at a set time).

42 Length of innings 42.1 Uninterrupted match

(a) Each team shall bat for 20 overs unless all out earlier.

(b) If the team fielding first fails to bowl the required number of overs by the scheduled time for the cessation of the first innings, play shall continue until the required number of overs has been bowled and Playing Condition 47 (below) shall apply.

(c) If the team batting first is dismissed in less than 20 overs, the team batting second shall be entitled to bat for 20 overs or less if a result has been achieved.

Note: There are no incentive points in T20, wins and net run rate are used to separate teams with the same points)

(d) If the team fielding second fails to bowl 20 overs by the scheduled time for the cessation of the second innings, the hours of play for the match shall, subject to conditions of ground, weather and light, be extended until the required number of overs has been bowled or a result has been achieved and Playing Condition 47 (below) shall apply.

42.2 In a Delayed or Interrupted Match:

42.2.1 Delay or interruptions to the innings of the team batting first.

(a) When playing time has been lost the revised number of further overs to be bowled in the match shall be based on a rate of 3.75 minutes per over in the total remaining time available for play.

(b) When calculating the length of remaining playing time available for the match the duration of the interval between innings will be taken into account.

(c) Should calculations regarding numbers of overs result in a fraction of an over, the fraction shall be ignored. In the event of a suspension occurring in the middle of an over, the number of total overs to be bowled in the match will be calculated as if the over in progress at the time of the interruption had been completed. The innings of the team batting first will continue from the point of the interruption.

(d) The revision of the number of overs should ensure, whenever possible, that both teams have the opportunity to bat for the same number of overs. (Where this is possible, if the total number of overs in the match thereby calculated results in an odd number of total overs in the match, then one over shall be added and the new total divided in half).

(e) The team batting second shall not bat for a greater number of overs than the first team unless the latter completed its innings in less than its allocated overs.

(f) To constitute a match, a minimum of 5 overs has to be bowled to the side batting second, subject to the innings not being completed earlier.

(g) A fixed time will be specified for the commencement of the interval, and also the close of play for the match, by applying a rate of 3.75 minutes per over in respect of each over already bowled and/or scheduled to be bowled in each innings. All relative delays, interruptions in play, and the duration of the interval will be taken into account.

(h) If this calculation produces a close of play time that is earlier than the original time for cessation of play on the final scheduled day for play, then one additional over should be allocated to each team, with the interval and close of play times being recalculated accordingly.

(i) If there is more than one interruption to the innings of the side batting first, the above calculations should always be based on the original scheduled close of play, rather than the rescheduled close resulting from the previous interruption.

(j) If the team fielding first fails to bowl the revised number of overs by the specified time, play shall continue subject to conditions of ground, weather and light until the required number of overs has been bowled or the innings is completed, and Playing Condition 47 shall apply.

i. In all reduced overs matches both teams will be given one over's leeway in addition to any time that the Umpires might allow for stoppages.

ii. Allowances prior to a stoppage are carried forward for the purposes of the application of Playing Condition 57 only - they do not influence the recalculated number of overs or the scheduled close of either innings.

42.2.2 Delay or interruptions to the innings of the team batting second

(a) When playing time has been lost (see above) and, as a result, it is not possible for the team batting second to have the opportunity of receiving its allocated, or revised allocation of overs in the playing time available, the number of overs shall be reduced at a rate of 3.75 minutes per over in respect of the aggregated lost playing time. However, should the innings of the team batting first have been completed prior to the scheduled, or rescheduled time for the commencement of the interval, then any

calculation relating to the revision of overs shall not be effective until an amount of time equivalent to that by which the second innings started early has elapsed.

(b) Should the calculations result in a fraction of an over the fraction shall be ignored. In the event of a suspension occurring in the middle of an over, the number of total overs lost will be calculated as above and the innings of the team batting second will continue from the point of the interruption.

(c) A rescheduled time for the close of play will be fixed by applying a rate of 3.75 minutes per over in respect of each over already bowled and/or re-scheduled to be bowled in the innings. (The timing and duration of all relative delays and interruptions in play with respect to the second innings will be taken into account in specifying this time.) This calculation must not cause the match to finish earlier than the original time for cessation of play on the final scheduled day for play. If required the original time shall be extended to allow for one extra over for the team batting second.

(d) To constitute a match, a minimum of 5 overs have to be bowled to the team batting second subject to the innings not being completed earlier. The team batting second shall not bat for a greater number of overs than the first team unless the latter completed its innings in less than its allocated overs.

(e) If the team fielding second fails to bowl the revised overs by the scheduled or re- scheduled close of play, the hours of play shall be extended subject to conditions of ground, weather and light until the overs have been bowled or a result achieved, and Playing Condition 47 shall apply.

(f) In all reduced overs matches the fielding team will be given one over's leeway in addition to any time that the Umpires might allow for stoppages.

(g) Allowances prior to a stoppage are carried forward for the purposes of the application of Playing Condition 47 only - they do not influence the recalculated number of overs or the scheduled close of play.

42.3 Cancellation of Matches (a) Any match that has not commenced 60 minutes prior to the scheduled finish time

shall be cancelled. Finals match may be rescheduled at the discretion of Townsville Cricket.

43 Restrictions on the placement of fielders (a) At the instant of delivery there shall not be more than five fielders on the leg side.

(b) For the first 6 overs only of each innings, only two fielders are permitted to be outside the fielding restriction circle.

(c) For the remaining overs of each innings only five fielders are permitted to be outside the fielding circle at the instant of delivery.

43.1 Team Batting First (a) In circumstances where the number of overs for the team batting first is reduced, the

number of overs in regard to the restrictions in 43(b) above shall be reduced proportionately in a ratio of 6:20 (30%) in accordance with the table below for that innings only.

(b) Fractions are to be ignored in all calculations re the number of overs. (If on resumption the number of overs for fielding restrictions has already been exceeded this should take effect immediately)

43.2 Team Batting Second (a) Where the number of overs for the team batting second is reduced the aim will be to

maintain the restrictions in 43(b) and 43(c) for the same proportion of the second innings that they were maintained for the first innings (fractions to be ignored)

44 Number of overs per bowler (a) No bowler may bowl more than four overs

(b) In a delayed start or interrupted match, where the overs are reduced for both sides or for the side bowling second, no bowler may bowl more than one-fifth of the total overs allowed (unless such a number has been exceeded before the interruption), except that where the total overs are not divisible by five, an additional over shall be allowed to the minimum number of bowlers necessary to make up the balance. - e.g. after 8 overs, rain interrupts play and the innings is reduced to 12 overs. Both opening bowlers have bowled 4 overs. Two bowlers can bowl 3 overs and three bowlers can bowl 2 overs. Bowlers 1 and 2 have already exceeded this limit. They

count as the two bowlers who were allowed the extra over (3 as opposed to 2) and so any other bowlers are limited to 2 overs.

(c) When an interruption occurs mid-over and on resumption the bowler has exceeded the new maximum allocation, they will be allowed to finish the incomplete over.

(d) In the event of a bowler breaking down and being unable to complete an over, the remaining balls will be bowled by another bowler. Such part of an over will count as a full over only in so far as each bowler's limit is concerned.

45 No ball penalty (a) Law 21.15 will apply.

(b) One Day playing condition 35 ‘No Ball - Free Hit After a No Ball’ applies

46 Timed out (a) Law 40 will apply except that the incoming batsman must be in position to take guard

or for his partner to be ready to receive the next ball within 1 minute 30 seconds of the fall of the previous wicket. The incoming batsman is expected to be ready to make his way to the wicket immediately a wicket falls.

47 Over-rate penalties (a) All sides are expected to be in position to bowl the first ball of the last of their 20

overs within 1 hr 15 minutes playing time.

(b) In the event of a side failing to do so, the full quota of overs will be completed, and the batting side will be credited with 6 runs for every whole over that has not been bowled by the scheduled or rescheduled cessation time. This will apply to both innings of the match.

(c) If the side batting second is credited with runs in this way and this consequently takes their score past that of the side batting first then the match shall be deemed to be won by the side batting second.

(d) All penalties in this regard will be imposed immediately the ball first becomes dead after the scheduled or re-scheduled cessation time for the innings.

(e) If the innings is terminated before the scheduled or re-scheduled cut-off time, no over-rate penalty shall apply. If the innings is interrupted, the over-rate penalty will apply based on the re-scheduled cessation time for that innings

(f) The Umpire shall inform the fielding team Captain when taking the field for the first time and on every subsequent occasion if play is interrupted by the weather, the scheduled cessation time for that innings. The Umpire at the bowler's end will inform the fielding Captain, the batsman and his fellow Umpire of any time allowances as

and when they arise. (This matter will not be subject to retrospective negotiation).

(g) In addition, in all reduced overs matches, the fielding team will be given one over's leeway.

(h) Over-rate penalties apply only to innings of 10 overs or more duration. In innings of less than 10 overs duration, Umpires shall apply the penalty run Laws for time wasting especially strictly. This is the only penalty for a slow over-rate.

48 The result 48.1 Minimum overs

(a) A result can be achieved only if both teams have had the opportunity of batting for at least 5 overs.

(b) All matches in which both teams have not had an opportunity of batting for a minimum of 5 overs, shall be declared No Result.

48.2 Delayed or Interrupted Matches - Calculation of the Target Score

(a) See One Day Matches playing condition 38.2 Delayed or Interrupted Matches - Calculation of the Target Score.

48.3 Net Run Rate (a) A team’s net run rate is calculated by deducting from the average runs per over

scored by that team throughout the competition, the average runs per over scored against that team throughout the competition.

(b) In the event of a team being all out in less than its full quota of overs, the calculation of its net run rate shall be based on the full quota of overs to which it would have been entitled and not on the number of overs in which the team was dismissed.

(c) Only those matches where results are achieved will count for the purpose of net run rate calculations.

○ Where a match is abandoned, but a result is achieved the “Calculation of Target Score” table, for net run rate purposes Team 1 will be accredited with Team 2’s Par Score on abandonment off the same number of overs faced by Team 2.

○ Where a match is concluded but with the ‘Calculation of Target Score” table having been applied at an earlier point in the match, Team 1 will be accredited with 1 run less than the final Target Score for Team 2 off the total number of overs allocated to Team 2 to reach the target.

49 Finals 49.1 Qualifying for finals

(a) In the A Grade competition, the three leading teams will play Semi Final and Grand Final as follows:

i. No 1 Team proceeds to Grand Final.

ii. Semi Final - No. 2 Team v No. 3 Team – winner to proceed to Grand Final.

(b) In competitions with two pools of teams, the top 2 teams in each shall play Semi Finals as follows:

i. No. 1 team in Pool A plays No. 2 team in Pool B

ii. No. 1 team in Pool B plays No. 2 team in Pool A

iii. Winners proceed to Grand Final

(c) In the event of the teams finishing on equal points, the right to play in Finals will be determined by the most wins in the preliminary matches or, if still equal, the higher net run rate in the preliminary matches (see Playing Condition 48.3). In a match declared no result, run rate is not applicable.

49.2 Ties in finals (a) If there is a tie in a Final, the teams competing in the Final shall compete in a One1

Eliminator to determine the winner.

i. Each team shall select three (3) Batsman and One (1) bowler.

ii. The selected players are given to the umpires in writing.

iii. Each teams over is played with the same fielding restrictions as those that are in place for the last over of a normal Twenty20 match.

iv. The Same ball (or a ball of similar age) as used at the end of the team’s innings shall be used for the extra over.

v. The loss of two wickets in the over ends the teams one over innings.

vi. In the event the teams having the same score after the One1 Eliminator has been completed, the team that hit the most number of sixes combined from its two innings shall be the winner.

vii. If the number of sixes hit by both teams is equal, then the team that hit the most number of fours and sixes in both innings combined shall be the winner.

viii. In the event the result is still a tie, the One1 Eliminator, shall be repeated until

a winner is obtained.

49.3 No result in a final (a) Should play be abandoned or a result not achieved, the team finishing with the

highest points or if still equal, the best net run rate on top of the points table at the end of the preliminary matches shall be declared the winner.
