ADVANCED CONTROLS OVERVIEW 1 Safety Considerations
1. All Operating Companies Safety and Health Manuals shall be followed at all times.
2. The Southern Company Generation Clearance Procedure shall be followed at all times.
3. A thorough Job Safety Briefing (JSB) shall be completed before beginning work.
4. Employees should always use the proper (Personal Protection Equipment) PPE for the task they are performing.
5. Personnel must observe standard safety precautions when working around or with pressurized piping systems.
6. When using the JBR Vessel System hose stations, personnel must wear protective eyewear at all times. The aim and discharge of pressurized water toward solid surfaces may dislodge dirt or other foreign material into the surrounding environment at a high rate of velocity.
7. Personnel must be aware that many components of the JBR Vessel System are maintained in an automatic mode of operation. The equipment may start at any time without warning.
8. Personnel should remain clear of all rotating machinery, whether operating or in standby, at all times during unit operation.
9. Rotating machinery must never be placed in service without the appropriate equipment guards in place.
10. No attempt should be made to bypass or eliminate equipment safety interlocks. Doing so could result in equipment damage and possible injury to plant personnel.
11. Follow proper Confined Space Entry Procedures when entering confined spaces.
12. When employees are performing work on or associated with exposed lines or equipment energized at 50 volts or more, persons trained in First Aid including Cardiopulmonary Resuscitation (CPR), shall be available within 4 minutes per OSHA 1910.269 requirements.

3 Controls Description
The following subsections contain narrative interpretations of the DCS Logic and controls associated with the JBR Vessel System including alarms, permissives, interlocks, trips, and equipment modes of operation.
3.1 Terms and Definitions
1. Mode
A MODE is a defined set of operating conditions (recipe, sequence, automatic start/stop, interlocks) that controls a group of items of the process. A MODE is used to reduce/simplify operator interaction and/or optimize control of the process.
2. Interlock
An INTERLOCK is a condition that stops an item of the process from running regardless of the DCS mode of control (Auto/Manual status) or Operator intervention. An Interlock is used to reduce risk to personnel, avoid damage to equipment in the plant, or stop a release of material into the environment. An Interlock may also be used to stop-close an item of the process based on the action of another item of the process.
3. Permissive
A PERMISSIVE is a condition that must be met in order for an item of the process to start regardless of the DCS mode of control (Auto/Manual status) or Operator intervention. A Permissive is used to reduce risk to personnel, avoid damage to equipment in the plant, or stop a release of material into the environment. A Permissive may also be used to start-open an item of the process based on the action of another item of the process.
4. Alarm
An ALARM is a condition that notifies the operator of an unplanned event in the process (i.e., without “Mode” or Operator intervention). An Alarm is used to notify personnel of process upsets, unplanned stop/start of an item of the process, an equipment trip, or a reached limit.

The JBR LEVEL TRANSMITTER AUTO FLUSH function cycles Level Transmitter Auto Flush Valves (WF-XV-5020A, B & C) open and close in a sequence.
The sequence is scheduled to take place six times daily:
1st Flush @ 0100
2nd Flush @ 0500
3rd Flush @ 0900
4th Flush @ 1300
5th Flush @ 1700
6th Flush @ 2100
If a flush valve is in MANUAL it is skipped and the sequence continues
If feedback OPEN for any of the three flush valves is not received in a 24 hour period, an alarm is annunciated

JBR MIST ELIMINATOR WASH cycles 10 Upper Mist Eliminator and 10 Lower Mist Eliminator wash valves open and close in a sequence
The sequence is scheduled to start every eight hours beginning at 0001
Each valve is opened in sequence every 20 minutes for 90 seconds. The cycle begins with Lower Mist Eliminator valves followed by Upper Mist Elimininator valves providing permissives are met
If permissives are not met, wash sequence is prevented with the exception of the last wash of the day (e.g. 1600)
Washes are carried out automatically when JBR WASH CONTROL MASTER is active
