Meeting your learners needs is key and with this guide we aim to help you

plan your curriculum looking at a number of areas relating to 16-19 learners.

This guide is best used in association with our Directory of Products and

Services, which you can order online for free at www.ncfe.org.uk. Our

Directory provides qualification information for our entire portfolio of

qualifications and services as well as including information about our

partners who provide a number of resources to support the delivery

of NCFE qualifications. This information can also be found online

What’sFrom September 2013 the `Raising the Participation Age` (RPA) will

come into effect for learners aged 16 to 19. And with this the introduction

of Study Programmes representing a radical change to the way

education and training is provided for these young people.

The aim of Study Programmes is “to maximise the potential of young

people to progress onto higher education and/or skilled employment

by ensuring that vocational routes to higher education and

employment are seen as high quality and a genuine alternative

to academic routes”

This will mean that all 16 to 19-year-olds will be offered high quality

Study Programmes aimed at giving them the best opportunity to move

into further education or employment.

This participation will be counted as learners engaging in one of the following:

Study Programme

The Core Programme

The Education Funding Agency has outlined that the

core programme of study must be made up of one substantial vocational qualification, which should

be at least half of the programmes Guided Learning

Hour (GLH), so 270 GLH and above.

The Study Programme encourages centres to offer qualifications which add

value to the learner’s experience and ultimately make them more employable.

Vocational additionally qualifications which add value for learners have a

key part to play in the Study Programme. We believe that additionalities

provide opportunities to offer added value and essential employability

skills, offering ‘breadth and depth’ of learning as well as giving providers

a way of differentiating their offer in a competitive market place.

Value added vocational additionalities is a strength of NCFE’s portfolio.

For example our Level 3 Sport Award can be used with the Level 3

BTEC in Sport or Sport and Active Leisure, giving learners specific sports

coaching skills which they will take with them to a prospective employer.

Our Level 2 Award for Resort Representatives can be used with

a range of core Travel & Tourism qualifications – this expands the

horizons of learners, possibly introducing an alternative vocational

pathway to them, whilst equipping them with a range of skills which

a potential holiday representative needs.

Our new Computer Games Development Award might fit with IT

or Creative Media student’s core programmes again highlighting to

them potential career paths and, importantly, providing them with

skills in programming and developing computer games.

This additionality is engaging and motivating for learners and has the

potential to differentiate them from the competition in the jobs market.

Foundation

LearningFoundation Learning aims to improve the skills of learners working below level 2,

aged 14 and over, through developing high-quality credit-based qualifications

at Entry Level and Level 1 in the Qualifications and Credit Framework (QCF).

NCFE Foundation Learning qualifications aim is to raise and support

engagement, participation, achievement and progression through Entry

Level and Level 1, which can then lead to higher vocational qualifications

or employment.

The framework of Foundation Learning allows you to create personalised programmes which meet the particular needs, interests and aspirations

of the individual learner. These programmes provide positive opportunities

for progression towards an intended long term destination – to Diplomas,

GCSEs, Apprenticeships or, in some cases to supported employment and/

or independent living.

NCFE Foundation Learning qualifications can offer:

Level 1 which provide introductions to sector specific vocational learning

and provide foundation for progression on to Level 2 programmes.

Entry Level 3 AwardHealth and Fitness

– great introductory programme to learners considering sport as their

vocational area for further study.

Level 1 AwardPreparing to Work in Adult Social Care

– Sector Skills Council (SSC) approved qualification for access to

Adult Social Care (ASC) and used by some centres as a part of a

pre apprenticeship programme.

Level 1 AwardIntroduction to the Travel & Tourism industry

– provides introductory knowledge and skills to the Leisure

Travel & Tourism sector.

Level 1 CertificateCleaning and Support Services – which supports progression onto the intermediate apprenticeship

in cleaning and support services.

Entry Level 3 and Level 1 Awards in Occupational Studies – learners can develop a more ‘hands on’ approach to their learning.

To support the Employability Skills element of the Study Programme NCFE has

developed a range of key qualifications that will prepare learners for the labour

market. These qualifications provide learners with the essential numeracy,

literacy, ICT, vocational and personal skills required by employers.

Not only do these particular qualifications meet the needs of employers

and learners, they can be delivered as part of Entry to Employment, Skills

for Life and Employer-Responsive packages. We’ve looked across all of our

sectors to provide a wide variety of relevant qualifications that will fit

different circumstances, give learners choice and support them through

each step of their work-ready development.

Qualifications can be delivered in a range of settings, for example

online, in the workplace, via distance learning, in a classroom or

college environment.

Traineeships - We have over 130 qualifications to mix

and match from to help create your perfect package!

We think these qualifications lend themselves to work placement and

experience. They can be used to prepare learners for work placement

maybe using Job Search Skills and Presenting yourself units as well as

providing structure for learning and skills development whilst on work

placement (maybe using Health, Safety and Security in the workplace and

‘working in a team’ units). Demonstrating these skill developments will be

a much needed addition to a learner’s vocational skills.

Common Inspection

FrameworkChoosing accredited provision helps to ensure the quality of teaching and

learning and helps to improve the outcomes of your learners as well as

enhancing the overall learner experience. Accreditation also ensures that

outcomes are evidenced properly, which will support both Education Funding

Agency requirements and the Common Inspection Framework – not to

mention the learner and their future progression…

Related to this – the Education Funding Agency has outlined that Tutorial

activity will be funded under the Study Programme. Whilst this does not

have to be accredited, we believe that by accrediting some of your delivery

in this area, you will be strengthening your position when it comes to

demonstrating outcomes for the Education Funding Agency, the Common

Inspection Framework and for the learner’s overall progression.

Tutorial

The Study Programme allows for the funding of Tutorial activity to support

the progression and development of the learners. NCFE has the right mix

of qualifications to promote quality provision within tutorials, support

Common Inspection Framework Objectives and provide learner’s with

demonstrable achievements through the accreditation of a qualification.

The qualifications listed below are portfolio-based, can be contextualised

towards any sector and even better, they’re eligible for funding.

Maths and English – Coming Soon!

NCFE is developing a suite of over 100 different qualifications at levels

1 and 2. This includes single unit Awards to provide the short, bite-sized

chunks of learning designed to help the learner “fill the gaps” in their

skills, knowledge and understanding, and in addition and as an option for

progression, multi-unit Awards and Certificates are themed (for example

Level 1 Award in maths (Using Measurement, Shape and Space) and

incorporate relevant units plus synoptic assessment.

NCFE’s suite of maths and English qualifications will be ready for delivery

September 2013 and we’ll keep you up-to-date with all developments.

NCFE QualificationsNot a problem. We’ll confirm your approval as a new centre within 5

working days of receiving your application (provided you already have

approval to offer qualifications from an awarding organisation recognised

by the qualification regulators).

Becoming Approved to Run

For existing NCFE centres we’ll confirm approval for any additional

qualifications or awards you want to deliver within 5 working days

of receiving your completed notification form.

The application forms are available on our website www.ncfe.org.uk in

the ‘Documents’ section.

We can email or post you a copy too – just get in touch with us and we’ll

arrange this.

You can email your approval forms to [email protected] - you’ll

get an immediate response, letting you know the timescale for the work

being processed.

Bulk Approvals for Qualifications

Where qualifications are part of a suite, we can approve you for the full

suite without you having to tell us each time. As soon as you apply for

approval for one of the qualifications, we’ll automatically approve you for

the rest of that suite. We’ll bulk approve you for qualifications where they:

The NCFE Portal is a secure area of the NCFE website, which allows

centres to register candidates, enter candidates for external assessment
