Changes were introduced to the planning system through the Planning and Compulsory Purchase Act 2004. Consequently, the Council is currently preparing the Local Development Framework (LDF), which will eventually supersede the policies contained in the Eastbourne Borough Plan (2001-2011). As part of the LDF, The Council is preparing a Development Plan Document (DPD) on Affordable Housing and Infrastructure which will outline all the contrubutions required for new developments and take account of the requirements of the emerging Community Infrastructure Levy. Until that document is prepared this leaflet explains where you can find information on developer contributions.

What developer contributions are required? The Council requires new development to contribute towards the delivery of a number of facilities and services for the benefit of the wider community. These include the require-ments set out in the Eastbourne Borough Plan (2001-2011) for:
Affordable housing (Policy HO13)
Outdoor playing space (Policy LCF4)
Flood storage compens-ation (Policy US4)
Public Art (Policy UHT14)
SUPPLEMENTARY PLANNING GUIDANCE (SPG)
The Council has two SPGs which provide explanatory information on the policies for affordable housing and outdoor playspace.
The Eastbourne Borough Plan also states that developer contributions will be required for a number of other infrastructure requirements (Policy IR2). These are detailed in the following SPG and outlined on the right hand side of this page.
When the County Council are consulted on planning applications, they will advise on the appropriate level of developer contri-butions that are required.
EAST SUSSEX COUNTY COUNCIL (ESCC) DEVELOPER CONTRIBUTIONS SPG
The County Council has its own SPG which details the requirements for develop-ments to contribute towards the provision of County Council services and facilities. These include libraries, education, local sustainable accessibility, environment management, waste and recycling.
