1.0 INTRODUCTION Council’s Planning and Development (P&D) Department is the lead agency in the Ipswich Community for managing growth and development in order to create a socially, ecologically and economically sustainable environment that:

• meets the community’s housing needs • integrates land use and transport needs • creates jobs and supports overall economic development • delivers appropriate infrastructure and community services • protects valuable features such as places of culture heritage significance and important

natural environment areas. The department’s core activities include:

• preparing and implementing plans, strategies and policies to ensure integrated and sustainable development outcomes for the City as a whole and within specific local areas

• identifying, protecting and promoting places of cultural heritage significance and streetscape value

• identifying and protecting important natural environment areas through appropriate planning scheme mechanisms and development assessment processes

• maintaining an appropriate and efficient regulatory environment for development assessment and building and plumbing compliance.

The P&D Department’s activities are delivered through its five (5) Branches:-

2.0 DEVELOPMENT ACTIVITY This Development Activity Report profiles the volume and composition of development related activity within the Ipswich Local Government Area for the (April to June) quarter of 2016.

Population Growth Quarterly Growth At June 2016 the population1 of Ipswich City was 196,026 persons, up from 194,596 persons at 31 March 2016 representing an increase of 1,430 persons and an equivalent annual growth rate of 2.94%. This is slightly lower than the 3.23% of the preceding March quarter.

This represents an annual change from the same period last year of 6,137 persons and 3.23 %.

Dwelling Activity Quarterly Growth At 30 June, there were 71,376 dwellings within the City as compared with 70,805 dwellings at 31 March 2016. The June quarter increase was 571 dwellings (equivalent to an annual growth rate of 3.23%) The June 30 2016 number of dwellings represents an increase of 2,465 dwellings over a total of 68,914 dwellings at 30 June 2015 (annual growth rate of 3.57%)

Subdivision Activity New Lot Approvals During the June 2016 quarter Council approved 781 new residential lots. This compares to 459 in the previous March quarter. By comparison, 623 lots were approved in the June quarter 2011. New Lot Creations During the June Quarter Council signed plans creating 1,181 lots. Previous quarter lot creation

totaled 482 for March 2016. By

comparison, 244 lots were approved in the June quarter 2011.

Non-Residential Building Activity

New non residential floor space approved during the June 2016 quarter amounted to 13,936m2 and will be able to accommodate in the order of 227 new employees across all sectors. This quarter most new jobs were created in the Retail sector.

The floor space approved during the June Quarter can broadly be categorised as either Retail, Industrial, Commercial or Other (which includes education). Table 5 – Total approved GFA and attributed job creation

3.0 DEVELOPMENT APPLICATIONS

Planning Applications

335 Development Applications2 were lodged in the June Quarter. This represents an increase from the previous March Quarter of 50 applications representing an 18% increase in over the previous quarter.

Application lodgement numbers over the quarter have increased over the previous March quarter. However, lodgement numbers are 7% lower than the same period last year. Application numbers overall though represent a massive 150% increase over the 5 year period from 2011.

325 Development Applications were assessed and decided in the June Quarter 2016. This represents an increase of 16% over the March Quarter.

During the June Quarter, 49 Applications have been assessed and decided within 5 business days of the application being lodged with Council through the ICC Fast Track Process. This represents a total of approximately 29% of all Development Applications being decided through the Fast Track Process The majority of the applications assessed were identified in the Other Development category which includes Building Works assessable against the Planning Scheme and Advertising Devices.

Pre-lodgement Meetings Formal pre-lodgement meetings provide an opportunity for prospective applicants to seek advice and clarify requirements from Planning Officers. 41 development related formal pre-lodgement meetings were requested and held in the June Quarter. This represents an increase of 7 meetings over the previous March quarter 2016 and a 115% increase compared to the 19 meetings held in the same period last year. This figure is based on formal requests for pre-lodgement meetings and does not capture meetings held once an application is lodged or post approval.

Operational Works Activity The number of open and active construction sites is monitored across the Local Government Area. During the June Quarter the number of active construction sites totalled 85.

Building and Plumbing Applications

A total of $247 Million in Building works was approved during the June Quarter. This

represents a 51% increase from last Quarter up from $163 Million and 24% from the June Quarter 2015 from $200 Million.

Building and Plumbing Inspections A total of 2,571 inspections were undertaken in the June Quarter. This represents an increase of 515 inspections (a 25% increase) from the same quarter last year. 3The data for building applications includes Private Certifier applications in addition to applications decided by Council.

5.0 MAJOR PROJECTS

Planning Scheme and Planning Scheme Policy Amendments During the June Quarter the following Planning Scheme and Planning Scheme Policy amendments were made:

Adoption of one Minor and two Major Amendment packages to the Planning Scheme

incorporating; o Character Listing of Jacaranda Trees at Booval o Major Amendment Package 03/15: Mining Influence Areas Overlay Map, City

Centre, Road Frontage Streetscape and other operational amendment. o Major Amendment Package 04/15 (took effect 25/7/16): removal of the Stables

Residential Investigation Zone in Marburg and replacement with the Rural C (Rural Living) Zone, amendment to provisions for Cottage and Courtyard residential lots and other operational amendments.

Preparation of Planning Development and Heritage Committee Report in relation to Planning Scheme Major Amendment Package 02/16: Mining Influence Areas and Flooding and Urban Catchment Flow Paths Overlay Maps, Planning Scheme Assessment Triggers and other operational amendments.

Amendments to Implementation Guideline 28 – Dispersive Soil Management and Implementation Guideline 30 – Support for 4 to 5 STAR Quality Hotel Developments.

Planning Scheme Policy 3 and Standard Drawings have been amended, providing further clarity and guidance for the design and construction of municipal infrastructure.

Adopted Infrastructure Charges Resolution No. 1 2016 took effect 1 July, 2016 with

indexation of the charges remaining under the State maximum cap.

Review of amendments to DTMR Transport Noise Corridor Mapping for State Controlled

Roads and DTMR Public Passenger Transport Noise Corridor (State Government)

Review and preparation of Planning Development and Heritage Committee Report and

submission on Queensland Government Housing Strategy Discussion Paper

Review and commentary on new Planning Act, 2016 and the associated Parliamentary

Committee Report

South East Queensland Regional Plan (SEQRP) – Attendance at and work associated with

Local Government Working Group

Review of Smart Cities Plan (Australian Government)

Heritage Projects During the June Quarter the following Heritage projects were undertaken:

Rosewood Honour Board restoration and encasement (Anzac Centenary Grant)

20 clients accessed Council’s free Heritage Adviser Service.

Each branch within the Planning and Development Department is committed to ongoing Business Improvement with the following improvements made to operations during the June Quarter:

Engineering and Environment

Increased engineering resources by one Full Time Equivalent (FTE) within the Delivery (Operational Works) team to address increased development activity.

Conducted forum for Decision Ready program and progressing forum outcomes and recommendations.

Addition of a new Master Bond Deed.

Implementation of a new notification process to notify applicants of pending off maintenance and lapsing of Operational Works applications.

Development Planning

Finalised Rural road, park and reserve naming and numbering.

Commenced an electronic lodgement process for road naming requests.

Implemented a new proceedure for Digitising of approved Springfield Building Setback Plans.

Enhancement of existing e-Planning capabilities through the development of an e-Planning Strategy.

Upcoming Major Projects - Next Quarter Various activities will be undertaken Department wide to transition the planning scheme and Development Assessment systems to the new Planning Act. The new Planning Act, 2016 was passed by the Queensland Parliament on 12 May, 2016 and is currently scheduled for commencement in June 2017. In addition to current projects the following activities are scheduled to commence or will be underway during the next Quarter: Strategic Planning Branch

Ipswich City Council Awards for Excellence in Design, Heritage, Environment and Student categories (Nominations close 29 July).

People, Places and Events Heritage Trails.

Preparation of Planning Institute of Australia (PIA) Awards Entry for “Advance Ipswich”.

Planning Scheme and Planning Scheme Policy Major Amendment Package 01/16 – Public Notification: removal of Swanbank Power Station Buffer, amendment to provisions relating to design and siting standards for Single Residential Uses and other operational amendments.

Planning Scheme Major Amendment Package 02/16: Mining Influence Areas and Flooding and Urban Catchment Flow Paths Overlay Maps, Planning Scheme Assessment Triggers and Provisions and other operational amendments – First State Interest Review.

Development Planning Branch

Continuing work on the update to the Council of Mayor’s South East Queensland (CoMSEQ) commitment to Planning Reform, influencing the Leading Practice Framework, feedback on the Current State Analysis, preparation of an Action Plan of forward strategies and work on key actions.

Activity increased across all areas of development information with the largest increase in traffic accessing property information through the Property Search function.
