standards (in Infrastructure SEPP and EP&A Act and Regulation)

• Requires certification by an accredited certifier

BER examples: school halls, 2 storey classrooms

Page 7: Planning

Planning Controls - overview

Development not requiring consent• Does not require a DA• Requires a Review of Environmental

Factors (REF)• The proponent (DET delegated officer)

determines the applicationBER examples: libraries, COLAs over new

playgrounds, replacement classrooms, toilet blocks, admin buildings

Page 8: Planning

To be used as last resort!!

Page 10: Planning

Environmental management of construction

• Required for all works – Environmental Management Plans (EMPs) should reflect project risks and the scale of works

• Your planning approval should give you conditions that will be required for construction of your project

Page 11: Planning

Tips

• The planning approval process is an important step in the critical pathway for project success

• Obtain Section 149 Planning Certificates from Council ASAP

• Use experienced town planners to assist in choosing the right approval pathway and in preparing the assessments and applications required

• Ensure that your construction contractor has prepared a site specific environmental management plan and uses it!
