Introduction and Proposed Work

The Lake County Forestry Department requested $8,790 in Coastal Program funding to plan and design a pavilion building. The pavilion will meet the short and long-term needs of visitors who use the Lake County Demonstration Forest, North Shore State Snowmobile Trail, and the Superior Hiking Trail. The Demonstration Forest Committee will work with a local architect to lead a design charette that will include representatives from DNR Trails and the Superior Hiking Trail Association. The project outcomes will include working drawings, a cost estimate, design layout for the building location and parking area, and identification of potential funding options.

Past efforts at the Lake County Demonstration Forest included the construction of 4.5 miles of hiking trails, construction of two restrooms w/solar powered lights, restoring a depleted gravel pit into a parking area, developing two brochures (Historical Site / Woodland Hiking Tour), developing a Forest Management Plan, placing 24 sitting logs, and installing signs (KIOSK, roadside signs, trail signs, large wooden main sign).

Work Completed and Results

The Pavilion Planning Committee met four times during the grant period (July 30, 2008 – February 6, 2009) and the architect completed the working drawings in December 2008. Listed below are the accomplishments of this project.

1. Assembled a 17-member committee that included representation from the Demonstration Forest Committee, DNR Trails, DNR Forestry, Superior Hiking Trail Association, Two Harbors Snowmobile Club, and the Lake Superior School District.

2. Developed a not-to-exceed services contract with Wayne Dahlberg, BDP Architects.

3. Our first Pavilion Planning Committee meeting was held on August 27th and we made good progress on brainstorming ideas for the new pavilion.

4. The second Pavilion Planning Committee meeting was held on September 30th. Our architect, Wayne Dahlberg, unveiled the first concept plan for the Demonstration Forest Pavilion. Based on the responses from committee members and the discussion that followed, Wayne hit a home-run with this design. He incorporated all of the ideas generated from our first meeting and added a number of additional design elements to make the pavilion attractive, functional for small groups and large groups, and useful year-round. At our October 15th meeting we will review the revised concept plan and discuss potential funding sources.

5. The Lake County Extension Committee toured the site on September 16th and thoroughly enjoyed their visit. They appreciated the infrastructure completed to-date (trails, restrooms, KIOSK, sitting logs, brochures) and look forward to the new pavilion.

6. Wrote a newsletter article on the Demonstration Forest for the Lake Superior School District Newsletter (January 2009 issue) that included information on the current pavilion planning project.

7. The Pavilion Planning Committee met on October 15th and October 30th to continue planning and designing the proposed pavilion. Our architect, Wayne Dahlberg, fine-tuned the pavilion plans further. The estimated cost is $167,500 and we have begun researching funding options. Potential funding sources include private donors, businesses and grants.

8. The “Two-Minute Tour” of the Demonstration Forest was broadcast on October 9th and 12th on PBS Channel 8. This program highlighted the features of the Demonstration Forest including the pavilion that was in the planning stages.

Conclusions

This completed project has resulted in construction-ready blueprints for use in promoting the project, generating a materials list, and securing construction bids. The Lake County Demonstration Forest Committee plans to pursue funding sources and submit a Coastal Program application as early as December 2009. The planning process brought together a variety of partners and strengthened support for the Lake County Demonstration Forest.

The Pavilion Planning Project has been completed pending receipt of the final plan set. The past three months we have accomplished the following:

1. The PavilionPlaruring Committee met twice - on October 15th and October 30th - to

continue planning and designing the proposed pavilion. Our architect, Wayne Dahlberg, has fme-tuned the pavilion plans. He incorporated all of the ideas generated from our August meeting and added a number of additional design elements to make the pavilion attractive, functional for small groups and large groups, and useful year-round. The estimated cost is $167,000 and we have begun researching funding options. Potential funding sources include private donors, businesses and grants. The Committee will not be submitting a Coastal Grant Application this December due to the lack of match funds but plans to pursue funding sources and submit an application in December 2009. 2. The "Two-Minute Tour" of the Demonstration Forest was broadcast on October 9th and 12th on PBS Charnel 8. This program hightlighted the features of the Demonstration Forest including the pavilion that was in the planning stages.

Good to talk with you today about your participation on the planning committee for the new pavilion. Your representation as President of the snowmobile club will provide a great perspective and will complement the expertise of other individuals on the committee. Other committee members will include the Demonstration Forest Committee, Scott Larson (Commissioner), Tom Peterson (DNR Trails), Gayle Coyer (Superior Hiking Trail), and Penny Juenemann (THHS Teacher). As we discussed, my hope is that our meetings can start at 4 p.m., if possible.

I've attached our coastal program application for your review and will be in contact regarding potential dates for our first meeting. The application details should provide a good background on the proposed project. I've also included a map of the Demonstration Forest for your use. The location of the proposed pavilion will be just east of Point of Interest #1 (east of restrooms and the KIOSK) in an opening formerly used as a log landing. This location will provide ease of access and minimal additional disturbance.

Good News ... We received the signed grant agreement for the Demonstration Forest Pavilion Project so we can begin!

I appreciate each of you volunteering to serve on this important planning committee. Our goal will be to work with our Architect, Wayne Dahlberg, to design a new pavilion at the Demonstration Forest. We have a number of potential user groups represented on the committee so this should result in an excellent design that will meet a variety of needs.

I would like to propose three prospective meeting dates for our first meeting - all with a start time of 4 p.m:

Let me know by Friday, August 15th which dates work for your schedule, then I'll get a meeting notice out to our "team".

The first meeting will be held at the new Lake County Service Center (across from the Courthouse). We'll begin at 4 p.m. with introductions, an overview of the project, and then carpool the members out to the Demonstration Forest to look 'at the physical site. At this meeting we will also determine the frequency and dates of future meetings. Meetings will go from 4 to 5:30 p.m.

Site visit with Wayne Seidel of Lake County Soil, Water, Conservation District on August 19,2008.

Observations and discussions in an effort to get familiar with site prior to the scheduled August 27th meeting with the Planning Committee.

1. The tentative schedule is to have design and estimate completed in 2 mos. (Oct.) with sublTIittal to Coastal Program in November.

2. Pavilion structure is anticipated to be 30' x 40' with some log detailing.

3. There are numerous 18' long Tamarack logs for use on site as benches, etc.

4. There is a possibility that feature logs could be harvested:from site for the main structure.

5. Pavilion features:

• Natural light • Low walls for windbreak, etc. • Storage' • Gathering for visiting gronps and individual users

6.' Some clearing has llappened at the Pavilion site. Additional sdective cutting lnay be req uired.

7. Some discussion of bidding procedures as reasonable fmn numbers will need to be established for graut application.

Greetings!

We had a productive first meeting yesterday but, unfortunately, a number of our members were unable to attend. To help keep everyone "up-to-speed", I've attached the meeting agenda along with our discussion points highlighted in red. Since all of the attendees were familiar with the Demonstration Forest, we did not take a field trip to the site.

We discussed many good ideas and suggestions during the meeting. Wayne Dahlberg, our architect, will be refining these ideas into some concept drawings for review at our next meeting - Tuesday, September 30th @ 4 p.m. - Lake County Service Center.

For those who were unable to attend Wednesday's meeting and would like to visit the Demonstration Forest prior to the September 30th meeting, please call me and we can arrange a field trip. You would have an opportunity to see the location of the proposed pavilion and get a much better "feel" for the site - facilities, setting, work completed to date. h. Tables I Chairs I Benches For seating, benches were preferred because they would be less likely to "walk off" and could be made from the peeled tamarack logs. Picnic tables for eating would also be a welcome addition - potentially made from local materials.

half-high walls? Skylights andlor a vertical clear window near the roof peak were suggested. Unsure if glass is the best idea on the ground level due to potential vandalism/maintenance.

Fall Greetings!

We had an exciting meeting last night where Wayne Dahlberg unveiled the first concept plan for the Demonstration Forest Pavilion. Based on the responses from committee members and the discussion that followed, Wayne hit a home-run with this design. He incorporated all of the ideas generated from our first meeting and added a number of additional design elements to make the pavilion attractive, functional for small groups and large groups, and useful year-round. We provided some additional ideas to tweak the original proposal.

For those unable to attend, I would like to review the concept plans with you at your earliest convenience. We need your input and suggestions prior to· our next meeting - scheduled for Wednesday, October 15th at 4 p.m. At this meeting we will review the revised concept plan and discuss potential funding sources.

Please call me to receive a set of the concept plans.

Finally, don't miss the meeting on October 15th - this will be the final input meeting before we have the working plans developed, a materials list compiled, and a cost estimate developed.

Fall Greetings!

We had a good meeting yesterday and Wayne Dahlberg presented Concept Drawing - Draft #2. Everyone was so enthused with how the plan has come together. The proposed pavilion meets our needs and the additional tweaking that Wayne shared at yesterday's meeting includes a more refined and enclosed small group area, additional walls for both wind protection and structural strength, and additional discussion on materials and construction techniques. If you have not had an opportunity to view the plans, please contact me and I'll get you a set. Belter yet, I'd love to review them with you in person so I can share some of the finer details.

We had much discussion about funding the pavilion project and decided that our next meeting will be devoted to determining if we can come up with the required 50% in match funds to submit a Coastal Application. Wayne will be developing a preliminary cost estimate for our next meeting to help us know the approximate need ... but the rest of us need to explore additional funding opportunities. Please check out potential funding sources and bring information on the application process, funding timeline, etc. to our next meeting. Also, if you are aware of businesses and/or individuals who might want to partner financially on this project, please bring this information to the meeting as well.

Our next meeting will be on Wednesday. October 29th. 4 p.m. in the Split Rock River meeting room.

If you are unable to attend this meeting, please notify me of your continued interest and if you have any leads on potential funding sources.

A big "Thank You" to everyone who provided great ideas for the design of our proposed pavilion. I'm so pleased with how the entire project came together - from the brainstorming sessions to the final plan review ... whew! Wayne Dahlberg has molded our ideas into a practical, highly functional structure that offers so many wonderful features. He will deliver the final working drawings to me by early December and they will be available for anyone to review.

Unfortunately, we do not have the required 50% in match funds to pursue a Coastal Grant for this year. My hope is that we can generate additional interest in the project and pursue funding sources for a future application. Note: A small-scale model might be a useful tool if anyone has a knack to work on something like this during the winter.

Our next meeting was tentatively scheduled for December 2nd and was contingent on us fine-tuning a grant application. Since we will not be submitting an application, the meeting will be cancelled.
