Town Council has sched-uled the budget referendum vote for Tuesday, April 29, 6 a.m. to 8 p.m., at the Plainville fire house.

Budget discussions have been ongoing as the council prepares to bring its budget before the public.

During discussions March 24, Town Council Chair

Katherine Pugliese said that it was important to consider the impact of the economy, unem-ployment, and foreclosures on Plainville citizens.

“The jobs report is not good and it’s not growing,” and this affects Plainville and the council needs to consider that in its budget, Pugilese said.

mat copier scanner, and one pickup truck in roadways. The reductions considered totaled up to a $140,000 in re-ductions from the originally proposed budget.

“The logic behind that list is that we tried to be cogni-zant of things we are com-mitted to,” Pugliese said. The council is committed to five-year lease payments on the

fire truck that was purchased, for example. “We tried to se-lect items that we felt would not materially impact that town’s operation but would get to our goal.”

Concerns were raised by council members about re-

pairing the clock tower, which was found in a state of disre-pair following repairs to the housed clock conducted last year.

The council discussed ad-justing the budget to increase police overtime, which, in the past, has needed additional money transferred from the fund balance account. “We’re not going to take police off the street,” Pugliese said.

“We do have an obligation to pay for [police overtime] and we shouldn’t pay for it out of fund balance every year,” vice chair Scott Saunders said. The council discussed increasing the line item for police over-time to address the issue. With increases over the next few years, it is expected police overtime will be fully funded by this line item, rather than coming out of fund balance, Council members said.

The council voted March 17 to hear feedback on the pro-posed budget during a pub-lic hearing that will be held Monday, April 7, 7:30 p.m., in the town municipal center.

April 3 is national D.A.R.E. Day

Friday, April 3 is national D.A.R.E Day, celebrating the program which runs in all three Plainville elementary schools.

“I think the program goes a long way to help the kids,” Plainville Police Chief Matthew Catania said of D.A.R.E. “That’s what I’ve seen in my own kid’s life and that’s the sort of pro-gram I think we have here in Plainville.”

Although D.A.R.E is most known for its efforts in drug prevention, the program also seeks to help kids build re-lationships with local police officers and to learn deci-sion-making skills.

“The program also focuses

on making the kids think about the choices they are making,” Detective and D.A.R.E officer David Posadas said. The pro-gram seeks to help kids with “any and all of the choices they make,” Posadas said.

The program, started by Los Angeles police officers in 1983, gives kids frank discus-sion of how to deal with stress and peer pressure, seeking to address some of the underly-ing issues that can lead to sub-stance abuse. The curriculum is developed with the help of educational, scientific, youth, and law enforcement advi-sory boards.

“Unfortunately you do see a few years later [kids] that don’t follow the program,” Posadas said. “But the vast majority go through and are making good choices.”

Heroin

deaths are not being caused by a drug reaction, but by an overdose of two opium de-rivatives that both cause re-

spiratory depression by the same chemical mechanism, Richards said.

Fentanyl is very use-ful in surgical settings and for treating cancer pain,

Richards said, but it is im-portant that the public be educated on the dangers of recreational use of opiates.

Murphy and Blumenthal called for legislation that would allow police officers to carry and deliver an an-tidote drug that Richards said is very effective in treating respiratory depres-sion caused by both heroin and fentanyl. This antidote

works by blocking the chem-ical receptors for both opi-ates, quickly lifting patients out of respiratory depres-sion and saving lives if ad-ministered in time.

Police officers are often the first on the scene when an overdose is reported.

“It’s an issue that we have, unfortunately, become in-creasingly more aware of, particularly the transition

from prescription drugs into heroin use,” Justin Carbonella said. Carbonella serves as co-chair on the Middletown Substance Abuse Prevention Council as well as the Middletown Youth Services Coordinator.

Carbonella said that the council is working on pro-moting awareness and pre-vention of prescription drug abuse, which is known to be a gateway to heroin use.

In Middletown, efforts are being made to organize a prescription drug buyback, Carbonella said.

In North Haven, there is a prescription drug take-back event twice a year, which allows people to dispose of prescription medications quickly, safely, and with no questions asked. The next disposal drive will be April 26.

North Haven has also seen some recent success in track-ing down narcotics dealers. “The reason for that is the investment we have made in K-9 units,” North Haven First Selectman Michael Freda explained.

The North Haven Police Department reported on Facebook Feb. 1 that it had apprehended an alleged North Haven heroin sup-plier with the assistance of the K-9, Zeus.

“The men and women of the North Haven Police Department have done an outstanding job in breaking up potential drug distribu-tion networks,” Freda said.

“There is a problem in North Haven as there is in other communities regard-ing drug abuse,” Freda said.

Freda said it is important not to minimize the prob-lem, because saving even one life through prevention or intervention is invaluable.

In addition to prevention through prescription drug disposal and law enforce-ment, there are addiction services available in every community.

Assistant Community Services Director in Berlin, Doug Truitt, said that he is able to connect residents to a wide variety of addiction treatment services, includ-ing private organizations that take medical insurance for treatment.

The Plainville High School Robotics Team 5129 won two rookie awards and placed 24th out of 32 teams at the Southington Regional FIRST Ro b o t i c s Co m p e t i t i o n , which took place recently at Southington High School. It was the first time the PHS team had participated in the competition.

Team 5129, also known as the Digital Devils, was formed in September of 2013 so that high school students interested in

STEM (Science, Technology, Engineering and Math) could compete in the FIRST Robotics Competition.

For the FRC competition, each team was given six weeks, a standard “kit of parts” and a common set of rules to build an autonomous and tele-oper-ated robot to compete in the regional competition’s Aerial Assist, a fast-paced and rigor-ous multi-robot game.

In the Aerial Assist compe-tition game, two competing al-liances with three robots each played on a flat 25- by 54-foot

game field. A truss, suspended just over five feet above the field, straddled the middle of the field. The object of the game was for each alliance to score as many goals as possi-ble during the two-and-a-half minute match. Alliances also earned bonus points by throw-ing their ball over the truss and coordinating a catch on the other side of the field.

Team 5129 built its ro-bot, which stood nearly 5 feet tall and weighed almost 120 pounds, to play defense against other robots. The team’s robot had a unique ability to raise an automated arm and block op-ponents attempting to score a

goal. This was successfully per-formed during competition.

Although it didn’t make the finals, Team 5129 won two coveted awards – the Highest Rookie Seed Award, which is given to the rookie team ranked the highest among all first-year teams at the end of the qualify-ing matches. The team also won the Rookie Inspiration Award,

which celebrates a rookie team’s outstanding success in advancing respect and appreci-ation for engineering and engi-neers within their schools and in their community.

As I write, the outdoor thermometer is registering above 32 degrees, Daylight Savings time has begun, and the blanket of snow—a

fixture since December— is receding every day. The edges of reservoirs and ponds are liquid once again; it won’t be long before their cover of ice melts

under the warming sun’s gaze.

Mirroring these external signs of spring’s approach, I sense in myself rising energy, and an eagerness to throw off winter’s en-cumbrances. As welcome as winter’s cozy interior-ity has been, I am ready to start working off a list enti-tled “Spring Chores,” ready to get my bicycle out of hi-bernation and to see bulbs pushing their way above the soil.

As ready as I am for this new season, I know that along with nature’s quick-ening will come a quick-ening pace of life. Soon enough our calendars will fill with graduations, fam-

ily celebrations, and end of the school year events. Soon enough, we will won-der why we are so tired and frayed and in need of vacation.

This spring, before this season of newness goes by in one big blur, I want to recall some words of wis-dom from an old “friend.” Bernard of Clairvaux was a 12th century French ab-bot, theologian, and poet. Though his words were written to church leaders some 900 years past, they are timeless wisdom for anyone who wrestles with keeping balance in the swirl of life’s busyness.

Bernard suggests that humans have a tendency to be like canals, those chan-nels that receive water on one end, convey it across their length, and pour it out on the other end. Too often we tend to do the same. We have relation-ships and experiences that fill us with joy and bless-ing, but instead of steeping in the moment, we let the moment pass us by. Like canals, we can be con-veyers of life that merely passes through our hands. We constantly give away our selves, our time, and our energy. And worse, we

can give away too much of ourselves in the process and become depleted, out of balance.

Instead of being like a canal, Bernard would have us be like a reservoir which, when it receives its water, doesn’t let it go, but waits until it is filled before it overflows. Reservoirs give of their water when there is enough to spill off into the canal. In their giv-ing, reservoirs do not lose anything of themselves; they keep that essential balance.

Keeping balance, tak-ing time for oneself is not a selfish act; it is essen-tial to our being. Keeping ourselves filled and then giving to others from our fullness, from the best of ourselves, is a gift to those in our lives. It lends vital-ity to our passions, to our work, to the world.

May this spring be for you a time of balance and centeredness, and of find-ing renewal in the midst of giving and receiving.

Rev. Alison McCaffrey is associate minister at First Congregational Church of Cheshire, United Church of Christ.

Spring can bring renewal and balance to life

Published every Thursday by the Record-Journal Publishing Co. Delivered by mail to all of the homes and businesses in Plainville – 06062.

I lived in the Hamptons for seven and a half years. I know a snub when I see one.

Scheduling the Class L girls bas-ketball final involving undefeated and No. 1 Capital Prep for 10 a.m. on Saturday morning? That was a

diss, a little back-hand slap to a charter school with an outspoken operator and an outspoken girls basketball coach.

And the tip to a larger is-sue, of course.

Look, I have no prob-lem with charter or mag-net schools. The private business model is probably the best educational option for Connecticut’s big cit-ies. Outside of them, public schools are sound. Inside of them, public schools too of-ten fail.

And I have no problem with the CIAC basketball committees. Truly. They run the best state tournaments in Connecticut high school sports, as this year’s brack-ets, capped by the week-

end finals at Mohegan Sun, proved once again.

But when it comes to dealing with the “schools of choice” issue, I’d really like to see the basketball committees — all of the CIAC, for that matter, in every sport — strip every-thing down to the common denominator to solve the problem, which is only go-ing to grow as more of these schools continue to sprout.

No more mind-bending math, no more multiplying and dividing enrollments.

Bag, too, the “success in tournament” system ad-opted for the current year, in which a school of choice was classified based on how many state basketball quar-terfinals it had reached in the three previous season. (That’s how Capital Prep, after winning Class S a year ago, got bumped up two di-visions to Class L.)

Please, no more digs in the frozen food aisle. Just make like a smart grocer. Put apples with apples, oranges with oranges. Separate the parochials and the charters and the magnets from the public schools.

Schools that draw from a defined geographic area here, schools that draw be-yond geographic boundaries there.

Mind you, this would just be for the CIAC tour-naments. Fruit cocktail is

fine for the regular season. Conferences are well-es-tablished. No need to upset those apple carts, as it were.

Keep the long-standing rivalries. Keep the divisions that conferences have taken pains to devise.

Spare the extra travel and expense that separate “all-choice” conferences would incur (though, it could be argued, the vo-tech schools have long been criss-cross-ing the state for the sake of playing fellow birds of a feather).

This certainly isn’t a knee-jerk proposal, one fed by watching choice schools win championships at the ex-pense of the publics (though I confess delight in watching Fairfield Prep squander big halftime leads in both the Class LL football and bas-ketball finals to Southington and Bridgeport Central).

The choice schools are always big players in the postseason, particularly in basketball, but they haven’t cornered the market yet. Seven of this year’s eight state hoop finals featured a choice school. Three of them — Lauralton Hall, Sacred Heart and Capital Prep — won a title.

Last year, six of the 16 state basketball finalists were choices. Two were crowned. Dating back five

( Wa s h i n g t o n ) – Representatives John B. Larson, Rosa DeLauro, Joe Courtney, Jim Himes and Elizabeth Esty released the following joint state-ment after the Connecticut General Assembly ap-proved legislation to raise the Connecticut minimum wage to $10.10 per hour by 2017: “Connecticut and Governor Malloy are do-ing the right thing by con-tinuing to lead the country on fair wages, and we ap-plaud the state General

Assembly for taking this important step forward in improving the lives of Connecticut’s working families. Now it is time for Congress to increase the federal minimum wage and ensure all hardworking Americans have the same opportunities as those in Connecticut.”

The Connecticut House delegation cosponsored the Fair Minimum Wage Act, H.R. 1010, which would raise the federal minimum wage from $7.25 to $10.10 per hour over the next three years.

Apple

years, 41 percent (33 of 80) of the state finalists were choice and 35 percent (14 of 40) were champions.

Small potatoes for some, a major problem for others. It’s actually not a bad return based on the ratio of choice schools to publics.

For me, it’s an easy fix, with entertainment value to boot. (Hey, more tourna-ment tickets for the CIAC to sell.)

I don’t mean to be flip. The CIAC has a good thing going with basketball.

Mohegan Sun Arena is prov-ing a great site for the finals. A pro atmosphere that’s just the right size. A destination that provides a some of that “going to states” vibe en-joyed in the larger domin-ions of the Lower 48.

If you still find exposing young’uns to the beeping neon allure of the casino a problem, well, you prob-ably aren’t on Twitter or Instagram. Young people cast their eyes upon far worse every day, for hours a day, but that, my friends, is another issue for another morning.

Sports

The following previews Plainville High School varsity sports teams that will be com-peting this spring.

BaseballCoach: Lou Mandeville

(third season).Assistants: Mike Perry

(pitching), Ryan Raponey (JV) and Adam Murphy (freshman).

Last season: The team fell off from its 2012 state cham-pionship campaign to finish 8-12 in the regular season, before getting bounced from the first round of the Class M state tournament by top-seed Northwestern, 7-6 in 10 innings.

Key losses: A stable of pitching arms rode off into the sunset, as Matt Thomas, Tyler Favreau and Brian Dostaler graduated.

This season: Seniors Shane Pugliese (shortstop) and Cody Charneski (catcher) return as starters and two of the most experienced players on the squad.

Junior Brett Snowden (pitcher) will look to build upon his strong second half from last season.

Outlook: Mandeville and his staff understand that this could be a possibly trying year, especially after losing a whole pitching rotation. ‘One game at a time’ will be a common theme for the team this year.

Analysis: After looking down from the mountaintop two years ago, the Blue Devils have a long way to climb to get back there.

However, a bad season for Plainville is better than most team’s good seasons.

SoftballCoach: Jennifer Gombotz

(seventh season).Assistants: Christina Roy,

William Gombotz.Last season: The Lady Blue

Devils finished the regular sea-son 9-11 before falling to East Haven 9-1 in the first round of the Class M state tournament.

Key losses: Starters

Cheyenne Dalke (first/third baseman) and Katy Dressel (centerfield).

This season: A handful of seniors will look to leave their mark on the program: Alexis Ruscito (catcher), Sarah Ercoli (third base), Danielle Angelillo (second base), Shayla Beausoleil (outfield) and Arielle Lozefski (center-field) will be leaned on this spring.

Junior Rachel Lancaster also returns, bringing a strong pitching arm to the mix.

Outlook: Having lost just two starters, the program will look to take a strong step for-ward, especially after adding some young talent to the fold in sophomores Gina D’Amico (first base) and Kaylee Roux (outfield), and freshman Kiya Broughton (shortstop/pitcher).

Analysis: The “minus-two, plus-three” mindset already has Plainville in the green, yet it’s the added year of experi-ence for a strong contingent of seniors that should help the girls find success on the diamond.

A trip deep into the state tournament is very possible for this crew.

Girls golfCoach: Al LeSage (first

season).This season: This is the

first year the PHS girls will hit the links as a team.

While the team is new, the girls aren’t all new to the sport. Sophomores Taylor Rogers and Tessa Perreault gained valuable experience last sea-son while playing as members of the boys team.

Outlook: With no history

to its name, LeSage is look-ing to establish the program through the ideals of playing with professionalism and hav-ing fun.

S o p h o m o re s Ja m i l ex Rosado-Rivera and Sarah Yorski and freshman Emilee Raymond round out the young team.

Analysis: The phrase ‘pa-tience is a virtue’ will be key for the team this season.

While starting a new sport at a school is never easy, the sport of golf has never been easy, making this a difficult task. Yet LeSage and company appear ready for the challenge.

Boys golfCoach: Brendan King (first

season).Last season: After a strong

18-3 regular season campaign, the team struggled in the Division-III state tournament, finishing 18th out of 20 teams.

Key losses: Michael Constantini, Christopher Utley and Richard Hanson, who shot a team-best 87 at states.

This season: Senior Nicholas Lea and junior Nick D’Amico will lead a squad that features just two other seniors, Eric Daesener and Nicholas Bendas-Giano.

Outlook: With plenty of talent returning, the team should still perform fairly well throughout the regular season.

While Lea and D’Amico are set to be the Blue Devils’ top golfers, the competition for the three other varsity spots should be interesting, and bring out the best in the guys.

Analysis: Following up an 18-3 season with a similar output is difficult to do in any year, especially after losing over half of the team’s varsity starters. While a strong regu-lar season record is still a pos-sibility, another difficult finish in Division-III seems likely.

Girls tennisCoach: Chuck Radda (27th

season).Last season: After gradu-

ating all their singles players from the year before, the girls

struggled to a 5-13 finish, and failed to qualify for the state tournament.

Key losses: Becca Lauzier, Meghan Daniels, Natalia Kacprzyk and Cassie Dagata.

This season: All four of last season’s singles players – juniors Agata Baltyn, Emily Duda and Emilia Filipkowska, and senior Giovanna Rossetti – return, with Rossetti possibly making the move to doubles.

Junior Sarah Abdelsame is one of the few to return with doubles varsity experience.

Outlook: While the lineup is still undecided, Radda will have plenty of talent to choose from. A plethora of players, including senior Ashley Nalawajek, junior Olivia Burns and sophomores Kristina Petit, Nicole Pabisiak and Isabella Fil will compete for starting spots, while soph-omores Martha Boltromiejuk and Emily Bienasz have expe-rience as a doubles team.

Analysis: This should be an interesting and exciting year for the Lady Blue Devils. In a sport that’s decided by inches, there’s plenty of returning tal-ent to help these ladies take long strides towards making the postseason.

Boys tennisCoach: Merc Evangelista

(first season). This season: This is the

first Blue Devil boys team to take the court in more than a decade.

Seniors Alex Bawol and Andrew Rottier, star soccer players, will look to bring their quick feet to the concrete and lead the team.

Outlook: With 15 kids ready and willing to play, there will be plenty of learning curves for the new kids on the block. This group is eager to learn, however.

Analysis: After an 11-year layoff, the team is bound to be rusty. All poor humor aside, while the losses will mount, the experience gained will be a victory in itself.

Expect a couple of hard-fought victories, but not much more.

Expectations all over the board this spring
