This budget reflects an amount $46,972 less than the target you established for us. The numbers on the attached BCC Summary are lower than those listed on our budget summary because other taxing authorities fund a portion of the Property Appraiser’s budget. I am required to submit my budget to the Department of Revenue (DOR) by June 1, 2012 for approval and will provide you with the approved budget once I receive it from the DOR. I draw your attention to the red text on page 4, titled “E.D.P.” (Contractual Services). Your recent decision to approve our countywide Enterprise License Agreement (ELA) with ESRI for Geographic Information Systems (GIS) software, maintenance and professional services contributed over $68,000 to the total $80,890 reduction in that line of our budget. It was made possible because my office will no longer be required to pay software maintenance fees that will now be covered by the ELA. I also note that during the time period covered by this budget, our office may be required to implement up to five property tax related constitutional amendments that, if approved in the November general election, will create a new exemption for first time Florida homesteaders; a new low income senior exemption; a new exemption for spouses of deceased first responders; an expanded combat disabled veteran discount; an increased tangible personal property exemption; a reduced cap on non-homestead property; and the elimination of the recapture rule associated with Save Our Homes. I have not increased our staff to implement these potential new laws due to reductions in our workload caused by our online exemption filing application, our use of oblique imagery to perform some property inspections, and our expansion of customer service provided through our web page.
