LAKEVIEW, Ore. – Now that fall weather has arrived, fire managers on the Fremont-Winema National Forest, Lakeview District Bureau of land Management (BLM) and U.S. Fish and Wildlife Service (USFWS) Sheldon-Hart Mountain National Wildlife Refuge Complex are looking for opportunities to apply prescribed fire to the landscape. Prescribed fire is an important tool used by fire managers to reduce hazardous fuels and the threat of high-intensity wildfires, increase firefighter and community safety in the event of future wildfires in the area, and improve forest health and wildlife habitat. Prescribed fire is only applied when specific environmental conditions are met and in a manner designed to achieve specific objectives. As conditions allow, including cooler temperatures, adequate humidity, and favorable winds for smoke management, firefighters will start applying fire to planned units. Burning operations will be monitored and patrolled frequently by fire professionals to ensure public safety. Prescribed fires occur on days when the Oregon Department of Forestry Smoke Management Office indicates there are suitable weather conditions for smoke dispersal. Following that approval, if overall fuel and weather conditions are favorable, firefighters ignite a test fire before moving forward. If the test fire indicates conditions are not suitable, the prescribed fire will be postponed until conditions improve.

Residents and visitors are asked to be aware of their surroundings and watch for prescribed fire operations to maintain personal and firefighter safety. Areas where prescribed fire operations are taking place will be well signed and may have increased fire personnel, traffic and smoke in the area. Smoke may be visible on public lands in various areas for the next few months as prescribed operations continue. Each prescribed fire can appear different visually depending on the forest type, fuel load, prescribed fire objectives and how long fire has been absent from the area. This includes wildfires and prescribed fires. Prescribed Fire Notices will be posted prior to ignition once timeframes have been established. SCOFMP Employees are committed to safe and successful prescribed fire operations within these designated areas. ODF Southwest Oregon District With the recent change of the Fire Danger Level to "High," some restrictions have been lessened. In Southern Oregon, we're seeing cooler temperatures at night and in the morning and higher overnight humidity, and those seasonal changes are some of the factors that prompted the decrease. However, debris burning, burn barrels and campfire outside of designated campgrounds are still prohibited. Yet, our ODF Southwest Oregon District crews have been sent out to reports of debris burning several times over the past week. These calls not only take our crews temporarily out of service in order to track down and extinguish illegal burns, but the chance of a burn pile escaping a landowner's control is still quite probable. Please do not become a fire start statistic! Know the current fire restrictions in your area. For more information, visit swofire.com. The Mendocino Complex, a pair of wildfires that erupted in Lake County in late July and went on to become the largest recorded fire complex in California history, has been reported 100 percent contained, the U.S. Forest Service said Wednesday. The two fires burned a combined 459,123 acres, destroyed 280 structures including 157 residences, killed one firefighter and injured four others. At 100 percent containment, there are still 22 miles of fire line to repair and some fire activity left to monitor. Read more

The floodwater is up to the rooftops of homes in North Carolina. Early damage estimates approaching $22B: See the statistics On Friday, Duke Energy shut down a power plant near Wilmington after a dam breach between 100 and 200 feet wide, at the south end of Sutton Lake, allowed floodwaters to swamp two basins containing huge stockpiles of arsenic-laced ash. A significant spill could endanger the water supply for the southeastern part of the state, which is still reeling from record-breaking flooding that has left many of the region’s roads, including a long stretch of Interstate 95 south of the Virginia border, closed to traffic. Coal ash is not the only pollutant to cause North Carolina woes in the wake of Florence. The state is home to 9.7 million pigs that produce 10 billion gallons of manure each year. Most of that manure is stored in large earthen lagoons. As of midday on Friday, at least 54 lagoons have discharged their waste into the environment, another 76 are at risk of doing so. Read more

Tribe, Watershed Center to Implement Historic Restoration Project- Innovative South Fork Trinity Heli-Wood Project is First of its Kind in the Watershed

Starting on Monday, September, 24, the Yurok Tribe and the The Watershed Research and Training Center, in partnership with Columbia Helicopters and others, will begin implementing a history-making fish habitat restoration project on the South Fork Trinity River, where spring Chinook salmon stocks are on the cusp of collapse. The spring salmon population on this major Klamath River tributary is currently less than 1 percent of its former size, a consequence of severely impaired ecological conditions in the watershed. “The salmon of the South Fork Trinity and the Klamath as whole are in serious trouble,” said Richard Nelson, the Director of the Yurok Tribe’s Watershed Restoration Program, Yurok Tribal member and subsistence salmon fisher. “Nue-mee ney-puy (Spring Chinook salmon) have sustained the Yurok people since time immemorial and if we don’t do something now, we are certain that these culturally important fish will cease to exist in the very near future.” The South Fork Trinity Heli-Wood Loading Project will accomplish several objectives, ranging from improving water quality to creating new habitat for juvenile and adult salmon. Over four days, a Columbia Helicopter team will work with Yurok fisheries biologists and engineers to place approximately 300 whole trees in predetermined locations within a five-mile stretch of the river. The logs, up to 150-feet in length, will be

positioned individually and in configurations, which mirror the big wood features found in healthy river systems. This proven biomimicry technique will facilitate the formation of wetlands, new side channels as well as many additional fish friendly features currently absent from the South Fork. The South Fork Trinity River, the longest undammed river remaining in California, is one of the four tributaries that produce the majority of the salmon on the Klamath River. Prior to just 1964, more than 12,000, spring Chinooks used to return to the South Fork each year. Last year, only 12 of these fish made the migration back to the federally designated Wild and Scenic River. The South Fork’s federally listed Coho and fall Chinook salmon are also struggling. “In a half century, humankind has nearly wiped out these crucial fish runs,” said Nelson. “This is completely unacceptable. While we did not create this problem, we could not sit idle while these fish hover on the brink of extinction.” Central to this project is the use of the aircraft to precisely place whole trees, weighing up to 25,000 pounds, at strategic sites throughout this remote stretch of the South Fork Trinity River, located near Hyampom, Ca. “Establishing these complex structures in the system, with no artificial anchoring, will emulate the natural ebb and flow of wood into the river, providing diverse and constantly evolving habitat for fish and wildlife,” said Joshua Smith, the Watershed and Fisheries Program Director for the Watershed Research and Training Center. Large wood features were common in the South Fork until in 1964, when a catastrophic, 100-year flood event washed out many these salmon sustaining structures. During the 1950s and 1960s, most of forests surrounding the South Fork were clear cut, which drastically reduced the potential for natural wood recruitment and made it possible for heavy rains to send giant loads of sediment into the watershed. The river’s previously numerous, cold pools, a critical habitat type for both adult and juvenile salmon, are filled in with silt. Former salmon spawning grounds are also blanketed in the fine material. Depending on their placement, these wood formations, whether constructed by nature or fish biologists, can promote numerous positive, in-river responses, including enhanced water quality, the creation of deep water habitat and the dispersal of salmon-suffocating sediments from the river bed on to the bank, where the fertile substrate will support the development of much-needed, wetlands. The log configurations also create places for juvenile fish to take shelter from predators and supply a source of food for the colonies of insects that baby salmon subsist on during the most vulnerable part of the fish’s lifecycle. The absence of these critical, wood-based components is significantly restricting salmon production on the South Fork. The river no longer has the diversity of features that salmon need to thrive. The intent of the South Fork Trinity Heli-Wood Project is to begin the lengthy process of reinstalling these fundamental elements within the once prime salmon spawning stream. The South Fork Trinity is a significant distance from the Yurok Tribe’s ancestral territory. After seeing that there was not a coordinated effort to rehabilitate this critical salmon spawning stream, the Tribe reached out to the Watershed Center, the US Forest Service and multiple local land owners to form a formal partnership for the purpose of initiating this project. “We are very excited about this new collaboration with the Watershed Center, the Forest Service and local landowners,” concluded Yurok Watershed Program Director Nelson.

We don’t exactly need another reason to detest mosquitoes. But on Wednesday, scientists at the University of Reading reported that, in addition to a dizzying array of deadly diseases ranging from malaria to Zika fever, these infamous insects can now ferry yet another growing public health concern: environment-contaminating microplastics. Plastics have infiltrated just about every last corner of the planet—and while this initially spelled good fortune for cheap, disposable packaging, these human-made synthetics, like many others, have imperiled wildlife. Marine animals in particular have been waging a losing battle with plastic pollution, entangling themselves in six-pack rings and choking on grocery bags. But some of the most dangerous contaminants—microplastics—clock in at less than five millimeters in diameter, and are invisible to the naked eye. And size matters: The majority of ocean plastics—over 90 percent—measure less than 10 millimeters in length. Apart from potentially chauffeuring harmful chemicals or pathogenic microbes straight into the mouths of hapless fish and birds, microplastics can also crowd out actual nutrition as they accumulate, undigested, in animal bodies. Even worse, because they’re so hardy, microplastics—and their toxic baggage—move easily up through the food chain in both marine and freshwater environments, eventually landing on our own dinner plates. The ubiquity of microplastics means that any animal that spends part of its life cycle in water could be vulnerable to exposure—and this new research shows that mosquitoes are no exception. If true, this creates two pretty serious problems: Not only are microplastics getting the chance to climb new food chains, but they’re also getting dispersed far from the waters they initially contaminated. Calling All Veterans Chiloquin area veterans have started getting together regularly to get to know each other, exchange service-connected stories, and discuss local community issues. The group meets every Thursday morning at 9 at the Potbelly Café where they enjoy chatting while drinking coffee, eating snacks, and, for some, having breakfast. This informal get-together is open to all vets, men and women, and generally lasts an hour or so. Please feel free to join us.

Chiloquin FCE (Family and Community Education) We are a part of The Oregon Association for Family and Community Education. Our local community service is to raise funds for Chiloquin High School and Home School children who are headed to college. We raise these funds and have fun doing it. Our monthly meetings consist of a program provided by either the National Association for Family and Community Education, OSU Extension Service or one written by FCE members, a business meeting and a potluck lunch. If you are interested in getting more involved in your community in a relaxing friendly way, meeting some of your neighbors and getting to know more about this area, please come by and check us out. We meet on the 2nd Wednesday at 10am, usually at the Chiloquin Christian Center Community Room, but sometimes it’s at member’s homes or a field trip. High Desert Trail Riders Back Country Horsemen The GENERAL MEETING is held at 7PM on the second Tuesday of the month at Elmer's. We have NO meetings at all in August, and December meetings are held as announced each year. Come early to eat and socialize.

Board meetings are held at Mazatlán on Washburn every Third Tuesday of the month. Pack Clinic meetings are the Fourth Tuesday of each month at Red Rooster's. Come earlier to eat and greet. Two Rivers Gallery: The gallery, which is a community project and has no paid employees, is seeking people to “gallery sit”. This involves talking to people who stop by to browse and shop. Contact the Gallery @ 783-3326.

Sage Community School – Sage Community School is looking for community volunteers interested in

Klamath Humane Society – volunteers needed at the Humane Society. We are getting started on our

disaster program and need volunteers in the Chiloquin area. We also are looking for people who can write grants. Foster homes for dogs and cats are always needed. For more information, contact the shelter at 882-1119 or e-mail [email protected]. Start Making A Reader Today (SMART) – a statewide program working with children K-3 during school hours. Each volunteer works one-on-one with a child for ½ hour, helping them read (or reading to the youngest). We always need volunteers, whether scheduled every week or merely as a substitute reader when the regular reader is unable to attend. Call the number below for an application or fill out an on-line application at www.getsmartoregon.org. It will be the most rewarding hour you ever volunteer! Chiloquin Branch Library - The library has many ways to get involved and many fun ways to contribute to your local community. Some opportunities: 1. Evening volunteer: The library is open until 6pm on Tuesdays, Weds and Thursdays. We would really appreciate a volunteer who could help us out with closing tasks for the last hour or so on these days (especially Tuesdays). 2. Story time: If you would like to read two or three stories to a small group or preschoolers, and lead them in a simple craft or activity, the library staff can use your help. 3. Summer Reading Program: There are many opportunities during the summer to help out with this very worthwhile program. 4. Honor collections: These are racks of paperback books, magazines and audiovisual materials that patrons may check out without a library card. By offering these collections, more people in the community can be reached and a greater diversity of materials can be made available without incurring the costs of cataloging and processing items for the general collections. The staff would like to have some help in keeping these racks orderly, attractive and relevant. Check with the librarian for information on how to “adopt a rack”. 5. Help with sorting donations. 6. Go through Books for Sale section and tidy it once a month or so. Stop in at the library and see what they need or give them a call at 541-783-3315.

Chiloquin Visions in Progress (CVIP) CVIP operates the Chiloquin Community Center, the Chiloquin Learns After School program and is the contact point for the Chiloquin Area Community Resource Committees and their projects. We have a volunteer list in the office where you can sign up to be available for many different “jobs” and projects. Call 783-7780 between 10 AM and 2 PM weekdays for further information. If you would like to get further involved, attend a Board meeting, held on the 3rd Wed of the month at 6PM in the Community Center conference room. CVIP now accepts credit/debit cards for room rental payments.
