A divided MSI scope will create issues with SLA adherence as some activities can be in overlap or fall in no man's land. Furthermore O&M will be a challenge.

It was understood during the prebid meeting that the project 2 requires the SI to install the active components such as Wifi APs, Switches, UPS, etc. at the junction/smart pole. However, this approach is incomplete as these junctions/poles/edge locations will require an active network to connect to which is not mentioned in the EoI. How is that being met? Where would this ring/junctions terminate? Also, the EoI reads PCSCL would provide the connectivity to the SI in project 2. Understanding is: Scenario1: Connectivity from project 1, but this is only passive infra which cannot be used for directly connecting these devices/poles unless there is a core network. Scenario 2: Connectivity from Service provider - This also requires a core network to be establish for the ring/edge locations to converge and terminate. The entire vision of the smart city should be to have a common wired network which can be segregated into multiple different secure private (virtual) networks as per the b/w or fibre cores required, for multiple use cases as the citizen service deliveries grow - e.g Smart City, FTTx, CCTV, network for PCMC offices, etc. However, the current scope could result into a fragmented approach where multiple players would create their own network on the passive network - thus leading to huge costs in future as well as major manageability, O&M, security issues. This would also lead to lower monetization for each of the use cases as the capex investment would be required every time. It is desired that PCSCL provides a ready intelligent smart network for players/ businesses, citizens to leverage. We would be glad to discuss our thoughts on this.

The design of the Smart Pole shall be such that it can host multiple equipment and services. Below are the two variants of poles with internal power backup that are planned to be developed: 12-15 meter Smart Pole 25-30 meter Smart Pole

Are the poles of height 25-30 m required only from Telecom perspective or they will have Smart functionalities as well? Considering RoW and space issues can we keep a Smart Pole design where the maintenance/junction boxes are mounted on the Pole and no other on-ground erection is required.

Smart Pole shall also be required to deploy other Smart City elements. Please submit your propositions as part of your EOI response document


Concessionaire Scope of Work: Also, applicant shall be responsible for provisioning & managing the centralised IT Infra like server, storage, security etc. at its own end and as per the RFP specifications

Consider changing the model for Project 2 to an EPC model. Revenue sharing / PPP model has not been successful in various other cities (Bhopal, Jabalpur, Indore) leading to very few/no bidders

Consider combining the scope for the Project 1 and Project 2 (as well as any future projects for ICCC) under single MSI to drive efficiency in project management. A divided MSI scope will create issues with SLA adherence as some activities can be in overlap or fall in no man's land. Furthermore O&M will be a challenge.
