LILW MANAGEMENT

• Spain has an integrated system for this type of wastes, basically based in El Cabril Centre, which includes all the necessary stages for their management

• There is enough capacity, with the current installations, to store the LILW coming from the operation of different producers and dismantling of Vandellós I NPP (Stage 2)

• Start-up complementary installations by the year 2006 for very low radioactive wastes management to optimise and guarantee the Spanish capacity needs. Next years activities will be also focused to improve processes, volume reduction in NPP’s and R&D on barrier

MANAGEMENT POLICY PLANNING FOR SPENT FUEL AND HLW

• Interim Storage

– NPP’s

* Pools (capacity increased by means of reracking)

* At Reactor Storage (metallic casks in Trillo NPP from the year 2002 and concrete-metallic materials in José Cabrera NPP by the year 2006)

– Centralized Facilities

* Construction of one o more installations (vaults and/or casks)

* Start-up objective: year 2010 (depending on pools saturation, NPP’s decommissioning and other HLW management)

• Final Management

– Any decision postponed until the year 2010

– In the meantime, deep geological disposal and partitioning and transmutation lines will be combined to allow the analysis of options for offering to the Government the necessary information to make a decision

– Extensive communication and public information in this field

– Cost incurred through 2003: 24% of total

• Financial Approach– NPP’S : Levying a percentage on the electricity billing during the operating lifetime of NPP’s. Anticipated incomes

are placed in an earning fund. The average income foreseen for this period (2004-2028) is 160 M€03 (discount rate

2.5%)
