National Library Week starts April 19th. The Cameron Parish Library and its branches plan to celebrate that week by hosting Open Houses in each of it branches that week. The library's main branch will host an open house on Monday, April 19th from 12 noon until 4 p.m. with light refreshments served. The main library's guest speaker will be J.C. Boudreaux who will speak on his experiences making the movie "Louisiana Story" when he was young. The Cameron Parish Sheriff Department will have an offi- cer at the libraries handing out gunlocks free to the public and showing how to install them. Each of the branch libraries will take turns host- ing open houses featuring light refreshments and giving out gunlocks on the day of their event. Johnson Bayou Branch Library will host their open house on Tuesday, April 20th from noon until 4 p.m. Hackberry Branch Library will host open house on Wednesday, April 21th from noon until 4 p.m. To conclude National Library Week celebrations in Cameron Parish, the Grand Lake Branch Library will host their open house on Thursday, April 22th from noon until 4 p.m. Please plan to stop by and visit your local library, pick up your gunlock, and help the libraries celebrate National Library Week. RIG RENOVATION Crews of another kind were discussed in the regular meeting when the economic impact on the renovation on Global Santa Fe's rig, the Glomar High Island, was detailed. Farque read a list of over 20 local businesses which had benefitted from the pro- ject. They ranged from restau- rants, to retailers, to oil field related businesses. Dwight Savoie of Midstream Fuel Services, for- merly Tesoro, said every local worker who asked for a job was hired in some capacity, and there are now 25 local people working on the project. He noted the contractor needed 75 welders and 40 painters and sandblasters and Cameron could not sup- ply that kind of labor force on short notice (one week). He said this was why so many workers were from Texas. He hopes to see many more rigs in the Port of Cameron and expects availability of work to cause the local labor supply to grow. Both Farque and Savoie noted the sales tax being 4% in Cameron Parish is a big incentive to locate here, as is the proximity of the Gulf, which cuts down on piloting costs. An industry representative reportedly quoted the cost to dock at Cameron around $30,000, compared to $200,000 to go all the way to Lake Charles. Calcasieu Parish plans to put a property tax exemption for oil rigs on their ballot in order to attract the same eco- nomic benefits to the Port of Lake Charles. Jones, Jr. Recreation brochure is planned By CYNDI SELLERS Last week's Police Jury meeting touched on so many issues they wouldn't all fit in one article. Jurors considered additional matters ranging from road crews to oil rig crews and from fire fighting to cock fighting. The disposition of the parish road crew in the Grand Lake/Sweetlake area was the subject of a major disagree- ment between jurors Darryl Farque and Charles Precht and Parish Road Supervisor Ellis Nunez at the 3 p.m. agenda meeting. Farque requested that the 7-person crew be split into two separate units, one for District 7 and one for District 3. He cited a pilot program in place for three weeks dividing the work between two crews. Precht stated his opposi- tion, based on the extra cost of hiring another crew foreman, the unity of the community, and the single water, drainage, recreation, etc. tax districts. He stated the only reason there are two police jury dis- tricts in the area is that the population had grown so much that redistricting was required. He noted that in 2001 or 2002, due to the increased work load extra workers were added to the Grand Lake road crew and said work requests were being filled, work was getting done. Precht asked Nunez to ver- ify that costs would go up if the crew was split and noted that the money would come from the general fund. He also objected to Nunez's insti- tution of the pilot program dividing the crew without jury approval. When asked his opinion of the proposed split, Nunez stated that ideally the whole parish should be consolidated, but since all the other dis- tricts are split, why not. Farque demanded to be "treated fairly and equally," The Southwest Louisiana Historical Association will dedicate two historical mark- ers in Cameron Parish on Tuesday, April 20. The markers commemo- rate the Gulf Biological Station and the Cameron Parish Lighthouse, two early public facilities in the area. The markers will be along Jetty Road and at the light- house. The dedication ceremony will begin at noon; a reception will follow at the Jetty Pavilion. Refreshments will be served. The Gulf Biological Station, the first marine bio- logical research facility on the Gulf, operated from 1902 to 1909. The lighthouse began operation in 1876 and contin- ued to guide ships until 1940. THIS IS A picture of J. C. Boudreaux taken in 1947 when he starred in the movie classic, “The Louisiana Story.” The film, which was made by Robert Flaherty at Avery Island, will be shown as part of the McNeese 2004 Banners Series at 3 p.m., Sunday, April 25 in the McNeese Business Conference Center. Boudreaux, who is 70 now, is a retired telephone company employee and a lifelong resident of Cameron. Events will begin with a beach cleanup by volunteers and the planting of woody species and grasses on the beach as a conservation effort to help stop erosion on the sand dunes. A lunch will be served vol- unteers at 11:30 a.m. and the Earth Day ceremony will be held at noon. USDA Rural Development will announce over $23 mil- lion in water and waste water funding for Louisiana, includ- ing a $3.9 million grant for a Holly Beach sewer system. Earth Day event set at H. The one-day event is expected to be at newly restored beach at Constance Beach west of Holly Beach. Events being planned include sand castle and kite flying contests, a treasure hunt, 5K run and birding seminar. This festival is not to be confused with the Cajun Riviera Festival that was held at Holly Beach for a number of years. This festi- val was discontinued a few years ago. New festival planned for beach area The annual Southwest Louisiana Shrimp Boil will be held Wednesday, April 21 from 6 to 8 p.m. at the Governor’s Mansion in Baton Rouge. Guests will be legislators, public officials and others. Hosts for the event include the Cameron and Calcasieu Parish Police Juries, City of Lake Charles, Chennault International Airpark and Port of Lake Charles, and McNeese. Funeral services for Mr.Timothy G. Nunez, 38, for-merly of Vinton, were heldWednesday, April 14, atImmaculate ConceptionChurch in Sulphur. Rev.Charles McMillan officiated.Burial was in Sacred HeartCemetery in Creole.

Mr. Nunez died Saturday,April 10, 2004. He was anative of Port Arthur, Tex.,and a 1983 graduate ofVinton High School.

Survivors include his wife,Mrs. Jessica Bastidas Nunez,one daughter, CourtneyNunez, one son, ThomasNunez, all of Katy, Tex.; hisparents, Gerald and CharlyneNunez of Longville; andmaternal grandmother,Margaret Leman ofWoodville, Tex.

The Cameron Parish PoliceJury recently took over theresponsibility of operating theparish animal control facilityand named Joseph Dyson asthe new animal control officer.

In the past the sheriff ’sdepartment has been incharge of picking up loosedogs and other animals. In thefuture Dyson will take overthese duties. However, anyonewho has a complaint about astray animal should call thesheriff ’s department at 775-5111 and the information willbe passed along to Dyson.

The following police juryanimal control ordinance pro-vides information on pickingup stray animals and also pro-vides for the penalties for per-sons who violate the provi-sions of the ordinance.

The law requires that theowner of any dog over the ageof three (3) months by respon-sible for a current dog regis-tration and immunized fromthe rabies annually. The metaltag issued at the time ofimmunization is required tobe visible on the dog at alltimes.

The sheriff, his deputies, oranimal control personnel areauthorized to apprehend andpick up dogs found withoutappropriate inoculation and/orregistration tags. If the owneris known, the sheriff/animalcontrol personnel shall notifythe owner and the owner shallhave forty-eight hours toclaim the dog.

The owner produces satis-factory proof of ownership andmay reclaim his animal uponcomplying with the requiredvaccination, collar, tag andany fees associated withapprehension and caring forthe dog.

The owner of a dog isresponsible and liable for anydamages caused by the dog.Citations will be written tothe owner of the dog that:

1. Molests passersby orpassing vehicles.

2. Attacks other animals.

A settlement has been reached in the class actionlawsuit about whether rice seed treated with the pesticideICON damaged crawfish crops and contaminated prop-erty in Louisiana. The $45 million settlement fund willpay valid claims as well as lawyers’ fees and costs.

The 27th Judicial District Court of Louisiana, St.Landry Parish, will have a hearing to decide whether togive final approval to the settlement so that a claimsprocess can begin, and payments can be made. Thoseincluded in the class action, together called a “Class,”may object to the settlement, or ask to speak at thehearing. There is a detailed notice available by calling tollfree or going to the website below.

WHO’S INCLUDED?

Generally, the Class includes people and legal entitiesin Louisiana who, since January 1999, claim theircrawfish crops were damaged by exposure to ICON,and who either: 1) bought ICON-treated seed for ricefarming; 2) farmed crawfish, including those who didnot buy rice seed themselves; or 3) participated in acrawfish farming sharecropping arrangement. Note thatyou are included if you claim that water from a ricefield—“tailwater”—caused you crawfish losses down-stream. Also, you’re included if you leased your land toa crawfish farmer who had a loss. The detailed noticesays exactly who is included.

WHAT DOES THE SETTLEMENT PROVIDE?A $45 million fund will be established by the succes-

sors to ICON’s maker Rhone-Poulenc Ag Co., Inc., andtheir insurer, to be overseen by an independent “SpecialMaster.” A Settlement Agreement, available at thewebsite or by calling toll free, describes all of the detailsabout the proposed settlement. The Court did not decidethat the defendants did anything wrong, but they agreedto resolve the case and give benefits to the Class. Thesettlement does not mean they admit any wrongdoing.

HOW MUCH COULD YOU GET?If the settlement receives final Court approval, the

Special Master will review claims from Class membersand decide how to allocate the money to each validclaimant. The amount of each payment will be based inpart on the total number of claims received, and possiblyon the amount of land you owned or farmed crawfish on.

once the settlement receives final approval. If you wouldlike to be notified about how to ask for a payment, fill outand send in the form below. If the settlement receives

final approval, a location will be set up where Classmembers can file their claims. The Special Master willdecide exactly what you will need to provide to proveyour claim and receive a payment.

WHAT ARE YOUR OTHER OPTIONS?

You may object to the settlement by May 14, 2004.The detailed notice explains how to object. The Courtwill hold a hearing on May 17, 2004, to considerwhether to approve the settlement and a request by thelawyers representing the Class for attorneys’ fees of upto 40% of the fund, plus costs of up to 8% of the fund,which would be deducted from the settlement fund.You may ask to appear at the hearing, but you don’t haveto. It’s crawfish season and Iand three others this weekwent to a restaurant acrosstown and had our fill of thecrawdads and hushpuppies.They were large and lookedlike baby lobsters.

I met a retired stateemployee this week who oncewas president of the stateAmvets. He said he had beento Cameron and I had taken

his picture. His organizationhad given a 4-H membersome baby chicks to start achicken project and she wassupposed to pass on somebaby chicks along to another4-H member. For the proof, hereturned with the write-upout of his scrapbook with myname under his picture (it’scertainly is a small world).

The daughter of the lady Ibought my house from heresaw that I did business atCameron State Bank andremembered that she hadcome to my house, years ago.Her husband was in Cherieand Pat’s wedding. We heldthe reception at our home inOak Grove.

I mentioned at the BibleStudy the other day that mylittle red bird had flown awayand no longer comes to mypatio. A lady spoke up andsaid she had a little red birdthat comes to her back doorevery morning to get some-thing to eat. So at least Iknow he hasn’t gone far.

Summer vacation was ush-ered in with a bang last week-end when tropical stormArlene threatened the lowerCameron coast for two daysgiving everyone the “StormJitters” again. Oldtimers tellus that this is the first timesince the 1800’s that a tropi-cal disturbance has croppedup in May.

Very few people left outfrom the lower part of theparish, with the exception ofsome of the Grand Chenierresidents who did not want totake a chance on theMermentau ferry.

Johnson said he is still get-ting prices together for grantapplications. Jurors assuredhim that considering the ben-efits to fire ratings they wouldfind a location.

The proposed facility islocated at 631 Wakefield Roadin Cameron.

The applicant proposes todischarge stormwater runofffrom an existing offshoredrilling production supplyand support facility.

It has been determinedthat the discharge into theCalcasieu Ship Channel willhave no adverse impact onthe existing ues of the water-body. However, some changein existing water quality mayoccur.

Written comments on theproposed permit will bereceived by the DEQ untilMay 20, 2004. Information orcomments can be found in thelegal notice elsewhere in thePilot.

FFIISSHHIINNGG RREEPPOORRTTOur Easter weekend has

passed. Although Friday wasa good day, Mother Naturecame along and said, “A littlemore winter time can’t hurt.”

A couple of 8 plus poundspeckle trout were caughtthis past week on the northend of Calcasieu Lake. Onetook on a silver rattletrapsand on a glow and chartreuseplastic bait on a quarterounce lead head. The funnything is, although caught intwo different boats, these fourbuddies were together andwere about 60 feet apart.Between the two boats, theyhad 32 trout weighing 2 to 4pounds. What a trip!

Anglers are still catchingsmall bass in the Big Burn,mostly on spinner bait, butanglers are doing good onwhite perch, goggle-eye andbream, using tube jigs andwhole corn.

Lambert Bayou was pro-ducing some good redfish, anda few trout were also taken.

The redfish are up in theMermentau River in GrandChenier. Fish on bottom withchartreuse plastic baits onquarter ounce lead heads, andfresh shrimp.

Rockefeller Refuge are stillproducing bass and whiteperch, but anglers going tothe small platform offshoreloaded up with sand trout lastweek, using cut bait andshrimp.

The second annual DynegySpeck and Redfish Shootoutwill be held on Saturday, May8. Fishing starts at daylightand weigh in from 6 a.m. to 2p.m. at the Crain BrothersRanch Grounds. Categoriesare: biggest redfish, biggestspeckle trout, and a trash cat-egory like gar, catfish, etc.Entry fee is $25 per person.

There will be lots ofonshore activities at theCrain Ranch starting at 10:30a.m. A skeet shoot starts at 10a.m. and ends at 3 p.m. inboth adult and youth divi-sions.

Boiled crawfish, games,horseshoes, cow patty bingo,cake walk, door prizes, auc-tions, and many more activi-ties will take place. No alco-hol will be served.

This will be a benefit forClifton “Bo Bo” Morris, whohas been diagnosed with ALS(Lou Gherig’s Disease).

John W. Sweeney, Jr., onNov. 7, 1871 was elected thefirst Sheriff of Cameron Parish,which had been created by Act.No. 102 of 1870 and named inhonor of Simon Cameron, U.S.Senator of Pennsylvania, andformer Secretary of War in theLincoln Cabinet.

There was a prior sheriff,but he was appointed andserved only a few months.

Sweeney held this office fortwo years. However, no recordsof his tenure and discharge ofduties remains after a devas-tating fire on the night of Feb.26, 1874 had destroyed theParish Records.

During his incumbency, heoperated a general merchandis-ing business in Cameron(Leesburg), which he sold out infull to S. P. Henry in 1873, whowith his wife, HarrietteMcDonald, had come fromOhio, and sojourned a while inNew Orleans.

Following his retirement asSheriff, and the sale of his gen-eral merchandising business,Sweeney, and his wife, SarahAnn Armstrong, moved toTexas where they bothremained for the rest of theirdays.

Most of their years werespent in Sugarland, or Houstonvicinity. Sweeney died March18, 1931.

Sweeney was born at GrandChenier on March 16, 1842about a year after his parents,John W. Sr. and Sarah JaneHickok Sweeney had taken upresidence on the Ridge on landstill in the Sweeney Family.

At that time VermilionParish, with seat of govern-ment at Abbeville, adminis-tered the section of presentCameron Parish east of theMermentau River.

WHEREAS, the Low IncomeHome Energy Assistance Program(LIHEAP) and the WeatherizationAssistance Program (WAP) wereestablished by Congress to provideblock grants to states that can beused to help low income familiesmeet home energy costs andweatherize their homes to conserveenergy and reduce further energybills; and

WHEREAS, while LIHEAPhas been re-authorized byCongress at up to $3.4 billion peryear, it has rarely been funded atmore than $2 billion; and since theprogram was instituted in 1981,LIHEAP’s inflation-adjusted buy-ing power has sagged to 48 percentof its original size; and

WHEREAS, LIHEAP and WAPare today inadequately funded andthus incapable of addressing thegrowing energy assistance and con-servation needs of low income fam-ilies; and

WHEREAS, the formula bywhich the U.S. Department ofHealth and Human Services allo-cates LIHEAP grants to individualstates severely discriminatesagainst Louisiana and other south-ern states by favoring heatingneeds of people in northern states,ignoring the fact that extreme heatis as detrimental to the health andlives of people as extreme cold; andbecause the formula is driven bydecades-old population, incomeand energy price data; and

WHEREAS, the FederalWeatherization AssistanceProgram must be adequately fund-ed to reduce energy consumptionand expenditures of families livingin substandard, leaky, inefficienthousing by permitting them toinsulate their homes...which is crit-ical to dealing with the blight ofpoverty in Louisiana.

NOW, THEREFORE, BE ITRESOLVED that the CameronParish Police Jury urgesLouisiana’s entire congressionaldelegation to advocate and supportfederal legislation and appropria-tions bills that:

* Increase national funding forLIHEAP, to at least $3.4 billionannually, beginning in Fiscal Year2005;

* Increase national funding forWAP to at least $290 million annu-ally, beginning Fiscal Year 2005;

* Provide for advance fundingof both LIHEAP and WAP, so as toenable states to plan more effi-ciently the distribution of funds forbill payment assistance and weath-erization assistance;

* Study the implications forfamilies in Louisiana and otherstates if LIHEAP and WAP are pre-vented from keeping pace withgrowing aging populations, povertyrates and natural gas prices;

are considered to be a contrib-utor to Louisiana’s most seri-ous environmental problem,coastal land loss. When anarea is stripped of vegetationby nutria, it is much morelikely to be converted to openwater that if the vegetation isleft intact.

Before the 2002-2003 furtrapping season, theLouisiana Department ofWildlife and Fisheries putinto effect a Coastwide NutriaControl Program (CNCP).Under the program, BreauxAct funds were used to paylicensed fur trappers $4 pernutria tail. While it is too

early for final results from the2003-2004 season, the figuresfor 2002-2003, the first yearof the program, are interest-ing.

The number of fur licensessold in 2002-2003 was 1,589,almost double the 871 sold inthe previous season. Much ofthis was certainly due to theCNCP program, althoughmuch higher than averageprices for otter pelts (average$59.09) may also have con-tributed to the higher licensesales.

The total value of the har-vest of fur animals was$1,581,211, however$1,232,088 came form incen-tive payments from CNCP.The market demand for mostanimal furs is still extremelylow, with pelt value of the2002-2003 harvest being only$349,122. This was, however,above the value of pelts in theprevious year, which was only$202,611. Some of theincreased pelt sales can alsobe credited to the CNCP. Thenumber of nutria pelts sold in2002-2003 was 47,042 com-pared to 24,683 the previousyear. The increase came inspite of a drop in the pricereceived per pelt from $1.75to $1.38.

Of the 1,589 licensed furtrappers, 342 participated inCNCP. Less than 200 tailswere turned in by 116 partici-pants, 86 participants turnedin 200 - 499 tails, 35 turned in500 - 799 tails, and 105turned in over 800 tails.

Approximately 90% of theCNCP harvest came fromSoutheastern Louisiana, and34% were taken by trapping,63% by shooting with a rifle,and 3% were taken with ashotgun. February was themost active month for tail col-lections (91,917) andDecember (22,652) was theleast active month.
