The EU Commission launched in 2007 a three-step approach, presented by Commissioner Reding & Vice-president Wallström, to safeguard and reinforce media pluralism in the EU:

1. A commission Staff Working Paper on media Pluralism

2. An independent study on media pluralism in EU Member States

3. A Commission Communication on the indicators for media pluralism in the EU Member States (abandoned)

Context: the 3 steps approach

Context: the MPM

Media Pluralism MonitorPilot test implementation 2013-2014

The Independent Study on Indicators for Media Pluralism in the Member States – Towards a Risk-Based Approach Issued in 2009 by three institutions:

- K. U. Leuven – ICRI (lead contractor)- Jönköping International Business School- Central European University / CMCS- with the technical support of Ernst & Young

Consultancy Belgium

Structure of the MPM: the indicators

Media Pluralism MonitorPilot test implementation 2013-2014

The MPM is not a therapy, it is a diagnosisIt is neutral, holistic and comprehensive, objective, EU-standardised, evolved, practical and user friendly tool;

Risk based approach, scored on basis of 3 border values:

- Red light : High Risk- Orange light : sign of weak system, Medium Risk- Green light : No Risk

Simplification

Media Pluralism MonitorPilot test implementation 2013-2014

1) Narrowing the scope of application of the MPM: in line with recent policies and academic trends, current MPM maintains only indicators that fall under the general definition of “current affairs”

2) Clustering the indicators according to more general principles: due to the shared risk domain and overall similarity of number of indicators, they were clustered where appropriate, in order to improve the level of usability, especially of the results of the MPM;

3) Simplifying the procedures to collect data: this principle is applied in order to assure the applicability of the measurement within the time and budget constraints of this project

Update

Media Pluralism MonitorPilot test implementation 2013-2014

Internet DimensionNew indicators are included in order to describe the pluralistic dimension of the internet as a media platform in its own right and not only as an extension of traditional media. New Indicators20L - Net Neutrality Policies

24E - Availability and Quality of the Broadband

New sub-indicators across all 3 dimensions1L – i7: Respect of Online Freedom of expression

22E – 4: Ownership Concentration of ISPs

23E – 4: Subscriber Concentration in ISPs

Methodology: countries selection

Media Pluralism MonitorPilot test implementation 2013-2014

Country Selection based on:

- Population- Economic condition (GDP per capita)- Geopolitical position according to

Hallin/Mancini- Level of attention of the European

institutions (EP resolutions/hearings/particular national cases)

Results MPM 2014: Simplification

Media Pluralism MonitorPilot test implementation 2013-2014

- Narrowed MPM focus- Tested the methodology of each

indicator- Tested their feasibility - Tested their comparability across EU-

MS- Identified accountable national data
