A meeting between the PIDE and senior officials of the Ministry of Planning, Development and Reforms was
held on October 7, 2015 at PIDE to discuss scenarios for increased collaboration between the two organizations. The
aim was to further strengthen ties and produce demand driven policy oriented independent research at PIDE that can
be useful for practical planning and policy purposes. The focal persons were identified to discuss the possibility of
undertaking potential studies to be funded by Planning Commission. The meeting was attended by Dr. Asad Zaman,
Vice-Chancellor, PIDE, Dr. Nadeem Javed, Chief Economist and other senior officials of both PIDE and the Ministry
of Planning and Reforms.
PIDE-FES organized a workshop on “Political Feminisms and Social Movements in Asia”. The workshop was
followed by two days of discussion, debate and deliberations by the participants. Ms. Sundus Saleemi, Staff Econo-
mist, PIDE represented PIDE at the seminar that was held at PC Burban from 21-22 October, 2015.
The aim of this inception seminar was to overview the state of feminist movements/women in social movements in
Asian countries and to work out the future of such movements across the continent. The panel discussion highlighted
the definition of Political Feminism in Asia and its contestations in the contexts of Indonesia, China, Thailand, and
Bangladesh.
The seminar was attended by the faculty and students of various departments of the Pakistan Institute of Develop-
ment Economics (PIDE) and Quaid-I-Azam University Islamabad. The speakers at the seminar were Dr Asad Zaman,
Vice Chancellor PIDE and Philipp Kauppert, the Resident Director, Friedrich Ebert Stiftung (FES).
The seminar included a panel discussion on the subject title, the panelist of the discussion were;

Tania Haque, Professor, Women and Gender Studies, University of Dhaka, Bangladesh
Duangathai Buranajaroenkij, Lecturer/Researcher, Institute for Human Rights, Mahidol University, Bangkok, Thailand
Shen Yifei, Professor, School of Social Development and Public Policy, Fudan University, Shanghai, China.
The discussion was moderated by Andrea Fieschenberg dos Ramos Pineu, DAAD long term guest Professor,
Quaid-I- Azam University, Islamabad, Pakistan. The seminar started with the opening remarks of the Vice-
Chancellor, PIDE, Dr Asad Zaman. Dr Zaman emphasized the need to reorganize the status of women in the societies
of different regions of Asia, and on the rethinking of their role within Islamic and western traditions. He also stated
that different societies can learn from each other without the imposition of alien concepts. He said that the Islam
revolutionized the status of women. He said that there were many instances in the Quran where men and women were
both called upon emphasizing on the agency of women and shows that women are treated as equal participants in
society.

PIDE & FES Workshop on “Political Feminisms and Social Movements in Asia”
Mr. Philipp Kauppert stressed the importance of different experiences, and sharing of these experiences to derive lessons from different countries. The
hope is to learn from experiences and lessons, and construction of more democratic models and societies where feminism plays a vital role. At the end he
stressed on the importance of changing concepts into social and political realities.
Gadis Arivia stated that feminism is:
1) The critical examination of inequality between sexes and constructing of gender and sexuality
2) The understanding and uncovering of ways in which women are depicted, represented and addressed
3) It tries to develop new ideals, practices and justifications on political institutions and practices.
Tania Haque expressed that feminism is the consciousness and attention to women’s issues, and that all feminism is political. Political feminism is the
response to patriarchy. Patriarchy is the social system which makes male dominance over women very easy and gives women status of second class citi-
zens in all spheres of life. Political feminism is a commitment to the creation of social systems that are equal for both men and women. It is a challenge to
patriarchy.
Andrea Fieschenberg, said that the mere usage of the term “Feminism” invites backlash and the labeling of feminists as westernized. The public image
of feminists remained heavily stereotyped. The government, parliament and the religious institutions shied away from using the terms only the academia
remained resilient. However, as with other regions, the younger generation of feminists is employing the word to define themselves and the academia is
also pushing back and showing resilience. The recent attack on Kunduz where the Taliban targeted women who were playing their roles in the public
spheres reminds feminists and women activists of the difficulties faced. It was also highlighted that in the presence of these contestations, it becomes very
difficult to create spheres where women issues can be discussed and even more difficult to shape public discourse.
Women had been forcefully excluded from the development process. Although, there were a large number of family movements going on but issues
still remained that even feminists shy away from; inheritance laws, marital laws, abortion rights etc. Social movements in Thailand have not had gender-
specific or feminist agenda. Women networks and NGOs however lobbied for pro-women legislation and to get laws passed on Gender Equality, Domes-
tic Violence and LGBT rights. The problem faced by Thai feminists was also due to the absence of implementation of women friendly laws. The political
conflict in Thailand had also adversely affected the women’s rights and severely harmed women’s advocacy.
The panelists observed that feminist agenda is an integral part of social justice. Feminists were faced by crises primarily due to the NGOization of
gender discourse and action. The government was only committed to eliminating gender inequality on paper with little progress or efforts on the ground.
The NGOs were donor-driven and imposed donor sponsored agendas without taking into account the contexts. NGOs have also faded the glory of women
activism. It was stressed that “women” was not a homogenous group. Future movements must be cognizant of inter-sectionality of deprivation and dis-
crimination. Issues must be analyzed using both gender lens and lens of inter-sectionality. There was also a need to get young people and men involved in
feminist movements. In these parts of the world, men still controlled the highest institutions and there was a need for more participation of women in the
political spheres. The cultural change and changes in attitudes towards women has been slow as compared to changes in law or policy. There is also a
need to encourage women’s movements and social organization. Creation of partnership with men, spread of knowledge about feminism and the higher
participation of women in politics is still needed. Furthermore, it was said that, feminists and other activists must stop relying on powerful people for the
promotion of democracy and work with people on the ground. Feminist concerns must be explicated to avoid being subverted in a larger social move-
ment. There is a need to address patriarchal cultures.
The panel discussion was followed by questions and answers session and the issues raised in the session were; transnational feminist movements, the
efficacy of religious and state discourses on feminism, misunderstanding of the terms feminism and patriarchy, the rise of right-wing tendencies through-
out the world and its threat to feminist movements, youth activism and the role of social media.

The department of Economics and Finance, Pakistan Institute of Development Economics (PIDE) in collaboration with Higher Educa-
tion Commission (HEC) organized a workshop titled “Applied Research Methods for Economics and Finance” from September 07, 2015 to
September 11, 2015.
Dr. Asad Zaman, Vice Chancellor PIDE, formally inaugurated the workshop. Earlier Dr. Attiya Yasmin Javed, Head school of Eco-
nomics and Finance, welcomed participants of the workshop and gave a complete overview of the workshop.
The main objective of the workshop was to polish the research skills of students. During these five days various underlying economet-
ric techniques were discussed in detail and applied by using different softwares. This is the third workshop of the series. Dr. Asad Zaman,
Prof. Dr. Eatzaz Ahmad, Dr. Usman Mustafa, Dr Safdar Butt, Dr. Arshad Hasan, Dr. Abdul Jalil and Dr. Ahsan Ul Haq Satti were among
the speakers of the workshop.
The targeted participants of the workshop were the Ph.D. and M.Phil. students and faculty members from different institutes. Overall,
seventy representatives from the following different universities/institutes participated: The Pakistan Institute of Development Economics,
International Islamic University, Islamabad, University of Sargodha, Shaheed Zulfikar Ali Bhutto Institute of Science and Technology,
National University of Modern Languages, Minhaj University Lahore.
Dr. Asad Zaman, Vice Chancellor PIDE and Dr. Fazal Husain, Dean were the chief guests in the closing ceremony and distributed
certificates among the participants of the workshop. The Vice- Chancellor, PIDE appreciated the efforts of the faculty of the department of
Economics and Finance for conducting the workshop. Mr. Muhammad Ramzan Focal Person of the Workshop gave a vote of thanks to the
participants and resource persons.
