    On June 21, Hunter Roberts Construction Group along with devel-

    opment team PCDC and JNA Capital, Inc. hosted a topping-out

    celebration at the Eastern Tower Community Center construction

    site. This celebration marked the last pour of concrete at the very

    top of the structure, which will be the tallest building in Chinatown

    at 20 stories tall and host Chinatown’s very first community center

    upon completion. PCDC staff and interns celebrated with construc-

    tion workers and business executives alike with a bountiful lunch

    buffet, which included pulled pork sandwiches, salads, and a whole

    siu yuk roasted pig donated by Ting Wong Restaurant and Mrs.

    Yuen.

    The topping-out celebration is a milestone and felt like a culmina-

    tion of all the hard work PCDC staff and board members have put

    into the ETCC project. So, understandably, the anticipation and

    excitement for the opening of ETCC are now greater than ever.

    Though there is still much work to be done, the end of this long-

    awaited project is now in sight -- quite literally -- and Chinatown

    will soon have the community center it deserves and has deserved

    for decades.

  • PECO Offers Relief on the first Day of Summer Senior Citizens gathered at PCDC on the first day of summer to get a free box fan. PECO’s Senior Fan Giveaway program could not have come at a better time. It was warm and humid on June 21st, when On Lok Senior House and Social Service Center and PCDC joined PECO Corporate Relations Director Romona Riscoe Benson and the PECO volunteers to distribute one hundred box fans. It was a fun festive event with tents for shade, chairs for comfort, Chi-nese pop music in the background, and games of mahjong and xiangqi. In addition to the do-nated fans, PECO offered refreshments, and PECO’s Smart Ideas team gave away energy efficient light bulbs. John Chin and Ms. Riscoe Benson were the featured speakers at this event with intern Tatman Chio providing Mandarin and Cantonese translation. PCDC thanks PECO for its generosity and its focus on seniors. The fans will be especially appreciated during the hot months of summer!

  • No Butts in Chinatown

    PCDC’s Cigarette butt-free pilot program started in June with the installation of four cigarette butt boxes in Chinatown. The installation of these boxes was the culmination of a community coming together to solve a problem. Starting PCDC’s $1-a-Day cleaning crew identified cigarette butts as a constant source of litter. This led to the formation of a neighborhood youth-led initiative, with students from Central and Masterman high schools to survey, observe, and de-liver solutions. With technical support and funding from Keep Philadelphia

    Beautiful, the initiative decided that cigarette boxes would be the best solution. Phase 2 included a youth and senior citizen box design competition and the identification of locations for the pilot in-stallation.

    Cigarettes butts result in unnecessary litter. Philadel-phia is considered to one of highest rate of smokers among the 30 largest cities. Today we have a com-munity led solution that will hopefully reduce litter. Stay tuned to hear if smokers are using the boxes.

    Chinatown YèShì Night Market 2018!

    Save the date: Thursday, 7:00 PM-11:00 PM, Oc-tober 11th, 2018 (10th and Race Street). Since 2011, PCDC has provided Chinatown visitors and residents with the family-fun experience of the

    Chinatown YèShì Night Market. ‘YèShì’ or 夜市is the Chinese word for ‘night market’. Night mar-kets are popular outdoor bazaars that often focus on foods and goods. In 2017, Chinatown’s YèShì saw 60 vendors take over Chinatown’s streets. In addition to all of the tantalizing temptations, the YèShì also hosts various local musicians and per-formers.

    Find Graffiti? Contact Philly 311 for removal! They respond!

    Along the neighborhood in Chinatown, ubiquitous graffiti welcome visitors: they are sprayed on the wall, the pavement, the lampposts, the doors… On June 11th, PCDC was again informed the presence of newly- painted graffiti by the $1-a-Day cleaning crew.

    Upon receiving the report, PCDC quickly contacted 311, and submitted an online graffiti-removal request on the Philly 311 website. Days later, the City Depart-ment took initiative, and it is to our relief that now the graffiti could no longer be detected.

    Below are the current and upcoming zoning matters within the Chinatown district. Zoning matters are presented to the commu-nity first, through public RCO meetings, before they are heard by the Zoning Board of Adjustment (ZBA).     Hit the Books Scholarship This scholarship is offered by Coffee for Less and opened those aged 18-25 who are enrolled in an accredited college or university. Requires an essay (no more than 500 words) on the importance of education in their lives and how the scholarship money will assist the students' goals. Bonus points will be awarded to those students who find a creative way to include their passion for coffee within their essay without losing sight of the primary topic. Winners will be selected based upon two criteria: successful accomplishment of essay subject matter and individual student needs. Hit The Books scholars are expected to illustrate integrity and drive with their use of the scholarship funds but will also be required to submit receipts for the educational materials acquired as a result of the scholarship award.     According to a recent AARP survey, many Americans over age 65 know little or nothing about the federal government’s initiative to replace their Medicare cards. Why is the federal government replacing Medicare cards? The federal government wants to protect your identity. The fed-eral government is removing your social security number and is-suing you a new card with a unique Medicare number. What do you need to know?

    Do not pay for the new card. New Medicare cards are FREE.

    Do not give personal information to get your card. If someone calls to demand money or your personal

    information, it is a scam.

    PCDC Teen Club Takes on NYC!

    On June 22nd, members of

    the Teen Club went on an adventure to the Big Ap-

    ple. A total of 15 people attended, 12 students and

    3 chaperones. It was a exciting adventure, they

    visited New York Univer-sity and Columbia! This was an eye-opening expe-

    rience for some of the students who have never

    thought of going outside of Philadelphia to attend

    college. However, it was not all work and no play. The Teen Club also had

    the chance to spend a cou-ple of hours relaxing in

    Washington Square Park, shopping nearby, as well

    as going to Times Square. While in Times Square, they visited the iconic Line store, Muji, Urban Outfitters, and others. Can’t wait for

    next year’s trip.

    PCDC Welcomes Summer Interns & Drexel Co-Ops

    Zhenting Li (李鎮廷)

    Li is a junior at Drexel University major-ing in mathematics. Li started his intern-ship in April 2018. He is performing as an assistant accountant and puts most of his effort into learning about accounting and financial controls for the Eastern Tower Community Center (ETCC) pro-ject. Li performs bookkeeping entries, cash deposits, fund transfers, report preparation, invoice filing, , bank recon-ciliation and much more under the di-rection of Deputy Director Rachel Mak. In addition, he is also the substitute Math SAT teacher for the PCDC Teen Club.

    Born in China, he lived in the city Guangzhou, Guangdong province for 16 years before coming to the US for his studies.

    “My first visit to Chinatown occurred in 2015. The moment

    when I stepped into the community, I felt a strong familiarity.

    That come-back-home feeling made me fall in love with this

    place immediately. Talking about the favorite restaurant in the

    Chinatown, it will be Shanghai No.1 on 10th St. for sure. It is

    the first restaurant I tried in the Chinatown and it just caught

    my stomach. The dishes I like best are their Beef Scallion pan-

    cake and Taiwan Braised pork on rice.”

    Yue Wu (吳玥)

    Yue is a recent graduate of the Historic Preservation program at the University of Pennsylvania. Yue enjoys working on preserva-tion planning for historic neigh-borhoods due to her strong in-terest in community develop-ment. At PCDC, Yue helps to organize community meetings and the implementation of the

    2017 Chinatown Neighborhood Plan.

    Chinatown was one of first plac-es that Yue visited when she ar-rived in Philadelphia two years ago. The Asian groceries stores in Chinatown are one of a few places in the foreign country giving her a sense of home. Having a strong attachment to the neighborhood, Yue is delighted to work at PCDC and to serve the Chinese American community.

  • Jacky Wong

    Jacky, a public health major, is a rising senior at Drexel Universi-ty interning at PCDC since April 2018. Jacky is interning under Ping Ho Lee and sup-porting the family services pro-gram. He is organizing PCDC’s annual EXPO event; this year marking its 10th year. The EX-PO event consists of a variety of businesses and organizations that aid local Chinatown resi-dents ranging from family sup-

    port services to financial and housing assistance.

    Raised in Queens, New York, Jacky has been surrounded by Asian influence his entire life often visiting the Flushing Queens neighbor-hood. Interning at PCDC Jacky is able to experience a slice of home in Chinatown Philadelphia. The various shopping, restaurants and businesses in Chinatown are reminiscent of his hometown; he often eats at local restaurants in support of their business.

    Jamie Song (宋杰米)

    Jamie is a rising senior at Penn studying public health, anthropology, and urban stud-ies, who has been interning with PCDC since January 2018. He has dedicated most of his efforts to the Eastern Tower Community Center project, which has involved con-struction management, program planning, community engagement, and miscellaneous logistics. As a student of public health, Jamie is especially excited for the primary health care clinic that is being planned for Eastern Tower Community Center (ETCC).

    Having grown up right outside Philadelphia, Jamie frequently visited Chinatown for shopping and food, and considers it his second neighborhood. More recently, he has also been more involved in the music and arts community of Chinatown North, which has further developed his relationship with the area. He has described his experience with PCDC as very fulfilling, since it has given him the opportunity to spend time in

    and work for a neighborhood he holds so dear.

    “Ramen has been one of my culinary staples ever since my mother, with no time to cook traditional Chinese food for me and no money to buy take-out, prepared my very first packet of instant ramen. My four-year-old self loved it in spite of all the excess soup and the soggy noodles. Ten years later, when Terakawa opened up at 9th and Race, I had my first bowl of real ramen. I instantly fell in love with the deliciously hearty pork bone soup combined with an assortment of familiar vegetables, melt-in-your-mouth pork, and, most of all, the perfectly springy yellow ramen noo-dles. Ever since then, I have had almost every variety of ramen available at Terakawa, not to mention a bunch of their other entrees as well. But at the end of the day, I will always return to my first true love: the signature ramen bowl with egg wave noodles… and an extra order of noo-dles to boot!”

    Tatman Chio (趙達文)

    Tatman is a Penn State alumnus, who gradu-ated with an Economics degree. He started interning at PCDC since May 2018. He spends his time working on the Eastern Tow-er Community Center project, which involves financial work, spreadsheets, logistics, and community engagement. A a member of the community, he is on the Philadelphia China-town Dragon Boat team and trains Wing Chun at Moy Yat Ving Tsun Martial Intelli-gence.

    Growing up in Philadelphia, Tatman has been around Chinatown his entire life. His two passions in Chinatown are food and training. He moved back to Philadelphia after graduation and enjoys spending his time outdoor and exploring different parts of the city on his bike. Working at PCDC has al-lowed him to engage with the community and learn about the exciting role the develop-ment of the Eastern Towner Community Center plays within the Chinatown communi-ty.

    Jiayu Zhou (周家瑜)

    Jiayu is a rising junior from Bryn Mawr College, majoring in An-thropology and double-minoring in Japanese and Growth & Struc-ture of Cities. She started intern-ing with PCDC since May 28th, and has been surveying small business in Chinatown, planning event logistics and engaging with the community. Having spent her time both in

    China and the US, Jiayu is always driven by a curiosity to learn about Asian American populations. This led her to frequently visit Chinatown, and eventually choose to intern with PCDC. Her work has definitely helped her build connections with the local residents, and improved her understanding of them. Favorite place to eat in Chinatown? All places with Dim Sum and egg tarts.

    Senior Housing Workshop On May 15, 2018, PCDC received news about two new senior affordable housing devel-opments would soon be accepting applications. Within a week, PCDC planned a work-shop for Thursday May 31, 2018 to notify our community about these valuable opportu-nities, educate attendees about fair housing and affordable seniors housing opportunities. The workshop started at 2 PM, there were 60 attendees who joined us. The workshop covered the types of rental assistance available, qualifications, the application process, Fair Housing Act, and the two new senior apartment information. Attendees were given handouts with list of documentation needed and maps to these sites. On Tuesday June 5, PCDC Program Manager Ping Lee, Housing Counselor Wendy Lee and 3 other volunteers went to Jackson Place Apartment to assist limited English proficient Chinese complete their applications for Cantrell Place,

    a new senior affordable housing soon to open in South Philadelphia around September 2018. Over 80 clients were already in line and given applications to complete. The first person in the queue was our PCDC client. She had been waiting since June 4th at 11:30 AM. With PCDC’s guidance and assistance, 17 applicants completed their applications process and are awaiting further notice. PCDC Housing Counselors will continue follow up and provide guidance along the way. PCDC Housing Counseling strives to provide counseling and education to low-income

    PCDC’s HUD certified Housing Counseling Program offers Homebuyer Education classes monthly to assist and support homeown-ership now or in the future. PCDC is the only agency to offer Chinese Homebuyer education within Philadelphia. You will get a head start to homeownership, which can lead you to more favorable options when you decide to become homeowner. Classes are scheduled on the third Thursday of each month. The morning class is from 9am to 1pm or the afternoon class is from 3pm to 7pm!

    The upcoming classes are July 19.

    Homebuyer Education Workshops

    In June, PCDC offered three Homebuyer Education Workshops (one on June 12th and two on June 21st), total of 27 potential home-

    buyers attended. They learned about the Steps to Homeownerships, Homeowners Benefits and Responsibilities, The Importance of

    Credit, and Signs for Predatory Lending.

    Mrs. Wu Achieves the American Dream

    Mrs. Wu has been a long-term client of Philadelphia Chinatown Development Corporation (PCDC) since November 2015. She and her husband were newly-arrived immigrants when they first came to PCDC for assistance. Our housing counselors provided one-on-one housing counseling to teach Mrs. Wu the process of buying a home. She came to us with no credit histo-ry, so we developed a financial plan to build her credit history. Together we developed a budget to reduce expenses and increase savings. PCDC assisted the Wus in applying for utility assis-tance programs, LIHEAP and PECO CAP. The Wus qualified and applied for Medicaid. For over two (2) years the Wu family steadily built credit and increased savings by 50% for their future home purchase.

    Last summer, Mrs. Wu was ready! Her credit was good. She secured pre-approval for a mort-gage. She had savings for a down payment, but she needed some help. HSBC Bank stepped in and offered $7,000 in assistance to pay for closing costs. The Wus have marked their one-year anniversary in their Northeast home.. This past quarter, Mrs. Wu came back to PCDC for post-purchase homebuyer counseling. PCDC again developed a unique plan for the Wu family that fit their budget. PCDC applied the Wu family for LIHEAP, PECO CAP and Water customer assistance program to save on utility bills. Mrs. Wu and PCDC succeeded due to the built trust and relationship that had developed over the two (2) years. We overcame the many hurdles to-gether. Congratulations to the Wu family!

    REAL ID

    What does REAL ID mean for me? The REAL ID Act makes requirements for licenses stricter for those who want to board domestic flights or enter a federal facility that requires ID. Beginning October 1, 2020, Pennsylvanians will need a REAL ID-compliant driver li-cense, ID card, or another form of federally acceptable ID for these three pur-poses. Basically, if you do not get a new license or ID card that is compliant with the REAL ID standards, you will be turned away at the airport when boarding a domestic flight unless you have a passport, and Federal agencies will not accept your license or ID.

    Language Access Philly

    Language Access Philly is a city wide program de-signed to bridge the access gap by making it easier for residents with limited English proficiency to obtain essential public information and services. Under Lan-guage Access Philly, all city departments will desig-nate a language access coordinator charged with overseeing the development of a language access im-plementation plan.

    Language Access Philly establishes a system to imple-ment Philadelphia Home Rule Charter which requires all City agencies to prepare and implement plans that promote access and participation with services for persons with limited English proficiency. You may request for an interpreter orally, in writing, or by pointing to a language card. The employee shall determine whether bi-lingual staff in the office is available. If not, the employee shall contact a tele-phone interpreter service to provide interpreter ser-vices.

    2018年五月15日,PCDC受到消息稱有兩處新的長者低價公寓將在近日開始受理申請。於是在一周內,PCDC籌備了一場在2018年五

    月31日星期四的講座,以此來向我們的社區通知這個寶貴的機會,並向參加者傳授關於良好

    住房與長者低價公寓的有關事項。講座在下午兩點開始, 共有60位成員參加。講座內容包括

    了現有的各種租憑手續協助, 申請資格, 申請流程, 良好的住房行為、以及兩處新長者公寓的

    線。

    六月5號星期二, PCDC項目經理 Ping Lee, 住房顧問 Wendy Lee 和3名志願者們前往Jackson Place Apartment 去協助那些有英語語

    言障礙的中國申請者們填寫 Cantrell Place 的申請表---這是一處會在九月左右的南費城開放的新長者低價公寓。現場已有 80 位客戶

    購房者教育講座

    在6月,費城華埠發展協會一共舉辦了三場購房者教育講座 (一場在6月12日,一場在6月21日),共有27人參加。他們學習了擁有住房

    吳女士從2015年11月起便是費城華埠發展協會(PCDC)的長期客戶。當吳女士及她的丈夫第

    Zoning Matters

  • 无烟头的華埠

    從六月在華埠裝置四個煙蒂盒開始,PCDC開始了無煙蒂試點計劃。這些

    煙蒂的裝置是整個社區為了解決問題合力完成的。PCDC的一美元一天

    ($1-a-Day)清潔團隊提出煙蒂是一種常見的垃

    圾。這促成了一個由來自周圍街區的青年人主

    導的團體,Central and Masterman高中的學生調

    查,研究,並產出了一個解決方案。以『保持

    費城的美麗(Keep Philadelphia Beautiful)』機

    構的經濟和技術支持,團體認為煙蒂盒是最佳的解決方案。下個階段的行

    華埠夜市活動2018!

    從2011年起,PCDC即為華埠的居民和遊客帶來了可

    以讓全家人都玩得開心的夜市活動。『夜市』在中

    文中意為夜間市場,為極受歡迎的出售食物和商品

    的室外活動。在2017年,60位供應商參與了華埠的

    夜市活動。除了食物和飲品外,夜市活動上同時也

    有數位本地的音樂家和表演者。

    食物和商品供應商申請將在即日開放,所以請注意

    看見塗鴉了?聯繫費城 311來清除!

    在華埠附近,無處不在的塗鴉出現在觀眾的眼前:它

    們被噴在牆壁,人行道,街燈上,門上...... 6月11日,

    PCDC 再次被“一美元一天”清掃項目的人員告知有的

    新的塗鴉出現。

    在收到通知後,PCDC 馬上聯繫了311, 並且在費城

    311的網站上提交了塗鴉清理的申請。幾天後, 有關部

    門採取了行動, 我們欣慰地發現之前被舉報的塗鴉看

    不到了。

  • PECO在夏季的第一天提供清涼

    六月21號,在一個悶熱潮濕的下午,PCDC員工與實習生們在PECO電力公司的贊助下為華埠社

    區內的高齡客戶們發放了100台電風扇。分發活動在PCDC辦公室的停車場內舉行。現場設置了

    為大家提供陰涼的帳篷和供人休息的椅子,以及熱情洋溢的中文流行歌曲。此外還有提供給等待

    中的客戶們的麻將,象棋等遊戲. John Chin 和 PECO 外聯主任 Romona Riscoe Benson 在活動

    現場發表了講話,同時PCDC實習生 趙達文 提供了普通話和廣東話的翻譯。

    PCDC 感謝 PECO 公司的慷慨捐助。相信在這樣一個炎熱的夏天裡,這些風扇一定會成為老人們

    的及時雨,送去清涼。

    東方大廈封頂慶祝儀式

    費城中華公所和協勝公會,至孝篤親公所

    六月 21 日, Hunter Roberts 建築公司, PCDC 有關小組和 JNA Capital

    Inc.在東方大廈社區中心建築工地現場聯合主辦了封頂儀式。這場

    聯歡會標誌著東方大廈的結構建築已經完成,而東方大廈將成為全

    華埠最高的建築物。樓高 20 層,東方大廈將成為華埠第一個標誌

    性的社區中心。 PCDC 的職員與實習生們在聯歡會上與建築工人們

    和相關商業人員一起,享用了一頓豐盛的自助午餐,午餐內容包括

    豬肉碎三明治、蔬菜沙拉以及天旺大飯店和 Yuen 女士提供的一整

    只脆皮燒豬。

    封頂儀式還包括了建築頂層的參觀。參觀頂層並 360 度全景欣賞了

    費城的城市風光後,PCDC 的和董事為此感到非常自豪。封頂儀式

    是一個里程碑,象徵了 PCDC 成員們為東方大廈項目的所有辛苦付

    出。因此,不難想見,對於東方大廈正式開放的期待與激動十分空

    前。雖說此後仍有不少收尾工程,但完成這個萬眾期待的工程終於

    指日可待了,而我們的華埠也終於擁有了一個與其相配的社區中

    心。
