RATIONALE

• NWFZs support the purpose and principles of the NPT, which recognizes the right of States to conclude regional treaties in order to assure the total absence of nuclear weapons in their respective territories.

• NWFZ strengthen the nuclear non-proliferation regime, contribute towards realizing the objectives of nuclear disarmament, and promote cooperation in the peaceful uses of nuclear energy

• By serving the 3 pillars of the NPT, NWFZs promote international and regional security and conformity.

LOOK AHEAD

• “…to take advantage of our legitimacy as members of NWFZ in order to reclaim, with the strongest and loudest voice, a world free of nuclear weapons. Their very existence and, moreover, their deployment, their inclusion in strategic doctrines and policies, their possible use as instruments of political coercion, blatantly transgress International Law, including the UN Charter, and International Humanitarian Law and the covenants in defence of the environment.

NWFZ must continue to promote nuclear disarmament, for if deterrence fails and nuclear weapons are unleashed, no treaty will protect any NWFZ from the destruction of the Planet.”

NFWZ AGENDA

• Mongolia International Security and NWF Status: continue to support efforts for its advancement in national, international and regional levels.

• (a) Continue to work with the five nuclear-weapon States to have the General Assembly formally recognize and welcome the status;

• (b) Continue monitoring implementation of its unique legislation;

• (c) Cooperate further with other nuclear-weapon-free zones, States parties to such zones and like-minded States to strengthen cooperation with traditional nuclear-weapon-free zones and promote a world free of nuclear weapons;

• (d) Work to make the status an important element of non-proliferation and promoting regional confidence and predictability;

• (e) Play an active role in promoting the idea of establishing a nuclear-weapon-free zone in north-east Asia.

• Continuation of Mongolia-Philippine NWFZ Activity in ASEAN Regional Forum

• Northeast Asia NWF Zone / Regime: continue to encourage dialogue / engagement, particularly for constructive resolution of Korean Peninsula issues.• A Northeast Asia NWFZ as part of a comprehensive agreement on

peace and security in Northeast Asia. • The Northeast Asia NWFZ will include the two Koreas, Japan and

possibly, Mongolia .• Treaty provisions will be similar to other NWFZ’s but may include a

transition period. • Treaty may reserve the right for South Korea and Japan to withdraw

if implementation is not effectively enforced throughout the Korean Peninsula

• Southeast Asian NWFZ: Continue to support Protocol Ratification by P-5

• Enhanced Networking and Cooperation among all NWFZs and interested states

• New Public Diplomacy / Disarmament Education Campaign for NWZs•Multisectoral Partnership with ARF, UN RCPD, Civil Society, Academe, etc.

OTHER STEPS TO CONSIDER

• Identify, Network and Synergize Nuclear Experts as “Community of Practice.”

• Indentify, Map and Synergize Related Activity.

COMMUNITY OF PRACTICE OF EXPERTS

Observation:

• Tendency for same experts or even expert to deal with nuclear disarmament / arms control / non-proliferation/ even energy-peaceful uses issues and other WMD matters, Counter-Terrorism (Nuclear Terrorism), Export Controls, & new security issues (ie Cybersecurity).

Action Point:

• Establish “Community of Practice” among such experts throughout Track 1/1.5/2 ARF Members, ASEAN/UN Secretariat, Academe/Civil Society, et al for networking, mutual support, etc.

• Work w UN RCPD, ASEAN (AIPR ?), Universities, CSOs (ie Blue Banner) etc.

MAP AND SYNERGIZE RELATED ACTIVITY

Observation:

• Need to identify, map and synergize national, regional and global efforts with regard to activity relevant to NWFZs.

Action Point:

• Undertake ID, mapping and synergizing efforts on national, regional and global efforts led by NWFZ experts.

• Work w UN RCPD, ASEAN (AIPR ?), Universities, CSOs (ie Blue Banner) etc.

• Universalization of other WMD instruments: BWC, CWC, CTBT.
