FRIDAY, OCTOBER 17, 2014 B3 - 1 PHILIPPINE DAILY INQUIRER AAP Motorsport officials to attend safety training course in Australia T WELVE senior offi- cials from the mo- torsport division of the Automobile Associa- tion Philippines will at- tend a two-week seminar Oct. 28-Nov. 12 in Sydney and Melbourne, Australia as part of the 2014 Offi- cials Safety Training Pro- gram with a grant from the Fédération Interna- tionale de l'Automobile (FIA) for this year. The training will again be in collaboration with the Confed- eration of Australian Motor Sports (CAMS), AAP's officials training provider since the FIA awarded a grant to AAP for CAMS to upgrade motorsport of- ficiating in the Philippines start- ing in 2012. The trainees will be headed by AAP Director and Motorsport Committee Chairman Mandy Eduque and AAP Motorsport Operations Manager Mark De- sales. The trainees will first head to Sydney to train with CAMS in a V8 Supercars event followed by a rally event at Mt. Buller in Melbourne. A courtesy call at the CAMS headquarters in Mel- bourne will also be part of the delegates' itinerary during the training period. Aside from Eduque and De- sales, the senior officials who will attend the first-ever Interna- tional training program in the history of Philippine motorsport are Jun Espino, Fil Gulfin, Bebot Reyes, Art Guevara, Rodini Rivera, Darwin Harina, Henry Yanez, Robert Macapagal, Olson Camacho and Oscar Nuke. All the delegates come from various local motor sport disciplines and graduated from the CAMS-AAP senior officials training program in 2013. Desales said, "This training in Australia will surely help and guide us to further improve our motorsport officiating skills as all that CAMS has taught us in our previous local trainings will be applied during an actual in- ternational racing event, which is the V8 Supercars and with close supervision by CAMS trainers. We have added an auto rally event training since AAP Motorsport plans to revive rally- ing in the country." After earning the Silver Accred- itation for motorsport officiating from the FIA last July, AAP Motor- sport is dedicated to developing and enhancing motorsport offici- ating in the country and part of this is to continuously train local officials according to internation- al standards. AAP achieved the second- highest level of accredita- tion in the FIA Institute's Officials Program after demonstrating sig- nificant progress in the training and development of motorsport officials. AAP, the national auto club, has successfully applied for grants from the FIA Foundation's Motor Sport Safety Develop- ment Fund over the last three years for projects relating to offi- cials training. As a result, it has built a successful training plat- form to develop its own network of motorsport officials and to re- duce reliance on using marshals from outside the country. AAP has developed its own li- censing system that is being used to endorse all new officials that it trains, with 70 officials li- censed so far under this system. In a further demonstration of progress, AAP has developed a structure that has been imple- mented to enable officials to up- grade from one level to the next, as well as creating an online en- try-level training course for new officials. In addition, AAP has created a new Train the Trainer module, which offers officials displaying the most potential to be selected to learn the various teaching methods to become experts in their field and qualified trainers themselves. This in turn will en- able them to help train other motorsport officials and to grow the network across the country. AAP Travel organizes Subic educational tour and seminar for TUP HRM students AAP Travel, a wholly owned subsidiary of Automobile Asso- ciation Philippines (AAP), orga- nized an educational tour and seminar in Subic for the Hotel and Restaurant Management (HRM) students of the Techno- logical University of the Philip- pines (TUP) on September 25 and 26, 2014. On the first day, AAP Travel took the students on a rolling tour of the Subic Bay Metropoli- tan Authority (SBMA), starting with the 96-foot SBMA flagpole along the waterfront road right across the SBMA center. Next on the tour schedule were visits to the Children of the Sun Re- turning Monument also known as the "Subic Volunteers Monu- ment", Ocean Adventure, the Bicentennial Park, Boardwalk Park, and Hellship Memorial. After exploring Subic, the stu- dents proceeded to Subic Holi- day Villas for the seminar and their overnight lodging. During the seminar, the students actively participated in the discussions as Mina Gabor Ph.D, the former De- partment of Tourism (DOT) Sec- retary who is now the president of the International School of Sustainable Tourism (ISST), an AAP director and chair of AAP's Travel and Tourism Committee, talked about the strengths, weak- nesses, opportunities and chal- lenges of the tourism industry. She also spoke on Sustainable Tourism, Responsible Tourism, Eco Tourism and Farm Tourism. To motivate the students, Gabor awarded free accommodations for three nights at her school, ISST, to those who were able to answer her questions related to her talk. This was followed by an inter- active workshop conducted by the hotel representatives on housekeeping, front office, food and beverage and banquet sales. AAP Motorsport officials to attendsafety training course in Australia

dents took the Tree Top Adven-ture whereby they experiencedthe Canopy Walk and CanopyRide 75 feet above ground andhad the chance to appreciate thebeauty of nature. Afterwards, thestudents trekked around thetropical forest and were treatedto a jungle survival demo by theTree Top staff. The tour endedwith learning and fun gamesconducted by AAP Travel.

"Our students really enjoyedthe seminar, especially when Dr.Gabor talked about the differ-

ent classes of Tourism. It wasgood to see them participatingin such an event and the inter-active seminar will be very use-ful especially for the first yearstudents. Solving the limitedparking space problemMANY of my friendshave told me, at onetime or another, thatwith so many new vehi-cles being sold everymonth, traffic in Metro-Manila can only getworse. Then they wouldadd that the govern-ment should build moreroads, or widen existingones. My standard an-swer would always be,"Where will the govern-ment build them?"

Really. Is there stillspace which will allowus to, for instance,widen EDSA? Or C-5?The only alternative, itseems, is to go up.Meaning, skyways. Oneis being built right nowwhich will connect SLEXto NLEX. But how manyof these can we build?And when? How longwill it take, consideringthat there may be a needto expropriate proper-ties?

But wait! There maybe a way to "widen"some streets which canbe used as alternativeroutes, especially duringrush hours. Make them"No parking/Tow awayzones". Is this, however,implementable at all?Where will these vehi-cles park? Many of thosewho park along thestreets live in hous-es/apartments with noparking garages.

True. There's no pointin enforcing rules that

will only be ignored forbeing unreasonable.Those rules should havebeen imposed long ago,before most of thosehouses and apartmentswere constructed (sothey could have provid-ed for parking) andwhen less people wouldbe affected. There arecities, like Tokyo, whereone will only be allowedto buy a car if he canshow proof that he has aparking place for it.

In our case, today, wehave to provide for an al-ternative before we caneven attempt to clear thestreets of illegal parking.

One possible solu-tion

How about construct-ing parking buildings,strategically located allover Metro-Manila? Thegovernment and/or theprivate sector can investin their construction.The return should begood; parking buildingswould only cost aroundP12,000 per square me-ter to construct. MaybeP15,000 maximum.

No windows and wallsneeded, no air-condi-tioning, no ceiling, sim-ple cement flooring, onlya few inexpensive toilets,low operating expenses.Construction of a 5-storey parking building,with a 1,000 square me-ter footprint, can be fin-ished in less than a year.

It should make money- from selling or rentingout parking slots. Theslots can be pre-soldwhile construction is stillon-going and depositsand reservation fees canalso be collected ahead,thus helping the ven-ture's cash flow. The de-sign can be standard-ized, depending on thesize of the property, andusage of space can bemaximized.

The private sectorshould invest in this, es-pecially now that thereappears to already be aglut in condo buildings.They can shift their in-vestments model intothis business. Eventhose who own condounits usually need addi-tional parking space fortheir second or third ve-hicles.

La Salle GreenhillsThe idea was actually

first discussed in AAPwhile we were lookingfor a solution to the LaSalle Greenhills trafficproblem. In a meeting afew days before, Ms CoraJimenez, MMDA GeneralManager, asked AAP ifwe could help solve theproblem along OrtigasAvenue, before, and atthe end of, class hours.This has been a perenni-al problem, that even theDepartment of Trans-portation and Communi-cations (DOTC) is un-able to solve, despite the

fact that being locatedright across the school,their office is severely af-fected by the vehiclepile-up every afternoon.

The problem is thatthe hundreds of vehicleswhich will pick up thechildren cannot fit intothe parking space insidethe school grounds.Many of them thereforewait outside, along Orti-gas Avenue and that'swhat causes the trafficbuild-up.

After considering sev-eral options, the bestseems to be for a parkingbuilding to be construct-ed beside or near (andbefore the gates of) theschool. Perhaps La SalleGreenhills, or a propertyowner, or a private in-vestor, can develop aproperty near it.

With that facility, thedrivers of the vehiclescould park there whilewaiting for classes toend and be called via cellphone by the kids.

Now, if this solutioncan work in the Green-hills area, maybe it canalso work in theKatipunan (Ateneo)area. And if it can workin those two areas, sure-ly it can also work in ar-eas with many housesand apartments, butwith limited parkingspace. Their streets canbe rid of illegal parking,thus making them avail-able as possible alter-nate routes for com-muters.

AAP joins the technical working group on Lemon Law IRRTHE Department of Trade andIndustry (DTI) began holdingmeetings in the last week of Au-gust with a technical workinggroup (TWG) to draft the im-plementing rules and regula-tions (IRR) of Republic Act (RA)10642-also known as the Philip-pine Lemon Law.

The Automobile AssociationPhilippines (AAP) was invitedby the DTI to join the TWGpreparing the IRR. Aside fromAAP, the DTI also invited repre-sentatives from the Truck Man-ufacturers Association (TMA),Chamber of Automotive Manu-facturers of the Philippines Inc.(CAMPI), Philippine Automo-tive Competitiveness Council,Inc. (PACCI), the Association ofVehicle Importers and Distribu-tors (AVID), Land Transporta-tion Office (LTO) and the Tech-nical Education and Skills De-velopment Authority (TESDA).

David Arcenas attended theTWG meetings. DTI Undersec-retary Victorio Mario Dimagibapresided over the meetings to-gether with DTI Consumer andTrade Policy Division Officer-in-Charge Gerald Calderon. At thefirst meeting, the DTI officialslauded the AAP for being one ofthe first groups to submit pro-posals for the Philippine LemonLaw IRR.

"I see the draft IRR as strikinga balance between business andthe consumer in ensuring therights granted to motor vehicleowners," Dimagiba said. Thedraft IRR will undergo publicconsultation and then review byDTI Secretary Gregory Domin-go after the TWG meets thedeadline provided by the Law toissue the IRR which is on or be-fore November 7, 2014.

Earlier, AAP President GusLagman welcomed PresidentBenigno S. Aquino II's signingthe Anti-Lemon bill into law,

saying that it would ensure thatconsumers get their money'sworth when they buy brand-new motor vehicles. "As the na-tional auto club, we are gladthat President Aquino took thetime to review and approve thebill as a law. This should in-crease the sales of new motorvehicles since the law will guar-antee car buyers that what theyare buying is up to standard inquality. And higher sales vol-umes will benefit not only thelocal automotive industry, butalso our national economy."

According to Philippine DailyInquirer business columnistRaul Palabrica, RA 10642 onlyapplies to "brand-new vehicles,or self-propelled, four-wheelroad vehicles designed to carrypassengers that are constructedentirely from new parts andcovered by a manufacturer's ex-press warranty at the time ofpurchase." In addition, the vehi-cle should never have been

sold, or registered with the De-partment of Transportation andCommunications or its appro-priate agency or authority, oroperated on any highway in thePhilippines or any foreign coun-try.

"Motorcycles, delivery trucks,buses, road rollers, trolley cars,heavy equipment, vehicles thatrun on rails or tracks, and thoseused exclusively for agriculturalpurposes are not covered. Abuyer of a brand new car whothinks his vehicle does not con-form with its manufacturer's ordealer's standards or specifica-tions has 12 months from its de-livery or up to 20,000 kilome-ters of operation after such de-livery, whichever comes first,within which to avail himself ofthe remedies provided for in thelaw." The law does not coverunauthorized modificationsdone by the owner that resultsin the voiding of the car's war-ranty.

The two-day event, held in timefor the 1000th-day an-niversary of the regionalprogram, commemoratedthe achievements of thecars involved in theASEAN NCAP since itsfirst testing (pilot phasedivided into sub-phases1, 2 and 3) up to the latestrelease in August 2014(ASEAN NCAP 3rd Quar-ter 2014).

AAP executive assistant foradvocacies Cynthia Reyesparticipated in the event as amember of the ASEAN NCAPTechnical Committee. AAPpresident Gus Lagman, whowas unable to attend the

meeting, had previouslybeen invited to join theASEAN NCAP Steering Com-mittee.

According to Reyes, theASEAN NCAP held its 4thTechnical Committee Meetingon 26th August 2014, fol-lowed by the 8th SteeringCommittee Meeting the nextday. Also on August 27, theASEAN NCAP held its inaugu-ral ASEAN NCAP AutomobileSafety Forum (001/2014)that brought together the re-gion's road safety and auto-mobile safety experts to sharetheir knowledge and develop-ments.

The first session featuredASEAN road safety expertsfrom Brunei, Thailand, In-donesia, Vietnam, Philippinesand Laos. The forum was thencontinued with the secondsession called "The Galaxy ofNCAP" with latest develop-ments being presented by rep-resentatives from Korea NCAP(KNCAP), Japan NCAP (J-NCAP), Australasian NCAP(ANCAP), Global/Latin NCAP,as well as the ASEAN NCAP.

The third session was theJapanese Crash Testing Tech-nology Symposium presentedby technology providers Ky-owa, Photron, Iwasaki, ISTJapan, Hodogayagiken andSinfonia.

The event also featuredother award segments forsafety technology (OEM andcarmaker category), a mediacontribution award, and ap-preciation awards to organi-zations and individuals in-volved in the Technical andSteering Committees ofASEAN NCAP.

ASEAN NCAP ChairmanProf. Dr. Wong Shaw Voon,who is also the Director-General of the Malaysian In-stitute of Road Safety Re-search (MIROS), expressedhis gratitude to the partici-pants. "I'm very indebted toall parties who have helpedMIROS and realized ourNCAP dream so far," Voonsaid. "It started with a smalleffort with outdoor crashtesting, the paper-basedstar-rating evaluation in My-VAP (Malaysian Vehicle As-

sessment Program) and to-day we managed to have theNCAP not only for Malaysiabut also for the benefit of theASEAN region. I'm also in-debted to the government ofMalaysia for putting thetrust in us, MIROS andASEAN NCAP, to introducethis kind of intervention inroad safety with both finan-cial and technical support."

ASEAN NCAP Secretary-General Khairil Anwar AbuKassim said: "We hope ASEANNCAP will grow stronger andbe one of the influential plat-forms for car safety as well asfor road safety as a whole. I'mlooking forward to healthycompetition among the manu-facturers to produce safer carswith commendable safetystandards. I personally lookforward to a 5-Star car with anaffordable price in the region,and perhaps with only one ortwo variants per model for theASEAN region with safety notbeing compromised. We willsee the results in the nextGrand Prix two years fromnow."

Car Championship Se-ries (PTCC) - the pre-mier touring car seriesin the country- leftspectators on the edgeof their seats as thecountry's top notchtouring car driversbattled it out all theway to the checkeredflag on August 32,2014 at the Clark In-ternational Speedway.

AAP Driver of the YearCarlos Anton successfullydefended his title againstJoey Pery and Scirocco Cupdriver William Tan as he se-cured victory in Race 5, Divi-sion 1. Division 2 (150HP)drivers Richmon Dela Rosaand Allen Macaraig tookfirst and second place re-spectively, followed by rallyace driver Dindo De Jesus.

Division 3 of Race 5 wasjust as exciting as the higherclasses of the PTCC due to asurprising outcome. New-comer Ivan Diaz secured hisfirst ever win against rivalsEdwin Rodriguez in his trustyMazda 2 and Rhaffy Latorre.Rodriguez and Latorre trailed

Diaz, placing second andthird respectively.

Round 6 gave Anton some-thing to think about as he suf-fered a mechanical problemin the closing laps of the race,giving Pery a 40 point advan-tage and crossing the finishline first, ahead of Anton. Tanfinished third after outrun-ning in a close battle againstseries' points leader PaoloMantolino.

De la Rosa secured anoth-er first place finish in the Di-vision 2 class, finishingahead of Macaraig in secondand Ronquillo in third.

In Division 3, Latorrechanged the race scenario ashe crossed the finish linefirst in his class followed byRodriguez and Diaz in sec-ond and third places, respec-tively.

AAP medical team joins FIA's SeriousAccident Study Group in Singapore

The Automobile As-sociation Philip-pines (AAP) partic-

ipated in the FédérationInternationale de l'Auto-mobile (FIA) Serious Ac-cident Study Group(SASG) initial regionaltraining program in Sin-gapore on October 2 to 5,2014 that was attendedby delegates from 19 Na-tional Sporting Associa-tions (ASNs).

AAP Director and MotorsportCommittee Chair ArmandoEduque and Motorsport Opera-tions Manager Mark Desales ap-pointed Dr. Henry Yañez, AAPChief Medical Officer andRobert Macapagal, Rescue andExtrication Chief and president

of Aeromed Ambulance Trans-port to represent AAP.

Dr. Yañez is a licensed doctorof Internal Medicine, an associ-ate professor at the Universityof the East Ramon MagsaysayMemorial Medical Center(UERMMC) Hospital College ofMedicine, a member of thePhilippine College of Physi-cians, a member of SportsMedicine at the UERM Hospital,team physician of the UE RedWarriors Basketball Team, agraduate of the FIA-sponsoredConfederation of AustralianMotor Sports (CAMS)-AAP Offi-cials Safety Training Programand Train the Trainor Course.He is also a licensed AAP motor-sport official.

Desales said: "It is anothermilestone in Philippine motor-sports, sending Dr.Yanez andMacapagal to the first-evermedical seminar to be conduct-ed by the FIA in Singapore. Itwill be beneficial to AAP as partof our officials training is im-proving our medical and rescuecapabilities during motorsportevents."

The SASG training programwill focus on rally safety andcover topics including organiza-tion, emergency rescue and'first-on-the-scene' response. Itwill also provide in-depthteachings on event planning, in-cluding advice on establishingdisaster plans and effectiveworking protocols during arace. First aid training and lec-

tures discussing the theory ofresuscitation, disincarcerationand extrication will also be cov-ered.

One of the key objectives ofSASG is to promote the higheststandard of emergency re-sponse training as part of FIA'scommitment to improve medi-cal rescue skills, both interna-tionally and across champi-onships. Senior trainers and ex-pert motorsport medical practi-tioners will lead the lecturesand seminar.

FIA President Jean Todt es-tablished the SASG to collectdata from accidents where lifehad been, or potentially was,threatened. The study groupthen evaluates the data andmakes recommendations to im-prove safety while working withglobal medical experts fromother sports.

AAP attends FIA Mobility Conference in MelbourneTHE Federation Internationalede l'Automobile (FIA), based inParis, has over 225 motoringand motorsport clubs in over140 countries. The FIA facili-tates communication and the ex-change of ideas among its 60million members worldwidewhich means that the FIA and itsclubs can actively educate andinform members of their respon-sibilities and encourage them tobehave safely and make choicesthat are environmentally sound.

This exchange of ideas amongFIA member clubs goes live andreal-time at the annual Confer-ence Week that the FIA orga-nizes every year in a differentcity. The 22nd Conference Weekthis year, renamed as FIA Mobili-ty Conference 2014 (to differen-tiate it from the annual FIA Mo-torsport Conference) was hostedin Melbourne on September 16-

19 by the Australian AutomobileAssociation and the Royal Auto-mobile Club of Victoria (RACV)with Pirelli as official partner.The venue was the RACV CityClub, a five-star hotel in theheart of Melbourne.

The Automobile AssociationPhilippines always sends dele-gates to the annual ConferenceWeek, with the seven AAP direc-tors taking turns. This year, itwas the turn of board membersDavid L. Arcenas and Aida Sevil-la Mendoza to represent AAP.They were among the 262 dele-gates representing 75 FIA mem-ber clubs in 72 countries at theconference.

The theme this year was"Membership in a ConnectedWorld." FIA president Jean Todtsaid that the conference wouldfocus on the rapid technologicalchange in our connected world,

what it means for the individualconsumer and the individualmotorist and how this translates

for the future of FIA's memberclubs, whose service connectionto their members has tradition-

ally been through car owner-ship.

The keynote speakers were ademographics expert, a trendforecaster, a global automotivedevelopment consultant, theCEO of the American Automo-bile Association, an expert onBusiness Creativity and the au-thor of the best-selling book,Traffic-Why We Drive This Way.They spoke on shifting mobilitytrends, the sharing economyand changing consumer de-mands and expectations point-ing to a future where peoplewill choose collaborativemodes of on-demand access tocars rather than physical own-ership of cars.

While these projections of thefuture of mobility beyond mo-toring were fascinating, manydelegates from the emergingeconomies were more interested

in the workshops where themarketing managers of FIAclubs with large membershiprosters spoke on enhancingmember benefits, new ways tocommunicate with customersusing social media, best-practicecommunication tools andlessons learned in their imple-mentation and the highly suc-cessful marketing tactics ofsome of the world's leadingbrands.

At the closing session, FIApresident Jean Todt summed upthe global achievements in RoadSafety since the launch of theUN Decade of Action and whatneeds to be done to make saferroads one of the new Sustain-able Development Goals of theUnited Nations post-2015. Todtalso invited all present to attendthe 2015 FIA Mobility Confer-ence in London.
