POLITICAL REFORMS UNDER GOVERNOR-GENERAL CARLOS
MARIA DELA TORRE
Governor-General Carlos Maria Dela Torre
1869 to1871 assigned Gov.-General in the Philippines. He easily won the hearts of Filipinos for being liberal or having political and social views favoring reform and progress.
REFORMS:
Established Guardia Civil
Gave amnesty to the rebels
He abolished flogging and media censorship
Secularization of education
DISILLUSIONMENT OVER SPANISH RULE
Spain adhering to the policy of mercantilism
Denied access to education and enjoyment of basic freedom such as speech, press and worship to the Filipinos
Filipino suffered under the tyrannical rule of Spaniards
Few Filipinos succeeded in learning Spanish

SECULARIZATION ISSUE
Kinds of Priest during Spanish periods
• REGULAR PRIESTSpanish priest who
belong to any religious order namelyFranciscan,Augustinians,Jesuits,Recollects or Dominicans. Their main task was to spread Christianity.
• SECULAR PRIESTPriests who obtain
their religious training in the Philippines and who were under the direct control of bishops and the archbishops. They were one assigned to serve in the parishes to sustain the spiritual well-being of the parishioners.
1576- Pope V allow regular priest to serve in the parishes
1774- Royal decree was issued ordering the secularization of the parishes. Parishes held by the regulars were turned over to the secular priest.
1776- Another Royal decree issued restoring the regulars to their old parishes and ordering church officials to provide further training to the Filipino priests.
CAVITE UPRISING January
20,1872.Lamadrid, a Filipino Sergeant and the soldiers and workers at the Cavite arsenal rebelled against the withdrawal of their privileges on non-payment of taxes and exemption from forced labor.
This uprising was put down by the forces headed by General Felipe Genoves
TRIAL AND EXECUTION OF GOMBURZA
• Fathers Mariano Gomez, Jose Burgos and Jacinto Zamora
• The three priests were tried for their alleged involvement in the Cavite uprising. The trial was mockery.
• At the end of trial, the priests found guilty and sentences to die by garrote at Bagumbayan.
• The execution of GOMBURZA further aggravated the hatred of Filipinos. It become a rallying point for the nationalist movement against the Spaniards.
