Noong nakaraang Marso ay nara-nasan ng Japan ang isa sa pinaka-malakas na lindol sa kanyang na-susulat na kasaysayan. Sa lakas na Magnitude 9.1, lumikha ito ng Tsunami na umaabot sa taas na 40 metro sa ilang lugar at kumitil sa buhay ng mahigit 20,000 katao. Ang Tsunami rin ang naging dahi-lan upang maranasan ng Japan ang pinakagrabeng krisis-nukleyar sa kanyang kasaysayan dahil sa pag-kakasira ng cooling systems ng Fu-kushima Dai Ichi Nuclear Power Plant sa mga bugso ng alon. Ngayon ang unang anibersaryo nito, at isa lamang ang makikit. Ang pagnanais ng bawat isang naninirahan sa bansang ito na matulungan ang kanilang bayan na umahon sa pinsala at maging sa epektong sikolohikal nito sa mga mamamayan at sa negosyo. Sa aming pagmamasid, isa maari ang Japan sa mga bansang pinakahanda sa mga delubyong maaring dumating sa kanila, ngunit dahil sa laki ng pinsalang inabot nila noon, at pinalala pa ng problema sa radiation contamina-tion, nasira ang kanilang paghah-anda. Paano na lamang kaya kung ang ganitong pinsala ang inabot

ng Pilipinas, kakayanin kaya ito ng ating bansa? Sa isang taong nakalipas, ba-kas pa rin sa mga tinamaan ng tsunami ang bangis ng kalikasan, ngunit unti-unti na rin itong nab-ubura sa mga mangilan-ngilang pagbabago sa kapaligiran. Isa lamang ang malinaw sa ating lahat, tamaan man ng ka-lamidad ang Japan, ito na ang ating pangalawang bansa. Ito na ang ating pangalawang pamilya, at hindi natin iniwang naghihirap ang Japan. Nakibahagi rin tayo sa hirap at pasakit ng mga Hapones.

"Sa ngayon po ay naghihintay po ako sa kung ano ang plano ng Star Magic sa akin. Hindi pa naman tapos ang Budoy at habang nagtatagal ay alam namin na lalong kinsasabikan ng mga televiewers ang kung anong susunod na mangyayari sa istorya. Ang Star Magic management po ang bahala sa akin kung ano ang susunod na project ko after Budoy. May tiwala naman po ako sa kanila at hindi nila ay pababayaan. 1 Baking soda

Ito na siguro ang pangunahing gamit na panlinis sa tahanan. Magaling ito na pang alis ng amoy sa refrigerator, carpet, alpombra at iba. Maari din itong gamitin paglilinis ng husto ng mga kaserola, kawali at mga tupperware. Karagdagan, ang medyo magaspang na baking soda ay makakatulong din sa ilang lugar sa tahanan na kakailanganin ng pagkuskos at paglampaso.

2 Hydrogen Peroxide

5 Pure castile soap

Ang Pure castile soap ay gawa mula sa sangkap ng olive oil, at ito ay epektibong sabong palinis. Ihalo ang sabon na ito at asin o baking soda para pangkuskos. Ang kagaspangan ng asin o baking soda ang

tutulong sa panlinis ng mga lugar na may mantsa. Pwede rin iton gamitin sa mga damit na may mantsa. At para madagdagan ng sariwang amoy ay pwedeng haluan ng katas ng lemon.

6 Salt

Ito ay mahusay na produkto upang gamiting pangkuskos at panglampaso sa loob ng tahanan. Ang asin ay may sangkap na nakkatanggal ng amoy na maaari itong gamitin panlinis ng pinggan, baso lalo na ang malangis na kawali. Maaari itong ipaghalo sa suka para maging mas epektibong panlinis.

7 Tea tree oil Ang tea tree oil ay maaaring

gamitin upang pakintabin ang mga muwebles na gawa sa kahoy. May dagdag na abilidad ito na kayang pumuksa ng mikrobyo o kagaw. Maaari mo itong ipaghalo sa tubig at ilagay sa spray bottle at gamitin panglinis ng amag sa lugar na madalas ito ay namamahay tulad ng banyo. Pwede ring gamitin sa labahin bilang proteksiyon sa mga damit na nagu-umpisang amagin.

8 White vinegar

Ang sukang puti ay isa sa makakatulong upang gamiting panlinis ng tahanan. Ang dahilan dito ay isa itong anti-bacterial na produkto na may kakayahang pumatay ng kagaw o mikrobyo. Mahusay ding pumatay ng anumang nagu-umpisang amag. (PhD)

mga pollen, sa katanghaliaan hanggang hapon ang pinaka-masidhi. Kaya sa mga may asthma at allergy, dapat huwag na lamang lumabas.

4 Hayaang nakabukas ang air-conditioner sa bahay. Ang

pagbubukas ng bintana at pintuan ay hindi magandang ideya dahil magi-imbita lamang ito ng allergen at ibang mga nakaiiritang bagay na pwedeng pagmulan ng hika o allergy.

ilipino graduate student Chiden Balmes won the Prize of Excellence for the Japan Foreign

Trade Council Inc. (JFTC) Essay Competition 2011. Balmes was among the top two entries from 186 submissions from 43 countries who joined the essay competition with the theme “Vision for a New Japan after 3.11.”

At the awarding ceremonies held last 06 January 2012 in Tokyo, Balmes won ¥200,000 for his essay titled “The Making of New Innovative Japan: Road Map to Great Recovery.”

Balmes is currently taking a masters course at the Catholic University of Korea. He also topped the 2007 batch of BS Public Administration of the University of the Philippines-Diliman when he graduated

Q1 I was swindled an expensive sum by a vicious Immigration

lawyer after I was deceived. Please let me know how to regain this charge and teach me how to regulate this lawyer.I got a advertising leaflet which was distributed in front of the Tokyo Regio-nal Immigration Bureau when I visited there at the end of December, last year for my visa renewal. Then, I visited the office of the Immigration lawyer, located at Takada-no-Baba in Shinjuku according to this leaflet, and asked her about my mother’s case. My mother was born in 1945 from my unmarried Ja-panese grandfather and grandmother. My mother has no plans to visit Japan. I have been searching for the best solution whether she can obtain the Japanese nationality even if she resides in my home country.

She promised positively that "Yes, surely. Your mother can get it. Let me do it." At that time, she just filled in the written request (Irai-syo in Japanese), invoice (Seikyu-syo in Japanese) and receipt (Ryosyu-syo in Japanese) which wrote down as “For drawing up the documents of application for naturalization”, and hand over these documents to me without any explanation. That is, she never explai-ned me about the content of Nationality Law and process about my mother's appli-cation, and, nevertheless she demanded to pay for 100,000 yen as seed money within 180,000 yen in total. I paid 100,000 yen in cash because I believed her promise.However, she called me that "it seems to be necessary your mother's visit to Japan" on January 4. I reiterated that my mother doesn't want to visit Japan, and I asked her about what we agreed about. She replied to me that "I am busy. It is currently under examining" only. Then on, she refused to answer me. It means that she is not car-rying out the process of my mother’s case and my 100,000 yen will not be returned. Could you please teach me how to regain my payment and how can I stop this vicious lawyer to do more damage.Denisse

A1 (1) Business Trust ContractAs all readers know it, there suppo-

sed to have a Contract between a trustor and trustee when they agreed with legal matters and etc, and it always should

mention all rights of each parties, such as obligation/responsibility, implemen-tation, cancel and termination, liability for damage concerning the assault or default, etc. However, there is no docu-ment entitled "Contract" between you and the lawyer, but exists "Request" only slightly according to each proofs and your explanation. On the other hand, there is Japanese des-cription in the "Request" as follows;“Please do not request the repayment the charge once supplied on any account"in a margin. It seems as if you should not be admitted any rights to request for re-payment at all without any reason about your right or privilege, which you, as a trustor should originally have.Therefore, according to these facts, the "Request" is not formed the body as a contract at all, but it may understand such document as a white paper or non-paper similar to the MEMO created optio-nally and freely by Ms. Sato. In addition, it does not seem to consist the effect of charging with a certain accountabilities and obligations to you.

(2) Illegal or unjustified demandEven if the "Request" admits dearly as Contract, this contract is illegal or unjus-tified, and the conclusion is not allowed as it will explain in full detail below. That is, you clearly gave her following informa-tion at the first stage when you visited her office that;-my mother resides permanently in home country-my mother cannot visit Japan In addition, both parties have accompli-shed this Contract after she completely understood these facts. Then, after she made you believe that your mother can carry out her application for naturaliza-tion while she has never been in Japan, she made up “Request” and asked your signature about drawing up the docu-ments for naturalization which it never happen to produce at all, and gained 100,000 yen unlawfully from you as the charge of this paper work.

In other words, it is a fictitious activity, which do not produce primarily. And, demand and receipt of the payment to this contract not only constituting assault clearly, but the aberrance of it is clear to correspond to Article 246 of

criminal law ("False Pretense") formally and substantively in what "entrapped the stranger to the error by false declaration of intention”.That is to say that the application for na-turalization stipulated in the Nationality Law must fulfill the conditions of accep-tance prescribed on through Art. 5 to Art. 8 and each of these article defined that "To have an abode in Japan is minimum and essential condition”. Moreover, refer-ring to these points, there is no chance to make a contract on Civil Code in order to draw up the documents of application for naturalization between you and the lawyer primarily, since your mother has no right to apply for naturalization in accordance with the law who does not have an abode in Japan. Therefore, there never arise the activities of drawing up the documents of application for naturali-zation.

It should be considered that this aberrance is produced whether she did not understand the regulation and contents of law at all, or she deceived and ventured you in order to obtain excess profits from you while she completely understood the regulation of law. When it takes into consideration the above each circumstance, proofs and her profession, I think there is no other way but to cate-gorize the latter. Under these facts, it is relevant to accuse the judicial authorities as an Article 246 ("false pretense") case of criminal law as a rule, while presenting a case to the court as a Claim-For-Damages Case by assault based on Article 709 of Civil Code.

(3) SolutionFirst, you should sue this case to the court (Summary Court) as Claim-For-Da-mages Case, and after you would obtain the Judgment of winning-the-case, you should notify this case to the Association of Gyosei-Syoshi with written report and judgment in order to punish the lawyer.

However, this system changed and revised because of that the foreigners who enter a country and reside had been increasing year by year for the interna-tionalization in each field, such as society, economy, culture, and education of our country, and, in connection with this, application for residents have been also increasing by leaps and bounds. Then, the Immigration Bureau adopted various measures, such as the increase of the personnel, simplification of an application form/style, and distinction of case of difficulty etc. However, the bureau has finally decided to introduce the “Application Commission System” on 1987 that will have a merit not only for the Immigration Bureau but also for an applicant because they cannot cope with and stop going out it at last, as the appli-cation number of cases became a thing exceeding it.

Application classification and personnel of "application commission system" was also limited at the beginning that was introduced, such as a staff of company and a school who was conside-red as suitable personnel for the Minister of Justice. However, some enforcement regulations were revised and the door

was first opened to the solicitor on June 1989, and subsequently to the barrister on December 2004 in response to the strong request from a lawyer community since candidate foreigners increased in number year by year and diversified the activity mode.

This is, so called an “Application Commis-sion System”. It means that this system tries to give the facilities between the authorities and an applicant by accepting commission of an application acting as those, and by supporting with specia-list who are sufficient for trusting it on law, such as an applicant's relative, the company and school official to whom an applicant belongs, the lawyer. Therefore, you can make various kinds of applications now even if you, by yourself, would not appear and report to the authorities if you use this application commission system. However, two kinds of vicious cases came to see in recent years as follows, though this system was established and performed smoothly in this way.

One of them is the case which has done great damage by an unqualified persons who are not registered as a la-wyer having dressed oneself like, having collected a large amount of remunera-tion from an applicant or its persons concerned, and having performed such office work illegally. Although a victim is explained uniformly, saying, "I trusted him/her because he/she was published by the newspaper and the magazine as Lawyer". This is an important point, which you must be most careful. Therefore, referring to your question, please check the following points certain-ly in order to that the readers does not encounter damage.

First, when requesting a lawyer, you have to check whether the person had a state qualification as a lawyer, and he/she has registered as a member of association (association that exists per all prefectu-res). If he/she has registered as a member of association, he/she has been delivered surely the "membership card" with which the photograph was always stuck, please check the contents. When you cannot read the written Japanese, you would better to be accompanied by the friend who understands this as all are indicated

Although lawyer who has registered as a member of association exists now about 40,000 or less, those who have received the “Notary Certifi-cate " from the Director of Immigration Bureau are slight, or it does not pass over them to about twenty percent. Therefore, it is necessary to ask for and confirm whether he/she has the “Notary Certificate which is still valid or not when you ask for application procedure bearing in mind that there are more lawyers who have not got recognition of application commission far. Third is whether the written contract exists or not. In addition to these things, you have to make sure that the “Business Trust Contract” has existed or not. You should not trust your business when he/she has never make up the written contract, such as “Business Trust Contract”, “Mandate Contract” or “Operating Agreement” etc. Because, you cannot charge reparations and he/she has no responsibility unless there is contract.

Forth, even if he/she is the qualified person who registered as a member of association, those who encountered damage from the vicious lawyer, also existed not a little, who took advantage of a foreigner's weak point incidentally, should request for cancellation or revo-cation of the qualification for reporting and addressing the damage fact without withholding and wavering.On the other hand, please report and request for cancellation or revocation of the qualification to the association and Immigration by yourself.

1. Ang maliliit na butil ng asukal ang magsisilbing exfoliator ( nagtutuklap ng mga tuyong balat). Itutok ang pagmamasahe sa sakong pero maging mahinay upang hindi mairita ang balat. Hugasan ng medyo maligamgam na tubig.

Paraan

1 Sa isang malaking mangkok, paghaluin ang beer, 1 1/2 tasang harina (itabi ang kalahati), asin, paminta, garlic powder at

cayenne. Isantabi.

2 Hilamusan ang isda ng paminta at asin at saka ilagay sa natirang 1/2 tasang harina at itabi.

3 Ihanda ang deep fryer , lagyan ng mantika at kapag uminit na ito ay ilagay at i-deep fry ang mga patatas sa loob ng 8 hanggang 10

minuto. Kapag naluto ay hanguin ito at ilagay sa baking sheet na may paper towel upang sipsipin ang mantika at para mapanatiling mainit ay ilagay ito sa oven.

4 Ang mga piraso ng isda at ilagay sa batter na ginawa at ilagay sa kumukulong mantika at i-deep fry. Lutuin sa loob ng 5 minuto.

2 Hugasan ang sampalok at balutin ng cheese cloth at itali ito ng mahigpit upang masigurong hindi ito kakalat habang pinapakulo

sa tubig.

3 Sa kaserola, ihalo ang beef stock, gabi, lutong corned beef, sibuyas, kamatis at ang binalot na sampalok. Hayaang kumulo sa

loob ng 20 minutos.

4 Hanguin ang sampalok, tanggalin ang tali ng cheese cloth at gamit ang salaan, katasing mabuti ang sampalok sa kaserola.

5 Ihalo ang sitaw at okra, lasahan ng paminta at asin o patis at pakuluan pa ng 15 minuto.
