Program Background In May 2014, CPUC issued a Final Decision which outlined guidelines for IOUs to provide customers’ energy usage data to eligible third-parties.
Commission, after reviewing 12 different use cases, authorized utilities to provision data to 4 third parties.

Data Protection – LG Rules Aggregated 15/20 Rule for Residential, Commercial, Agricultural Consumption Data
Aggregated over a group consisting of 15 customers in a single customer class. Data No single customer accounts for more than 20% of the total energy consumption in an individual month.
Data should be aggregated to a least the monthly level.
Anonymized Data
5/25 Rule for Industrial Consumption Data
Aggregated over a group consisting of 5 customers in a single customer class. No single customer accounts for more than 25% of the total energy consumption in an individual month.
Data should be aggregated to a least the monthly level.
100/10 Rule for Residential, Commercial, Agricultural, or Industrial Consumption Data
Anonymized (stripped of PII) over a group consisting of 100 customers in a single customer class. No single customer accounting for more than 10% of the total energy consumption in an individual month, and excludes solar customers.
Data interval may be at the monthly, quarterly or yearly level.
No overlapping requests may be permitted.
