RULES AND REGULATIONS FOR ADMISSIONS IN POST GRADUATE
(DEGREE / DIPLOMA) MEDICAL COURSES,
OTHER THAN SUPERSPECIALITY COURSES

1. ELIGIBILITY CRITERIA1.1 He / She must be an Indian.1.2 The candidate must have completed the recognized M. B. B. S. or
equivalent course and compulsory rotating internship as per MCI rulesand criteria. All candidates shall have to submit the documentary prooffrom the Dean of college regarding the date of completion of internshipalong with the application, failing which their application shall besummarily rejected. However, candidate has to produce full internshipcompletion certificate as per MCI rules and criteria, failing whichcandidate will not be eligible for admission.
1.3 The candidate should have obtained permanent registration with MedicalCouncil of India or Gujarat Medical Council or the same should besubmitted within one month from the date of his / her admission, failingwhich the admission of candidate shall be cancelled and will not eligibleto apply in future.
1.4 The candidate who is currently engaged in P. G. Medical studies in thisUniversity or any other University or equivalent body is not eligible toapply. On completion of course he / she becomes eligible. Completion ofcourse means he / she must have completed the course training andpassed the course examination conducted by the concern University orBody.
1.5 The candidate who in the past selected and admitted to any P. G. Medicalcourse of this or any other university or equivalent body and did notcomplete the course, is not eligible.
1.6 The candidate who had applied earlier to this University or any otherUniversity and who was disqualified because of reasons mentioned inRules 6.4 is not eligible to apply.
1.7 The candidate who is graduate of a University other than the SaurashtraUniversity shall have to submit provisional eligibility certificate (P.E.C.)from this University before joining the course, failing which the admissionof candidate shall be cancelled and he/ she will not eligible to apply infuture.

1.8 A candidate has to appear in entrance test for admission to Post - Graduate
medical courses (M.S. / M.D./ Diploma) held by the Saurashtra University
and should have to secured atleast 50% marks in entrance test for
candidates claiming admission on general category seats and atleast 40%
marks in entrance test for candidate claiming seat under reservation
category seats (SC, ST, SEBC). Reserve category candidate securing morethan 40% but less than 50% in entrance test will not be eligible for general
category seats even if seats are vacant.
1-A Admission shall be decided by the "P.G. Admission Committee" of this
University. The Admission Committee shall be constituted as under :
a) Dean Medical Faculty - Chairmen
b) Other then Dean Medical Faculty
c) Heads of the P. G. Institute / college where P. G. courses are conducted.
d) Two Senate member of Medical Faculty nominated by the Vice-Chancellor.
e) One member of the Syndicate nominated by the Vice-Chancellor.
f) Academic Officer of the Saurashtra University - Co-ordinator
g) Asst. Registrar, P. G. Section of the Saurashtra University - Co-co-ordinator
2.0 As per directive of Hon'ble Supreme Court of India 50% of the total available
seats in an academic year in various Post - Graduate Degree and Diploma courses
in each subject will be filled up by D.G.H.S., New Delhi on the basis of " All India
Competitive Entrance Examination for admission of Post - Graduate Medical
Courses (M.S/ M.D. / Diploma)". The remaining seats will be available for the
candidates passing from Saurashtra University in accordance with Rule 4.1 andRule 4.2. The students passing from other statutory universities within Gujarat
State will be considered as per their merits in accordance with Rule 4.3 and ,
Rule 4.4.
2.1 In case the seats reserved in Rules 2.0 for D.G.H.S., New Delhi remain vacant
because of non - availability of candidates, the same will be treated as Saurashtra
University seats.
3.0 The remaining 50% (or more) of total seats after Rule 2.0 in Post - graduate
courses will be filled up by the "P.G. Admission Committee" of this University.
3.1 For the purpose of admission the selection will be done once in each academic
year. Academic year means 1st May to 30th April of Next year.
4.0 Selection : Selection of candidates eligible under Rule 1 for seats under Rule
2.1 and 3.0 will be done category wise on the basis of merits as laid down herein
further.
4.1 Preference shall be given to candidates of not more than three years standing
after completion of internship, graduating from Saurashtra University on the date
of interview and who have not availed of three opportunities for admission of the
P.G. after completion of internship graduating from this University. Both the
conditions are required to be satisfied by the candidates.

Note : The first opportunity for admission means that the candidate is due to
appear for admission irrespective of his / her actual appearance.
4.2 After the merit list prepared under Rule 4.1 is exhausted the candidates who
have completed internship and more than three years standing and graduate up
to three years standing who had availed three opportunities for P. G. admissionon date of interview , will be considered provided that they all have taken M. B. B.
S. Degree from the Saurashtra University
Note : The first opportunity for admission means that the candidate is due to
appear for admission irrespective of his / her actual appearance.
4.3 Candidates graduating from any other University located in Gujarat State and
who have completed internship not more than three years standing will be
considered after selection of candidates in the merit list as per Rule 4.2 Such
category of reserved students referred to in rule 5 from amongst the candidates
graduating from other Universities within the State of Gujarat and completedone year internship will be considered in respect of balance of seats left unfilled
after the operation of Rule 4.2 as per Rule 5.3
4.4 After operation of Rule 4.3 the candidates graduating from other University located
in Gujarat State who have completed internship before more than three years
will be considered.
4.5 Any vacancy after operation of Rule 4.4 shall remain unfilled, however, this
provision may be relaxed in the subjects of Anatomy, Physiology, Bio-chemistry,
Forensic Medicine, Preventive and Social Medicine , Pharmacology , Pathology
and Microbiology only at the discretion of Saurashtra University. For the candidatesgraduating from Universities out of Gujarat State (with permission of the Govt. of
Gujarat).
4.6 The candidate will be given a choice of subject according to his/her merit level.
He/She will have to choose Registration with Residency out of the available
choices in different subjects at his/her merit level. No student shall be given P.G.
Admission without Residency (or higher post).
4.7 Seats shall be utilized in the same academic year, And shall not be carried forward
in next Academic Year.
5.0 7% of seats available for P. G. Degree and Diploma under Rule 3 will be reserved
for candidates belonging to Scheduled Castes, 15% of seats will be similarly
reserved for S.T. candidates and 27% of seats will be similarly reserved for
candidates belonging to Socially and Educationally Backward Classes (SEBC)
students including widows and orphan children. The students desiring admissions
under SEBC category will have to submit a certificate of relevant year that they
are not included in the creamy layer from the competent authority as prescribed
by the Govt. of Gujarat from time to time along with the application, otherwise
they will be considered as General Category candidate.

Three percent (3%) of available seats in each (SC/ST/SEBC/General) in Loco-
motor disability (PH) shall be reserved for loco-motor disabled candidates of the
respective category provided that a candidate having "loco-motor disability of
lower limbs between 50% to 70% (upper limbs being normal) ''shall be eligible
to apply for admission to Non-Surgical Medical course subject only. The certificate
must be obtained as per the Proforma annexed to the application from Gujarat
State Medical Board for regarding disability and suitability of such candidate for
undertaking the course shall be treated as final for allocation of seats to physically
handicapped categfory in said year,relevant roster point guideline given by the
Govt. of Gujarat will be followed.
25 (Twenty five)% of available seats in Degree/ Diploma in Pediatrics,
TB & Chest, Obst. & Gyne., Anesthesiology, Community Medicine,
Anatomy, Physiology and Pharmacology will be reserved for in-service doctors
as per Health & F.W. Deptt., Govt. of Gujarat resolution No. MCG-1004/ 650/
J. dt. 17-6-2008.
5.1 These seats are reserved only for the candidates belonging to SC/ ST and SEBC
recognised as such in the State of Gujarat and not those or whose parents have
migrated from other State to Gujarat State.
5.2 For allocation of seats (SC/ST/SEBC/ PH) in the said year to this reserved
category a 100 point Roster register will be followed, record of which will be
maintained by the University.
5.3 Residencey Rules of the State Government of Gujarat will be made applicable
as far as it is relevant.
5.4 Candidates seeking admission under Rule 5.00 will have to produce castecertificate from the competent authority as prescribed by the Govt. of Gujarat
from time to time , and submit it along with the application. The candidates will
not be allowed to change the caste category thereafter.
5.5 In case of doubt or discrepancy about the caste certificate, decision of the
Director, Social Welfare, Gujarat State, shall be final.
6.0 Application: University conducting the admission procedure will issue notice
inviting applications for admission under these rules. Candidates are required
to submit the prescribed form duly completed with receipt of entrance test fee
and within the prescribed time limit.6.1 The application form should be completed in all respects before submission,
no alteration or addition will be permitted later.
6.2 Every candidate will be issued a receipt when he submits his application form.
This must be preserved for all future references and should be produced when
asked for.
6.3 Interview and entrance test date / place will be notified in the notice inviting
applications, no separate notice or individual letters will be sent. The applicant
should remain present on the day and time fixed for the same.

6.4 If any of the statements made in the application form or any information / document
supplied by the candidate in connection with his/her application for admission is
later on found to be false or incorrect or misguiding or if it is found that the candidate
has concealed any information / fact in connection with his/her application, his/
her admission shall be cancelled without any notice thereof, fees will be forfeited
and he/ she may be expelled and / or prosecuted.7.0 Determination of Merit Order.
Merit lists shall be prepared on the basis of equal weightage of entrance test and
undergraduate examination in respect of Rule 3, 4 & 5 as follows.
7.1 (A) Entrance Test :
1. There will be one paper of 150 Minutes duration for MD/ MS/ Diploma courses
containing 200 multiple choice questions (MCQs) consisting of pre-clinical
and clinical subjects as per MCI / University syllabus.
2. The questions will be single response objective type. Each answer with correct
response shall be awarded two marks. mark will be deducted for eachwrong response, Zero mark will be given for the question not answered. More
than one answered indicated against a question will be deemed as incorrect
response and will be negatively marked. It is responsibility of the student to
do specific prescribed mark against not answered question failing which
question will be deemed incorrect response and be negatively marked. Only
Black Point ball pen is allowed to use for marking answers.

5. There is no provision for rechecking / re-evaluation of the answer sheets
and no query in this regard will be entertained.

7. Candidates are expected to take their seats 15 minutes before the
commencement of the test. Please note that the candidate will not be
allowed entry into the examination (test) hall or for the allotment by personal
appearance without valid identity card in original.
8. Candidate who comes after 15 minutes of the commencement of the testshall not be permitted to appear in the test.
9. No candidate shall be allowed to carry any textual material, printed or
written, bits of papers or any other material except the identity card (without
envelope) inside the hall. If a candidate is found to be copying / conversing
with other candidates / to have in his / her possession papers, notes or
books he / she shall be disqualified from taking the test and further action
will be decided by the Admission Committee.
10. No candidate shall be allowed to leave the examination hall before theend of the prescribed duration of the test.Question paper (even if
unanswered) must be returned before leaving the examination (test) hall.
11. The candidate shall maintain silence and attend to their papers only. Any
disturbance in the examination (test) hall shall be deemed as misbehaviour
and the candidate shall forfeit the right to continue to write in the test. The
decision of the Chairman "P.G. Admission Committee" shall be final and
conclusive.
12. Cellular Phone, Pagers, Calculators, etc. are strictly prohibited in theExamination (test) Hall.
13. Canvassing directly or indirectly for the allotment of seats or adjustment
thereafter would disqualify the candidates for admission on the basis of
the examination. Influencing the staff by unfair means would lead to serious
consequences for all concerned. The candidates or their relatives visiting
University office / officials for seeking change of the allotment would face
disqualifying, since such visits would be treated as trespassing.
7.1 (B) Undergraduate Examination.
a. Percentage upto 2 decimals of marks obtained by the candidate at Final
M.B.B.S (Part I & II collectively) Examination (Without internal marks)
multiplied by 2
b. Percentage upto 2 decimals of marks obtained by the candidate at Second
M.B.B.S Examination (Without internal marks)
c. Percentage upto 2 decimals of marks obtained by the candidate at First
M.B.B.S Examination (Without internal marks)

d. The percentage in above calculation should be modified by deduction of
1.5 for each unsuccessful trial in the concerned examination. "Unsuccessful
trial" included the number of terms he has lost after he has become due,
irrespective of his appearance.
e. Total of (a),(b),(c) as modified by (d) shall be considered as undergraduateexamination marks.
Note : First trial is deemed to take place when he is eligible to appear for the
examination, irrespective of his actual appearance, provided that non-
appearance is not result of reasons beyond his control. Similarly 2nd,
3rd, etc. trial relating to subsequent examinations.
7.2 (a) Total of marks obtained in entrance test and under graduate examination
will be considered for merit.
(b) In case of two or more candidates obtaining equal merit number, the inter-
se-merit of such candidates shall be determined in order of preference as
under
i) Candidate scoring less negative marks.

7.3 Notification : Merit List will be notified as under :
Merit List 1 Candidates under Rule 4.1 belonging to (General/
ST/SC/SEBC) Category of Saurashtra University
Merit List 2 Candidates under Rule 4.2 belonging to (General/
ST/SC/SEBC) Category of Saurashtra University
Merit List 3 Candidates under Rule 4.3 & 4.4 belonging to
(General/ ST/SC/SEBC) Category Other University
of Gujarat State.
Merit List 4 Candidates under Rule 4.5 belonging to Gen. Merit
Seats Out side University of Gujarat State.
7.4 These Merit Lists will be placed on the notice board of the University, respective
College Institution at least 5 days prior to the date of beginning of selection.
7.5 A candidate having objection to the merit list may submit it in writing to the
admission committee within 72 hours of publication of Merit List. The admission
committee will duly consider the objection and decide the case, If, candidate is
not satisfied, he may make written appeal to the Vice-Chancellor within twentyfour
hours from the declaration of Admission Committee decision and his decision
shall be final.

7.6 The sequence of interview for selection and admission will be as per the rules.
7.7 All P.G. courses are full- time and the candidates shall not indulge in private
practice or employment of any nature (Part-time or full - time , paid or stipendiary
or unpaid) during the course. If the candidate is employed he/she shall have to
produce proof that he/she has left the service or taken leave for full period of thecourse before he/she is given admission order. No concession will be given
regarding joining period of 7 days counted from the day of selection. If he/she
fails to produce the above proof within 7 days. His/Her admission shall stand
cancelled. (If the candidate is serving as Tutor in the same speciality in which he
is selected, he may continue on the post).
If violation of this condition is detected anytime after the admission, his/her
admission shall be cancelled without giving any notice and he / she will not be
eligible to apply in future.
7.8 The selected and admitted candidate will have to join within stipulated timementioned in Admission order, If he/she fails to do so as well as if he/she leaves
before completion of the course, he/she will loose his/her admission (and
registration) and will not be eligible to apply in future and fees will be forfeited.
7.9 If any Post-Graduate student is found absent for more than 30 days without
permission of concerned authority his / her admission / registration in P. G. course
will be cancelled without any notice, thereof fees and deposits will be forfeitedand he / she will not be eligible to apply in future.
8. All these admissions will be decided by the "P.G. Admission Committee"
constituted as per Rule No. 1A on behalf of the Saurashtra University.
9. A candidate admitted to Post Graduate degree course for any of the subject,
may subsequently be required to work maximum for six months in another allied
subject / unit / hospital / superspeciality related to the discipline concerned.
He / She has to keep remaining period of post graduate training under his/ herown to in the original subject (One month training is compulsory in emergency
care / casualty department.)
10. After exhausting Merit List of all categories remaining vacancies in Anatomy,
Physiology, Bio-Chemistry, Pathology, Microbiology, Pharmacology, Forensic
Medicine, PSM (Community Medicine) subjects in the concerned Department/
Medical College then the same subject may be offered to the tutor of the
concerned Department/ Medical College those who have applied for the same
on the basis of merit of their MBBS marks & seniority weightage. At the time of
Interview while accepting registration candidate will have to fulfill admission
formalities including admission fee and other relevant fees.
11. The University reserves the right to introduce any new Rules or Regulations or
to make changes in any of the existing Rules or Regulations at any time to deal
with diverse problems arising out of infinite variety of situations.
