FACILITY CONDITION ASSESSMENT SUMMARY
Introduction
MENG Analysis was commissioned for a 2014 update to the Seattle Public Schools (SPS)
comprehensive facility condition assessment (FCA).
Criteria for noting deficiencies were defined as any system with major maintenancedeficienc ies greater than $3,000 raw construction costs and a remaining useful life of less
than 6 years.
The FCAs include qualitative condition assessments as well quantifying major maintenance
needs and deficienc ies with their estimated costs for repairs to each of the systems.
Reports
The 2014 FCA Reports are contained in three Volumes:
Volume I Site Assessment Summary Reports & Projec t Cost Reports
Volume II Fac ility Summary Reports & Detailed Assessment Reports
Volume III Education Adequacy Reports
All cost estimates contained in Volume I reflec t Project Costs for Backlogs in Maintenance
and Repair (BMAR), whereas cost estimates contained in Volume II reflect raw material and
labor construction costs.
FCA Analysis
The analysis of the FCA reports includes both qualitative and quantitative scoring. Qualitative
scoring is based on a scale from 1 through 5 using the following definitions:
1. Superior, < 5% replacement
2. Adequate, 5-10% replacement
3.
Needs improvement, 10-30% replacement
4.
Needs improvement, limited functionality, 30-50% replacement
5. Needs improvement, system inoperative, > 50% replacement
Quantitative data is based on quantities and cost estimates for deficiencies assoc iated with
spec ific facility building systems. These are presented as a series of summary reports that
the SPS capital planning group can use to prioritize needs based on actual building system
conditions, as well as implementation costs.
Facility Backlogs of Maintenance and Repair Costs
To generate estimates assoc iated with noted Backlogs of Maintenance and Repairs
(BMAR), each individual surveyor provided parametric estimates of quantities for
deficiencies during the course of each fac ility condition survey. Condition notes andestimated quantities were entered into the assessment database. Basic unit costs to repa ir
systems deficiencies were included in the database and surveyors applied difficulty factors
to generate parametric estimates that would be reflective of current (i.e., J anuary 2014)
market costs in the Seattle a rea.
Raw Costs vs. Project Costs
BMAR cost estimates included inVolum e II are for specific system deficiencies and
estimated as raw construction installation costs (i.e., labor and materials) and exclude

mark-ups for contrac tors overhead and profit. They also exclude any additional costs that
may normally impact other facility systems during the course of repair. The Tota l Proje c t
Co st Rep orts included in Volume Iinclude the following markups on raw construction costs:
20% mark-ups for contractors overhead and profit,
25% design contingency, and
46% soft costs.
Condition Survey Teams
Two multi-disciplinary architectural and engineering teams were assembled to perform
fac ility condition assessments for 106 of the 118 fac ilities owned by Seattle Public Schools.
Each team was comprised of two (2) specialists representing
Mechanical/Electrical/Plumbing and Civil/Structural/Architectural disciplines. Both teams
were supported by a cost estimator.
Condition Survey Schedule
The condition surveys began on February 4th, 2014 with all surveyors participating in a group
training survey. This training addressed the survey methodology, associated survey forms, and
the database. After the FCA team had surveyed several schools, another training review wasconducted to address questions and to normalize the consistency of evaluations across each
of the survey team members. The condition surveys were completed the first week of April,
2014.

FCA Terminology
Facility Condition Assessment (FCA):A structured process to document the conditions of
site infrastructure and building systems. FCAs are typically performed by multi-disciplinary
teams as rapid visual assessments and do not include destructive testing. Facility
information and condition data should be maintained in a database for ease ofupdating and reporting. The data should be renewed over time.
Current Replacement Value (CRV):The current replacement cost of the facility, including
construction and project cost markups. It is contained in the CRV models for each
fac ility use type. That base CRV is fac tored by geography, size, and type of construction,
specific to each fac ility to a ttain the facility specific CRV.
Facility Condition Index (FCI):A benchmark used to compare relative condition of
fac ilities within a portfolio of assets; derived by the following formula:
FCI = Backlog of Maintenance and Repair (BMAR)
Current Replacement Value (CRV)
There are a number of different methods used by various organizations to calculate that
backlog. For this reason, using FCIs to compare one organization to another
organizations is not always appropriate.
This study uses a parametric method that calculates BMAR based on the assessed
condition scores. The statistical basis is a study conducted by NASA on over 10,000
surveyed facilities that evaluated the backlog of repair items relative to qualitative
condition scores 1 through 5. The parametric bac klog for each system is calculated
based on a statistical theoretical percentage of that system that would need repair or
replacement for each of the qualitative condition scores.
Parametric Costs:Parametric cost estimating is a technique that uses statisticalrelationships between historical cost data and other program variables, such as system
condition or age. Historical cost data is typically used at a high level (e.g., cost per
square foot) and often represent conceptual, order-of-magnitude costs for initial
planning or discussion purposes.
Remaining Useful Life: An estimate of the years that a fac ility system may remain
serviceable or in operation before failure; Failure would then require system renewal or
replacement.
Subsystem:The term subsystem in this report refers to a UniFormat Level 3 building
systems category (e.g., B3010 - Roof Coverings; or B3020 Roof Opening; or B3030
Projec tions).
System:The term system in this report refers to a UniFormat Level 2 building system
category (e.g., B3000 Roofing)

Last Major System Renewal: The year in which a system was last renewed (substantially
repaired or replaced).
Original System Date: The year a system was originally constructed/installed.
Subsystem Assessed Condition Score:The field surveyors assessment of conditionassigned to each facility subsystem. The rating uses a sca le of 1 through 5, where
1=excellent, 2=good, 3=fair, 4=poor, 5=unacceptable.
BMAR (backlog of maintenance and repair):This is an estimated amount that would
need to be spent to bring the fac ility up to good condition.
Subsystem Normal Life: Industry standard subsystem life between renewals or
replacement cycles.
Capacity 2020 RightSize: This is the capacity as of 2020. For the purpose of developing
attendance boundaries that are appropriate in the long term, capacities that are right
sized provide a dedicated teaching space for each PCP teacher. They also provide a
dedicated c omputer lab at each school and remove current portables about 15% of thetotal classroom count.

Relatively new, although not fully to current Educational Specification or in line with reference school. Qualityfacility with some early signs of finish wear in such things as exterior paint finishes and interior carpet. Storage isan apparent space challenge throughout,as well as proper ADA access and would be exacerbated by full capacityoccupancy. As population has been increasing so will space challenges.
Adams is an older, moderate -sized two story,wood framed building that was originally built in 1970 . It was added
onto and fully modernized in 1989. The roofing is over 25 years old and should be scheduled for replacement soon.There are patches on both the flat and sloped roofs with signs for repaired leaks of past water intrusion at thecorridor adjacent to the gym entry and in the East end of the mechanical attic. Carpeting in the Library andAdministration has been replaced. The water source heat pump units and boilers are now 20 years old and at theend of their expected life span. Cooling tower appears in fair condition. Some roof ventilation units appear to notbe functioning that support the admin areas, and should be evaluated to working condition. Most lighting has beenupgraded but is still a mix of older and newer fixtures.

This school sits majestically facing S Graham St, and is a fine example of 1950's school architecture. The buildinglooks important, and feels much like a high school inside. The school is large and sits on a very small site, so on-site parking is minimal. Parallel street parking is available. First floor hallway floor finishes have been replacedrecently but in general the entire school needs modernization of its systems and finishes throughout. With full
modernization this school has great potential to be a showcase school.The school is bounded on the north bySeattle Parks' Brighton Playfield which provides athletic fields for the school.
Aki Kurose was built in 1952 as a very large 2 story Junior High School. The building has held up well over the
years but needs major upgrades to it's mechanical and electrical systems as well as new exterior doors, classroomflooring, casework and domestic water piping.

Older school on level site with connected community center and playfields. Facility is rigidly laid out in basic doubleloaded corridor on first floor and has a second story portion that is not double loaded but rather fed by three
independent stair wells and one elevator. Intercommunication from stair to stair on the second floor entails goingthrough at least two occupied spaces. The elevator only directly serves one stairwell set of rooms. The site is wellsuited to outdoor play with ample hard surface play area that is worn and much newer large play structure and lawnplayfields. Bus and parent drop off and most parking are on street. Some minor ADA issues around the site couldbe easily addressed.
Alki Elementary is a 2 - story School constructed in 1954. The earthquake of 1965 destroyed the central portion of
the building which was then reconstructed. Except for the installation of copper water piping the building has notseen much in the way of up-grades over the years. The building needs a lot of work including major replacement ofthe mechanical and electrical systems, replacement of exterior windows and doors, interior doors, classroomflooring and casework and completion of the roofing replacement.

School is a very poor fit between original school and added classroom wing. Both parts are rather rigid doubleloaded corridor style but the newer addition is even more institutional and cool in feel. Site is very tight and mostlyhardscape with no significant landscaping, lawn or other green space. All site access for the public is from thestreet and parking is very tight.
Arbor Heights was constructed in 1948 as a small 2 - story concrete building. In 1958 the East and West classroom
wings were added. The majority of the classrooms are "transportable" which were probably never meant to last thislong. Except for the roofing, all of the building systems and finishes are worn out and in need of major replacement.

Handsome renovated older school building with great public image and ample space with some exceptions forspecialties. Spaces are mostly generous, warm and hospitable to learning and community use. Lack of anycovered play area, only a small gym and no large multi-purpose space are serious drawbacks to facility. Playfields
quite ample with large park like field immediately adjacent. Hard surface areas next to school somewhat disjointedinto small areas due to having to work with sloped site. Limited on-site parking and on street drop off and pick-upincluding buses. Exterior windows and trim paint peeling and unsightly.
BF Day is a large three story Elementary School that was originally constructed in 1892. It was mostly modernized in
1991, and all of the newer systems are in very good condition. The double hung single pane wood windows were notaddressed during the modernization and they are now in very poor condition. All of the asphalt areas of the siteappear to have received some attention and are in good to fair condition.

Older facility of handsome stately character. Space has been added that does support the program. Facility is verystately but very worn in finishes and systems. Basic spaces only and almost no specialty support spaces exist andno space meets current program. Site is largely accessed from street for bus and parent load/unload although jointuse parking lot has been added with neighboring church. Play area is largely hard surface with a bark area and playstructure. Two older portables exist on south end of building in use for child care and other specialty supportfunctions.
Daniel Bagley is a small two story school constructed in 1930 of brick clad unreinforced masonry with a wood roof
structure. Other than the electrical service which was replaced in the 1960's, the building has not had any major up-grades or renovations. The major issues that need attention are replacement of the very old flooring and ceilingsystems, up-grading the old single glazed wood windows and wood doors, installation of new classroom casework,replacement of the interior doors, expand the fire sprinkler system to cover the whole building, replace theantiquated HVAC system with a new modern system, up-grade the electrical service and completely rebuild theasphalt play area. All existing doors include non-compliant hardware.

Ballard High School was reconstructed as a new facility in 1999. The educational specifications (ed specs) andresulting design serve as the District Standard so most of the spaces and general arrangement result in superioreducational adequacy scores. The school was constructed on a tight urban sight resulting in more verticalcirculation than ideally desired and some less than ideal adjacencies. Finishes and general environment are
holding up well (with the exception of some exterior elements).
Ballard High School is a large 2-story building constructed in 1999 of a steel frame with brick and CMU veneer. The
building is barely 10 years old and while some of the finishes are starting to show some aging, all of the majorsystems are in excellent condition except the roofing and window systems.

This early 70's original building (similar plan to Maple) has undergone a major addition and partial remodel from fouryears ago, but remains well under the District's guide school in overall appearance and functionality. It is alsosubstantially below the program area provided for the guide school for almost the same number of students,although this is caused partly by the "open plan" layout which reduces the circulation spaces substantially within the
building. The original building, being of an "open plan" design has minimal exterior windows to the typicalclassrooms. The open plan creates a great deal of visual and audio distractions which might work for somestudents who can successfully filter out external input, but not for the majority. The ceilings in the older building arerelatively low, which tends to accentuate the "cave-like" feeling of the school in general. The newer wing is relativelyplain on the exterior and doesn't attempt to match the existing structure, yielding a two-building campusappearance. Inside, the newer wing is attractively finished, with good lighting, high ceilings, and a functional layout.The Multi-Purpose Room configuration appears to possibly be somewhat dysfunctional as an Art Room for lack ofadequate storage space, and also requires a lot of space to be cleared every time the overall larger space is usedwith the operable walls open.
Beacon Hill is a small single story elementary school with mainly open concept classrooms. It was originally
constructed in 1971 with additions and modernization of the original building in 2006. All finishes and systems aregenerally in good condition.

Only minimal piecemeal improvementshave been made over the last 8 years making it all the more apparent that this facility could be a good candidate fora major modernization.
Catharine Blaine was originally built in 1952 as a Junior High School. It is a single story building constructed of a
concrete and steel frame with wood flooring and roof structure. This facility has not had any major work done to itsince it was built, so many of its systems and finishes are worn out. These items include a portion of the roofing,exterior single glazed windows, exterior doors, the Gym bleachers, interior doors, the majority of the floor finishes,galvanized water piping, the antiquated heating system, the electrical service, feeders, panel boards and lightfixtures and the asphalt parking and play areas.

Broadview/Thompson is a heavy concrete 2-story building originally constructed in 1963 as a Junior High School.

This is very attractive historic school in an nice older Seattle neighborhood that has been well adapted to currentDistrict standards for elementary education during a year 2000 modernization. There is little that needs to be doneto this school for the near future, except to hold-the-line on overcrowding. The only significant deficiency in theschool, relative to the guide school, is that it lacks the large group instruction common spaces that accompany the
classroom clusters for the guide school. However, given the historic structural "givens" for this school and the"compromises" that have already been made in the modernization to accommodate additional program squarefootage, it would not be recommended to try to reconfigure this school in any way. It works very well the way it isand is a great source of pride to its immediate community.
Bryant Elementary is a large 3 - story School originally built in 1926. The School was added onto and totally
modernized in 2001. All finishes and systems are in excellent condition and are wearing quite well. No major workshould be needed at this school over the next ten years.

Hard surface play areas and big toy areas are nicely sized and usable. There are approximately20 on-site parking spaces. Drop off and pick-up including buses occurs on the street.
Coe Elementary School was constructed in 2003 as a replacement for the original 1907 school. The main building is
3-story and replicates the original building. The Gym building is a single story structure that houses a cafeteria,kitchen and a central heating plant. All of the systems and finishes in the building are less than ten years old and arein excellent condition. The Gym building is showing excessive wear on the exterior south facing building face.There appear to be some issues with roof or roof flashing that have been repaired, but have caused additionaldeterioration of the exterior skin.

The Columbia School is a small single story wood and timber framed building constructed in 1922. The building
received a new electrical service in 2001 and a new steam boiler in 2005. New single pane windows with an innerstorm pane and new roofing were also installed in 2001. The roof is currently failing and needs to be redone and thewindows are still only single glazed. Virtually all of the Schools other systems and finishes are antiquated or in poorcondition and need to be replaced.

framed structure with CMU veneer. It is now fifteen years old and still in excellent condition, except that it's metalroofing has a history of leaking which apparently still exists.

One addition is directly attached tothe main building and includes a gym/commons space, kitchen, special education classrooms (2) and a 5th gradepod of 2 classrooms. The separate westerly annex building houses a pre-school facility and an art/science
classroom. The overall school is below the program area and building area of the District's guide school. This ispartly due to the open plan layout which reduces the circulation space somewhat within the building but alsobecause the typical classrooms are smaller. There are also some program areas that are reduced or missing, suchas only one pre-school, no computer lab, etc. The open plan school creates a great deal of visual and audiodistractions which makes teaching and learning difficult for teachers and students. Classroom windows are minimaland the overall cluttered appearance of the classroom environment results from lack of visual barrier walls,concealed storage space, and exposed utilities that have been retrofit into the building. The new east wing andwesterly annex building are attractive additions to the site.
Dearborn Park was constructed in 1972 with concrete and heavy timber as a mostly open landscape classroom
design. In 2006 a Gym, cafeteria and classroom wing was added and some modernization occurred in the originalbuilding.

Bus and other drop-off onstreet, but street is adequately wide. School has been used as alternative/interim secondary site at times.
The Hughes facility is a four story building originally constructed in 1926 with a three story classroom addition in
1949. The roof is in fairly good condition, but everything else in the building is original and in poor condition.

This historic 50's era neighborhood school is a treasure for the Seattle School District. It has wonderful qualityfeatures throughout and for virtually all important educational needs. It is however in significant need of generalmodernization for systems, components, finishes, etc. inside and out. Stop gap measures have been taken in someareas to augment classroom infrastructure for contemporary educational systems such as ceiling-mountedprojectors. This reviewer attended junior high at this school shortly after it was constructed and it still looks almostthe same If there is a drawback to this school educationally, it is very large. Educational delivery strategies thatwould help breakdown the long travel distances and help "cluster" students into smaller associations (as is done to adegree at present) would help ameliorate this scale situation and probably improve its educational effectiveness.This school is a great example of good original programming, design, and construction by all parties. The facility ingeneral continues to slip in terms of its overall aesthetics and appearance.
Eckstein Middle School was originally constructed as a Junior High School in 1950. It is a 2 - story building with a
concrete frame and a wood roof structure. The exterior walls have an excessive amount of glass block above ashallow band of windows. This facility has not seen any major modernization or remodel work since it was built.Many of the buildings systems are wearing out and will need some level of repair or replacement in the next 10years. These systems include the skylights, classroom casework, Gym bleachers, VAT flooring, exterior windowsystem, exterior doors, the entire HVAC system, electrical convenience outlets and all of the asphalt parking andplay areas.

playfields on site, but there is Fred Hutchinson Park immediately adjacent. A small hard surface play area is on-site. There is limited on-site parking. Drop off and pick-up including buses occurs on the street.
The Emerson School was originally built in 1909 as a small 3 - story Elementary School. In 2001 it was added onto
and fully modernized into a large Elementary School. All of the buildings systems and finishes are in excellentcondition except for the classroom carpet, which is only 13 - years old but and is very stained and already starting towear.

This large historic school has been completely modernized in 1991. Most of that modernization configured theschool near current standards. The straightforward racecourse configuration is compact, but located on 4 floors with
a separate PE / athletic facility a block away from the main building. Many spaces are high volume with good naturallight, but many classrooms and labs have been placed inboard with no natural light. Corridors are generally darkwith lowered acoustical ceilings that detract from the otherwise high quality environment.
Franklin High School was originally constructed in 1912 as a 4 - story steel and concrete framed building. A stand-
alone Gymnasium was built in 1958. In 1991 the entire campus was modernized and a second Gymnasium wasadded to the original one. The facility is now 23 years old and in need of some attention. The entire interior of thebuilding needs painting. The old single glazed wood windows should be replaced. The water source heat pump unitswill need to be replaced in the next five years.

This 2 story school consists of the original main 1960's building and a recent 2-story classroom and library addition.The appearance from the main approach street is of a single story building as the site slopes down to the south andwest to provide day lighting of the lower level. The school is about 40 students under the District's guide school andcontains approximately 16,000 sf less. Its current student population of 346 is slightly less than its rated functional
capacity of 360. However, given the imbalance towards kindergarten this is probably a reasonable differential. It iscurrently configured as a 2 round (2 regular classrooms per grade) school except for kindergarten which consists of4 classrooms. The imbalance of grade level student populations means that fifth grade consists of 1.5 classroomspresently. There is only one pre-school classroom. The older main school has received only minimal upgrades andis of much lower overall quality than the relatively recent west addition. One newly constructed portable has beenadded recently at the back of the site.
Graham Hill Elementary was constructed in 1961 as a small 2-story school. In 2004 a Library and six classrooms
were added at the west end of the original building. At that time flooring and other finishes were up-graded in theoriginal school.

This is a very nicely modernized elementary school located in a very nice area of Seattle. The educational programfor which it was designed and constructed in 2002 is very different from the currently configured program in thisschool. If the current programs in this facility are to remain for the long term and at their current population (370
including preschool programs), some revisions should be made to bring this facility up to comparable educationaladequacy as the District's guide school. Given its restrictive site and historic envelope it will not be recommended totry to add more square footage to this building. Some internal improvements such as toilets may be achievable butat relatively high expense. If the educational program were revised back to a typical K-5, 3 round elementary school,very little would need to be done to this school for it to meet the District's guide elementary school standards.
The original Greenwood elementary school was a 3-story building constructed in 1909. In 2002 new East and West
wings were added and the existing building was totally modernized. All of the buildings systems are in excellentcondition and should be good for at least another 30 years. The single glazed wood windows in the old building wereretained and they already have peeling paint. They should be replaced with modern dual glazed units.

The comprehensive program is housed in a large facility. The school has received incremental upgrades, includinga library and a science modernization/addition, and most recently a new 2-story classroom wing directly adjoiningthe existing building at the west. Major site improvements of the athletic fields area of the site including a newconcessions building and major parking and lighting upgrades were also completely recently. But to date, nocomplete modernization has been done for a large portion of the remaining building. The school is above averagesize for its capacity. It's mostly single-story configuration is spread out on a large site in a fairly rigid grid with doubleloaded corridors efficiently arranged around open courtyards. The most recent classroom addition, however, takesa different and welcome approach in being a two-story single-loaded corridor configuration bathed in natural lightfrom skylights above. The prevalent masonry construction of the older portions of the school limits flexibility forrearrangement of this basic layout, but the open courtyards offer space for expansion of key program areas; similarto the recent library and science expansions. The older hard durable surfaces and flat ceilings present a relatively
Ingraham High School was built in 1960 as a mostly single story concrete frame structure. There are six buildings
on the site consisting of large main building, a small science classroom building, a smaller Tech/Ed building, aConcession building and Field storage building at the football field. There is also a 2-story classroom wing additionto the west of the main building that was competed in 2011. The buildings have only had minor up-grades over theyears but are still in pretty good condition. Items that will eventually need to be addressed are the remaining singlegalvanized windows, the remaining poor roof areas, the " VAT" floor tile, galvanized water piping, the aging heatingsystem and the aging electrical system.
