The mining lease of above mentioned Project was granted by DMO, vide letter No. 1855/M dated 19/09/2011, the mining lease was executed on dated 24/11/2011 and is valid up to 23/11/2021 i.e. for a period of 10 years, copy of grant letter and Lease deed is attached as Annexure II & III respectively. Previous year’s production fig- ure of the above mentioned mine lease area is issued by DMO vide letter No. 780/M dated 19/04/2017, its copy is enclosed as Annexure IV. The Project Proponent is applying for the grant of Environment Clearance of minor mineral from District Level Environment Impact As- sessment Authority (DEIAA) Palamu (Jharkhand), as per the directions given by MoEFCC (Ministry of Environment Forest & Climate Change). The mining plan of the concerned Project has been prepared with proper attention to ensure that the relevant provisions under MMDR Act-1957, MMR-1961, and Mines Act-1952, Mines Rules 1955, JMMCR 2004 & JMMC (A) R 2014 are followed. 1.1 Project in Brief. Stone boulder mining is one of the most primitive mining, as it is an immediate requirement for any type of construction or infrastructural development. The demand of stone (Boulders) had always been there since the development of the civilized society. Stone products are use- ful in construction of buildings, Roads, embankments in railway track, irrigational projects and various other constructions Project. These Stone Boulders had always been in a good demand. Apart from the production of Stone Boulders, The Project will also generate em- ployment for the locals which will lead to their socio economic development. The concerned Stone Boulder mining Project will not have any negative impact on the Envi- ronment, as the mining will be done as per the approved mining plan in a scientific way, by using modern technologies to reduce the environmental load. Environmental factors vulnera- ble to mining are Air, Water and Noise. Proper mitigation measures will be implemented to

PRE- FEASIBILITY REPORT

1 Executive Summary.

Mining lease of Lakshansai Stone mine over an area of 4.15 Acres (1.68 Ha), located at

Mauza- Lakshansai, Plot No- 423 (P), Khata No-211, Thana –Ghatshila, Thana No.-1415,

District-East Singhbhum (Jharkhand), was granted to “M/s Pratik Enterprises” Smt.

Sushmita Mahapatra, W/o- Shri Saroj Kumar Mahapatra, is the Proprietor of M/s

Pratik Enterprises. Smt. Sushmita Mahapatra is R/o- Adityapur, Near Tehsil Office,

Dist- Saraikela Kharsawan, (Jharkhand). The mining lease of above mentioned Project was

granted by DMO, vide letter No. 1855/M dated 19/09/2011, the mining lease was executed on

dated 24/11/2011 and is valid up to 23/11/2021 i.e. for a period of 10 years, copy of grant letter

and Lease deed is attached as Annexure II & III respectively. Previous year’s production fig-

ure of the above mentioned mine lease area is issued by DMO vide letter No. 780/M dated

19/04/2017, its copy is enclosed as Annexure IV. The Project Proponent is applying for the

grant of Environment Clearance of minor mineral from District Level Environment Impact As-

sessment Authority (DEIAA) Palamu (Jharkhand), as per the directions given by MoEFCC

(Ministry of Environment Forest & Climate Change). The mining plan of the concerned

Project has been prepared with proper attention to ensure that the relevant provisions under

MMDR Act-1957, MMR-1961, and Mines Act-1952, Mines Rules 1955, JMMCR 2004 &

JMMC (A) R 2014 are followed.

1.1 Project in Brief.

Stone boulder mining is one of the most primitive mining, as it is an immediate requirement

for any type of construction or infrastructural development. The demand of stone (Boulders)

had always been there since the development of the civilized society. Stone products are use-

ful in construction of buildings, Roads, embankments in railway track, irrigational projects

and various other constructions Project. These Stone Boulders had always been in a good

demand. Apart from the production of Stone Boulders, The Project will also generate em-

ployment for the locals which will lead to their socio economic development.

The concerned Stone Boulder mining Project will not have any negative impact on the Envi-

ronment, as the mining will be done as per the approved mining plan in a scientific way, by

using modern technologies to reduce the environmental load. Environmental factors vulnera-

ble to mining are Air, Water and Noise. Proper mitigation measures will be implemented to

reduce the pollution load on Air, Water and Noise. For Air pollution control wet drilling, wa-

ter sprinkling on haulage road is proposed. Surface water will not be polluted since housing

facility for workers is not proposed at the mining site and garland drain will be there to coun-

ter surface runoff during monsoon season. No deterioration of ground water table as the min-

ing will be done as per approved mining plan. Noise Pollution is not significant outside the

quarry area anyway blasting will be done as per approved mining plan using protective

measures, noise pollution at the quarry will be countered using PPE (Personal Protective

Equipments) ear plugs etc. Greenbelt area will be developed around the periphery of mining

lease area that will reduce the effect of noise pollution. Concerned Project will not affect the

local Biodiversity and its related Flora & Fauna. Occupational Health issues will be dealt by

providing PPE and regular health checkups for the workers at mining site. Work will be car-

ried out in daytime only therefore no housing for workers is required at mine site. Therefore

water requirement, generation of municipal wastes will be negligible. Proposed Energy/

Power required during mining activity will be provided by the DG Set.

Location of the Project site had been defined by using the GPS Co-ordinates. Geographical

features within a radius of 1 km from the periphery of the Project site is shown in the Google

map of 1 km radius and is attached as Annexure- V

2. Introduction of the project Background information

2.1. Identification of project and project proponent. In case of mining

project, a copy of mining lease/ letter of intent should be

given.

2.2. Brief description of nature of the project.

The proposed Project is to mine Stone boulder within mine lease area. It will be opencast sur-

face mining where mining activity will be carried as per approved mine plan. Mining activity

is proposed for daytime only in order to reduce accidental hazards and avoid environmental

pollution. No storage of stock, in the mine site. Mining will be semi mechanized including

drilling, blasting & crushing through machines.

2.3. Need for the project and its importance to the country and or re-

gion.

Mining of minerals had been one of the most primitive works associated with societal devel-

opment. Need of mining had always been there as it provides products for infrastructural de-

velopment. There is various building construction Projects which require Stone Boulders.

The Stone Boulders are used in River anti-erosion, embankment of River, Dam construction,

filling of railway tracks and road construction. So there is a huge requirement of these minor

minerals in infrastructural Development, which leads to socio economic development.

Apart from this, it also plays an important role in generating revenue to the State. Stone min-

ing Project in the region will also provide employment to the locals; this will lead to genera-

tion of direct or indirect source of income in the region.

2.4. Demand-Supply Gap.

With the increase of urbanization the demand for Stone Boulder is growing in infrastructure

sector in our country. There is large demand of masonry stone for road, railway track, build-

ing construction etc. The demand of Stone Boulder is directly proportional to the supply.

2.5. Imports vs. Indigenous production.

If the Stone Boulders are imported in the region, the cost of boulders will be higher which

will directly or indirectly affect the economy of the local market. Indigenous production can

curb the cost of Boulders, on the other side it will also provide employment to the locals

hence it will support to self sustain.

2.6. Export Possibility.

The exposed Minerals (Granite) found in the District is of low quality, and is not feasible for

export.

2.7. Domestic / export Markets.

Stone boulder production is feasible for domestic market, as Stone boulders are in heavy de-

mand for building construction and other infrastructural development i.e. construction of

road, railway tracks, embankments in River etc. the exposed Granite (Stone Boulder) found

in the District is of low quality, therefore it is limited to domestic market, and is not feasible

for export.

2.8. Employment Generation (Direct and Indirect) due to the Project

This concerned Stone mining Project is having good scope for employment generation.

There would be 300 working days in a year. Management & supervisory personnel con-

sidered under Reg. 34 (2) (C) of MMR, 1961 would be as follows:

3. Project Description

3.1 Type of project including interlinked and interdependent projects, if

any.

This is an independent, new mining project. The proposed project is for the extraction of

Stone Boulder from the proposed mining lease area.

3.2 Location (map showing general location, specific location, and

project boundary & project site layout) with coordinates.

The mining lease area is located at, Mauza- Lakshansai, Plot No- 423 (P), Khata No-211,

Thana –Ghatshila, Thana No.-1415, District-East Singhbhum (Jharkhand). Area- 4.15 Acres

(1.68 Ha).

proposed site, particularly the environmental considerations

3.4 Size or magnitude of operation.

The proposed mining lease area is of 4.15 Acres (1.68 Ha). Magnitude of operation is as pro-

vided below as per MCR 1960 and approved mine plan:

The mine is planned to develop with the maximum production capacity, keeping in view of

production target, the method of mining adopted shall be opencast and semi-mechanized

method on single shift basis where the stone boulder (of different sizes) will be excavated. In

the initial stage, large sized boulders will be excavated using hydraulic breakers & excava-

tors. Drilling and blasting shall be carried out by engaging authorized explosive agency under

competent supervision. The excavated material from the mine shall then be sent to crushing

& screening unit from where final product will be produced with sizes of 5mm, 5-10 mm, 10-

20 mm, and 20-40 mm.

The development of faces shall be carried out in slicing and benching method keeping the

bench height at 6 m and width not less than 10 m for easy plying of HEMM. The individual

slope of benches would be kept 45° from vertical at ultimate stage.

The average working days in a year would be 300 days. 7.5 m of safety barrier would be de-

veloped on the lease area. Haul roads shall be made and maintained and the gradient of road

shall be kept at 1:14 to 1:16.

3.6 Raw material required along with estimated quantity, likely source,

marketing area of final product/s, Mode of transport of raw Material

and Finished Product. Resource optimization/ recycling and reuse en-

visaged in the project, if any, should be briefly outlined.

The operation involves extraction of Stone Boulders in its existing form. Mined out miner-

als will be transported to the Crushing unit with the help of Trucks/ Dumper etc. from the

proposed mining lease area. The finished out product will be supplied to the nearby local

market. Existing roads will be utilized for the transportation of Stone Boulders from mine

site to market

3.7 Resource optimization/ recycling and reuse envisaged in the Project, if

any, should be briefly outlined.

This is a semi mechanized, opencast Stone Mining Project and does not require any resource

optimization. Recycling of Rain water collected in the mining pits, will be done. Recycled

water will be utilized in dust suppression and plantation work.

3.8 Availability of water its source, Energy/ power requirement

and source should be given.

Water requirement at the mine site can be categorized in two sectors i.e. drinking and ancil-

lary use like suppression of dust, plantation, wet drilling.

Considering the fresh water requirement for 25 site laborers, it is estimated that approx 0.75

KLD (@ 30 lpcd) water will be required. Apart from that 4.33 KLD water will be required

for ancillary Purposes i.e. suppression of dust, plantation, wet drilling. Therefore total re-

quirement of water is 5.08 KLD.

A Bore well is proposed to meet drinking water requirement. For dust suppression and plan-

tation water supply will be met by Naga River (0.6 km from Mine site) or by private tankers.

Power requirement is anticipated, for mechanized operations in mine, diesel operated ma-

chines/equipments etc. DG sets will also require diesel. A list of equipments required in the

operational phase of mining are as listed below.

3.9 Quantity of wastes to be generated (liquid and solid) and scheme

for their Management/disposal.

The scope of Project is as such that the generation of wastes either in the form of solid or liq-

uid is negligible. Solid wastes may be generated due to overburden present in mining area

and the labors working in the mine. Overburden produced in mining area will be managed in

maintaining haulage route. Since there is no provision for housing of labors in the mining ar-

ea and work hour is day time, the production of domestic wastes will be negligible. No liquid

effluent will be generated at the site; anyway domestic wastes generated at the mine site will

be managed by providing dustbins within the vicinity, also encouraging the labors to keep the

area clean. There will be provision for mobile toilets.

Hazardous wastes may be generated due handling of blasting material, Oil spillage from DG

sets and transportation vehicle. To avoid the generation of hazardous wastes blasting material

will be introduced to mine site at the time of blasting only. Regular checkup and maintenance

of DG sets and transportation vehicle will be done to avoid discharge of hazardous wastes.

All the hazardous wastes generated will be managed as per Hazardous and Other Wastes

(Management and Transboundary Movement) Rules, 2016.

4.2 Land Form, Land Use and Land Ownership:

Land Form: The proposed mine lease area is non forest land.

Land Use: Barren land with exposed rocks.

Land Ownership: Govt. Land.

4.3 Topography (along with map).

About 53% of the total area of the district is covered by residual mountains and hills

consisting granite, gneiss, schist and basalt rocks.Generally the height of the district

is 213m. to 945 m above sea level. East Singhbhum district has large variation in

slope. Five slope ranges are observed. It varies from 150-300 m/km.,80-150

m/km.,20-80 m/km,10-20m/km. and less than 10m/km. Dalma hill extends from

North-west to south-east about 70 km. in length and 5km. in width. It has slope 150-

300 m/km. Hilly area of Dumaria block also come under this category. Next slope

range is between 80- 150 m/km. This slope range is in Patamda, Jamshedpur sadar

and Ghatsila blocks.20-80 m/km. slope is found in small patches of Mosabani and

Chakulia blocks. Potka block, Dhalbhumgarh block,major portion of Chakulia block

and Bahragora blocks are categorized between slope 10-20m/km. Easternmost por-

tion of Chakulia and bahragora block has slope less than 10m/km.

The Subernarekha river flows from west to south-east direction. All the tributaries of

this area meet with the Subernarekha river. Drainage pattern is dendritic in nature.

Drainage of Patamda blocks do not meet in Subranrekha River. Kharkai River meets

Subarnrekha river at Sonari near Jamshedpur. Major tributaries which meet Subarn-

rekha river from west to east are Sapnara nadi, Garra nadi, Dudh nadi, Chakdaha

nadi

The area represents hillock of Stone trending NE-SW ranging from 208 mRL to 190

mRL above MSL. The highest elevation i.e. 208m peak is situated on the southern

part of the area. The stone boulder exposed in entire lease area. For detailed Topog-

raphy, a Toposheet of 5 km radius from the proposed mining lease area is attached

as Annexure- VI.

Red gravelly soil is found in Chakulia block and parts of Bahragora blocks. Red sandy

soil is observed in Mosabani,Parts of Jamshedpur and Dumaria blocks.Red loamy soil

is found in parts of Bahragora,Dhalbhumgarh and Jamshedpur sadar blocks.Red and

Yellow soil is found in Patamda and Potka blocks. Lateritic soil is found in small patch

4.6.1 Physiography.

Latitude: 220 34’14.37” to 220 34’23.17” Longitude: 860 09’50.35” to 860 09’58.36”.

The mine is well connected with village public road which is further connected with Hal-

dipokhar-Kuali road in Western direction. The nearest railway station is Haldipokhar is lo-

cated at a distance of about 4.00 km on the NW.

The area represents hillock of Stone trending NE-SW ranging from R.L.208m to R.L.190m

above MSL. The highest elevation i.e. 208m peak is situated on the southern part of the area.

4.6.2 Regional Geology.

The geology of the East Singhbhum district follows the Regional stratigraphy of

Singhbhum District of Jharkhand the litho-structural environment is distinctly separated by

the 160 Km long thrust zone – known as the Singhbhum Shear zone. North of it, occur a

group of metamorphosed rocks while the southern part is conspicuous by the presence of

un-metamorphosed rocks which are underlain by the older metamorphic. The Whole

sequence of rocks in this area and also in the eastern part is traversed by younger

igneous bodies of ultrabasic, basic and acidic compositions. The stratigraphic sequence of

South Singhbhum is as follows, -

4.6.3 Local Geology.

The geology of the rock types of Lakshansai Stone Mine follows the Regional stratigraphy of

this region. The Stone boulders exposed throughout the area. The general trend of the deposi-

tion is along NE-SW.

4.7 Climatic data from secondary sources.

The climate of this region may be considered as extreme, being intensely hot in summer and

moderately cold in winter. The climate of the area is also characterized by a hot dry summer

and well-distributed rains in the monsoon season. The cold season commences from Decem-

ber and lasts till the end of February. The hot season follows thereafter and continues till

about the third week of June. The southwest monsoon season is from the middle/end of June

to the end of September. The Climate of the district is temperate. Annual rainfall is 1200 mm

to 1400 mm. This area comes under the path of south-west monsoon so sometimes it receives

heavy rain during July to September. During the summer seasons maximum temperature goes

up 40° C - 45° C whereas in winter it has recorded a minimum of 8° C.

5. Planning Brief.

5.1. Planning Concept (type of industries, facilities transportation etc) Town and

The mine is planned to develop with the maximum production capacity, keeping in view of

production target, the method of mining adopted shall be opencast and semi-mechanized

method on single shift basis where the stone boulder (of different sizes) will be excavated. In

the initial stage, large sized boulders will be excavated using hydraulic breakers & excava-

tors. Drilling and blasting shall be carried out by engaging authorized explosive agency under

competent supervision. The excavated material from the mine shall then be sent to crushing

& screening unit from where final product will be produced with sizes of 5mm, 5-10 mm, 10-

20 mm, and 20-40 mm.

The development of faces shall be carried out in slicing and benching method keeping the

bench height at 6 m and width not less than 10 m for easy plying of HEMM. The individual

slope of benches would be kept 45° from vertical at ultimate stage.

The average working days in a year would be 300 days. 7.5 m of safety barrier would be developed on

the lease area. Haul roads shall be made and maintained and the gradient of road shall be kept at 1:14

to 1:16.

No housing facility is required at the mine site, as the workers will be hired locally and work-

ing hour is daytime. Rest shelters and other basic amenities shall be provided to the workers.

Mining will be carried out in proposed mine lease area only as per MCR 1960 & AMP with-

out affecting the adjoining area.

5.2. Population Projection.

In the Proposed Project working duration is for daytime only, and there are no provi-

sions for dwelling of labors at mine site, labors will be hired from local market or vil-

lages. Therefore there is no permanent influx of the population.

5.3. Land use planning (breakup along with green belt etc).

Mining of the proposed lease area will lead to positive land use. Existing land use of

the mine lease area is barren land with exposed rocks. During the mining period mine

lease area will be converted into open pit. Reclamation of the mine lease area will be

done as per approved mine plan and will be further developed as water reservoir at the

end of life of Mine, so to be used for irrigation and pisiculture purpose.

5.4. Assessment of Infrastructure Demand (Physical and Social).

Infrastructure such as rest shelter, mobile toilets and availability of drinking water for

labors will be provided. Apart from these there is no provision of housing facility as the

labors will be hired from local markets or nearby villages. Extracted minerals will be

directly transported to the local market; there is no provision for stocking of extracted

minerals.

5.5. Amenities/Facilities.

Temporary rest shelters, drinking water and first aid facility, PPE, mobile toilets, will be

made available to the mine workers at mine site.

6. Proposed Infrastructure.

6.1. Industrial Area (Processing Area).

In case of stone mining there is no need for mineral processing or mineral beneficiation to

upgrade the ROM Production.

Industrial area not required.

6.2. Residential Area (Non Processing Area).

No residential area is proposed as the labors will be hired from nearby market or near-

by villages, only rest shelter is proposed at mine lease area.

Number of saplings to be planted for the entire life of mine will be 995 saplings, which

will cover 37% of Green Belt development. Plantation of trees along the periphery of

mining lease and haulage route will be done in consultation with local Authority.

6.9. Solid Waste Management.

Since there is no housing facility for Labors, proposed in the mine lease area, genera-

tion of domestic waste or any other solid waste is negligible. Solid waste in the form of

overburden, if any will be used to maintain the haulage road.

6.10. Power requirement & supply/source.

All the activities will be carried out at day time only; hence there is no power requirement for

the project at site. However, required drilling will be carried out by compressor fitted with

DG Set.

7. Rehabilitation a n d Resettlement (R & R) Plan.

7.1. Policy to be adopted (Central/State) in respect of the Project affected persons

including home oustees, land oustees, landless laborers (a brief outline to be

9.1. Financial and social benefits with special emphasis on the benefit to the local

people including tribal population, if any, in the area.

The Proposed mining Project will bring long term positive impact, in terms of socio econom-

ic development by providing direct or indirect source of income in the vicinity for the locals

and Tribal population, revenue generation to the Government. The land use of the mine lease

area will change; it will be converted from barren upland to useful water reservoir, which can

be used for irrigation and pisiculture.

Apart from these, there is a growing need of Stone boulders for various purposes i.e. they are

used in various construction Projects, River anti erosion, filling of River embankment, Dam

construction etc. Stone boulders can be crushed to different sizes ranging from 6 mm to 63

mm aggregates and can be produced as per requirement.

So for the need of development in terms of generation of employment, generation of Gov-

ernment revenue this Stone mining Project can be considered as a useful Project.
