Introducing Petrofac

Petrofac in North Africa

We are a leading international oilfield service provider with more than 14,000 people supporting our operations in more than 29 countries worldwide. We help oil and gas resource holders to unlock the value of their assets and infrastructure through the deployment of our life of asset service capabilities.

We are a truly global business but we never lose sight of the sustainability of our local offices. Where we can, we maximise local resources and services and are committed to investing in the communities within which we operate.

Our capabilities span the life cycle of the oil and gas value chain; subsurface, asset management, field development, engineering, construction, operations, maintenance and training.

Petrofac has been present in the region for more than 15 years. We opened our first office in Algeria in 1999 and our base in Tunis in 2007. We are committed to continuing to build a solid, local engineering presence to support our projects in North Africa.

Our base in Algiers has rapidly expanded and is now a fully operational engineering office, delivering concept, FEED, procurement and cost estimating services.

In Tunisia, as well our central business hub in Tunis, we also have additional offices adjacent to our operations. Our in-country track record includes a range of conceptual and FEED projects as well as the EPC for the Hasdrubal Gas Plant. We are committed to providing a sustainable presence in the local community with a high percentage of our employees being Tunisian nationals. Our support to the region also includes: funding projects to diversify and improve agricultural and fishing income, training, and the sponsorship of local safety and environmental projects.

UPSTREAMOur experience in upstream oil and gas facilities design covers both greenfield and brownfield projects, onshore and offshore. We have delivered oilfield services across some of the world’s most challenging environments; from Arctic climates to tropical rainforest, swamp and desert. The projects we manage can be diverse and complex and our capability encompasses the full asset life cycle; from initial field development planning through to operation and the ongoing management of an asset’s performance and integrity.

OIL PRODUCTIONWe have expertise in all aspects of crude oil separation and processing covering a range of impurities (such as salts, H²S), production and chemistry issues. We can also address the necessary requirements of processing the gas associated with the crude oil for export, injection, disposal or gas lift as required for each individual project.

In 2009 Groupement Berkine Sonatrach Anadarko Association awarded us the contract for engineering, procurement, construction, commissioning (EPCC) and start-up of the central processing facility (CPF) installation at El Merk in Block 208, 90km south of the Sonatrach/Anadarko-operated Hassi Berkine facility.

In 2011 we were awarded a US$1.2 billion lump-sum engineering, procurement and construction (EPC) contract by In Salah Gas (an association between Sonatrach, BP and Statoil) for its Southern Fields development in In Salah. The scope includes a new central production and gas gathering facility comprising two dehydration trains with the capacity to produce approximately 16.8 million cubic metres of gas per day, associated permanent camps and approximately 300km of pipelines. All main construction activities are completed and start-up production began in February 2016. The second phase of the project, due to complete in 2017, is now underway.

GAS PROCESSINGA typical gas facility incorporates a number of processes depending on gas composition and export specifications. We are adept at integrating processes to deliver the optimum technical and economic solution. Our expertise and experience includes addressing sour gas, mercaptans, mercury, natural gas liquids (NGL)/liquified petroleum gas (LPG) recovery and CO² recovery and disposal.

DOWNSTREAMOur downstream capability spans early engineering; from feasibility and concept through to EPC and EPCm. At the early project stages, we offer specialist consultancy services including process simulation design, technology selection and estimating of refinery facilities as well as debottlenecking of plants.

PIPELINE ENGINEERING PROJECTSWe understand the importance of pipelines as a high CAPEX element of any infrastructure development. Our pipeline engineering expertise covers flowlines, export lines and offsites and we can offer specialist services supporting onshore mapping, routing, materials selection, mechanical design, stability design, 3D stress analysis, span analysis, crossings design and upheaval buckling analysis. This is supported by industry-leading tools and current vendor data, meaning we are equipped to deliver the best techno-economic solution for each and every project.

Our industry-leading engineering capability delivers a full field development service from early feasibility and concept stages through to concept selection, front-end engineering design (FEED) and detailed design.

• Integrated field development planning (including interfacing with subsurface teams)

• Due diligence and screening studies• Feasibility, concept and FEED studies• LLI enquiries and preparation of EPC

tender documents• Detailed design• Project management services

Since 2012 we have been delivering a number of general engineering services contracts in North Africa.

For JV Gas (a joint venture comprising Sonatrach, BP and Statoil) we continue to provide a range of multi-discipline consultancy, design and procurement services to support its In Salah and In Amenas assets. The scope of services covers both major and minor brownfield modifications for process and utility system modifications, facilities upgrades, infrastructure and gathering system upgrades. The project typically executes about 50 call off orders at any one time, ranging from studies, to FEED, detailed design to procurement services.

In 2014 we were awarded a general engineering services contract for support of a client's Tunisian operations. Specific

services being delivered include: studies, general engineering support, detailed engineering, procurement support and construction. We are delivering these projects on a work share model between Petrofac offices as appropriate, with teams in Tunisia, Woking, Aberdeen, Sharjah and India involved to date.

By using a tried-and-tested work share model, we can ensure our clients have access to the appropriate resources and technical capability at the most competitive rate. We can also undertake work which transitions to the next phase in a different Petrofac office for example FEED/FEED Verification to EPC, enabling clients to benefit from seamless handovers and improved schedules.

Brownfield engineering

We delivered the engineering, procurement and construction (EPC) for an offshore surface jet pump as part of our general engineering services contract. Executed by an integrated team comprising engineers from our Woking and Aberdeen hubs, the surface jet pump was successfully installed in June 2016.

Flexible delivery

Our solutions are tailored to each project and adhere to strict principles of integrity, safety and quality in design.

Training and development

Our international track record spans over 33 years and during this time we have maintained a forward-looking approach that emphasises the importance of training and development. Today we are proud to provide a wide range of high-quality accredited technical and professional programmes.

Our training centre in Hassi Messaoud, Algeria has the capacity to deliver training for 400 people a year. Training is primarily skills based, with a strong emphasis on health and safety. The curriculum covers five trade areas: instrumentation, electrical, mechanical, pipe fabrication and welding. We have also facilitated English language courses for engineers through the British Council.

Reflecting our commitment to community investment and development we also established a craft training centre at El Merk, Algeria to qualify local high school graduates in five construction-related work activities, such as welding, electrical and instrumentation, piping and mechanical fit up. This programme continues to train and qualify approximately 300 people annually.

We have executed more than US$3 billion* of projects in North Africa and have well established working relations with Algerian construction companies.

Globally we have delivered over 200 onshore projects across a diverse range of developments. We are focussed on delivering high-quality engineering and construction services covering detailed design and engineering, HSSE management, quality and integrity assurance and control, initial procurement activities through to fabrication and onsite construction, inspection, testing, installation, start-up and, where required, initial operations.

*As of December 2016

We offer project delivery via lump-sum turnkey (LSTK) or EPCm models, depending on our clients' requirements.

For LSTK projects, we will lock the priceand schedule and deliver in line with this. For clients who prefer to maintain greater involvement and influence on the project our EPCm capability might be preferred and construction is sourced directly. EPCm is also advantageous for accelerating projects that are less well defined.

We also offer a variety of contracting strategies depending on our clients' project drivers, this includes general engineering services call off contracts, brownfield modification as well as reimbursable models and those linked to key performance indicators such as production targets, shut down durations and continual improvement targets.
