Envisioned as a vibrant hub of student life, the renovated Peter Stott Center and new Viking Pavilion will combine spaces for academics and athletics, education and events. A centerpiece of the project will be the creation of a premier multi-use arena that will host events ranging from athletic competitions to concerts to commencement. With its location directly on the South Park Blocks, the new Peter Stott Center and Viking Pavilion will dramatically impact the campus, the community, and the city. As a building that acts as a gateway as well as a destination, the facility will include spaces for competitions and events as well as areas for gathering, eating,studying,andinteracting.Theprojectisintendedtopromoteand celebrate excellence and its design should engage and resonate with the Park Blocks, Portland State, and Portland itself.

Thisreportistheresultofa10-weekProgrammingeffortbeginningwith a Project Charter and goal-setting session in January and subsequent workshops in February and March with the Project Stakeholdersfocusedonestablishingprogrammaticneed.Theteam structure includes a Steering Committee, Project Advisory Committee,andInternalProjectStakeholders.Theprocesshasbeen facilitated and managed by Portland State University Capital ProjectsandConstructionandtheDesignTeam.

Asignificantportionoftheprojectinvolvesrenovatingandimprovingtheexistingstructure,originallybuiltin1966witharenovationandadditionin1985.Asaresult,existingconditionshave been reviewed, documented and evaluated during the Programmingphase.Theprimaryusersofthebuilding—theAthletics Department, Physical Education (a program of the School ofCommunityHealth),PSUStudents,GeneralAcademicsandpotential future building users including Conference and Events, Orientation and Campus Visits, Food Services, Student Advising andOHSU—wereallengagedinaprocessaimedatquantifyingspaceneedsanddefiningthequality,characterandrelationshipsfor each space. Due to the set building site and footprint, the outline of facility requests are constrained by the existing systems and conditions. As a result the Programming Phase includes initial concept design studies to test area constraints and opportunities basedonthespecificexistingsiteandbuildingconditionsanddimensionallimitations.ThisProgrammingReportincludesapreferred initial concept design which was selected from 4 studies presented to the Project Advisory Committee.

TheexistingPeterStottCenterincludes121,833netassignablesquarefeetwithanoverallgrosssquarefootageof169,191(PSUStandardSpaceReportOctober2011).Activityandevent

spaces are primarily used by the Athletic Department and Physical Education. Additionally the building includes one PSU General Pool Classroom, a swimming pool and covered exterior tennis courts.Theexistingunderutilizedandoperationallyunsustainablepool will be eliminated to accommodate higher priority program space and the rooftop tennis facility will be removed to make way for the Viking Pavilion.

In addition to accommodating existing uses, the future building will incorporate student-funded gathering and study space and additionalacademicspacesfocusedonstudentsuccess.TheViking Pavilion, a new multi-function event space, will have a transformative effect on the existing building. Envisioned to host athletic events, conferences, concerts, commencement and symposia,thenewarenawillaccommodate3-4,000participantsdependingoneventconfiguration.Academicandstudentsupportprograms being considered for the building include: General PurposeClassrooms,StudentAdvisingOffices,andCampusOrientation and Visits. Various food service options are being considered in addition to the event venue concessions to provide food service for the PSU community on a daily basis. In addition to improving the current Athletics uses, ideally the project should includeconsolidatingtheAthleticDepartmentofficesintoonefacility by relocating those currently located offsite in the University CenterBuildingtotheStottCenter.Theoutlineoffacilityrequestsestablishedatotalnetassignablesquarefootageof163,896netsquarefeetandgrosssquarefootageof210,542.Inadditiontothe space requests, deferred maintenance items for those areas of the building not affected by renovation or new construction must be addressed and incorporated into the design and construction.

Concept designs were driven by the existing conditions and footprint of the Peter Stott Center and by the location of the Viking Pavilion.Theproposedconceptoffersastrongcombinationofacademic and athletic use given the existing conditions and within these conditions creates a gateway building that engages the ParkBlocksandprovidesadynamicandflexibleeventvenuebased on functional requirements but also in consideration of eventatmosphere.Theproposedconceptdesign,preferredbythe Project Advisory Committee, maximizes program area and establishes the necessary spatial adjacencies and relationships at this early phase of the project design. Net square footage of theproposedconceptisapproximately170,000withgrosssquarefootageof215,000.

Theprogrammaticinformationandconceptdesignideasrepresentanidealsolutionfortheproject’sconstituents.Tomatchthesetbudget to the scope of work, the design team will identify a set of packages or phases to achieve the ultimate goals illustrated in the programdocument.Thecurrentbudgetwillcorrespondtotheinitialpackage of improvements, with future packages to be implemented asfundraisingprogresses.ThechallengeofaligningprogramandbudgetwillbethefirstpriorityduringtheSchematicDesignPhase.

Civil

Design Criteria:

Theprojectsiteconsistsoftheexistingapproximately168,000-sfPeterW.StottCenter,athreestoryPortlandStateUniversity(PSU)gymnasium and sports facility, and the surrounding PSU campussidewalks, landscaping and the pedestrian courtyard on the northernfaceofbuilding.ThesiteiszonedCentralCommercial(CX)withadesign(d)overlay.Theprojectwillconsistofaninteriorand exterior renovation to the existing Stott Center, including theadditionofamultipurposearena(VikingPavilion).Exteriorimprovementswilllikelyincludereconfigurationsoftheplazaareasat both the north and east entrance to the existing Stott Center. Therenovationwillalsolikelytriggerarequiredupgradeoftheyardarea west of the building to bring the garbage storage up to current code requirements. Additional revisions in that area may include the addition of a truck dock.

On-Site Improvements:

Water/FireThereisanexistingpublicwatermainlocatedwithinthevacatedSWParkAve.adjacenttotheeastfaceoftheStottCenter.TheexistingfireanddomesticwaterservicetothebuildingisassumedtobeconnectedtotheprivatePSUwatermain,possiblyinSWHall(vacated)andnotthispublicwatermain.Theservicesizesforeachwere not determined from the available as-built information. New domesticwaterorfireserviceconnectionsarenotanticipatedtobeincluded in the scope of this project.

TherearethreeexistingpublicfirehydrantslocatedneartheStott Center per Portland Maps: one at the northeast corner of the building and two across SW College Street to the southeast andsouthofthebuilding,respectively.TherealsoappearstobeanexistingfirehydrantatthewestdeadendofHallStreet.Thebuilding’sFDCislocatedneartheentranceonthenorthside,whichappearstobegreaterthan150feetfromtheclosestfirehydrant.Thismayrequiretheadditionofanewfirehydrant.SeeExhibitAfor reference.

Sanitary SewerThereisa10-inchCSPsanitarygravitymainrunningfromtheeastalong the south side of the building in SW College Street, which teesintoa9-inchVSPsanitarygravitymainrunningnorthalongthepedestrian-only section of SW Park Ave. Portland Maps shows multiple sanitary laterals connecting from the east face of building

tothis9-inchVSPline.TherenovationtotheStottCenterwillattempt to maintain existing sanitary connections and there are no new services anticipated at this time. SeeExhibit A for reference.

Storm DrainThereisa10-inchCSPstorm-onlygravitymainparallelingthe sanitary main running east along SW College Street, then northalongSWParkAve.TheStottCenterhasmultipleexistingconnections to the storm drain in SW Park Ave, as shown on Portland Maps. Due to the pursuit of LEED Status, some or all roof drain runoff, which is currently routed to the storm drain, may be rerouted to stormwater treatment facilities for treatment prior todisposalinthestorm-onlymain.Itisunlikelythatinfiltrationwillbe allowed due to the area the project is located and the option to directly discharge to storm-only sewer that discharges to the Willamette River. Impervious areas required for treatment may also be mitigated by eco-roofs or by capture and re-use measures. See Exhibit A for reference.

GasA6-5/8-inchgaslineexistsinSWHallStreetwithservicetotheStott Center on the northeast corner of the building connecting to thenorthfaceofthebuilding.Thereisalsoa1-inchservicelinethatteesoffofthe6-5/8-inchlineatthenortheastcornerofthebuildingconnectingtotheeastfaceofthebuilding.Anadditional1-inchgasline exists to the south of the building in SW College Street, with noservice to the Stott Center. It is not anticipated that new gas service will be required. See Exhibit A for reference.

SteamTunnelThereisanexistingutilitytunnelrunningalongthenorthfaceofthe building. No impact to the tunnel is anticipated at this time. See Exhibit A for reference.

PowerThereisanexistingutilitytunnelrunningalongthenorthfaceofthe building. No impact to the tunnel is anticipated at this time. See Exhibit A for reference.

TruckDockandTrashEnclosureAt this time it is assumed that the addition of the multipurpose arena within the Stott Center will require the addition of a truck dockonthewestendofthebuilding.Thesechangeswillrequiremeeting the BES Source Control requirements for loading areas, which will consist of hydraulically isolating the truck dock area to keep runoff falling within the truck dock separate from its

surroundings and routing it to an approved City sanitary sewer. DrivewayimprovementstotheSWHallStreetexistingdrivewayareanticipated.Theadditionofthetruckdockandreworkingofthedriveway will likely require relocating the adjacent trash and recycle storagearea.Thesewilllikelytriggerupgradestothetrashandrecycling storage area to meet BES Source control requirements, including hydraulically isolating the paved trash storage area and covering it with a permanent roof to prevent rainfall from reaching theenclosedarea.Theisolatedareashallhaveadraindirectedtoa sanitary sewer.

Frontage Improvements:

Public ImprovementsThesitecurrentlyhaspublicsidewalkalongthesouthfaceofthebuildingonSWCollegeStreet.TheSWCollegeStreetfrontagewill likely require the addition of street trees along the public right-of-way. Applicable public curbs and sidewalks shall be replaced to City standards as required due to new improvements. A new corner ramp will likely be required at the SW College & SW Park intersection at the SE corner of the building site (See attached ExhibitA).Thiswilllikelyrequireatleasta“limited”PublicWorks

Permit to address these improvements.

Private Improvements

Private multi-use walkways/drive aisles are on the SW Park and SWHall(vacated)frontagesadjacenttotheStottCenter.Requiredimprovements along the private frontages are anticipated in conjunction with building and landscaping improvements, as well asameanstoincorporatestormwaterinfiltrationfacilitiesintotheproperty.

TreesAt this time it is assumed that all existing trees will be protected as much as possible, with new trees and planting improvements added to compliment the building renovation. All new street trees will be planted in accordance with the City of Portland streettreerequirements.TheCityofPortlandUrbanForesterwilldetermine the number of street trees that are required along the frontages during the Frontage Improvement permit process. In our experience,trees(existingornew)mustbe25feetawayfromanyexistingorfuturestreetlightsandtheymustbe5feetawayfromanynewwaterservicesandroughly30feetoncenter.

Structural

ThePortlandStateUniversityPeterW.StottPhysicalEducationCenter is a three-story primarily concrete structure with a partial steelframerooflocatedatthesouthparkblockofthecampus.Theexisting168,000SFfacilitiesincludea1,700-seatmultipurposearena,gymspaces,aswimmingpool,trainingrooms,etc.Theoriginaltwo-storybuildingwasconstructedin1964.In1983,asteelroofovertenniscourtsandapartialthirdfloorareawereaddedandthe in the expansion. Additionally, some double-height spaces have beeninfilledovertimeinotherrenovations.

Theproposedrenovationandupgradeincludesremovaloftheexisting steel roof for a new, expanded arena space, additional spaceforofficesandacademicuse,andreconfigureotherexistingphysicaleducationspacesinthebuilding.Thepoolwillnolongerbe in use.

Original 1964 Building

Theverticalelementsoftheoriginaltwo-storybuildingincludecast-in-place concrete walls and columns supported on conventional continuousandspreadfootings.Thetypicalcolumnsare13”squarewitha5’-6”squarefootingat20-footgridspacing.TheEast half of the building and most of the building perimeter are supportedbyconcretebearingwallsrangingfrom8to13inchesthickwhilethewesthalfissupportedbycolumns.Thedesignallowablesoilpressurewasbasedon2,000PSFforcontinuousfootings,and2,500PSFforisolatedfootings.

HeatingSystems:

PSC is currently heated by low pressure steam from the campus loop. Steam enters the building via the utility tunnel and serves steam coils located in ductwork and equipment distributed throughout the building.

Thesteamsystemwithinthebuildingwillbereplacedbyaheat

exchanger to convert steam to heating water. All steam coils and steam piping will be demolished. New heating water distribution pipingwillbeinstalledthroughoutthebuilding.Theheatingwatersystem will consist of variable primary pumping with a heating waterset-pointof180°F.

Thebuildingwillbeservedbyasingle6000MBHheatexchangerand two fully redundant heating water pumps located in a basement mechanical room.

Cooling Systems:

PSC does not currently have mechanical cooling aside from small split systems dedicated to process loads and individual room needs.

New chilled water service will provide cooling to the renovated and expanded PSC via the campus chilled water loop. Access is available to the campus chilled water system outside the lowest level of the south Main Electrical Room. New chilled water distribution piping will be installed from the existing stub outs in theutilitytunneltochilledwatercoilsinthenewairhandlers.Thechillerwatersystemwillconsistofvariableprimarypumping.Theestimatedcoolingloadforthebuildingis450tons(approximately1000GPM).

Thebuildingwillbeservedbytwochilledwaterpumpslocatedinabasementmechanicalroom,eachsizedfor50%ofpeakflow.

AirHandlingandExhaustSystems:

All existing air handlers will be demolished. Existing ductwork will be evaluated for potential reuse; however it is expected that the majority of existing ductwork (particularly branch distributionductwork)willbedemolishedandreplacedwithnewtoaccommodate the new program.

Arena, Lobby & Arena Support

Thenewsportsarenawillbeservedbythree(3)newrooftopairhandling units.

One(1)25,000cfm,100%outsideairheatrecoveryunitwithhotwater coil, chilled water coil and wheel-style heat recovery.

Two(2)20,000cfmvariablevolumeairhandlerswithhotwatercoil,chilledwatercoil,andwheel-styleheatrecovery.Theunitswillbe

zoned to serve the lobby and support spaces during peak periods andbeequippedwithmodulatingdamperstodirectairflowintothe arena when occupancy from the entry areas transitions to the arena.

Supply ductwork will be routed high in the arena space and return openingswillbelocatedlow.Roughly25,000cfmofsupplyairfrom the Arena will be transferred to the locker rooms for exhaust make-up.

Arena Smoke Exhaust System

It is expected that the arena will require and automatic smoke control system. Arena smoke fans would be located on the roof, withanapproximatesizeoffourfansat20,000cfm,each.

Locker Rooms

Exhaustfromthelockerroomswillbeaconstant25,000cfmtoremove moisture and odors and maintain negative pressure to the rest of the building. Make-up air will be provided from a portion of the ventilation air delivered to the arena. Exhaust air will be ducted backtothe25,000cfmArenaHRUforheatrecovery.

Gymnasiums

Thepracticegymwillbeconditionedby(2)3,000cfmdedicatedoutside air indoor air handling units with hot water coils, chilled watercoilsandwheelstyleheatrecovery.Theunitswillbelocatedin existing mechanical rooms.

Athletics/Multipurpose

Athletics areas such as weight rooms and activity areas will be conditioned by individual indoor air handling units with hot water coils,chilledwatercoilsandwheelstyleheatrecovery.Theunitswilloperatetomaintainaminimumof8airchangesperhourduringperiodsofoperation.Theunitswillbelocatedinexistingmechanical rooms.

OfficesandClassrooms

Theofficesandclassroomswillbeconditionedbya20,000cfmrooftop VAV air handling system with hot water and chilled water coils. Individual zones will be served by terminal units with hot water reheat coils.

ThisVAVsystemwillalsosupportconditioningandventilationofmiscellaneous support spaces.

Electric/ITSpaces

ElectricalroomsandIT/AVroomswillbeprovidedwithindividualcooling units as required. Cooling units will utilize campus chilled water or air source condensing units depending on the expected availability of campus chilled water.

Restrooms

Restroomswillbeexhaustedatarateof2cfm/sffromroofmounted exhaust fans. Make up air will be transferred from circulation spaces.

Ductwork

Existing ductwork is recommended to be replaced throughout the building. Ductwork will be a combination of medium and low-pressure.

Controls:

Natural Gas Service

A natural gas main is available in the utility tunnel if a new connection is required. New natural gas distribution piping will be provided as required.

If PSU has the need for any emergency or standby power beyond egress lighting, a larger generator would be needed to accommodate the additional

capacity. A second transfer switch would also be needed to serve any standby loads. Selective coordination would be required if the emergencybranchissignificantlymodified.

General Power Observations and Recommendations:

Theexistingbuildingdrawingsappeartobequiteaccurate.Wefound a few panels that may have been added since the original build and have documented their locations and nameplate info. Most of the electrical gear is original equipment from when the buildingwasbuiltin1964.Itisrecommendedthatelectricaldistributionequipmentbereplacedafterapprox50years.Thisiswhen we typically start to see failures. Parts also become more difficulttofind.Ourrecommendationwouldbetoreplaceallexistingequipment due to the age. A fault current study will be done as part of the electrical design for this project. At that point, we will evaluate the rating of the existing equipment. Any equipment that is not rated for the available fault currentwillneedtobereplacedasacoderequirement.Thereisachancethatasignificantportionofthedistributionequipmentcouldneed to be replaced.

At a minimum we would recommend all of the emergency distribution be tested to verify it is still in working order. We would also recommend that the normal power distribution be tested to make sure everything is operating properly. Emerson is an example of a company that can provide this testing service.

Existing security systems include access control and video surveillance.Theaccesscontrolsystemequipmentislocatedinthetunneladjacenttoelectricalroom168.Fewdoorsutilizecardreader based electronic access control, where most doors are locked via a standard hard key.

ThevideosurveillancesystemconsistsofIP-basedcameras,supportedbyITnetworkequipmentandappearstoberecentlyadded.Thisequipmentcouldbere-usedintherenovation.

Fire Alarm

Themainfirealarmcontrolpanelfeedingthebuildingislocatedinroom168onthelowerlevel.Thebuildingappearstobefullysprinkled but there are several smoke detectors and beam detectorsthroughoutthebuilding.Visualandaudiblenotificationdevices are also located throughout the building. It should be verifiedthatthestrobesaresynchronized.Aspartoftheremodel,thiswillberequirediftheyarenotalready.Thesystemappearsto

be pretty new and could be re-used in the renovation.

Distributed Antenna System

Process TheDesignTeamengagedclientstakeholderstoidentifyneedsand investigate opportunities and challenges. By inquiring and auditingexistingconditionsandproposeduse,theDesignTeamestablished critical needs for each programmatic element. Working with PSU and the study stakeholders, square footage requirements wereanalyzedandrefined.Additionally,opportunitiesweresoughttoimproveonfacilityefficiencies,tomaximizespaceuseandtoensure all programmatic needs are addressed.

Duringthisprocess,theDesignTeamconsideredthefollowing:

•arespaces“right-sized”accordingtouse• are all required programmatic uses and associated ancillary uses accounted for• are necessary security and appropriate adjacencies accounted for • maximizing space utilization•maximizingefficiencyofnon-programareas(circulation,mechanical)

Duringprogramplanningthespacegoalswerevalidatedandrefined,with objectives and critical spatial needs and relationships for the facilityfurtherclarified.

ToursoftheexistingStottCentertoreviewexistingconditionsand use patterns, coupled with direct input from interviews with building users, established need, space planning goals and criteria. Additionalspaceneedsandspecificprogramelementswerereviewedintermsofcurrentuseandfuturedemandforspecificspace types and available area within the existing building footprint. InkeepingwithPSUpolicy,incorporationofmulti-useflexiblespaceto accommodate a wide range of uses is a key consideration.

Following this Needs Assessment process of stakeholder interviews, researching relevant precedents, and multiple workshop discussions, area requirements were determined for both expanding existing programs and adding new program spaces.

Process

BasedoneventneedsidentifiedduringdiscussionswithPSUproject stakeholders, the design team developed a series of diagrams for the varying uses of the arena. Events depicted include traditional arena uses such as basketball and volleyball gamesaswellasconcerts.Tomaximizetheflexibilityofthearenainitsfinaldesign,lesstraditionaleventssuchasbanquets,basketballpractice,andtradeshowconfigurationshavealsobeenstudied.Thetablebelowdocumentstheseatingcapacitiesassociated with each event layout.

As shown in the table, a range of seating types are anticipated. Telescopic(orretractable)seatingandbleachersectionshelptomaximizeflexibility.Bleachersareamoreefficientseatingmodelthanfixedseatsandarethususedforanticipatedstudentsections,increasingseatingcapacityclosetotheeventfloor.Fixedchairback seating is used for the permanent components of the

seatingbowl.Forchairbackseats(bothfixedandtelescopic),thecountsassumeanaverageseatwidthof21”andatypicaltreaddepthof34”.Minimumstandardsare19”and33”,respectively,however most new arenas are adopting larger dimensions to make the experience more comfortable for the spectators.

Theprogramdocumenthasbeendevelopedwithoutthebenefitofthefinalmarketstudyreport.Onceitsfindingsarepublished,thedesiredseatingcapacitiesarelikelytochange.Theseatingcounts outlined in the table below are based on Bowl Option C, whichcanbefoundonpage50.Thisseatingbowlfeaturesatop-loaded seating bowl with no balconies. Its overall size has been determined by the limitations of the existing building and site. During Schematic Design, further study will be required to match the desired seating capacities and event types within the prescribed budget.
