CLASS TITLE: CREDENTIALS/HUMAN RESOURCES TECHNICIAN

DEFINITION:

Under general supervision, performs credential and human resources functions at the North County Regional Education Center, including credential and fingerprint services for school districts, SDCOE employees, and the general public; evaluates professional credential preparation programs, including those completed outside of California, to determine eligibility for California teaching and services credentials; reviews applications, interprets regulations; enters, edits and maintains information in a computer system; processes credential applications and records licenses; reviews certificated assignments; provides clerical and technical support to the LIVESCAN fingerprint and clearinghouse function.

REPRESENTATIVE DUTIES:

This position description is intended to describe the general nature and level of work being performed by the employee assigned to the position. ESSENTIAL FUNCTIONS:

Commits to honoring SDCOE’s Mission, Vision, Core Values, Commitments, and Indicators of Student Success. Analyzes and evaluates California and out-of-state coursework, training and experience to determine qualification for California teaching and service credentials; informs applicants of California credential requirements according to Education Code and Administrative Code regulations of the State of California. Provides assistance for human resources clerical and technical tasks related to recruitment, benefits, personnel transactions, and human resources information. Prepares and distributes a variety of human resources forms, job announcements, lists, correspondence, and other materials related to assigned personnel functions. Ensures identity verification, accuracy of entries into the computerized system and capture of fingerprints. Operates fingerprinting equipment to obtain and transmit fingerprint images and accompanying data to the Department of Justice (DOJ) and/or Federal Bureau of Investigation (FBI).

Acts as the initial contact for fingerprinting services to interpret and explain fingerprinting practices and procedures to SDCOE, district staff, and the general public. Proctors examinations; checks candidate identification; distributes exam material; instructs and monitors job candidates to ensure test security; collects and accounts for test booklets and materials used in examinations. Contacts and responds to inquiries from school districts, local and State agencies, and others to provide and/or obtain information. Enters and compiles fingerprint data for accurate accounting of received monies and related records. Analyzes transcripts and assists in application for supplementary and limited assignment teaching authorizations. Provides information to employees, job applicants, and the general public regarding personnel-related functions. Facilitates presentations regarding the interpretation and implementation of credential regulations, changes and updates. Monitors certificated assignments in public schools throughout the County and assists in the preparation of reports for the Commission on Teacher Credentialing. Interacts with school district personnel administrators and support staff to resolve credentialing and pay hold problems. Issues warrant holds for certificated personnel not appropriately credentialed. Assists in the interpretation and application of legislation related to credential requirements. Verify applicants' qualification for credentials with institutes of higher education. Enters credential information and maintains an on-line credential data information system, including credential registration; enters personnel data into PeopleSoft. Initiates processing of credential applications and forward to Commission on Teacher Credentialing. Issues Temporary County Certificates. Disseminates, coordinates, and explains restricted, highly confidential information as appropriate from the CA Commission on Teacher Credentialing/Division of Professional Practices and the DOJ.

Upon employment, ability to be certified under the Department of Justice Fingerprint Rolling Certification Program. DOJ certification criteria includes: legal California residency at time of certification; a minimum age of 18; and satisfactory completion of a prescribed application and criminal background investigation.

EDUCATION AND EXPERIENCE:

Training and experience which clearly demonstrates possession of the knowledge, skills and abilities detailed above. An example of such experience would be a minimum of two years of experience in a school district or university credentials/human resources office or similar setting. Experience must include complex record keeping and a high level of interpersonal contact. Personnel/credentials and payroll experience is preferred.

A. Reclassify position 10997136 from Credentials/HR Technician (Grade 52) to Credentials Technician (Grade 48).

B. Abolish the classification of Credentials/HR Technician. C. Update the job description for the classification of Credentials Technician.

Background and Analysis:

Human Resources received a request to recruit due to a recent promotion of the incumbent in the Credentials/HR Technician position. Management of the Credentials and LiveScan unit took this opportunity to re-evaluate the way job duties were assigned to the Technicians in the unit. The Credentials/HR Technician classification was established in January, 2016, and used to staff one vacancy in the North County Regional Education Center. The classification was

established as a hybrid position to offer both credential and human resources services to the school districts in North County. Since that time, an evaluation of the workload performed in that office showed that the duties being performed were primarily associated with credential and LiveScan functions. In addition, having a separate job classification for one position in the unit created difficulties in assigning work and providing coverage for members of the team when on leave.

After meeting with the Supervisor III, Credentials and LiveScan Services and the Executive Director, Human Resources, it was determined that the human resource duties to be assigned to the position moving forward will be minimal in nature, mainly focused on taking in general employment paperwork and credential monitoring for SDCOE certificated employees. These duties are equivalent in scope and complexity to the duties already performed by the Credentials Technician job class. The Credentials Technician job description will be revised to define the human resource duties that may be assigned as needed.

Summary and Conclusion: In analyzing the scope of work, it has been determined that the classification of Credentials/HR Technician no longer accurately reflects the duties to be assigned. The new job duties to be assigned are consistent with the job description of Credentials Technician. Human Resources recommends that the Personnel Commission approve reclassifying this position to Credentials Technician. The following is the Statement of Duties of the position:

DEFINITION:

Under general direction, performs a full range of moderate to complex secretarial or administrative support duties for an assigned office; provides support to relieve an assigned administrator of clerical and administrative detail; completes projects of smaller to medium scale or discrete components of larger projects; plans, coordinates and organizes office activities; disseminates information and coordinates the flow of communications for an assigned administrator; provides administrative support in the development, preparation, revision, projections and adjustment of various budgets as assigned; prepares and maintains a variety of records and reports related to assigned activities; maintains confidentiality of sensitive and privileged information.

DISTINGUISHING CHARACTERISTICS:

The Administrative Assistant II serves a larger, more complex function or group of services with multiple organization layers, often including regional projects. Duties involve multiple complex budget functions and direct communications with interpersonal contacts such as management, administrators, teachers, vendors, school district personnel and other staff to make arrangements, assist in implementing policy or serving as the representative of one or more administrators; incumbents are required to have working knowledge of the programs served and operational methods and practices and may perform some research and analysis. Work is often regional, project-based, of moderate complexity and independent judgement is required to plan, prioritize and organize a diversified workload. Performs work under minimal supervision and may lead or provide work direction to lower level staff. This position differs from those of Administrative Assistant I in that the number of programs, scope of duties, budget functions and staff is generally smaller and less complex. At the higher level, positions independently perform more complex and analytical tasks and lead and also provide work direction to lower level staff.

Prepares, reviews, and routes new and renewal contracts for approval; tracks required permits and insurance.

Provides administrative support in the development, preparation, revision, projections and adjustment of various budgets as assigned; maintain and monitor time sheets and related expenses; collects payments for assigned programs; deposits checks or monies collected; calculates, prepares, and revises accounting and budgetary data. Prepares and maintains a variety of records, presentations, logs, forms and reports related to programs, financial activity, budgets, staff and assigned duties; establishes and maintains filing systems; reviews, revises, verifies and proofreads a variety of documents; creates flyers and updates department website information as assigned.

Inputs a variety of data into an assigned computer system or database; assures accuracy of input and output data.

Composes, edits, and prepares correspondence, packets, notices, bulletins, booklets and special reports; generates Personnel Action Forms (PAFs) for new hires and limited term employees.

Researches, compiles, and verifies a variety of data and information; computes statistical information for various reports as necessary; initiates queries and generates various computerized lists as requested.

CLASSIFICATION STUDY - OVERVIEW

Approach and Methodology

The classification study provided a detailed review of each of approximately 12 administrative support

classifications and approximately 40 administrative support employees included in the study. The program was

initiated through meetings with all study participants to distribute a position information questionnaire (PIQ) and

explain the purpose and intent of the study.

Our consultants received and reviewed approximately 37 completed questionnaires representing 92 percent

participation and scheduled and conducted interviews with employees who provided a questionnaire. We also

met with management staff including Supervisors, Directors and Assistant Superintendents to confirm the roles,

duties and responsibilities of employees we met. Interviews lasted 30 minutes and focused on clarification of

questionnaire information and expansion of questionnaire responses. Our records indicate that we held

approximately 34 individual or group interviews. We also conducted individual and supervisory/management

interviews by phone to confirm we were gathering the appropriate and accurate information.

Next, our consultants prepared initial class descriptions using the current format which placed the typical duties

and responsibilities in a "menu" or listing format. These descriptions were developed from the PIQ responses

and other input we received Preliminary class descriptions, prepared by our consultants, were then submitted to

the incumbents for review. We received several suggestions for change to the descriptions from both incumbents

and supervisors.

Recommendations - Classification

There are two primary outputs of the classification part of the study: an Allocation Listing and Class Descriptions.

The Allocation Listing (Exhibit A) illustrates the actions recommended for each classification and each

incumbent. The revised class descriptions are also included and represent the current duties and responsibilities

assigned to the incumbents. We have suggested modifications, definitions of classification, distinguishing

characteristics requirements, title changes and reclassifications in some cases. We have also included class

descriptions (Exhibit B).

Classification Analysis of Positions

Our consultants carefully reviewed the current distinguishing characteristics of classifications included in this

study prior to our interviews with employees of the administrative support classifications. The purpose of this

was to determine if the County was consistent with the use and allocation of positions within each classification.

Next, we conducted interviews with both employees and management to determine consistency within

classifications County-wide or if there was a need to change the definition or concept of these administrative

support classifications. Our analysis of each position studied revealed a necessity to redefine the administrative

support positions and properly allocate employees to new classifications. We determined a new criteria and

definition of classifications was necessary. Our analysis of each position revealed new definitions of

classifications throughout the County’s administrative support classifications. These definitions are as follows:

Administrative Assistant I is the entry level position in the series and serves as the primary administrative

and secretarial position in the office of an administrator responsible for a multiple functions or programs

with a relatively small budgets, and/or budget responsibilities, limited county scope of accountability and

a straightforward support organization. Positions within this series perform a variety of direct or pooled

clerical, secretarial and general office support functions at varying levels of complexity. Performs work

with regular supervision. This position differs from those of Administrative Assistant II and III in number

of programs, scope of duties, number and complexity of budget functions and staff is generally smaller

and less complex. At the higher levels, positions independently perform more complex and analytical

tasks and also lead and provide work direction to lower level staff.

Administrative Assistant II serves a larger, more complex function or group of services with multiple

organization layers, often including regional projects. Duties involve multiple complex budget functions

and direct communications with interpersonal contacts such as management, administrators, teachers,

vendors, school district personnel and other staff to make arrangements, assist in implementing policy or

serving as the representative of one or more administrators; incumbents are required to have working

knowledge of the programs served and operational methods and practices and may perform some research

and analysis. Work is often regional, project-based, of moderate complexity and independent judgement

is required to plan, prioritize and organize a diversified workload. Performs work under minimal

supervision and may lead or provide work direction to lower level staff. This position differs from those

of Administrative Assistant I in that the number of programs, scope of duties, budget functions and staff

is generally smaller and less complex. At the higher level, positions independently perform more complex

and analytical tasks and lead and also provide work direction to lower level staff.

Administrative Assistant III is the highest level in the series and provides primary and complex

administrative support to an Administrator of a large county-wide, regional, or statewide function or

program which is influential. Incumbents require thorough knowledge of organizational operations,

policies and procedures and assigned department or programs. Duties involve highly complex budget

functions, direct communications with interpersonal contacts of a higher level such as management,

administrators, legal representatives, California Department of Education staff, state agencies, other

COE’s, County Judicial and probation departments, vendors and school district personnel. This position

leads and provides work direction to lower level staff. Performs work under general supervision. The

incumbent is expected to perform or coordinate projects involving research and analysis. Incumbents are

primary administrative support and take an active role in the overall management of the day-to-day

activities of a large and complex office served. This position differs from those of Administrative Assistant

I and II in that the number of programs, scope of duties, budget functions and staff is generally more

diversified, larger and more complex. This position differs from those of Administrative Assistant I in the

autonomy exercised and level of supervision received.

Business Support Assistant I reports to a Director level administrator and serves in an administrative

capacity to support the business service or the County’s SELPA programs. This classification is

responsible for the monitoring of fiscal and administrative reports, records and budgets for consistency,

accuracy and compliance with state and federal laws and for mandated reporting purposes.

Business Support Assistant II The Business Support Assistant II classification serves as a liaison

between programs, other SDCOE divisions, and school district administrators in Business Services

functions. This classification reports to the Assistant Superintendent and is distinguished by the scope,

breadth and comprehensive understanding of business services functions countywide. An Incumbent in

this class independently performs complex analytical tasks and develops and manages division budgets

and fiscal activities related to reporting, presenting information, and ensuring compliance.

Our analysis of the executive-level administrative support revealed the following classification characteristics:

Executive Assistant I Incumbents of the Executive Assistant I classification support a Cabinet level

official who report directly to the superintendent, frequently an Assistant Superintendent, and provides

primary secretarial and office administrative services to an office of major scope and accountability

involving multiple functions and services on a county-wide basis with some regional and statewide

responsibilities. The position is expected to perform or coordinate projects involving research and

analysis. The position is primary administrative support and takes an active role in the overall

management of the day-to-day activities of a large and complex office served. The position’s work has

substantial legal and other high stakes reporting responsibilities that are of high complexity. This

classification may also have lead responsibilities for on-going activities as well as special projects.

Executive Assistant II Executive Assistant II incumbents report to the Board of Education through the

Office of the Superintendent. Work involves considerable discretion, judgement and initiative in the

preparation of Board agenda items, taking minutes at Board meetings as well as requirements to maintain

official documents on behalf of the Board as well as to provide secretarial and administrative support to

each of the Board members. The position involves high stakes work that is highly scrutinized by multiple

stakeholder groups.

Executive Assistant III The Executive Assistant III classification reports directly to the Superintendent

and is the primary secretarial and administrative function in the Office of the Superintendent which

directly interfaces with the Board, the public, school district officials and requires a supportive and high

level of analytical judgement, discretion and knowledge regarding the full scope of responsibilities of the

County Office of Education. The position requires the highest order of secretarial and administrative skills

varying from office support to traveling, coordination, monitoring and compiling County Office activities.

According to these definitions we believe we have been consistent with our allocations.

Senior Director, Charter Schools

Purpose Statement

The job of Senior Director, Charter Schools is responsible for directing the charter school

authorization process; researching and tracking data and legislation pertaining to Charter Schools;

functioning as the liaison to the County Office for school and community charter school

petitioners; providing oversight to assigned activities; and serving as a primary resource for charter

school issues across San Diego County.

Essential Functions

Serves as the liaison for school and countywide charter school petitioners to County Office

resources and information.

Facilitates a panel of SDCOE administrators to review charter school petitions for accuracy,

compliance, and efficacy and updates charter school petitioners regarding Board dates, progress,

and decisions.

Prepares reports relevant to charter school petitions and matters.

Represents SDCOE at the state and local levels regarding charter school issues and at charter

school appellate hearings.

Coordinates the division, staffing, and operational activities for the Charter School Unit, including

planning, prioritizing, selecting, train, assigning, supervising, and reviewing the work of staff

responsible for providing services for Charter Schools.

Identifies and resolves problems by reviewing and evaluating work products, methods, and

procedures to provide quality services to stakeholders.

Leads charter school oversight for San Diego County Office of Education authorized charters.

Attend and participate in professional learning opportunities to stay abreast of trends and

legislative issues related to charter schools.

Monitors pending legislation and trends for the purpose of making recommendations to senior

leadership and remaining compliant with local, state, and federal requirements pertaining to

Charter Schools.

Represents SDCOE at conferences and departmental meetings.

Identifies opportunities for improving service delivery methods and procedures and makes

recommendations to appropriate management staff to maintain quality of service.

Participates in the development and administration of budget and project funds for charter schools

for staffing, equipment, materials, and supplies.

Background: A recruitment request was received from the Executive Director of District Financial Services create a new position, Senior Director, Charter Schools. District Financial Services currently manages the charter school application and review process. A recent California Supreme Court ruling has shifted the authorization process of many charter school applications to county offices of education. This new and growing role of county offices as a charter authorizer bring new responsibilities around review, support, assistance, and oversight. The intent of the San Diego County Office of Education is to build capacity by developing a Charter School Office to ensure we effectively implement this emerging role. This position will actively engage with school districts, charter petitioners, charter organizations, and the Charter School Division at the California Department of Education, and others to ensure this county office is informed and current regarding requirements and best practices. This position will collaborate with experts from across the San Diego County Office of Education as needed to fulfill the charter support and oversight role. Analysis: Meetings were held with the County Superintendent of Schools, the Executive Director of District Financial Services, and the Consultant, Business Advisory Services to discuss and collect information on the duties the proposed position will be performing and the knowledge, skills and abilities required to performance the essential duties. In analyzing the scope of work, functions of the job, and level of responsibilities from the information gathered, it was determined a new Senior Director position was needed in order to meet the needs of the shifting charter school workload and emerging county office responsibilities. Their services include bond planning, contract support, and assistance with other financial aspects of facility planning. The EFSG previously had a Senior Program Business Specialist to assist with the finance and budgeting work within the unit, as well as providing business support to the billing associated with providing support services to the school districts. When the incumbent in the position retired in June

PC Action: Pending BACKGROUND & ANALYSIS: In anticipation of a vacancy, a recruitment request was received from the Assistant Superintendent, Integrated Technology Services, to update the job description for the classification of Executive Director, Enterprise Business System (EBS). This classification was established in May, 2014, prior to the implementation of the new EBS system. Since that time, the nature of the project has shifted from strictly configuration and implementation to system improvement and management. The updates to the job description reflect this shift in focus. A meeting was set with the Assistant Superintendent, Integrated Technology Services, to discuss the shifting work of the Enterprise Business Systems team, as it transitions from development and implementation of the Oracle/PeopleSoft system to refinement and maintenance. This position will work closely with county office and school district leadership to facilitate channels of communication and create project oversight groups to allow feedback for continuing improvements of the system. No changes are made to the complexity of the job duties to warrant any salary change. Human Resources Data Specialist - HRIS Description

The Human Resources Data Specialist – HRIS serves as the front-line administrator and internal contact for the HCM system and supervises the data processing function for the Human Resources Department, including entering, maintaining, auditing, and processing sensitive HRIS data. In addition, the HR Data Specialist - HRIS is responsible for maximizing technological capabilities to reduce manual processes, general maintenance of the HCM database, preparing ad-hoc/scheduled reports, and serving as a resource for process-improvement tasks and special projects. The HR Data Specialist will also plan and execute recruitments for a variety of permanent and temporary vacancies, as needed. The HR Data Specialist - HRIS may supervise and evaluate a team of Human Resource Department staff that may include other management positions, as well as support staff engaged in highly technical human resources data and systems work.

Essential Functions

• Serves as the primary recipient of organization-wide Personnel Action Forms and Position Change Forms.

• Ensures the timely implementation of database changes to ensure accurate payrolls. • Initiates, develops, and supervises the implementation of internal and external procedures for improving

manual and automated processing of personnel reports. • Works with HR staff to validate each request and the accurate completion or routing of each form based

on HR processes. • Acts as a resource and guide for managers as it relates to HR data and positions. • Maintains impeccable records of change request approvals. • Ensures the highest level of accuracy for data entered into HR data systems to ensure successful data

audits. • Audits data entry in HCM on a regular basis to review data accuracy and compliance. • Acts as the initial escalation point for data corrections that are required in the PeopleSoft database;

escalates further if necessary and executes approved corrections. • Provides HCM data support for Human Resources staff, all associate end-users, and members of senior

management. • Plans and implements recordkeeping processes for permanent personnel records. • Prepares HR metrics to be presented at monthly, quarterly, and annual senior leadership meetings. • Creates standard or ad-hoc reports out of HCM and other HR data systems to ensure compliance with

local, state, and federal reporting guidelines. • Participate in the creation of new queries and reports as needed. • Initiates technology service requests to revise or develop existing or new HCM modules for processing

data, reports, or payments. • Researches and prepares information in response to assigned Assists with the support of all aspects of

the HCM assigned systems. • Prepares and presents workshops to users to explain HCM system requirements and system procedures. • Supervises, evaluates, and directs work of assigned Human Resources support staff. • Provides back-up for other functional areas of the Human Resources Department, including

recruitment, operations, benefits, etc., as needed.

Job Requirements: Minimum Qualifications

Skills, Knowledge and Abilities SKILLS are required to perform single, technical tasks with a potential need to upgrade skills in order to meet changing job conditions.
