We are proud to present this report of accomplishments for our 2009-10 operating year. Persad Center continues to create and deliver programs and services to fulfill our mission to improve the well being of our target communities.

Our driving force is to fill gaps in service and meet unmet needs across the life span. This year has led to expansion in services for both adolescents and the elder community. We have also significantly increased our “on the ground” presence in the rural communities in Western Pennsylvania with our high impact Community Safe Zone program.

We are grateful to have helped many individuals and families with needed care, often at no cost to them and in recognition of their struggle to make ends meet while battling stigma, discrimination, mental illness or substance abuse.

Persad Center’s mission is to improve the well being of the gay, lesbian, bisexual, transgender communities and the HIV/AIDS community and those that love them. We fulfill this mission through therapeutic services, prevention and well being services, training and education, and advocacy.

Helping Individuals, Building Communities

Highlights from 09-10

As a long-standing leader in serving the LGBTQ community in southwestern Pennsylvania, Persad Center focused new efforts this year on bridging the divide between the community members we serve and the broader communities in which they live. Led by Persad Center’s new outreach coordinator, Ted Hoover, our Community Safe Zone (CSZ) project helps to empower citizens to address and solve problems of hate crimes and discrimination in their own communities. Reaching out to Allegheny, Washington, Westmoreland, Armstrong, Butler and Beaver counties, CSZ’s community organizing events aim to foster deeper understanding and a greater acceptance of LGBTQ individuals living, working, and raising families within the region. Resourced through a federal appropriations grant sponsored by Congressman Mike Doyle and supported by Senator Bob Casey, the program also provides training programs for law enforcement and criminal justice personnel, as well as direct response and assistance to individual victims of discrimination.

Community Safe Zone Expanded Senior Services

In keeping with our commitment to address the evolving needs of the individuals, families and communities we serve, in 2009 – 2010 Persad added direct care services for seniors, including case management and in-home visitor programs. A senior specialist, who helps seniors with referrals and solutions to their individual needs, as well as a team of volunteer in-home visitors, was created to assist vulnerable elder adults during times when they are not able to leave their homes.

Persad’s new senior advocacy efforts, coupled with our ongoing social and educational events for older LGBTQ and HIV+ adults, Senior Conversations, have helped to raise awareness and create solutions for some of unique issues individuals face as they age in a society that routinely overlooks or even ignores their needs.

Recognizing that a lack of access to services is one of the most significant barriers to care, Persad brought its specialized HIV/AIDS counseling services directly into community settings this past year. Our highly trained therapists were positioned with Allegheny General Hospital and Pittsburgh AIDS Task Force, as well as various health care facilities and organizations throughout the region. By making our services more mobile and accessible, we were able to reach clients who were previously hindered by geographic isolation or a lack of transportation.

Increased Access to HIV Services

Services Provided

For nearly 40 years, Persad has developed a wide range of services for a diverse group of constituents.

In the past year, Persad has provided services to over 13,500 individuals, and those services totaled more than 21,000 hours of care. Over 11,000 of those hours come from Persad’s Outreach and Prevention/Intervention initiatives. Reaching people before problems escalate improves the well being of the community.

Persad Center continued to offer reduced fee, or free, counseling services to eligible clients.

Looking Ahead

Our priorities in 10-11

Helping Youth in Crisis

Far too many LGBTQ youth are suffering from the pressures of bullying, family rejection and cultural bias. In 2010-2011, Persad Center will expand its street outreach efforts to address the needs of runaway and homeless youth in crisis. We also seek to reduce the devastating rates of suicide and self-harm among this young population by strengthening and promoting anti-bullying programs within our region.

Extending Our Geographic Reach

By leveraging current technologies, Persad Center will extend its unique services to individuals who are isolated by geography or fear through distance online video counseling services. We are also exploring the possibility of opening an additional satellite counseling center in another underserved county in western Pennsylvania.

Creating Cultural Change

Building on decades of experience in leading cultural sensitivity training and workshops for corporations, government workers, and social service providers within western PA, Persad Center is refining our training model to deepen our relationships with the organizations that reach out to us for cultural competency training. We are enhancing our current one-day trainings – which help to raise awareness and provide a basic understanding of the LGBTQ population – to include organizational assessment, in-depth clinical training, and case consultation. This approach allows us to work intensively with an organization for a two to three-year period, with the goal of fostering LGBTQ affirming environments that help to change attitudes and reduce stigma and discrimination.

Our new model has already been effectively employed with Every Child, Inc., a local provider of youth and family services, and we have plans to provide a similar service in partnership with key governmental systems including the Bureau of Family Health, and the Office of Mental Health and Substance Abuse Services (OMHSAS).
