Distinction between the letter “O” and the number “0” Most DMVs in the United States print the number “0” in lieu of the letter “O” on license plates that are actually registered with the letter “O”. The following examples will establish some guidelines that address the confusion.

Example Distinction between the letter “O” and the Number “0”

These three license plates were or are registered with the letter “O”

The printed characters were zeros (0s), so we are truly looking at the number zero (0);

But the license plates are registered with the letter “O”

These tags should be entered in the Handheld as DCVOTE, BYBOOK, and 2ROWE. (Do not use zero)

Organizational, personalized, and specialty tags print the number “0” to represent the letter “O”

These license plates have stacked letters followed by numbers and some of the numbers are zeros (0s), so we are looking at a

combination of both

This license plate you want to write exactly as you see it: BKI0014 and FOP1038 (letters are used in combination with

the number “0”)

If you are not sure of what you are looking at, see the window Validation Sticker for the tags or inspection sticker

If you still cannot make the distinction call the Customer Service Center and ask for a Rep to run the license plate for assurance.

Regular tags start with two (2) letters + DC flag + four (4) numbers or three (3) + DC flag +(3) numbers (photo left)

Standard (for automobiles) - may contain up to seven letters, numbers 1-9, and/or spaces

Motorcycle - may contain up to five letters, numbers 1-9, and/or spaces

Disability tags - may contain up to five letters, numbers 1-9, and/or spaces

Use the same procedures as above, when dealing with Out-of- State tags when it is difficult to make the distinction between

the number “0” or the letter “O”.

Most standard or regular tags = from any jurisdiction will follow this format: numbers + state flag + letters; or the reverse:

letters + state flag + numbers

If you still cannot distinguish the difference, call the Customer Service Center and ask the Rep to run the license plate for assurance.

Conclusion

This information is to help us to be consistent in our enforcement practices. Whenever you are uncertain of a process or procedure call or notify your supervisor. Supervisors: please elevate all issues as they become known to your coordinators and Mr. Carr so that we can find possible resolutions together.

Any vehicle traveling in the District of Columbia (DC), and at least one

other International Registration Plan (IRP) jurisdiction, that is used for the

transportation of property, or persons, for profit is defined as an

apportioned vehicle. The apportioned vehicle is further characterized as:

• A power unit with a gross weight in excess of 26,000 pounds; or

• A power unit with three or more axles, regardless of weight; or

• A power unit used in combination with another unit, and together

exceed 26,000 pounds

A carrier with power units that travel interstate, but do not meet the above

weight or axle requirements, may obtain an IRP registration at their

option.

2/4/2014 120

Vehicles that meet the apportioned vehicle criteria and travel into DC while

licensed in MD, VA or any other jurisdiction must display a valid apportioned

tag.

Vehicle owners must contact the DMV in their jurisdiction about IRP

registration or secure a Trip Permit before entering the City.

Owners/operators of vehicles that are not in compliance will be subject to a

$500 fine.

To bring an oversized and/or overweight vehicle into the District, the

Department of Transportation (DDOT) must be contacted in order to secure

a permit.

If a vehicle is detained, the MPD Motor Carrier Safety Unit will apply the

federal bridge formula when determining if an overweight vehicle exceeds

DC weight regulations.
