Pre-planning has started on the develop- ment of Vygiekraal informal settlement and the area under Wetton Bridge, should the land be purchased by the City of Cape Town. As the bridge is owned by provincial gov- ernment, council is hoping to buy the erf to upgrade the settlers’ living conditions, says subcouncil chairperson George March. This means that while work may start on the Vygiekraal upgrade as the land is al- ready owned by the City, no improvements may yet be done under Wetton Bridge. “Before reblocking can take place, the shackdwellers first need to give input on how they would like the area to be laid out,” he says. “Thereafter the plans are taken to the resi- dents for comment.” Public meetings will later be held to dis- cuss the project and its implementation. Flamingo Crescent will also pilot a new bylaw aimed at making informal settle- ments more fireproof. Subcouncil 17 was sent the proposed fire risk reduction bylaw for consideration at their October meeting. The strategy aims to implement measures that will reduce the spread and occurrence of blazes in informal settlements and back- yard dwellings around Cape Town. Executive director for Safety and Security Richard Bosman submitted a report to may- or Patricia de Lille informing her of the de- velopments. “As a result of ongoing fires, a task team from the Disaster Risk Management was asked to investigate and make sustainable recommendations that will reduce these oc- currences based on their findings,” he ex- plains. Bosman says these strategies are also in place to safeguard the lives of those living in shacks. “These unsafe, fragile dwellings place in- dividual lives, livelihoods and possessions at risk to any one of numerous triggers that can cause a fire,” he says. The four focus areas of the strategy are to implement engineering and technological interventions, educate and raise awareness, enforce and develop bylaws and rope in de- partmental services for emergency prepar- edness. The engineering and technological inter- ventions include reblocking, acquisition of private land with existing settlements, post fire reconciliation and rehabilitation and the supply of fire resistant starter kits. Council is also promoting the use of SABS approved paraffin stoves and fire resistant paint, implementation of electricity sources, safe candle holders and the use of approved solar powered products. Bosman says there are also plans to en- force existing and implement new bylaws to increase monitoring and prevent land inva- sion, increase capacity to prevent the erec- tion of additional structures, ensure the 2m spacing is maintained and to educate com- munities about illegal electrification. Emergency preparedness will include all relative governmental and non-governmen- tal organisations as well as review the cur- rent Fire and Rescue systems. All these measures have already been im- plemented at Flamingo Crescent. About R2m has been spent on upgrading services and making improvements at the settlement, including the provision of full basic services to 110 households. Other interventions include distribution of fire extinguishers and fireballs. Budget cuts, staff shortages, over-crowding and vandalism have result-ed in a housing dilemma across Cape

Town.

During a presentation on the mainte-nance of public housing last week, City ofCape Town officials painted a bleak pictureof issues affecting rental stock across themetropole.

Ronald du Plessis, an official from coun-cil’s human settlements department, saidcouncil currently manages 44 100 rentalunits, 11 000 hostel beds and an estimated41 100 informal backyarders.

He explained the department consistedof 204 maintenance staff.

This, Du Plessis said, meant for every 216rental units there was only one person em-ployed by the department.

According to the presentation, notenough funds are given for the mainte-nance and upgrading of rental stock.

Du Plessis says the problem is further ex-acerbated by high levels of vandalism.

Human settlements department officialAlida Kotzee said due to staff shortagesthey were not able to monitor when repairsare needed.

She explained for the 2012/2013 financialyear, the City was supposed to receiveR213m from rentals. Of this amount, R66mwas written off to assist those who receiveindigent grants. And of the remainingR147m, only R57m was recovered.

In the presentation, Kotzee outlined theeffects of vandalism, gangsterism and ille-gal occupation of rental stock as areas ofconcern.

Commenting on upgrades, Kotzee saidmost structures were built between 1940and 1970 and in most cases cannot be up-graded to accommodate new environmen-tally friendly technology.

Councillors questioned what the depart-ment was doing about the illegal spazashops in rental units. They explained shopowners did not have the necessary land usepermissions and alleged many were beingused as a front for illicit activities.

Kotzee said mayor Patricia de Lilleviews spaza shops as a source of incomeand has “put a ban on [closing spazas], ex-cept in cases where liquor and drugs arebeing sold or where firearms are beingkept.”

The provincial health department islooking into claims of patients arriv-ing at the Hanover Park Community

Health Centre for treatment, only to find nodoctors or pharmacists on duty.Last week two such incidents were re-

ported.Patients say theyhavehad enoughof poor

service delivery at the government healthfacility as they are forced to stand in longqueues for hours to receive medical atten-tion.Hanover ParkHealth Forum chairperson

Elizabeth Bantam says it is unacceptablethat a doctor in an area as big and complexas Hanover Park is only available for anhour.“Patients sit and wait from 05:00 and then

the doctor only helps people for an hour.That is pathetic. How many people can beassisted during that time? It doesn’t evenmake a dent in the line of people waiting,”she says.Last week when she asked to speak to fa-

cility management she was turned away,Bantam claims.“No one can ever give you answers,” she

seethes.Patient Maxine Omar says visits without

receiving service is costing her money.“Last week I took off work twice to go to

the dayhospital andwasn’t helped on eitherday,” she says. “OnWednesday I waited forthree hours before being told the doctor al-ready went home. It wasn’t even 13:00 yet.The nurse toldme to comeback the next dayso I did. When I came back the next day thedoctor only arrived after 14:00. I think thisis unacceptable,” she says.“People come here for medical service. It

could be a matter of life and death. I don’tget paid when I take off work to come andsit here. That money can be used for myfamily.”Provincial health department spokesper-

son Sithembiso Magubane was only able toconfirm that the department would look in-to the matter.Bantam is further irate that talks of the

planned improvements to the communityhealth centre have ceased.“I have sentmany letters asking for anup-

date on the promised upgrade and I am stillwaiting for a reply.”Magubane confirms the current facility is

not suitable for anupgrade and governmentis in the process of finalising a new locationfor a day hospital to be built.“If it remains in its current location itwill

always be in the firing line. The departmenthas put many safety measures in place, butnone are long-term plans. The safety of ourpatients and staff is a priority and is ourmain concern,” he says.“When the new facility is completed in

2017 it will bemuch bigger than the existingbuilding and will have modern technologyfor staff to use.Wewill also be replacing theprefab building with a brick building. Therelocation of the facility will not impact onoperating times.”Magubane says the current plan is to com-

plete the new facility byMarch 2017. A finaldecision on the new location will be madeby December.The department is currently finalising

the decision on three premises earmarkedto house the new facility.These locations are a portion of a school

site adjacent to Jan Smuts Drive, the cornerof Lansdowne Road and Hanover Park Ave-nue and an erf situated at the corner ofHanover Park Avenue and Athwood Road.Klipfontein District Health Forum chair-

person Isgaak Kamar says while it is goodto see the health department making an ef-fort to improve patient experiences at facili-ties, it is not a long-term solution.“There is too little staff and these facili-

ties cannot accommodate the number of pa-tients making use of the facility,” Kamarsays. “That is the main problem and unlessthe department finalises the upgrade plansand starts construction, we will be revisit-ing the same problem all the time. Missing Hanover Park man ‘kidnapped and tortured’SAMANTHA LEE

A Hanover Park man has been found threemonths after he was reported missing.Riedoh Hendricks from Tiberius Court

was last seen in Junewhen hewas allegedlykidnapped and tortured by a group of fourmen.His burnt body was recently found on an

overgrown Camp Road plot in Strandfon-tein, a family member says.He asks not to be named as the family

fears being targeted.“We looked high and low for Riedoh but

he was nowhere to be found. He went miss-ing on his way home fromwork in June and

that was the last timewe saw him,” he says.Hendricks was allegedly kidnapped and

repeatedly beaten and tortured at an ad-dress in Athlone.It is unclear how long his remains had

been lying on the plot.The family member says the man’s loved

ones can’t understand the motive for themurder or why anyone would want to hurtRiedoh (25).Witnesses told the family that four men

had pistol-whipped him near his workplacein Athlone Industria. They then apparentlyput him in their car and drove off.No other informationwas received by the

family until the corpse was found.“According to reports the body was de-

composed. But we are just glad he could fi-nally be laid to rest,” he says.Strandfontein police are investigating

and suspects have been arrested in connec-tion with the murder and alleged kidnap-ping charges.Strandfontein Community Policing Fo-

rum chairperson Sandy Schuter says theplot on which his body was found is amongthose on the police’s radar.“We have been fighting for the plots to be

cleaned up for years and residents have hadenough of waiting around.“These bushy overgrown areas pose a

threat to our safety and the residents havenow taken it upon themselves to cut downthe bushes,” she says.

A lmost 400 pedestrians have diedacross Cape Town in just four yearswhile crossing the city’s busy free-

ways.These are some of the staggering statis-

tics released by the South African NationalRoads Agency Limited (Sanral) in an at-tempt to renewawareness of this dangerouspractice and to prevent pedestrian deaths.“For the period May 2010 to September

2014, there have been 396 pedestrian collisi-ons on freeways in Cape Town, of which 153were confirmed fatal on the scene,” saidRandall Cable, engineering head of Sanral’sWestern Cape road network operations.“The pressing need at the moment (is to

cover) the increasing trend of pedestriansbeing run over on city freeways, many ofwhich result in fatalities,” he said.“The numbers are startling, and reason

for major concern to all stakeholders.”

Major concernThe statistics provided are the results of

a pedestrian activity study where Sanralcounted the number of pedestrians crossingfreeways using CCTV cameras.“This revealed that in a period of one

week, there were more than 36 000 pedestri-an activities on Cape Town’s freeways,” Ca-ble said.“This is mindblowing, considering that it

is illegal for pedestrians to be on freeways– and for good reason.”Cable said they wanted to share their

knowledge with the public in order toheighten awareness of current initiativesin the engineering, law enforcement andeducation fields, as research was currentlyunderway.

Bird’s eye viewCable said in Cape Town they cover

155 km of the busiest freeways with theFreeway Monitoring System.“We have a bird’s eye view of what is hap-

pening on our freeways, and there is a callto action.“With the use of more than 230 CCTV ca-

meras that we operate, we have been captu-ring all freeway related incident data, inclu-ding incidents involving pedestrians.”AndréNel, the City of Cape Town’s traffic

operations deputy chief, said the issue withpedestrians on freewayswas indeed “ahugechallenge”.“Freeways aremanagedby theprovincial

department, but from the City’s side all wecan do is enforce the rules. We find a lot ofpedestrians and people stopping to pick upor drop off pedestrians to and from work,”he said.Although pedestrian freeway crossing is

illegal, Nel said theymainly finedmotorists– seeing as theywould have undergone boththe learner’s licence and driver’s licencetests. The policing challenge lay in the ratioof pedestrians to officers.“If you consider the 36 000 illegal pedestri-

ans crossing the freeways and the 250 to 280traffic officers available – still busy withnormal traffic duties – it is a huge challen-ge,” Nel said.

WALK THIS WAY: Pedestrians still choose crossing busy freeways over using legal pedestrian foot-bridges, claiming to be attacked on the walkways.

App to streamline city travelA new app aims to make travel easier.

The first of its kind on the continent,the app merges the timetables, stops

and stations of all the scheduled publictransport services in a city.Presenting the commuter with all the

available scheduled public transport op-tions and those in private vehicleswith vari-ous routes for reaching their destinations,the TCT appwillmake it significantly easierfor residents and visitors to move aroundthe city, says Mayoral Committee memberfor Transport Brett Herron.The system maps all the scheduled public

transport services across the city – from theMyCiTi bus service, to Metrorail and the

Golden Arrow Bus Service. These mapsspecify each service provider’s routes, sta-tions and stops.The app will tell commuters which mode

– bus or rail, or combination of the two – touse to reach their destination, inclusive ofa list of options of the various transport serv-ice operators in their vicinity; where to findthe closest and most convenient stops andstations; the distance to the stop or station;how to get there; the departure times; arriv-al times; the estimated cumulative cost forthe entire journey; and the estimated dura-tion of the journey, inclusive of the time itwill take to walk to a station or stop.Council’s TCT app will enable those using

private transport to plan their journeys byoffering different route options, indicatingthe distance to the destination, the estimat-ed travel time, and any matters of concernalong the route such as accidents, road-works, detours, and traffic delays.“The app will inform you of useful places

along the way such as accommodation, res-taurants, shoppingmalls, schools, hospitals,fueling stations and police stations. It canfind places of interest close to you and keepyou informed of these en route. Once resi-dents get the hang of it, they will not onlyuse the app to move around, but also to ex-plore their city,” he says.The app will enable users to report trans-

port-relatedmatters such as potholes, faultytraffic lights, flooding, accidents and baddriver behaviour directly to the City of CapeTown. The exact location can be easily re-corded if theGPS is on and theuserwill havethe option of attaching a photowith themes-sage to the City.Through this app, users will also have im-

mediate access to notifications about busand train delays, service interruptions, acci-dents, roadworks, road closures or anyothertransport-related issue.V The TCT app is available for smartphones with Win-dows Phone, iPhone, Android and Blackberry and canbe downloaded by typing TCT into Google Play, Win-dows Store, iStore or Blackberry World.

age has received more than 400 000 views.The videos illustrate the real and horrif-

ic effects which speed, drunk driving, irre-sponsible road use by pedestrians, and notwearing a seatbelt have on the roads.The latest video is a co-production of the

Department of Transport and PublicWorks and the EmergencyMedical Servic-es of the Department of Health.

The very serious message conveyed bythis video cannot be ignored,Grant insists.“Turning a blind eye to the dangers faced

Schäfer last week visited the examinationpaper vault to assess security arrange-ments.

“The vault is under strict security sur-veillance to ensure that there are no possi-ble leakages or irregularities,” Schäfer as-sures.Strict security arrangements were neces-

sary to ensure the integrity of the examina-tions, she says, and several measures havebeen implemented to ensure the vault wasnot compromised. Measures include ensur-ing each paper is printed and packaged inthe province and is immediately sealed sothat it cannot be tampered with.Each staff member has also been

screened and is monitored closely by secu-rity cameras andno cellphones are allowed.Every examination paper is bar-coded

when printed for tracking purposes, cou-pledwith the candidate’s bar-coded sticker.Pupils are also monitored during the ex-

aminations andmarkers have been trainedto identify any irregularities in the exami-nation.Invigilators were trained to be extremely

alert and pupils arewarned of severe penal-ties if caught cheating.“This is a huge logistical exercise that re-

quires careful planning and tight manage-ment.“While we cannot always predict some

extreme circumstances, I am confident thatthe department has made all the necessaryarrangements to avoid, where possible, anyirregularities,” Schäfer says.“I look forward to a peaceful and fair ex-

amination process and am confident thatwe will ensure that every candidate re-ceives their question paper on time.”

Dogged approachAlmost 20 suspects were arrested for

drug possession in one weekend,thanks to the nose work of four-legged

crime fighters.The Metro Police’s K9 Unit helped nab

dagga, mandrax and tik users for drug pos-session.And their impact in collaring suspects is

noteworthy, says Mayoral Committeemember for Safety and Security JP Smith.“Our furry, four-leggedmembers are cru-

cial in the fight against crime. We’ve cometo learn over the years that criminals arecrafty when it comes to hiding their contra-band and so we need the dogs to literallysniff out the drugs,” he says. “Just recently,oneof themsniffed itsway tonearly 100dag-ga stoppe hidden in a cupboard of a house

we searched. If we didn’t have the dog, wemight not have found the drugs.”The K9 Unit was established in 2009 and

currently has 13 canine members, with an-other six in training. The dogs are trainedto assist on patrols and to detect narcoticsand explosives.Between July 2013 and October this year,

the unit searched more than 500 premisesand close to 2 000 people.The dogs were also instrumental in the

confiscation of 4 407 units of drugs, ninefirearms and more than 200 rounds of am-munition.Last weekend Metro Police also arrested

40 motorists on charges of drunk drivingduring patrols, roadblocks and stop-and-test operations in collaborationwith police.

Cancer is a word, not a sentenceCITIZEN JOURNALIST

Bubbly and vivacious Astrid Cay neverexpected the lump she felt onemorningwould turn out to be breast cancer.

Despite the earth-shattering news, shepicked herself up and faced her diagnosishead on.

Four years later and celebrating the big4-0, Astrid is cancer-free and loving life.

As Astrid likes to say, her breasts have al-ways been a hot topic. Thanks to early devel-opment, they weren’t always an asset shewas entirely comfortable with. Then, in hermid-20s, they became the source of nourish-ment and comfort for her newborn baby boy.“That was the very first time I looked at mybreasts with love and not something I need-ed to be shy or embarrassed about,” Astridsays.

Of course, it would be just her luck thatwhen she finally started feeling comfortablein her own skin, it would be this very partof her that would knock her world out of bal-ance.

On 1 April 2011, just like any other morn-ing, Astridwoke up to a blaring alarm. Afterhitting the snooze button more than a dozentimes, she finally got up and started gettingready. Reaching for her toothbrush, she felta sharp pain as her left arm rubbed againsther breast.

Doingaquick self-examination,Astrid felta lump in her breast – and it hurt.

“I had remembered hearing somewherethat cancer lumps don’t hurt and don’tmove. At the time, those words were mycomfort.”

Despite this, she still booked an appoint-ment with her GP to get it looked at.

After a visit to her doctor and the diagno-sis of an abscess, she was put on a two-week

course of antibiotics.The medication

helped with the pain,but the lump didn’tsubside. This waswhen her thoughtsstarted wandering.Was it maybe cancer?

Just to make surethat everything wasokay when the lumpdidn’t go away,Astrid’s GP sent herfor further testing. Af-ter a mammogram,she was sent for a bi-opsy. Finally, shewould have the an-swers – stage 2 breastcancer.

“As the doctor gaveme the news, my hus-band held my hand sotight, I think he wastrying to holdhis com-posure more than hewas comfortingmebe-cause at that moment,our world fell apart. Icried and cried all theway to the car but Iknew that I needed topull myself togetherbefore facing my kidsand my parents. I hadto put on those dread-edbig girl panties – a few layers of themactu-ally!”

Due to the location of the lump, Astriddidn’t have to undergo a mastectomy. On 5May 2011, she had her planned lumpectomy.The operation went well and she made good

recovery.Unfortunate-ly she was unable tostart the second stageof her recovery – chem-otherapy – as she hadto have her gall blad-der removed.

On 26 June 2011,Astrid had her firstvisit with her oncolo-gist to discuss thetreatment plan. Herworld came crashingdown once again – al-though the originalscan showed she wasin stage 2, she was infact in stage 3, and wasHER2-positive. Thistype of breast cancer isparticularly aggres-sive and requires amore targeted type oftreatment.

Her chemotherapystarted at the end ofJune and it was notpretty. She lost all herhair and her nails andskin darkened. Thank-fully she didn’t experi-ence any of the nauseaor vomiting that usual-ly goes hand in handwith it.

After her chemo-therapy cycle, she went onto HER2-targetedtherapy.

HER2-targeted therapy ensures that theHER2 cancer cells are no longer stimulatedto grow. It also helps the body’s immune sys-tem destroy the breast cancer cells.

Astrid’s oncologist took the time to ex-plain what HER2-targeted therapy involvedand how it would benefit her. “Yourthoughts are all over the place and half theinformation you don’t even take in!”

Luckily, she received all the readingmate-rial she needed to understand what herHER2 diagnosis meant and what the treat-ment would entail.

Soon after being on the HER2-targetedtherapy, Astrid started feeling her old selfagain. Her energy levels improved, she wasin a better mood, her hair started growingand her skin colour went back to normal.“Before this,” she jokes “I started to look andfeel like a monster.”

Overall, she had a very positive experi-ence when it came to her targeted therapywith very little, if any, unpleasant side ef-fects.

Radiotherapy was a breeze. For her, thiswas one of the nicer parts of her treatmentbecause she could take her children alongwith her so they could see what was happen-ing and that “mommywas going to be okay”.

“What have I learnt? Cancer is not justcancer – it has a type, a grade and then youneed to find out if you’re HER2-positive ornot. All this affects your treatment plan.Next, do your self-checks, have your regularchecks done with your doctors and studyyour medical aid benefits. This is importantif you want the best treatments available toyou. But, most of all, I have learnt that can-cer is a word, not a sentence,” she says.

Astrid is now an ambassador for Be Can-cer Aware.
