Deductions from an already depletedmonthly income have residents fromPhumlani Village in Lotus River reel-
ing in anger.Resident Virginia Oliphant (34), who is
concerned for her mother’s financial well-being, says people are being exploited fortheir grant money.
“My mother signed up for this funeral pol-icy but I don’t think everything was ex-plained properly to her,” Oliphant says.
She adds her 56-year-old mother receiveddocumentation stating that monthly deduc-tions would reflect on her Sassa card.
“They state in the documentation that on-ly R90 will be deducted every month,. Thishas since changed and we want to knowwhy,” Oliphant questions.
According to the family, the company,known only as One Wise, came to the areaabout three months ago.
“Since then there has only been one deduc-tion of R90 which happened in the firstmonth. After that there were varyingamounts of R120 and R280 charged to mymother’s account,” Oliphant explains.
“I asked around and realised somethingwas fishy when more people came forwardto say that more money was also deductedform their accounts. These people are beingcharged up to R300 and R400 a month.”
Oliphant adds she feels the vulnerable ofthe community were targeted.
“We want the deductions to stop. It is un-fair that they are losing their money to acompany that sold their product under falsepretences,” Oliphant says.
Community worker Paul Phillips says hewas also approached by residents to assist.
“These people are being robbed of theirmoney by a company that now doesn’t wantto pay back the money people are losingthrough the deductions,” Phillips says.
He adds attempts to reach the companyhave proved unsuccessful.
“We even went to the Sassa offices butwere met with unsatisfactory results thereas well. We were told that payments made
to beneficiaries are loaded onto their cardsand whatever happens after payment hasbeen made is on the cardholder’s onus,”Phillips says.
Oliphant says they were only providedwith a consultant’s name but no contactnumber.
“We tried to find out how to stop this butthe representative is nowhere to be found.There is only one other contact number andthat is to make claims,” she says.

Santos Football Club – also affectionatelyknown by their supporters as the Peo-
ple’s Team – planted a food garden at theclub’s headquarters on Monday 1 June tocelebrate Youth Month.
Senzeni Zokwana,minister of agriculture,forestry and fisheries, attended the launchin Lansdowne andwas joined by Club chair-person Goolam Allie and five “kicking forfood security” ambassadors. They planted afood garden on the academy grounds andplayed a soccer game.
Zokwana also braved the Cape Town coldto join Santos at its training session as theteam kicked off this year’s YouthMonth cel-ebrations.
Agriculture as careerThemed “Kick off for food security”, most
of this month’s activities involve reachingout to the youth to encourage them to par-ticipate in agriculture.
The department’s activities for the monthwill be centered around creating awarenessof food security, as well as casting a light onagriculture as a vital career choice for theyouth.
Youth Month is an extremely significantpart of the South African calendar, Zokwa-na’s department says in a statement: “YouthMonth is founded on the game-changingbravery of the youth of 1976 who fought foran equal and just society.”
Eat correctlyFanned by the academy players, Zokwana
told them that to succeed in soccer, theywould have tomake sure they eat the correctkind of food, with lots of vegetables. He saidhe was happy to leave them with a food gar-den, aptly named “the people’s vegetablegarden”.
“This Youth Month we decided to go fullsteamaheadwith a campaign thatwill speakdirectly to the youth. We have seen how soc-cer can bring people together, and hence ourjoining hands with the People’s Team aspartners in spreading the message of youthparticipation in agriculture. I am very
pleased thatwe have ambassadorswho havehad illustrious careers in soccer, amongwhich include playing for Bafana Bafana,”Zokwana said.
“We hope this journey will serve as anhonour to the young people whose gallantryset us on course to where we are today as
we celebrate 21 years of a democratic dispen-sation,” he added.
Tyren Arendse, Carl Lark, Suhayl Allie,Fagrie Lakay, Telford Ncusana and SachinDawood will be joining Zokwana as ambas-sadors as he takes the YouthMonthmessageacross the country.

Lotus River residents have been urged tobe extra vigilant. Residents ofCarolaWay
and Helena Road have recently been target-ed by burglars.Helena Road resident Aboebakr Molti re-
calls a recent range of break-ins at his home.“Just about three weeks ago I came home
and found my shed door was open,” Moltisays. “Quite a few of my possessions weremissing.”
He says the criminal(s) then returned thevery next evening. “They came through theback fence where there is a weak spot. Theguy came in and scratched around in a toybox. They also made away with meats, cool-drinks, fishing rods and a braai grid.”However, this was not the end of his mis-
ery. Shortly after, another criminal enteredthe separate entrance where tenants live.“When the wife woke her husband he just
called out and went straight to the bath-room. By this time the suspect was alreadytrying to make his way back out the win-
dow,” Molti explains.“My tenant then tried to stop him by pull-
ing him back inside the house. Unfortunate-ly, in his escape the culprit stabbed the ten-ant in his hand. We then had to rush himto hospital,” he adds.Molti says he has spentmoremoney to im-
prove his security but struggles to get feed-back from the police.“This is very disappointing because we
need to catch these culprits,” he says.Another Helena Road resident, Grant
Scott, says he would have been a victim of
crime were it not for his speedy reaction.“I heard a guy inmy yard. I thenwent out-
side andheprobablyheardme, then ranoff,”Scott says. This has been the first time in along while that someone tried to break in.Carola Way Neighbourhood Watch chair-
person Neil Jacobus says the Watch has in-creased its patrols after these incidents.“We need residents to be aware of their

R10 000 towards finding the girl who wentmissing from her Groenal Walk home onSunday 3 May.People’s Post previously reported on the
reward of R25 000 offered bymayor Patriciade Lille (“Night vigil for missing ShashaLee”, 12 May).De Lille says she received amessage of an
anonymous donation in reward for infor-mation which will lead to the arrest andconviction of the guilty parties.“I offered a R25 000 reward for any infor-
mation that would lead to finding ShashaLee. Soon after a resident who empathisedwith the plight of Shasha Lee’s family con-tacted my office to make a contribution tothe reward,” De Lille says.“I am deeply grateful to the resident for
this gracious offer and wish to reiterate my
call for anyone with information to comeforward so that we can find Shasha Lee.”The donor will make the funds available
when someone comes forward with suffi-cient information that will lead to findingShasha Lee and to the conviction of theguilty parties, De Lille says in a statement.Police and community members are con-

Community gives a little loveStanding together for a common goal in the
fight against crime.This was the recent aim at a social event
held at Perth Road Park when Diaz VillageNeighbourhoodWatchwas approached by thecommunity to turn the negative into positive.Resident and neighbourhood watch mem-
ber, David Benjamin, says the event was heldin the park to bring the community together.“The event was also aimed at entertaining
the young and the elderly in atmosphere forfamilies, friends and neighbours to enjoy fel-lowship together. Theyused thepark, becauseGrassy Park as one of the oldest residentialareas on the Cape Flats does not have a com-
munity centre,” Benjamin says.He adds the elderly, children, youth,
neighbourhood watches, chairman FuadTitus, andmembers of the Grassy Park po-lice forum, the station commander Shaunvan Wyk of the Grassy Park police stationand councillors of the Grassy Park area al-so attended the event.“Their attendance at the event made the
community aware of their commitmentand passion to make the area safe. We callthem guardian angels and need them toknow we appreciate what they do for us.The community just needed them to takea break and relax for an afternoon.”Benjamin adds the day was a roaring
success due to the commitment of the com-munity and donations given by businessesin the Grassy Park area.“This event has proven that with a little
initiative bringing people together can re-ally make a difference,” Benjamin says.
Community members were invited to share in a day of entertainment and an open air braai asDiaz Village hosted a family day in the park.

Highlights of amendments
• Stepped tariffs (1-6) for the Domestic Cluster category were implemented from1 July 2013 based on a previous consultation process with the customers.Further steps to refine alignment with the Domestic Full category wereconsidered but not recommended for the 2015/16 financial year.
• Changes to Miscellaneous tariffs, including the continued increases to treatedeffluent (specifically golf courses), as well as the meter testing fee are specifiedin Annexure 4 of the Budget Document.
• Discontinuation of the fishing tariff at Council-owned dams from 1 July 2015.

Highlights of amendments
• Residential Tariffs: Overall revenue increase from the group is 10.82%,but individual customers will likely see different values based on actualconsumption. The difference between the average and the actual increase arisesfrom the recovery of the shortfall of revenue from the Lifeline Block 1 rate.
• A consumer receiving 450kWh per month will see the same percentageincrease irrespective of which tariff they are on,meaning there is no change tothe level of subsidy received by these consumers on the Lifeline tariff.
• Free Basic Electricity: Lifeline tariff customers receiving less than 250kWhpermonthon averagewill receive a free basic supply of 60kWh,with those receiving between250kWh and 450kWhpermonth on averagewill receive a free basic supply of25kWhpermonth.
• The Residential SSEG tariff gains a second block aligned to the Domestic TariffBlock 2 to prevent customers installing exceptionally small generators andreceiving a large reduction in account without actually generating any electricity.
• Small Power User 1 with Off Peak combination will be restricted to existingcustomers only from 1 July 2012. The Off Peak components also increase by anabove average amount as a step in the phasing out of this tariff.
• Small Power User 1 tariff receives a slight structural adjustment in line with theCost of Supply study outcomes.
• Time of Use tariffs restructured to ensure the Medium Voltage tariff at minimumhas parity with EskomMegaflex.
• Commercial tariffs see a slightly above average increase as a result of therecovery of the subsidy provided for the Atlantis TOU tariff.
NOTE: Monthly Service Charges are calculated as the Daily Service Charge multipliedby number of days in billing period.

ing the soccer ball againstgrown women.Andwith her dreams al-
ready coming true, Nabee-lah Galant is setting evenbigger ones for her brightfuture in sport.The passionate soccer
player from Rocklandshas been playing competi-tively for the past twoyears but started playingin the park next to herhouse when she was justtwo.“My father played
sports and one day hetaught me how to kick theball in the park. Sincethen I liked playing thegame,” she says.“She is a natural,” says
Riedewaan, her father.Riedewaan also played soccer and did ath-
letics inhis youngerdays. The twonow traintogether every week.Nabeelah’s mother Fazlin says she is her
father’s superstar.“Sometimes he does not even make time
for me. She is his focus. Of all the coachesshe has, he is one of her best motivators,”she says.Riedewaan explains that he does not push
her too hard, working on scheduled train-ing. “We did squats and weights the one dayso the next we just took a jog,” he says.Nabeelah also does athletics and swim-
ming for various clubs.The busy sports fanatic juggles a hectic
training schedule but does not forget herschoolwork.Hermother says she does not knowwhere
she finds the time as she will soon join theathletics team of her primary school.“Education is important and Nabeelah
knows that,” says her mother.The Santos player has high hopes for a
long career in sport. However, Fazlin says,Nabeelah knows the rules.“I have very strict rules for Nabeelah and
she knows it is education first. She says shewants to be on the soccer field so I told herto study into a soccer field,” says Fazlin.Nabeelah is not sure where her education
will lead her yet but she has high hopes forthe future. “I want to play for ManchesterUnited one day,” she says with a shy giggle.Although she supports the team she still
hopes to see herself wearing national col-
ours in the next five years.Fazlin says she is such an inspiration for
the community.“Everywhere we go people tell us how in-
spired they are by her,” she says.The little go-getter started her own sport-
ing career when she approached the localsoccer club to join about two years ago.She playedwith the boys andwhen the op-
portunity rose to play for a local women’steam she jumped at the chance to showwhatshe’s got.Fazlin and Riedewaan agree that support
is very important.“We support her and we spend time with
her at the soccer field whenever she has amatch. This is what she wants to do and wewill be behind her every step of the way,”Fazlin says.Fazlin says they juggle a busy schedule,
ensuring both their children’s hobbies areseen to, but they would not change it for theworld.“She is 11 and already playing with grown
women,” Fazlin boasts, saying she has ma-tured beyond her years.Nabeelahwants to inspire others to follow
their dreams.“I want people to see that it is possible to
be anything you want to be,” she says.And from humble beginnings, kicking a

The People’s Post/Let’s PlaySport Star for May is a youngwoman from Muizenberg
HighSchool. TasneemCozyn (18) isa five-time world champion inKimura Shukokai karate and hasbeen a junior Protea for six years.
Earlier this year she earned hersenior Protea colours by winningthe below 68kg senior women’s ku-mite division at the Karate SouthAfrica u.21, Seniors, Veterans andMasters national championshipsin Polokwane. She also won the be-low68kgu.21women’s kumite divi-sion.
At the end of May she competedin the AU Sports Council Champi-onship (zone 6) in Johannesburg.Tasneem won silver in the openwomen’s team kumite eventagainst Botswana, then anothersilver in the open women’s kumiteand a double gold for kata and ku-mite in the u.21 division.
Tasneem is the eldest of five chil-
dren and says that her siblings andparents are her biggest supporters.
“My love for karate started nineyears ago when I attended a trialclass. After that class I knew I real-ly found my passion and love forkarate,” Tasneem says.
“My secret to success is puttingin hours of hard training, beingdisciplined in terms of eatinghealthy and always making sure Itrain harder than my opponent,and most of all always stayinghumble,” she says.
Her favourite aspect of the sportis representing her country andtravelling the world with her team-mates. Her dream is to representSouth Africa at the OlympicGames if karate is selected as anOlympic sport for the 2020 Gamesin Tokyo.
“I would also love opening myown dojo and teaching the disci-pline of karate to others,” Tasneemsays.
She has been selected to competein Croatia at the eighth World Ka-
rate Federation (WKF) YouthCamp and Karate 1 Youth Cup atthe end of June, but will only beable to go if she gets sponsorship.
According to Fatwah Barendse,who nominated Tasneem, she isthe only South African who wonsilver at the previous Youth Cup.
Tasneem is also in the team tocompete at the WKF junior cham-pionship in November.
Other competitions Tasneemhas competed in:. Sugihara Cup International in2011 – silver for kumite,. Commonwealth Games in 2011 –silver for kumite,. Kimura Shukokai InternationalWorld Championship in 2012 – goldforkataandunisonkata (girls 16-17years), silver for kumite,. International Karate Open in2013 – bronze for kumite, silver forteam kumite, and. Kimura Shukokai InternationalWorld Championship in 2014 –world champion for both kata andkumite in the u.21 division.
