Plans for a new Pick n Paystore in Grassy Park havebeen met with some frustra-
tion by small businesses in the vi-cinity saying the store will eat intotheir profits.But, says Pick n Pay property
and development director IzakJoubert, the store will create jobopportunities for residents.The new store will be situated on
the corner of Italian and 5th Ave-nue and is set to open its doors onMonday 1 December.Resident Matthew Davadoss
wrote toPeople’sPost to expresshisconcerns.“It is concerning to realise that
Pick n Pay is planning to open anew store. I cannot understandwhy this should happen as there isalready one in Capricorn and Lo-tus River,” he writes.Davadoss questionedwhy anoth-
er storewas neededwhen there arealready twoPick nPay storeswith-in a 3km radius of each other.“Whydo theywant one inGrassy
Park as well? Are they out to killoff the businesses in our areawhich is already suffering andstruggling for survival?” he asks.Joubert confirms: “We will be
opening a Pick n Pay Local store inGrassy Park on 1 December. Formany years our customers in thearea have expressed a desire for alocal Pick n Pay, and we are
pleased that this is now happen-ing.”Davadoss said: “The businesses
have to wake up and hold the wardcouncillor responsible to call forpublic participation processes be-fore it is too late.”Ward councillor Shanen Ros-
souw says she was also not in-
formed of the new store and doesnot know why a public participa-tion process did not take place.“I have received a few com-
plaints at my office with regard tothe new store going up and I am fol-lowing it up with the franchise,’Rossouw says.To date she has not received cor-
respondence.“It is a pity that our residents
were not consulted with regard tothis store going up,” she adds.According to the City’s zoning
viewer, the property is zoned forbusiness use.Joubert says the new store will
bring job opportunities for the resi-
dents of Grassy Park. “At Pick nPay we pride ourselves on beingpart of the community inwhichweoperate. Wewill also be creating 60new jobs with the opening.”Delecia Redelinghuys, who lives
in Italian Road, says she is not hap-py with the proposed plans for aPick n Pay store so close to herhome.“Having this store here will just
cause problems. There is not suffi-cient parking space at this build-ing and therewasnopublic partici-pation process,” Redelinghuyssays.Her biggest concern is the deliv-
ery of stock at the store.“Our roads are not conducive to
carry heavy duty trucks. What ifthese roads cave in because of theheavy load?” she questions.Another Italian Road resident,
Marlon November, says his con-cern relates to the generators thatwill be put up right next to hisboundary wall.“According to the building in-
spector who came out there oneday, they will have cold rooms andthese cold rooms are going up rightagainst my boundary wall. This isunacceptable,” he says.He adds the franchise had to con-

Medication inshort supplyCertain medication is currently in short
supply at Western Cape health facili-ties.
This comes as a result of the late awardingof pharmaceutical tenders by the nationalDepartment of Health as well as the removalof contracts of coded medicines not listed inthe National Essential Medicines list.A statement released by the provincial
health department onWednesday 12Novem-ber states many of the new contracted sup-pliers are also unable to increase their pro-duction immediately tomeet the demands oftheir contract with national government.Provincial health minister Theuns Botha
says these stock-outs are affecting all dis-tricts and sub-structures in the province.The department is currently doing its best
to manage the shortages and the medicinedepot is allocating any available stock assoon as these are received.“Thismeans the depot is currently provid-
ing limited amounts of stock daily to ensuregreater distribution to all districts and sub-structures. Themedical depot is also repack-ing certain medicines available in bulk intosmaller patient-readypack sizes so these canbe distributed more widely,” Botha says.To support this distribution strategy, fa-
cilities have been requested not to placelarge orders, but rather to replenish stockmore frequently.In addition, the health department is also
sourcing medicines off-contract and is en-gagingwith contracted suppliers to expeditedelivery by air shipment, or to procure stock
from alternate suppliers at additional cost.Botha insists the department is also proac-
tively interacting with the pharmaceuticalindustry on an ongoing basis to source allavailable medicines required by facilities.Furthermore, the department has re-
leased guidelines advising on alternativemedication that may be used safely in cer-tain cases when stock is unavailable.Patients are also encouraged to ensure
that they use all existingmedication in theirpossession,which iswithin the expiry dates,before requesting a repeat prescription.This will assist the department in ensuringthat all facilities have access to the medica-tion that is available.Botha has informed the health minister
and the national Department of Health inwriting of the knock-on effect of the lateaward of tenders and the deletion of itemsfrom contracts. “I apologise for the incon-venience that will result during this timebut earnestly request the full cooperation ofall those affected to minimise the impact ofthe unfortunate situation,” he says.While it is difficult to estimate when the
supply of medication will be normalised, hesays it is expected that intermittent shortag-es can be expected for the next two monthsdepending on the ability of the contractedsuppliers to meet the needs of provinces.Patients experiencing any problems are

Backyard dwellers in Parkwood are setto receive new ablution facilities andelectricity as part of a new project by
the City of Cape Town.This was confirmed at a recent meeting
held in the Parkwood Community Centre onWednesday 12 November.Themeeting, whichwas attended by back-
yard dwellers from the area, shed some lighton what the residents could expect beforethe end of July 2015.Siraaz Samsodien from the City of Cape
Town’s Human Settlements portfolio ad-dressed the group in a feedbackmeeting andsaid basic services, includingwater and san-itation, would be rolled out to the communi-ty as it was in the budget for the financialyear 2014/2015.“We have recognised the need for basic
services in the community which is whythese facilities will be made available to thebackyard dwellers,” Samsodien said.He explained just over R1.2m has been
budgeted for the installation of the servicesfor Parkwood and will be rolled out in phas-es in the backyards of rental stock homes.Due to the high density in backyards, the
City is concerned about the placement ofservices.Samsodien explains in most backyards
where shacks are too close to each other theinstallation will be affected.“People will in all likelihood have to be
moved temporarily,” Samsodien said.
Backyarddwellerswill have access to 350Fofwaterdailywhichwill bemeteredbya tag.“Each residentwill be givena tag and each
household in the backyard will have accessto this amount of water daily,” Samsodienexplained.According toMayoralCommitteemember
for Human Settlements Siyabulela MamkeliParkwood is one of 14 areas which has beenidentified for the roll-out of basic services.“The Parkwood Backyarders Project has
been identified as one of many projects tosupply services to people living in the back-yards of City’s rental stock. There are 161rental stock properties which house back-yarders,” Mamkeli says.Services to be installed include the place-
ment of 161 panel-cast concrete toilets, in-stallation of sewer and water reticulationfrom existing water and sewer plot connec-tions and the installation of all plumbing fora waterborne toilet, wash trough and tapstand for each erf, he explains.“This has been communicated to theBack-
yarder Association and the community thatcooperation will be needed in the event thatrelocation or partial relocation of structurestakes place in order to place and install theseservices,” Mamkeli says.Samsodien echoed this statement saying
that the effectiveness of the roll-outwill onlybe determined through the cooperation.“We want to provide the community with
services and if we do not have the coopera-tion to facilitate the roll-out, we cannot de-liver the necessary services,” Samsodiensaid.
Residents at the meeting raised concernsover the roll-out saying they fear that ten-antsmight cut their services should the roll-out of water and sanitation be rolled out sep-arately to electricity.“Our landlords will just refuse to connect
our electricity,” one resident said.“Theywill see this as a situationwhere the
City is now providing us with services sothey can cut as they see fit.”Mamkeli says this will be monitored and
explains they are still investigating the pos-sibility of electricity and water to be in-stalled simultaneously.Electrical connections andprepaidmeters
will be provided to a maximum of threebackyard structures for each rental proper-ty.
“However, reinforcement of the mediumvoltage network would be required to dealwith the additional backyarder load.“The City’s Electricity Services Depart-
ment is in the process of appointing consult-ants to undertake the design and construc-tion of the electricity backbone in Park-wood,” Mamkeli explains.Residents of Parkwood can expect the ba-
sic services to be rolled out by 16 January2015.The electricity services which will also be

Arson suspected after fire at SPCACHEVON BOOYSEN
The Cape of Good Hope SPCA charity shopin Grassy Park burnt to the ground duringthe early hours of Friday morning.The blaze – which was first spotted by a
passingmotorist – engulfed the premises at03:00, according to a statement issuedby theshelter.“Amotorist passing bynoticed the smoke
billowing from the premises and alerted thefire department, who were quick to arriveon the scene. Despite their best efforts tocontain the fire, the entire charity shop –housed in threewendy houses – succumbedto the flames, leaving nothing but a stub-born flowering cactus behind,” the state-ment reads.The SPCA’s CEO Allan Perrins says the
loss is not only felt by the shelter.“This doesn’t just represent a loss to the
SPCA, but a loss to the community, manyof whom rely on the charity shop for muchneeded items for their home and other per-sonal items,” Perrins says.The charity shop provides a staple in-
come to the shelter and the store managerwho relies solely on sales commission.
“The charity shop at the SPCA’s GrassyPark premises brings in an average ofR60 000 amonth –valuable funds for theani-malwelfare society.At this time, just beforethe festive season when resources are al-ready stretched to their limits, this loss inincome is beyond distressing.”Fire and Rescue Services spokesperson
Theo Layne confirms they responded to thecall at 03:12.“When we arrived at the scene several
wooden kennels were burning, includingthe informal structures. No injuries werereported,” Layne says.He adds the fire was extinguished by
04:09.Although the police were not immediate-
ly available for comment, they are investi-gating the matter.The SPCA suspects arson.The organisation appeals to anyone with
information to report it to the Grassy Parkpolice.The organisation has also pleaded with
the public to assist with donations.Anyone who wants to donate or contrib-

Liquor licence renewalsThe provincial Liquor Authority urges allliquor licence owners to renew their licencesbefore the end of the year.
According to the amended provincial Liq-uor Act, all licence holders need to renewtheir licences annually.
Renewal notices are issued to the licenceholder before the end of October each year.It serves as a reminder to the licensee to paythe renewal fee, aswell as stating the amountdue. However, even if the notice was not is-sued, the licence holder remains obligated topay the renewal fees on time.
Once paid, the licence is automatically re-newed until 31 December of the next year.
If the renewal fee is paid in January, thelicenceholderwill be slappedwitha 50%pen-alty fee; if it is paid in February, the renewalfee is subject to a 100% penalty fee.
Thereafter, licence holder has one final op-
portunity to pay the renewal fee, but willneed to apply – inwriting – to the chief execu-tive before Tuesday 31 March by completingForm 24.
If the chief executive condones the failure,the late paymentmust be completed by a datestipulated by the authority and the renewalfee will be subject to a 150% penalty. The li-cence will remain valid until 31 December ofthat year. If the renewal fee and the penaltiesare not paid, the licence will be deemedinvalid. Licence holders need to deposit thefunds into the authority’s bank account andmust keep their proof of payment on the li-censed premises.

live this week and residents can now applyonline – via smart phone or computer – tobe registered on this database.Mayoral Committee member for Human
SettlementsSiyabulelaMamkeli says this isa quick, convenient and safe way for resi-dents – who qualify in terms of the subsidycriteria – to access this City service.“Residents can alsomake use of the City’s
free SmartCape internet access at libraries,while our elderly residents can be helped bytheir children and grandchildren to accessthe database online without having to facethe challenges of mobility and travel tohousing offices.”The City, as well as the national Depart-
ment of Human Settlements, uses a housingdatabase to ensure the fair and systematicdelivery of housing opportunities to quali-fying people who have registered on the da-tabase. The accuracy of the information istherefore very important.Thedatabase,which is protected, updated
and audited, is necessary to prevent queue-jumping and to ensure that the City’s serv-ice and housing delivery programmes arenot jeopardised by the proliferation of un-planned settlements.Mamkeli says the database is a key pillar
of the City’s efforts to provide housing op-portunities as a means of enabling redress.“I urge residents to find out whether they
qualify for a subsidised housing opportuni-ty. If they are already registered, theyshould please make sure their personal de-tails are updated regularly, which they cannow do online,” he explains.“We do everything in our power to pro-
vide interim relief to residents who areawaiting a housing opportunity and to en-
sure there is fairness and transparency inthe housing process.“But we also need residents to work with
us and to take responsibility for what is re-quired of them.”Residents who wish to make use of this
new service must have their own valid cell-phone number.During the application process, a one-
time pin number will be sent via SMS.This cellphone number will also be re-
quired in future to update the online appli-cation.Other vital information that residents
should have ready prior to registering is thefull names of the applicants and theirspouse (if applicable) as well as their IDnumbers.Applicants should also provide theirmar-
ital status, marriage type, full names oftheir children (if applicable) with ID num-bers, full address, details of any disabilitieswithin the household, employment statusas well as income.After the application has been submitted,
the human settlements directorate’s hous-ing information branch will verify the in-formation.If the information is correct and the appli-
cant qualifies for ahousingopportunity, theapplication will form part of the database.The applicantwill then receive a postcard
acknowledging the application which willinclude the registration number and appli-cation date.If the information is incorrect, an official
will phone the applicant and assist in cor-recting the information on the application.The applicant must keep their informa-

High speeds, restless nights andscreeching tyres are only a few of theevils that plague Strandfontein Road.
Residents living along StrandfonteinRoad are kept awake by racing motoristsalong the stretch of road between Strand-fontein and Ottery roads.One resident, who asked not to be named
for fear of victimisation, says he uses theroadoftenwhenhe returnshomeafter visit-ing his partner.“I live in Grassy Park and many nights
I leave late from my partner’s house and Ihave to use this road to get home. I cannotexplainhowmany times I havebeenpushedfrom the road by these wreckless drivers,”he says.He details that the illegal racers gather in
Strandfontein Road on either side of thedouble carriage way.“They line the street on both sides and
spectators take up parking space at the pet-rol stations. It is really a dangerous situa-tion,” he says.Although he has called the authorities
when the illegal gatherings take place on aTuesday, Thursday and Saturday evenings,he says he “almost never gets a response”.“I call them many times, especially on a
Saturday evening when it’s the busiest, butyou hardly see any police presence. This isdisturbing as the illegal races go on well af-ter midnight,” he adds.Grassy Park police spokesperson War-
rant Officer Wynita Kleinsmith says illegalraces are a big concern and frequent opera-tions are held to deter the gatherings.“The people who gather on the stretch of
road are well aware they should not be do-
ing it as it is illegal. However, when the po-lice respond to these gatherings, it is diffi-cult to conduct it effectively. The crowdsdisperse when they see the police vans pull-ing up,” Kleinsmith says.She says police are monitoring the situa-
tion.“Police and traffic services are busy
working together on operations to deter theillegal drag racing. On Saturday 9 Novem-ber at 02:50, four suspects were arrested bytraffic services for reckless and negligentdriving on Strandfontein Road after it wasfound that theywere speeding,”Kleinsmithexplains.Mayoral Committee member for Safety
and Security JP Smith says illegal drag rac-ing spots have been identified and happensany day of the week.“Illegal street racing is prevalent
throughout the province and, in fact, acrossthe country. In Cape Town alone there aremore than 20 hotspots where racers gatherand participate in these illegal activities,including Strandfontein Road,” he says.He adds provincial traffic services con-
duct operations three times a week.“The operations last until the early hours
of themorning as the racers usually operateuntil 03:00 or 04:00. Officers usually remainin the area until they are satisfied that rac-ers have dispersed for the night. Ultimatelythough, our motoring public needs to takegreater responsibility for their actions,”Smith adds.V The City appeals to residents who witness illegalstreet racing to immediately report the matter to the107 emergency call centre number from a landline or(021) 480 7700 from a cellphone or to the Safety andSecurity communication centre on (021) 596 1999.Complaints can also be reported to the police for fur-ther investigation.

Concerns over a lack of supporters,most of theplayers in the top league being over 30 anda general decline in numbers has brought
softball in the province under the microscope.However, those in-the-know say there are chal-
lenges facing the sport, but they claim these chal-lenges are being addressed.WesternProvince Softball Federation chairper-
son Lee-Roy Toerien admits crowd numbers havedwindled over the past few seasons.“There is no doubt there are less spectators at
games. There are a combination of reasons forthis; firstly, finances are a problem... people rath-er spend their money at home. Also, the standardof softball hasn’t improved, yet we are still thestrongest [union] in the country,” he says.“People also like innovation and there isn’t a
lot of ‘newness’ in softball. It is something we areconcerned about and we have looked at ways totry and improve it, but it’s difficult without mon-ey.”Another area of concern is that youngsters are
not moving through the development ranks to fi-nally reach the top leagues, Toerien explains.Currently there is only an under-13 league for
juniors.Former softball administrator and current in-
ternational umpire Noore Nacerodien believesthis is anarea thatneeds to be addressed to ensure
the longevity of the sport.Nacerodien tellsPeople’s Post: “There are youth
teams at clubs, but only at under-13 level. Thereis no under-17 league and the youngsters don’t fil-ter through to the senior teams. It’s brilliant thatwe have school teams, but if we have 20 teams outof 1500 schools in the province [that is notenough]. InPretoria theyhave 216 schools playingsoftball. Every club has to have a junior team, butthe clubs and the schools need to work together[if we are going to get the sport growing again].”Toerien, though, says the sport is growing on
the school-front.“Youngsters are coming through in big num-
bers throughout the Cape Metro,” he says.“We have 30-odd [schools competing at the mo-
ment and it’s] growing all the time. That’s thanksto the Mass participation; Opportunity and ac-cess; Development and growth programme,where provincial government employed sport-specific coaches at schools.“We will look at junior leagues once the num-
bers suffice. Currently these youngsters make upthe third and fourthdivisions [of senior leagues].”The recent upgrade of the softball pitch in Bish-
op Lavis was a necessity as, Nacerodien believes,the sport has become too centralised. “Softball istoo centralised and that is a major factor [con-cerning the decline in numbers],” he says.“We should consider playing in Bishop Lavis
and Wynberg to decentralise the sport.”
