The new trading plan which has been advertised for public participation covers trading activity along Steenberg Road, Main Road in Bergvliet and Retreat Transport In- terchange. Garreth Bloor, City of Cape Town mayoral committee member for tourism, events and economic development, explains the munic- ipality reviews trading plans from time to time depending on the increased trading activity in a particular area. Following a request by ward councillor Penny East, the Protea Subcouncil request- ed the existing proclamation regarding in- formal trading for ward 71 be reviewed. “Ward 71 was declared a prohibited and restricted area for informal trading by the then South Peninsula municipality in Octo- ber 1999,” he says. Bloor explains the three sites are legally proclaimed sites and the City has issued per- mits to traders. Asked whether the City would tar the trad- ing sites on Steenberg Road and Main Road in Bergvliet to demarcate bays, Bloor says the status quo will remain. He explains the department is currently developing informal trading infrastructural norms and standards. “Once these stan- dards have been approved by the council, they will guide any upgrade of the area.” Bloor also says the traders have been informed of the new plan and are very happy with the proposal. Trader Saul Chezombo, who sells bean bags, says he was not informed of the new plan. He explains he has been trading along Steenberg Road for nine years and is able to make a good living for his family. “It is very nice. I work hard and make all the bean bags by hand. I sell them here and can send my children to school and pay the rent,” he explains. The plan proposes there be four bays on either side of the road and each trader would need to have a permit and pay the monthly tariff stipulated by the City. Chezombo says due to the width of the southern section of Steenberg Road it is pop- ular with the traders. He explains traders may be reluctant to trade in bays on the northern section as cars are not allowed to stop there without obstructing traffic. George Witbooi from Pelican Park also trades along the southern section. He sells golf balls and other equipment and says he was advised to apply for a permit to trade here after being fined by law enforcement of- ficers while trading near Pollsmoor Prison without a permit. “This is a good spot to trade and the plan sounds good but I don’t think anyone would want to cross to that side,” he says. Bloor says the existing informal trading proclamation identifies four sites at the Re- treat Transport Interchange and a market area adjacent to the City’s park-and-ride fa- cility. “The proposed new informal trading plan increases the number of informal trading sites at the interchange from four to 17. “The market area has been clearly de- signed and will consist of 11 individual in- formal trading opportunities. It is only at the Retreat Public Transport Interchange that the number of trading sites will be in- creased.” Bloor further explains the number of trad- ing sites on Steenberg Road and in Bergvliet will remain the same as there has been no request nor need to increase the trading op- portunities. “They have been included in the informal trading plan as they are part of ward 71; and part of the original proclamation.” V The deadline to comment on the trading plan is Sun- day 10 May. But due to inconsistency inwhichevents are permitted in these halls,the City of Cape Town has proposeda new draft policy.The draft LibraryHall Usage Poli-

cy is currently open for public par-ticipation and Capetonians are be-ing encouraged to have their say onit.

UseAccording to the policy these

halls are primarily for activities or-ganised by library staff.However, they are also rented to

the public or made available free ofcharge. In addition, businesses areable to hire hall facilities for a fee.BelindaWalker,mayoral commit-

teemember for community servicesand special projects, says somehallsare used more than others and thisis dependent on various factors.“OurCentral,Milnerton,Bellville

and Somerset West library halls aresome of the most well-used facili-ties.”

ProblemThe policy proposal describes

how the current lack of a policy isthe main contributor to inconsist-ent decision-making and disagree-ments with individuals and groupswishing to make use of the halls.“In addition, this lack of clear pol-

icy directive results in halls not be-ing optimally used or managed,” itreads.Walker says many of these prob-

lems stem from the time when indi-vidualmunicipalities had their ownrules and regulations which gov-erned the use of library halls.“This policy will ensure that

there is a consistent approach to thehiring out of library halls,” she ex-plains.

ActivitiesWalker says while the halls are

primarily for library activities,they may be used for other purpos-es, except for social, religious or po-litical purposes.She explains the primary purpose

of these halls is to host community-based activities and programmesthat complement the services of-fered by the library.“For example, many halls are

used as training venues and supportthe library’s goal of encouraginglifelong learning. The library andinformation services departmentwould like to prioritise this kind ofuse.”She further explains these halls

are often linked to and accessedthrough the library and are not de-signed for large gatherings orevents such as weddings.“A library is a space that is there

for everyone, regardless of race,creed or religious or political affilia-tion and we would like to ensurethat it is as inclusive a space as pos-sible,” she adds.

TariffThe policy also stipulates strict

guidelines regarding payment forthe use of these halls.Community organisations and in-

dividuals using the hall for commu-nity or cultural events will be al-lowed to use it for free. In addition,councillors may use the halls twiceper month for free for feedbackmeetings.However, use of the hall must be

paid for when used for business orcommercial purposes. A tariff is al-so charged when a non-profit orga-nisation charges the public to at-tend their event in a hall.Walker says the price will depend

on the annual tariff structure.“When applying for the use of the

library hall, the organisation has tostate the purpose of use. Based onthis, the hiring of the hall would ei-ther be tariff-based or deemed acommunity organisation use andtherefore free usage would apply.”

CommentThe draft policy is open for com-

ments until Thursday 30 April.Walker explains after this date thedepartment will consider each ofthe comments received.“The amended policy is then sub-

Westlake taxi drivers are calling onprovincial government to intervenein a dispute over routes and permits.

This follows protests in the area last week.Angry taxi drivers took to the streets andprevented Khayelitsha drivers from operat-ing.

Social media reports indicate that Steen-berg Road was blocked, causing delays formotorists travelling between the South Pen-insula and the southern suburbs.

According to a report by Kirstenhof policestation additional police officers were de-ployed on Monday 13 April at 03:00 followinga warning of possible taxi violence.

Police spokesperson Deidre Solomon saysofficers were deployed to the intersection ofSteenberg Road and Westlake Drive at 06:20.

“Upon arrival they were met by approxi-mately fifteen taxis belonging to the West-lake Taxi Association (WTA) and a crowd ofabout 200 residents who had blockaded theintersection with their taxis and had set tyr-es alight in the middle of it,” she says.

Solomon explains this intersection is theonly access to Westlake Business Park andis a vital link between the South Peninsulaand the southern suburbs.

“As a result, traffic was held up. Police im-mediately took control of the situation by re-moving the first few taxis that participatedin the illegal blockade. The rest of the vehi-cles were quickly removed by the ownersthemselves after threats that their vehicleswould be impounded.”

Traffic flow was restored and the burningbarricade of tyres was removed.

“Police learned that the illegal protest ac-tion was orchestrated by the WTA aftercountless infringements of its taxi routes by

taxis operating from Khayelitsha. A quickround-up by Kirstenhof police of all taxis op-erating in the area supported this claim,”she explains.

Seven Khayelitsha taxis were impoundedfor operating without a valid permit. Twomembers of the WTA were arrested for rob-bery and assault.

WTA chairperson Hudson Mulungwanasays the protest was a result of months offrustration. He explains drivers from Khay-elitsha, Retreat and Capricorn operated inWestlake despite not having permits.

He also says several letters to the depart-ment of transport have gone unansweredand the association is calling on provincialgovernment to intervene.

The transport department did not respondto requests for comment.

“We were told that four Khayelitsha driv-ers were on their way to Westlake with fire-arms the day after the protest but were ar-rested by police. We do fear violence but wecannot keep quiet anymore. Policehave issueda sternwarningaftertwo elderly women from Diep Riverwere duped by an internet scam.

According to a report fromDiepRiver po-lice, the two women were conned into be-lieving handsome rich men from the UKwere on their way to meet with them.Police spokesperson Warrant Officer

Keith Chandler says in both cases thewom-en met the men on the internet.“The men are young and send fake pic-

tures of themselves. They claim to be mil-lionaires living in the UK and also claim tohave fallen in love with the elderly wom-en,” he explains.Chandler says the men claim to be so in

love they want to come to South Africa tomeet with the women but allege their bankaccounts are frozen.“They send fake bank accounts to make

the story more believable. In both of thesecases the women then agreed to pay fortheir plane tickets. The money is deposited

into a Capitec account and the men neverarrive,” he says.In one of the two cases an elderly woman

forked out more than R12 000 for her “boy-friend”.Chandler says a similar case involving a

49-year-old woman has also been reportedat the station.“In these cases, the complainants want to

open fraud cases but cannot do so becausethe money was not taken illegally. Theygave it voluntarily,” he says.Associated Seniors coordinator Ursula

Schenker says the scamming of pensionersis a concern. She believes they are targetedby thieves because they are vulnerable.“Many elderly people are using the inter-net. When someone has lost a spouse theyare often lonely and this is a difficult timefor them,” she says.Schenker has appealed to residents who

have elderly loved ones to keep a close eyeon their online activities.“Even this can be a difficult situation as

elderly folk don’t want their childrenchecking up on them,” she adds.

Unknown man found next to M3The body of a man found next to the M3 inConstantia has still not been identified.Diep River police spokesperson Warrant

Officer Keith Chandler says the body wasdiscovered after a woman travelling on thefreeway reported that she had felt a thudagainst the side of her car at 06:00 onWednesday 15 April.He confirms police officers went out to

the scene, but could not find anything.

Chandler says later during the day thebody of a unidentified man, possibly a va-grant, was discovered with internal inju-ries. To date, the man has not been identi-fied. A case of culpable homicide wasopened.Anyone with information on the incident

Police in the southern suburbs haveappealed to residents to watch out fortaxis seen driving outside normal taxi

routes.This follows several robbery cases in

which victims have been held up at knife-point by two men in a white taxi.In the most recent case a 20-year-old stu-

dent was robbed on the corners of Melvilleand Garden streets on Monday 13 April atabout 13:10.Diep River police spokesperson Warrant

Officer Keith Chandler says one of the menjumped out of the taxi and held the studentat knifepoint, demanding he hand over hisvaluables.“They took a backpack which contained

his textbooks, cellphone, wallet, jacket andother items,” he says.Chandler confirms there have been simi-

lar reports in Claremont, Wynberg, Mow-bray and Rondebosch.“We strongly advise residents to be on the

lookout for taxis driving through residen-tial areas and off their routes. There havebeen seven cases recently across these po-lice precincts and we suspect it may be thesame men. Residents should contact theirlocal police station immediately,” he says.Wynberg police spokesperson Warrant

Officer Silvino Davids confirms the casesin the Wynberg police precinct, whichincludes parts of Constantia and Kenil-worth.He explains in the first case, two men

robbed the complainant and in the secondcase a man and a woman were the robbers.“Both reports indicate it is awhiteToyota

taxi but they cannot remember whichmod-el. These robberies occur mostly after thepeak hours and in side roads offMainRoad.The victims are threatened with a knife,”he says.

On a cold, wet, winter’s day, there isnothing better than pulling on anice warm, dry pair of socks.

And with the help of the Lions Club ofBergvliet a number of homeless peopleare able to do just that.After last year’s very successful

project, the Club is once again appealingfor donations of new socks, for bothadults and children.Sandy Roman, Club secretary, says the

club thought it would be a small gestureto help mostly those living on the streetsget a little bitwarmer andmore comforta-ble during winter.“The Club collected and distributed in

excess of 365 pairs of socks last year andwe are hoping to do the same this year,”she says.Roman says two years ago, one of the

Club members, Jean Knaggs, suggestedthat they hand out warm scarves to thehomeless, newspapervendors, beggars oras they saw fit, while driving to and fromwork. “She personally made the scarvesand the club sponsored some whilst afriend of hers paid for a couple of scarves.We were able to distribute 110 scarvesand last year we decided on distributingsocks. As these are not so costly, wethought we would appeal to the public aswell,” she says.Roman says the club members distrib-

uted the socks personally by driving toplaces where it’s known the homelesscongregate.“I handed out socks one morning to all

the men on the side of the road on Ros-meadAvenue, fromOttery Road to BroadRoad in Wynberg, while some membersdrove around one Sunday afternoon fromPlumstead to Retreat and handed outsocks,” she says.Romansays the reactionfrom the recipients has been gratefulnessand that it’s “quite touching to see some-thing so small being received so well”.“The community were also unbelieva-

ble in showing their support. They wereso willing to donate socks and cash to ourappeal.We even received other items likeblankets, caps and warm clothing,”shesays. The piles of rubbish left behind by homelesspeople living along the railway line con-cerns a Plumstead resident.The woman claims that “bergies” living

next to the railway line between Plumsteadand Wittebome stations on Brampton Roadleave their “mess” behind which attractsvermin and cockroaches – bringing them toneighbouring roads too.The resident says vibracrete slabs have

been removed at the top of Plympton Roadin Brampton Road, giving access to home-less people. “This situation is amajorhazardfor all. It is also an escape route for crimi-nals,” she claims. She further says that“nothing was done about ‘Die Gaaitjie’ andlook what it has turned into – a squattercamp”.She is now calling on authorities to fix the

fence and clean the open space. In responseRichard Walker, regional manager ofMetrorail, says vagrants living in rail re-serves must be relocated to alternative sitesthrough a legal process.“We rely on the City of Cape Town to iden-

tify suitable land for the relocation of dwell-ers before the legal process of eviction andrelocation can commence,” he says.Walker confirms that Metrorail has

received complaints about the fence and thelitter. He says vagrancy remains a thornyand complex social issue. “All over the city,under highway bridges and in trees (nearour offices), the homeless seek shelter. Weconcede that the issue of vagrancy is raisedregularly andwe confirm that our resourcesto deal with it remains constrained,” hesays.

He explains that Metrorail regularlyremoves vagrants from rail precincts withthe help of railway police. The companyaddresses the situation as best it can withthe resources at its disposal.“The purpose of fencing or walling prima-

rily is to demarcate boundaries and that inits original state would not deter wilfulentry onto the rail reserve by vagrants and/or persons with criminal intent,” he says.Walker calls on the City of Cape Town to

help in the interest of all parties. Effectivetown planning, law enforcement and eco-nomic measures to mitigate the generalsocio-economic circumstances can assist inthe reduction of vagrancy. “Until such timeas adequate facilities are made available toCape Town’s vagrants, the problem willmerely be shifted from one party to anoth-er,” he says.He further says that the region spends

accommodation for vagrants as they are par-ticularly vulnerable to wily criminals wholure them into crime with all manner ofpromises,” he says.Residents are encouraged to report

ProSenior title in 2012, latched onto the backwheel of Johannesburg’s Dalton Venter andposted lap times of only one hundredth of asecond slower than the championship lead-er.

In heat 1 of the 85cc junior class, Justinsecured a very respectable second place. Inheat 2, he took a tumble, but managed to getback up to finish third place. The field con-tained all of the fastestUnder-13 riders in thecountry. The podiumposition has placed theCape Town rider in a solid third place in thechampionship, only one point behind thesecond placed contender.Round 3 takes the boys to Port Elizabeth,

which is a very sandy track. Justin, who isaffectionately known as The Sandman, is ex-pected to do well there. He is dominating thelocal MX scene and is leading both the cluband regional series, having won every heatthus far.
