  • PERSONNEL PROTECTION AND SAFETY (165.2)

    5 Days

    This course is for relatively inexperienced personnel who respond toaccidents involving hazardous substances or investigate uncontrolledhazardous waste sites. It provides basic information on the protectionand safety of personnel engaged in field operations dealing with hazardoussubstances. .

    After completing the course, attendees will be more familiar with generalconcepts, principles, and procedures for protecting themselves from theharmful effects of hazardous materials, and the acceptable practices forminimizing danger to response personnel.

    The trainingdiscussion.of personnelexercises.

    consists of classroom instruction, problem-solving, .andApproximately one-half of the course consists of the hands-on useprotective equipment and monitoring instruments, and outdoor

    Course topics include: the fundamentals of respiratory protection; typesof respiratory protection apparatus, use and limitation of equipment;selection of respiratory protection equipment; protective clothing; airmonitoring, and safety procedures for conducting response operations.

  • INCIDENT MITIGATION AND TREATMENT METHODS (165.3)

    5 Days

    This course deals with concepts and techniques for containing, controlling,and treating releases of hazardous substances. After completing thecourse students will have a better understanding of fundamental theoriesthat govern chemical, physical, and biological behavior; phenomena thataffect treatment processes; practical aspects of containment, on-sitetreatment, bulking, transport, and disposal; techniques for trackingand recovering contaminants in groundwater; and regulatory requirements.

    Training is provided by means of classroom instruction, case-studies,problem solving, and group discussion. .

    Course topics include first response considerations, hazard evaluation,containment methods, physical, chemical, and biological treatment, disposaloptions, and safety during response operations.

  • AIR SURVEILLANCE FOR HAZARDOUS MATERIALS (165.4)

    5 Days

    This course instructs participants in the practices and procedures forair monitoring and sampling for hazardous materials. Upon completion ofthe course, students will be more knowledgeable about: the design of airsurveillance programs; the types, availability. uses, and limitations ofdirect-reading air monitoring instruments and air sampling equipment; theuse of air monitoring data for evaluating the safety of response personneland the public; and air dispersion and meteorology. The course willinclude operating procedures for specific air monitoring instruments andsampling equipment, as well as strategies for surveillance of both abandonedhazardous waste sites and accidental releases of hazardous chemicals.

    Instructional methods are a combination of classroom lectures, groupdiscussions, problem-solving, and laboratory and field exercises withhands-on use of equipment and instruments. Several case studies arepresented.

    Topics to be discussed are air surveillance programs; air monitoringtechniques and instruments; air sampling techniques and equipment; radiationdetection instruments; calibration; quality control; exposure guidelines;health. and safety considerations; legal implications; and air dispersionand meteorology.

    Segments of this course require the wearing of respiratory equipment whichprecludes the use of eyeglasses. Students who are severely restrictedwithout eyeglasses should be aware that their participation may be limitedunless they have their own eyeglass-equipped respirators.

  • HAZARDOUS MATERIALS INCIDENT RESPONSE OPERATIONS (165.5)

    5 Days

    This course provides attendees with practical knowledge concerning incidentresponse operations. The- course focuses on response team function,methods, procedures, and safety in responding to hazardous substancesspills or abandoned waste sites. .

    After completing the course, attendees should be more familiar withselection, use, and limitation of respirato~ protection apparatus andprotect i ve cl othi ng; site entry, cont rcl , and decontami nat i on procedures;the use of field monitoring instruments; and response organization andmanagement.

    Approximately 1/3 of the course is classroom instruction. The remainingtime is hands-on use of monitoring equipment, personnel protectiveapparatus, and other applications of classroom topics. Decision-makingin incident response operations is practiced by responding as teams to afull staged vehicular accident and an abandoned waste site.

    Course topics include respiratory protection apparatus, protective clothing,field monitoring instruments, hazard analysis, toxicology, responseorganization, and standard operating safety guides.

    Segments of this course require the wearing of respiratory equipment whichprecludes the use of eyeglasses. Students who are severely restrictedwithout eyeglasses should be aware that their participation may be limitedunless they have their own eyeglass-equipped respirators.

  • HAZARD. EVALUATION AND ENVIRONMENTAL ASSESSMENT (165.6)

    4 Days

    Thi s course provides part i ct pants with techni ques to assess the potent i alenvironmental impact of released hazardous materials. The course emphasizesmethods and procedures for estimating the dispersion of contaminants in air,surface water, and groundwater; pathways for contact with surrounding populations,and guidelines for the protection of public health.

    Upon the completion of the course, participants will have knowledge of'basic toxicology; use and interpretation of guidelines for the protectionof response personnel as well as the public; the basic principle ofdispersion and behavior of hazardous materials in air, surface water,groundwater, and soil; and techniques for the assessment of environmentalimpact.

    Instruction methods includes lectures, group discussions, case studies,and group problem-solving sessions.

  • RESPONSE SAFETY DECISION-MAKING WORKSHOP (165.8)

    4 Days

    This workshop is for persons developing. implementing. or managing safetyprograms for chemical emergencies or cleanup at abandoned hazardous wastesites. The workshop complements other EPA basic safety courses andprovides participants with more detailed guidance for making effectivesafety decisions. It is intended as a forum for workshop participantsand the staff to exchange information and ideas on response-relatedsafety topics. '

    Individuals applying for the course are expected to be knowledgeable inbasic personnel protection. safety. and response operations. As a minimum,applicants must have attended Personnel Protection and Safety (165.2) or

    ·Hazardous Materials Incident Response Operations (165.5), similar courses,or demonstrate they are experienced in response safety.

    After this workshop attendees will better understand the responsibilitiesand liabilites of a response safety officer; be more familiar with therequirements for an overall health and safety program; be more knowledgeablein risk assessment and its impact on safety planning; be better trainedin technical areas of response safety; and be better able to develop andimplement site-specific safety plans. .

    The workshop includes classroom instruction, group problem-solving, andclass discussions. Workshop topics inclUde safety guidance and regulations,risk assessment. air monitoring, respiratory and protective clothingselection. special problems, and site safety plan development.

    SAMPLING FOR HAZARDOUS MATERIALS (165.9)

    3 Days

    This course provides attendees with the practical knowledgerequired for an effective sampling program for hazardous materials.The course focuses on the types of equipment suitable for hazardousmaterials sampling and the practices and procedures for safely and effectivelycollecting samples. Air sampling procedures are specifically treated inthe Air Surveillance for Hazardous Materials course (165.4)~ and are notcovered in this course.

    After completing the course, attendees should be more knowledgeable aboutthe design of sampling programs; the equipment and procedures for samplecollection; sampling safety; the regulations on transporting samples; andthe use of statistics in sampling.

    Instructional methods used are lectures, group discussions, demonstrations,and field exercises with an emphasis on hands-on use of multi-mediasampl i ng equi pment.

    Topics to be discussed include: sampling plan development; the statisticalbasis for sampling; equipment and procedures for sampling containerizedmaterials, surface water/lagoons, sediments/sludges~ soils and groundwater;compatibility testing; sample shipment; safety in sample collection; andquality control/quality assurance considerations.

    Segments of this course require the wearing of respiratory equipment whichprecludes the use of eyeglasses. Students who are severely restrictedwithout eyeglasses should be aware that their participation may be limitedunless they have their own eyeglass-equipped respirators.

    We refer to recent questions concerning the coordinated permit review betweenWater Quality Management and Solid Waste Management in regard to the Bureau'sdraft permit coordination guidelines for hazardous waste leachate treatmentIacili tics to be perrni t tcd, These guidelines are necessary for be tter per mi t anden Iorcernen t control and the elimination of duplicate permits for the same facility.The NPDES permit will be issued by Water Quality Management, and the WQMConstruction and Operation Permit of the leachate treatment facility will beissued by Solid Waste Management.

    1. Water Quality Management will provide information concerning requiredeffluent quality to the applicant for use in designing the leachate treatmentfacilities. .

    2. Water Quality Management will assist Solid Waste Management in the tech-nical review of the leachate treatment facility design engineer's report andsupplemental information as required in Water Quality Managernerrt's IndustrialWaste Manual. /

    Attached is the review procedure guidelines for certain hazardous wastetreatment facilities that could qualify for a Permit by Rule status. This willrequire a coordinated review effort between the Bureaus of Solid WasteManagement and Water Quality Management. Since the Permit by Rule provisionwas effective as of September 4, 1982, the date the revised hazardous wasteregulations was promulgated, these guidelines can be used immediately todetermine if the Permit by Rule conditions are satisfied.

    Previously, the draft Permit by Rule review procedure guideline dated August 27,1982, was revised to incorporate your comments. It is estimated that there maybe over 100 possible Permit by Rule qualifying treatment facilities throughout theState, but it is unlikely that this amount would need to be reviewed this fiscalyear. The Permit by Rule provision in the Hazardous Waste regulations isapplicable to two types of facilities:

    I. Publicly Owned Treatment Works (POTW) which accept hazardouswaste (see Section 75.265(z)(l4n. Because of the specificcircumstances (hazardous waste has to be received directly), thissituation will not be too prevalent.

    II. Owners or Operators of an Elementary Neutralization Unit (ENU) or aWastewater Treatment Unit (WTU) (see Section 75.265(z)(l7». Since ahazardous waste facility that would qualify for a Permit by Rule wouldnot require a hazardous waste treatment permit, this situation will beadvantageous to qualifying facilities.

  • I. Publicly Owned Treatment Works (POTW) Permit by Rule Review ProcedureGuidelines

    The reference to this situation in the hazardous waste rules and regulations isSection 75.265(z)(l4). This only applies to POTW's that accept hazardous wastes bytruck, rail, or pipe directly discharged to the POTW. Note: Domestic sewage that ismixed with hazardous waste that is conveyed through a sewer system to a POTW fortreatment is excluded as a hazardous waste in Section 75.261(c)(i).

    A. Eligibility

    The following conditions must be met in order to qualify for a Permit by Rule:

    1. The POTW has a National Pollution Discharge Elimination System (NPDES)permit.

    2. The POTW complies with conditions of that permit.

    3. The POTW has to meet the following four hazardous waste managementrequirements:

    a. Obtain an identification number (comply with 75.264(b».

    b. Use the manifest system (comply with 75.264(j».

    c. Keep operating records (comply with 75.264(k».

    d. Submit quarterly facility reports (comply with 75.264(m».

    4. All Federal, State, and local pretreatment requirements which would beapplicable to the hazardous wastes being discharged directly to the POTWmust be met. (In some situations, there may be no Federal or State butonly local pretreatment requirements.)

    B. Procedure

    1. Solid Waste regional personnel should meet with Water Quality regionalpersonnel to identify POTWs that are directly accepting hazardous wastethat have notified under the hazardous waste regulations. A list of POTW'saccepting hazardous waste directly should be made and updated by SolidWaste regional personnel.

    2. These POTW's should be notified by Solid Waste regional personnelconcerning the Hazardous Waste Management Regulations and theprovisions which must be met if they are to be deemed to have a Permit byRule under Section 75.264(z)(l4). If an eligible POTW does not wish to becovered by a Permit by Rule, then it will have to obtain a hazardous wastepermit for the facility as a treatment facility. The NPDES and WQMPart II permits will continue in effect. /

  • 3. For POTW's which could qualify for the Permit by Rule, a joint operationalinspection between Solid Waste and Water Quality regional personnelshould be performed to review the POTW. The following should beconsidered:

    a. Hazardous waste off loading area (spill containment, etc.)

    b. Compatibility and treatability of hazardous waste in question(including the need for pretreatment of the hazardous waste prior todischarge to the POTW).

    c. Impact of hazardous waste on effluent quality and sludgecharacterIstics.

    d. NPDES monitoring requirements (i.e, should a hazardous wasteconstituent be limited and/or monitored as a part of the POTWNPDES permit).

    4. Water Quality personnel will review the POTW's NPDES permit and anyFederal, State, and local pretreatment requirements which apply to thehazardous waste being received directly by the POTW to determine if thePOTW is in compliance with these requirements. A copy of this evaluationshould be provided to the Regional Solid Waste Manager. This compliancereview should reflect operation as well as treatment capability conditions.(For example it should indicate if treatment facilities and capacity areinadequate or if there is a history of operation and maintenance problems).Infrequent short-term violations of effluent limitations for parameterssuch as BOD, 55, etc., would not normally be serious enough to beconsidered "non-compllance",

    5. Solid Waste Management will notify eligible POTW's in writing that theysatisfy the Permit by Rule requirements in accordance withSection 75.265(z)(l4) and that they are deemed to have a Permit by Rulecontingent upon being in compliance with the hazardous waste managementconditions set in 75.264(b)(j)(k)(n), the NPDES permit, and all Federal,State, and local pretreatment requirements pertaining to the hazardouswaste in question. A copy of this letter should also be sent to the RegionalWater Quality Manager and Division of Hazardous Waste.

    6. Noneligible POTW's will be notifed by Solid Waste Management concerningany conditions of the Permit by Rule which have not been satisfied. Ifthese conditions are addressed satisfactorily by the POTW immediatelythen they will be renotified in accordance with item 5. A POTW noteligible for the Permit by Rule would be required to obtain a hazardouswaste management permit. .

    7. Since the Permit by Rule is contingent upon NPDES and compliance,BWQM should notify BSWM at the regional level whenever an applicablePOTW is found to be in non-compliance as a result of inadequate treatment".facilities or if there is a history of operation and maintenance problems.

    Non-compliance by the POTW will result in loss of the Permit by Rulestatus.

    Reference to this situtation in the Hazardous Waste Regulations is in Section75.265(z)(l7). The following conditions must be met in order to qualify for a PermitBy Rule:

    A. Eligibility

    1. The treatment unit must meet the definitions of either ENU or WTU. AnElementary Neutralization Unit (ENU) is a device which is used toneutralize wastes which are "hazardous" only because they exhibit thecharacteristic of corrosivity as defined in Section 75.261; or listed in75.261, and which meets the definition of tank, container, transport vehicleor vessel. A Wastewater Treatment Unit (WTU) is a device which meetsthe definition of a tank and which is part of a wastewater treatmentfacility subject to regulations under either Section 402 or Section 307(B) ofthe Clean Water Act, and receives, and treats or stores an influentwastewater which is a hazardous waste, or generates and accumulates awastewater treatment sludge which is a hazardous waste, or treats orstores a wastewater treatment sludge which is a hazardous waste. Note:In no~ does this definition include surface impoundments. Surfaceimpoundments must obtain a hazardous waste management permit.

    2. The ENU or WTU treatment facility has to be an on-site, captive facility.

    3. The ENU or WTU treatment facility has to have either a NPDES permit, ordischarge to a sewage treatment system with a NPDES permit and besubject to all Federal, State, and local pretreatment requirements. Insome situations there may be no Federal or State but only localpretreatment requirements.

    4. The ENU or WTU treatment facility has to meet the following hazardouswaste management requirements:

    a. Obtain an identification number (comply with 75.264(b».

    b. Have security (comply with 75.264(d».

    c. Have a general inspection and construction inspection (comply with75.264(e».

    d. Have a preparedness and prevention system (comply with 75.264(h».

    e. Have a Preparedness Prevention and Contingency Plan and complywith emergency procedures (comply with 75.264(i».

    The following should be reviewed:

    a. Hazardous waste off-loading area (spill containment, etc.)

    b. Compatibility and treatment of hazardous waste

    1) For NPDES cases, are effluent limits being achieved

    2) For industrial waste pretreatment facilities, are pretreatmentrequirements being met

    c. Monitoring requirements (should a hazardous waste constituent bemonitored or limited as part of the NPDES permit or as part of thepretreatment requirements)

    Where the ENU or WTU is a pretreatment facility the owner/operatorof the receiving POTW should be informed concerning the Permit byRule review and should be asked to provide any applicableinformation concerning local pretreatment requirements.

    4. Water Quality personnel will review the NPDES permit and Federal, Stateand local pretreatment requirements to determine if the treatment plant isin compliance. This evaluation should be given to the Solid Waste RegionalManager. This compliance review should reflect operational as well astreatment capability conditions. (For example, it should indicate if afacilities treatment and capacity are inadequate, or there is a history ofoperation and maintenance problems.)

    5. If the conditions outlined in A 0), (2), (3), and (4) above are satisfied, theRegional Solid Waste Manager notifies the facility in writing that they aredeemed to have a Permit by Rule in accordance with Section 75.26.4(z)(l7)and that it will be contingent upon being in compliance with all thehazardous waste management conditions as stated in75.264(b),(d)(3),(h),(i),(k), and (m) and paragraphs 2 through 10 of 75.265(y),the NPDES permit, and all Federal, State, and local pretreatmentrequirements. A copy of this notification letter should be sent to theRegional Water Quality Manager and the Division of Hazardous Waste.

    Noneligible owners or operators of ENU or WTU will be notified by theSolid Waste Manager concerning any conditions of the Permit by Rulewhich "have not been satisfied. If these conditions are addressedsatisfactorily by the owner or operator of the ENU or WTU immediately,they will be renotified in accordance with item.5. A hazardous wastetreatment facility not eligible for the Permit by Rule will be required toobtain a hazardous waste management permit.

    7. Since the Permit by Rule is contingent upon NPDES compliance, BWQMshould notify BSWM at the regional level when the ENU or WTU facility isfound to be in non-compliance with either State or Federal pretreatmentrequirements or NPDES requirements, as a result of inadequate treatmentfacilities or a history of operation and maintenance problems.Non-compliance will result in loss of the Permit by Rule status.
